Plumber Woodbridge VA: The Largest Water Payment Here Is Not a Water Bill

Prince William Water publishes a careful affordability analysis. It measures the typical household water and sewer bill against three separate yardsticks: a share of median household income, a share of income in the lowest quintile, and the number of hours worked at minimum wage. On all three the monthly bill comes out comfortably affordable.

On the same page it publishes the availability fee. That is the one time charge for connecting a new property, and for 2025 it is five thousand three hundred dollars of water plus twelve thousand of sewer, or seventeen thousand three hundred in total. By 2027 the adopted figure is nineteen thousand one hundred.

Set one against the other and the arithmetic is stark. That single payment is worth around two hundred monthly bills, which is roughly seventeen years of water and sewer paid before the first drop arrives. None of the three affordability tests looks at it, because it is charged to development rather than to a customer. It still reaches the household. It arrives inside the price of the house.

The Lead Fact

Growth Pays For Growth, and Growth Is Roughly Seventeen Years of Bills

The phrase is the utility’s own. Among its published rate setting principles is one headed growth pays for growth, which states that revenue requirements for system operation are developed separately from revenue requirements for system expansion, and that the cost of growth, meaning treatment capacity and storage, is paid for by new development while the cost of operations and capital replacement is paid for by existing customers.

That is a defensible way to run a utility, and it is stated plainly rather than buried. The question this page asks is a different one. It is what the principle does to the arithmetic of living here, and the answer is in the two tables the utility prints a few paragraphs apart.

Three things in that table that nobody put side by side

The first is the headline. In every one of the three years the one time fee is worth somewhere between sixteen and a half and seventeen and three quarter years of ordinary billing. A household that stays twenty years pays for its connection roughly as much as it pays for two decades of the service itself.

The second is that the sewer half is more than twice the water half, twelve thousand against five thousand three hundred in 2025. That is a ratio of about two and a quarter, and it is closing: two point two six, then two point one four, then two point zero three. Sewer capacity is the expensive thing to build here, and it is becoming slightly less disproportionately so.

The third is that the ratio of fee to bill is falling, from about seventeen and three quarter years to sixteen and a half. That is not the fee getting cheaper. It is the monthly bill rising faster, by roughly nine per cent and then eight, against roughly five per cent and then five on the fee.

Why the affordability tests cannot see it

The utility cites Environmental Protection Agency guidance and two further measures. Bills under four per cent of median household income are treated as affordable, the Lowest Quintile Residential Indicator applies the same four per cent test at the bottom of the income distribution, and the Hours Worked measure treats under eight hours at minimum wage as affordable. Prince William Water reports under one per cent, under two per cent and under seven hours respectively.

Every one of those metrics takes a monthly bill as its input. The availability fee is not a monthly bill and is not charged to a customer account, so it is outside all three by construction. That is not a trick. It is what growth pays for growth means when you follow it through to the closing statement on a house.

Availability fees themselves are not new to this site. What is different here is not the fee. It is that one utility published the fee and the affordability analysis on the same page and did not divide one by the other.

The Second Finding

A Snapshot Its Own Board Has Already Voted Past

To show that its rates are competitive, Prince William Water publishes a table of ten jurisdictions with an estimated monthly water and sewer bill for each at five thousand gallons, dated as of the first of July 2026. It places itself eighth of the ten at eighty eight dollars eighty five, below the Virginia average of one hundred and two dollars seven from the Draper Aden survey and below Fairfax County at ninety five fifty nine.

The figure it uses for itself is the middle year of its own three year schedule. That same schedule, approved by its board on the fourteenth of November 2024, sets the typical bill at ninety six dollars five cents in 2027. That is above the Fairfax County number printed alongside it.

We are not going to overstate this. The other nine jurisdictions will raise their own rates over the same period, and a table dated to one day cannot tell you by how much. The narrow point is the one worth having: a comparison used to argue that rates are competitive was built from a figure the publisher has already scheduled to supersede.

There is a structural reason the two rows move together. Prince William Water purchases most of its drinking water from advanced treatment plants owned and operated by Fairfax Water, and purchases water reclamation services from the Upper Occoquan Service Authority for part of its customers. It names rising wholesale costs from both as a primary driver of the new rates. Part of the gap between those two rows is a pass through of one of them.

What Each Number Is As Of, and Why the Dates Do Not Line Up

Almost every figure that governs a plumbing job in Prince William County carries a date, and the dates are set by six different clocks. Nothing here is hidden. It is simply never assembled in one place, and the gaps between the clocks are where the surprises live.

