Plumber Alexandria VA: The City Publishes One Sentence That Explains Every Phone Call You Are About To Make

On its own utilities page, the City of Alexandria writes this: the City of Alexandria does not operate any public utilities. That is a full service independent city of considerable size stating plainly that your water does not come from it, your sewage is not treated by it, and neither bill is sent by it.

Three organisations divide the job. Virginia American Water, a private investor owned company, supplies the drinking water and reads the meter. The City maintains the sewer pipes in the street. AlexRenew, an authority older than most of the region infrastructure, owns the interceptor pipes and the treatment plant. The one utility the City does run is stormwater, and it charges for it on your real estate tax bill rather than on a water bill.

The boundary answer: the derived account

A public authority whose customer list is produced by a private company

The split of duties is unusual enough on its own. AlexRenew describes it plainly: Virginia American Water supplies clean water to Alexandria homes and businesses, the used water enters a sewer system of pipes maintained by the City of Alexandria, and those pipes connect to AlexRenew interceptor pipes which carry it to the plant.

What makes it more than an org chart is the dependency underneath. AlexRenew states that Virginia American Water provides it with all of its account information and meter readings, and that for this reason all of its account holders must also have an account with the water company. To start or stop service with the public authority, you must first do so with the private one.

Read that as a sequence and it saves a wasted morning. A new owner or tenant who rings the sewer authority first will be sent back to the beginning. The number that has to be dialled first is the company one, 1-800-452-6863, and everything else follows from the account it opens.

It also means the number your sewer bill is computed from is a reading taken on a meter that no public body owns. If you are disputing consumption here, you are disputing it with a company, and the sewer charge that rides on it moves only when that reading moves. A leak detection visit here corrects two bills issued by two different organisations from one measurement.

Every other city page on this site describes a government that either supplies your water or buys it wholesale from somebody who does. Alexandria does neither. Its published role in drinking water is to argue about the price on behalf of the people who pay it, in front of the body that sets it.

The City published the outcome in June 2023. In a case before the State Corporation Commission, City attorneys successfully objected to water rate overages by Virginia American Water Company. The ruling meant residents received refunds of surcharges that had appeared on bills between 2019 and 2021. It also reduced the water rate increase that had taken effect in May 2022, retroactively to that date, so most residents saw a partial refund of a year of bills as well as lower rates going forward. Refunds were applied as credits on water bills, the City said, no later than 24 July.

That is a genuinely different answer to the question this site keeps asking, which is who the government is where you live. In most places the government is the utility, or part owns it, or buys from it. Here the government is the ratepayer advocate, and the utility is a company answerable to a state commission rather than to a council you can vote out.

The practical version. If your complaint here is about a rate or a surcharge, the City is a body that has taken that fight and won it. If your complaint is about a leaking main or a lost meter reading, the City is not the right number at all, and the company is.

The change that turns a repair into a rate decision

A fixed charge calculated from how you live rather than from what is buried outside

AlexRenew has redesigned the fixed part of the sewer bill, and the redesign matters more to a household than the headline rate does. The base charge pays for the pipes, pumps and treatment systems that must be ready whatever anyone is doing. It used to be set by the size of the water meter. From 1 July 2026 it is set by average monthly water use compared with a typical household.

The unit is published and it is easy to hold on to. One wastewater unit is 3,500 gallons a month, described as the average use of a typical Alexandria household, and residential base charges are set using that figure. Commercial, industrial and other public agency customers divide their average monthly use by 3,500 to get their unit count, with a minimum of one unit a month. AlexRenew own worked example is a commercial customer averaging 35,000 gallons, which is ten units, multiplied by a base charge per unit of 14 dollars 48 cents, for 144 dollars 80 cents.

Here is why a plumber cares. Under a meter size system, a slow leak inflated only the volumetric part of your bill, and there was nothing you could do about the fixed part short of changing the meter. Under an average use system, a leak that has been running for months has raised the average that sets your fixed charge as well. Fixing it now improves both halves. A running toilet or a failing valve stopped being purely a consumption problem the day the method changed.

The transition is deliberate rather than abrupt. AlexRenew states it is introducing the change gradually over five years, with the base charge per unit adjusting over that period, and that the redesign delivers savings to 97 per cent of its customers. It also states that a two year rate adjustment adopted in 2025 includes a 5.7 per cent rate increase starting on 1 July 2026, and that for most customers the base charge change results in a lower net increase. Two things are moving at once and the authority says so.

The reading, taken by a company

Virginia American Water supplies the water and reads the meter. AlexRenew states that the company provides it with all account information and meter readings. So the single physical measurement everything else rests on is taken by a private business, and a dispute about it starts there.

The unit, derived by an authority

AlexRenew converts that reading into wastewater units at 3,500 gallons a month per unit, and bills the fixed charge on the result. Nobody measures your sewage. It is inferred from your water, which is why water that never reaches the drain still counts.

The fee, delivered on a tax bill

The stormwater utility is the one utility the City does run, and its fee is charged as a separate line item on the real estate tax bills sent to all residential and non residential property owners. It does not appear on a water bill at all, which is why people miss it.

The rate, set in two different rooms

The sewer rate is adopted by the authority board. The water rate is a company rate that goes through the State Corporation Commission, where the City can and does object. Two prices, two forums, and only one of them is a local meeting.

The reason to lay it out this way is practical rather than civic. Almost every frustrated phone call in a place like this is a correct question asked of the wrong organisation. Meter and supply questions go to the company. Sewer bills and treatment go to the authority. The pipe in the street and the stormwater charge go to the City.

