    The department states that a portion of each water service line is owned by the city and a portion by the property owner. Any replacement conversation starts by establishing where that split falls at your address.

  5. Reduce exposure in the meantime

    Start with cold water for drinking and cooking, flush the pipes after several hours of no use, clean faucet aerators because they collect lead particles, and use fixtures certified as lead free.

  6. Flush properly after any replacement

The context behind that programme is long running. The department states it has been in compliance for lead and copper since the programme started in 1992, that it uses corrosion control measures required by the state and the federal regulator, that ten specific locations are monitored every six months and lead and copper are routinely monitored at 50 locations across the service area, and that the city began treating its water with an inhibitor and replacing the public portion of lead service lines in the early 1980s.

On funding, the city says it was one of the first recipients in the Commonwealth of state health department grant funding to help private property owners replace lead lines, that the 2018 grant along with federal recovery funding has aided the replacement of nearly 600 lead service lines, and that it received a federal award for the grant programme early in 2023. The first round reached its funding capacity, and further replacement is planned in a targeted block by block approach once new funds are allocated.