The comparison table is as of one day

The ten jurisdiction bill comparison is dated as of the first of July 2026. It is a snapshot of other utilities on a single date, and it holds no forward schedule for any of them, including the publisher.

The rate schedule is as of three years

Rates were approved by the board on the fourteenth of November 2024 and cover 2025, 2026 and 2027, taking effect on the first of January each year. The utility says it sets rates three years at a time to minimise rate shock.

The permit fee schedule is a fiscal year

The county building and land development fee schedules run from the first of July 2026 to the thirtieth of June 2027. On the land development side the board approved an increase of eight and a half per cent across the board, rounded to the nearest five cents.

The building code is as of your permit

Every issued permit is assigned a code year, and the county states that work is inspected in accordance with the code in effect at the time the permit was issued. Not the code in force when the pipe is actually fitted.

An estimated bill is as of sixty days

If the meter cannot be read the bill is estimated from the same month last year. The difference is reconciled at the next actual reading, which the utility describes as covering roughly a sixty day period.

The disconnection clock is eighty four days

Payment is due twenty four days from the bill date. Accounts past due by more than fifty dollars are subject to disconnection eighty four days after the bill was issued, with notice arriving on the next monthly bill.

The fourth card is the one that catches plumbing work most often. A permit pulled during the transition window that ran from the eighteenth of January 2024 to the eighteenth of January 2025 could be designed to either the 2018 or the 2021 statewide code, though the county was explicit that the two could not be intermixed inside one submission. A permit from that window is still inspected against whichever year it was issued under.

The Third Finding

On Small Jobs, Your Plumber Is the Inspector

Prince William County runs a Limited Service and Repair Permit Program for small residential work. The fee design is ordinary enough: a minimum fee for the first item and a nominal fee for each additional one, with the eligible items listed on the application itself.

The mechanism inside it is not ordinary. For work that does not involve natural gas, oil or propane, the county allows a Master Tradesman to complete the Limited Service Permit Certification of Compliance in place of a county inspection, and it says why in plain terms: so the homeowner does not have to stay home waiting for one.

Follow that through and the default arrangement on a small plumbing repair here is that the person who did the work certifies it. The county inspection has not disappeared. It has become something the homeowner can call for, and the county states that if you have any concerns about the contractor’s work an inspection can still be scheduled.

The exclusion is the interesting half. It is not drawn around trades, which would put all plumbing on one side and all electrical on the other. It is drawn around fuel. Water supply and drainage can be self certified. Anything touching gas, oil or propane cannot. That is a judgement about consequences rather than about disciplines, and it tells you where the county thinks the irreversible risk sits.

The Code, and a Deliberate Contrast

Virginia Will Not Let a County Write Its Own Plumbing Code

The county states the position in its own words on the page that tells homeowners whether they need a permit. All jurisdictions in Virginia are required to use the Uniform Statewide Building Code. The state adopts the national model codes, with amendments, for use statewide, so that everyone is subject to the same regulations.

That is worth pausing on, because it is not how most of the country works and it is not even how the previous page we published works. In Newnan, Georgia, the city adopts the state list of mandatory and permissive codes and then publishes its own building code amendments document on top of it. Two states, the same structure of adoption by reference, opposite answers on whether a locality may vary it.

The 2021 statewide code took full effect on the eighteenth of January 2025, and from that date every county construction permit application had to comply with it. Prince William Water publishes the three numbers together on its sewage backup page, and it publishes them to reassure rather than to alarm. Main line sewage backups happen fewer than ten times a year across almost twelve hundred miles of sewer main and eighty five thousand sewer lateral connections that the utility operates and maintains.

Divide the third by the second and the annual chance for any one connection is on the order of one in eight and a half thousand. That is genuinely low, and it deserves saying rather than being quietly skipped past.

The utility then suggests, on the same page, a rider on a homeowner or renter policy covering sewage backup, which it puts at usually about fifty dollars a year, and notes that it would pay for repairs and replacement far beyond the courtesy clean up the utility itself offers. Both statements are true at once, and the reason they sit together is that a backup is a rare event with an expensive tail. The decision is about severity, not frequency, and the utility is the one that supplied both halves.

The one thing that comes close is not an error. The regional bill comparison is dated as of the first of July 2026 and uses the utility’s 2026 figure, while its own adopted schedule sets a higher figure for 2027. A snapshot is a snapshot. We have flagged it because the schedule that supersedes it sits on the same page, and because the neighbours in that table have forward schedules of their own that it does not show.

What we could not find and will not invent