The old town problem, and the month it stopped

We have written the general case for combined sewers several times, on our Poughkeepsie and Skokie pages among others, and we are not going to retell it here. One pipe carries rain and sewage together, heavy rain overwhelms it, and the surplus goes somewhere it should not. Every one of those pages describes a problem that is still being worked on.

Alexandria is the exception, and the date is recent enough to be worth stating precisely. AlexRenew says the city is served by both separate and combined sewer systems, with the combined system largely in the Old Town neighbourhood. On 1 July 2026 it completed RiverRenew, describing it as a once in a generation environmental initiative and as the largest infrastructure project in Alexandria history.

What was built is worth knowing if you own property near the waterfront, because it explains a decade of street works. A tunnel 130 feet deep and 2.2 miles long along the waterfront. A new six foot wide sewer pipeline. Two large diversion facilities. A twelve storey underground pumping station at the centre of the treatment campus. The stated effect is to prevent 120 million gallons of combined sewage a year from reaching the Potomac River, Hunting Creek and Hooffs Run.

The authority also publishes a live outfall map, where an indicator turns red if an overflow occurred in the past 24 hours and stays green otherwise, with an email alert sign up. It attaches an honest caveat we will repeat rather than smooth over: as the system comes online it may produce false notifications, and email alerts are the confirmation. A brand new monitoring system telling you it might cry wolf is more trustworthy than one that does not.

Who AlexRenew is, whose sewage it takes, and what that means for a quotation

The authority is older than the arrangement suggests. The Alexandria Sanitation Authority was established in 1952 as the first authority in Virginia, to build, operate and maintain a sewage treatment system serving Alexandria and parts of Fairfax County, and began operating in 1956. It became Alexandria Renew Enterprises on Earth Day 2012 and AlexRenew in 2023. Its Environmental Center and treatment plant are at 1800 Limerick Street, a block south of Eisenhower Avenue.

The scale it publishes is a little over 100 staff treating 35 million gallons of wastewater a day for more than 300,000 customers. That last figure is the tell, because it is far larger than the city, and the reason is the second half of the 1952 remit.

AlexRenew treats wastewater for Alexandria and for parts of Fairfax County, and gives the engineering reason rather than a political one. Wastewater moves by gravity, the topography of this region puts the AlexRenew facility at a low drainage point, and building one plant to serve both communities made sense. So a property in the County can sit under County connection rules while its sewage is treated by an Alexandria authority. Our Fairfax page covers the County side of that boundary in detail.

The work here runs to drain cleaning and hydro jetting in older buildings with small diameter runs, fixture repair where nothing is a standard size, leak detection on a meter owned by a company, and emergency plumbing when a private lateral fails. What is specific to Alexandria is that the three questions a quotation depends on, who supplies, who maintains and who treats, all have different answers, and none of them is the City on its own.

A city that runs no utilities, a sewer account that depends on a private one, a fixed charge that now follows your habits, and a combined sewer programme that finished.

Virginia American Water, a private company, not the City. The City of Alexandria states on its own utilities page that it does not operate any public utilities, and directs new service, questions, concerns and problems with water service or water mains to Virginia American Water on 800-452-6863.

It depends which pipe. AlexRenew handles billing questions and problems with the sewage and wastewater service on 703-721-3500, and owns the interceptor pipes and the treatment plant. The sewer pipes those interceptors connect to are maintained by the City of Alexandria. The lateral between your building and the street is a private pipe and a plumber’s job.

Because the sewer authority does not do its own metering. AlexRenew states that Virginia American Water provides it with all account information and meter readings, and that for this reason all AlexRenew account holders must also hold an account with the water company. To start or stop service you must do so with Virginia American Water first.

Not on a water bill. The City operates a stormwater utility and collects a Stormwater Utility Fee as a separate line item on the real estate tax bills sent to all residential and non residential property owners. It is the one utility the City does run, and it is billed in a place people do not look for a utility charge.

Sources, limits and what we refused to state

A limit in our own data, stated rather than hidden. Alexandria is one of the most repeated place names in the United States.

Alexandria, Louisiana is a real city of roughly forty five thousand people, and there are Alexandrias in Kentucky, Minnesota, Indiana and Alabama. Search demand for a plumber in Alexandria overwhelmingly does not name a state at all.

We therefore make no claim about how much of that demand belongs to this city. This page is about Virginia, it says so throughout, and it does not put a number on a market it cannot separate.

Refused and left blank rather than estimated. Every water rate, service charge and surcharge, because those belong to a company whose tariff pages were not read for this page and whose rates are set through a regulatory process rather than published as a simple table.

The current AlexRenew base charge per unit for a residential customer. The 14 dollars 48 cents figure quoted above appears inside the authority own worked example for a commercial customer and is explicitly an example, and the page states the per unit charge adjusts across the five year transition. Quoting it as a residential price would be wrong twice over.

The stormwater utility fee amount, the credit programme values and the impervious area bands, because the fee manual and credit manual are documents we did not open.

Every hardness, fluoride, lead, copper and contaminant figure, because no water quality report was read for this page and because the supplier is a company with its own reporting.

Every plumbing permit fee, inspection fee, connection charge and availability fee for the City, because no fee schedule was opened.

Any statement about where the private lateral responsibility boundary falls in the City of Alexandria. Three bodies own pipe here and none of the pages we read draws that line in words, so we are not going to draw it for them.

Any claim about which streets are on the combined system and which are on the separate one. AlexRenew says the combined system is largely in Old Town, and largely is not a boundary.
