Plumber Pembroke Pines: One Minute Past Three On A Thursday Costs You Five Days
The Building Department here works Monday to Thursday. It publishes an inspection rule that most cities leave you to work out for yourself, and it publishes the answer rather than the inputs. A request submitted before 3:00 PM is scheduled for the next business day. A request submitted after 3:00 PM goes to the following business day. And a request submitted after 3:00 PM on a Thursday is scheduled for Tuesday.
Read that as a job rather than as a policy. A rough-in that finishes at half past two on a Thursday is inspected on Friday morning of the same working week. The identical rough-in finishing at ten past three is inspected the following Tuesday, and every wall stays open over the weekend. One minute of difference, five calendar days of consequence, and the City states it in writing.

Pembroke Pines does the arithmetic for you and prints the answer, which is a better habit and a rarer one. A city that tells you a Thursday afternoon request lands on Tuesday has saved every contractor in it one wasted assumption.
The sharper contrast is with Encinitas, published on this site the same day. Encinitas sorts its permit queue by what you bought, issuing in one business day for one class of appliance and sending everything else to standard review. Pembroke Pines refuses to sort the queue at all and says so: permit applications, new and approved, are processed in the order they are received. One city rations speed by product. The other rations nothing and lets the calendar do the work.
One more scheduling fact belongs with those. Since 25 April 2022 the City no longer accepts permit applications by email. Everything goes through the Development Hub or across the counter in person, and approved documents follow the route the application took: online permits are downloaded from the Hub only, in person permits are collected in person only.
A device the City owns, inside a system you are responsible for
Florida changed its public water supply protection rules on 5 May 2014, and every drinking water system in the state must now run a cross connection control programme. Pembroke Pines implements that through Chapter 50.40 of its Code of Ordinances, and quotes the residential line from the state table directly: residential service connection, dual check valve minimum, owned and installed by city personnel when setting the meter, refurbished or replaced every ten years by the city.
Read the parenthesis rather than the requirement. The valve is not something a homeowner buys, installs or maintains. It is City property, fitted at the moment the meter goes in, and it sits on a City replacement cycle measured in decades. Most utilities that require a residential check valve leave the fitting to somebody and the upkeep to nobody. This one wrote the maintenance interval into the same sentence as the requirement.
The consequence, though, is entirely yours, and the City is unusually direct about it. When a backflow prevention device is installed a closed plumbing system is created, any increase in pressure from the expansion of heated water may have nowhere to escape, and the buildup can lead to a ruptured or distorted hot water tank or a collapsed flue in a gas heated tank with the release of toxic gases including carbon monoxide.
What the City actually asks you to do about it
The instruction is a single sentence and it is the most useful thing on the page. The Florida Building Code requires all plumbing systems classified as closed systems to have a device for controlling pressure, and as a result each resident should have an assessment done by a licensed plumber to determine whether an expansion tank, or a combination ball valve and relief valve, is required on their system.

The sewer half costs the same as the water half
The City publishes a residential monthly structure with a minimum charge on each side and a volume charge above it. Water runs $22.18 as a minimum covering nought to 3,000 gallons, then $8.62 for each additional 1,000. Sewer runs $28.39 as a minimum for the same first 3,000, then $8.62 for each additional 1,000. The volume rates are the same number, and the sewer minimum is the higher of the two.
That symmetry is the whole reason a leak matters financially here. Sewer volume is billed from the water meter, so water escaping from a supply pipe under a slab or a yard is charged once as water delivered and again as sewage that was never produced. There is no discount for the fact that none of it reached a drain, which is why the City operates a credit rather than an exemption.
Two structural details are worth knowing before a bill arrives. The minimum charges are billed to all accounts regardless of whether the premises are occupied or vacant, including while you are on holiday, under a section of the code that traces back to an ordinance passed in December 1982. And the rates are adjusted each 1 October using the Consumer Price Index for the twelve months ending in April, so the numbers above have a shelf life measured in months.
A partial sewer credit, with a proof standard attached
The City states that if you had a plumbing leak that was repaired you may qualify for a partial sewer credit, considered for a portion of the sewer charges affected by the leak, up to a two month period being the month of repair and the prior month, and based on your monthly average consumption. Where a credit is granted it is applied within the next two to three billing cycles.
The evidence standard is where this differs from every other version of the scheme we have read. Wait until you receive the utility bill that reflects the high usage, then submit a copy of the repair bill showing the service address, your name, the date of repair, and the company name, address and phone number, detailing what work was done to fix the leak. And then the part that matters to anybody who fixes their own house: if you did the work yourself, submit a copy of a dated receipt for the materials and supplies purchased, with a full description of the work completed.
The City is blunt about the rest. Requests without supporting documents will not be considered. Credits are not considered for unmeasurable or undocumented issues such as a running hose, hand watering or pressure cleaning, or for water which disposes down the sewer. And while the request is being reviewed you must continue to make full payment by the due date to avoid late fees or an interruption in service.
The comparison worth drawing is with Clearwater, in the same state, whose credit turns on where the water went and whether it entered the city sewer system. Pembroke Pines asks a different question. Not where did it go, but what can you prove and who did the work. A household that fixes its own supply line in Clearwater and a household that does the same here are answering two different tests, and only one of the two tells you in advance to keep the receipt. Finding the fault first is leak detection work.

Friday is an after hours day in this city
The City states that utility related concerns can be addressed during regular business hours Monday to Thursday, 7:00 am to 5:45 pm, and that outside those hours, which it defines as after 5:45 pm Monday to Thursday and then Fridays, weekends and holidays, there is a separate utilities emergency after hours number. The four day week therefore reaches into the utility as well as the permit counter, and the practical effect is that the whole of Friday runs on the emergency route.
The examples the City gives of what may be addressed after hours are worth reading because they are plumbing symptoms rather than administrative ones. Water bubbling up in front of your house. Toilets backing up. Low water pressure or no water at all. Water turned off for a delinquent balance where a payment needs making out of hours. A newly purchased home found to have no water.
Storm drainage is a third body again. The City states that it works with the South Broward Drainage District, which inspects various types of drainage structures twice a year to make sure they are clear and free of debris and maintains a team that repairs and cleans drainage structures throughout the City, and it directs violation reports to the District on its own number. Many catch basins drain into local waterways, and grass clippings are named as a cause of a clogged basin and localised flooding. Blocked private drains are drain cleaning work and are a different question again.

It says these must be resolved before requesting an inspection, so they are discovered when you try to book rather than when the inspector arrives.
