Plumber Provo: the city stops at the meter box, and never starts on your sewer

Provo writes both of its ownership boundaries down, in the city code rather than in a brochure, and the two of them are not symmetrical. On the water side the split is not simply the meter: it is the meter box, tested alongside a second question about public and private ground, with the meter itself carved out of both. On the sewer side there is no split to argue about at all. The person who connects pays to install the lateral and pays every cost of maintaining it afterwards.

The Water Boundary

Three tests, not one, and the meter passes all of them

Provo City Code 10.02.060 sets out the water side. Read it once and it sounds like every other city. Read it twice and it is doing something more careful. All water mains and the service connections from them, including all piping inside the meter box, which are located on public property, are maintained by the City. That is the first test and it is geographic.

Then comes the exception that decides most Provo jobs. The City will not maintain a service connection at any point between the meter box and the facility it serves. That exception is not limited to private ground. If your service crosses a verge or a park strip on the house side of the box, the geography does not rescue it. The owner keeps those connections in good repair and free from leaks.

The code adds a duty most homeowners have never heard stated: the service connection must be kept in a condition able to withstand normal maintenance to the meter, the yoke and the connection between the meter and the City main. A pipe so corroded that a routine meter swap breaks it is already out of compliance, before anybody digs.

The Carve-Out

Subsection two handles the mirror case. Water mains and service connections located on private property are maintained by the owner and not by the City. There is one exception, and it is the sensible one: a main sitting in an approved easement on private ground, forming part of the City distribution system, stays with the City. Installing a private water main is unlawful unless the owner first enters into a private utility maintenance agreement with the City, and water service through private mains can be discontinued if the owner will not repair them when reasonably asked.

Then the clean carve-out. The City shall maintain all water meters including those on private property, and has the right to enter onto private property to inspect, repair or replace them. So the meter is never yours, wherever it is. The pipe on the house side of the box is always yours, wherever it is. Those two rules together are why a Provo leak between the box and the wall is a homeowner problem even when the wet patch is out in the street.

There is a companion clause worth knowing if you own an older duplex or a converted house. Where water is supplied through one service line to more than one house or to multiple owners, the Director may refuse to furnish water until separate services are provided, or may keep supplying on condition that one financially responsible person pays for everything used through that line.

The Sewer Side

There is no boundary to find, because the code does not draw one

Provo City Code 10.03.060 puts it in one sentence. It is the duty of any person connecting a private sewer to the City sewer mains to bear the responsibility and cost for installation of the lateral from the private system to the City main, including applicable fees and inspection charges, and to pay all costs in connection with maintenance of it, including the maintenance of any lateral sewer line and any connecting device attaching the lateral line to the City main.

Notice the last item. The connecting device where your pipe meets the city pipe, the component furthest from your house and hardest to reach, is named specifically and assigned to you. Many cities leave that fitting ambiguous. Provo does not.

Then a standard rather than an owner: all such private laterals must be maintained in a watertight condition. A lateral can drain perfectly and still fail that test. Cracked clay joints and root intrusions leak groundwater in as happily as they leak sewage out, and inflow like that is exactly what a collection system operator is trying to keep out of the plant.

Free Help, With A Meter On It

The city may look at your lateral, and may start charging you for looking

Subsection three of the same section is unusually candid, and it cuts both ways. Depending on availability, and at the Director’s discretion, City crews may assist residents with the evaluation of lateral lines. If City crews return repeatedly to evaluate or repair a lateral, the resident will be charged for this service.

Read that as a policy about repeat blockages rather than about first calls. A single evaluation may cost you nothing. A lateral that keeps backing up, gets looked at again, and gets looked at a third time, converts from a courtesy into a billed service, and the code does not say how many visits it takes because it is written as a discretion rather than a formula.

The operational lesson is the same one a camera survey teaches everywhere: the second callout should be a diagnosis, not another rod through. If a Provo lateral has blocked twice in a season, the useful next step is to find out why, because the city has told you in writing that it will stop absorbing the repeat visits. Subsection two of the section also records that the City will notify residents of the requirements to maintain the sewer lateral under state regulations, so the duty is meant to be communicated rather than discovered.

Shared Pipe

The common sewer lateral rule, and why it should be a question before you buy

Older Provo blocks contain laterals serving more than one property, and the code has a named procedure for them. When the City identifies the existence of a common sewer lateral, the Director may issue orders to all affected property owners to separately connect to an available public sewer, or, in the alternative, to record with Provo City a document, approved by the Director, identifying the existence of the shared lateral and adequately specifying the maintenance responsibilities of the property owners.

Both branches have money in them. The first means a new lateral at owner expense, under the installation rule above. The second means a recorded instrument that divides maintenance between neighbours and, being recorded, travels with the title to a future buyer.

So this is a title question as much as a plumbing one. If you are buying a pre-war Provo house, the useful question is not only when the lateral was last cleared. It is whether a common sewer lateral document has ever been recorded against the property, and if so what share of the pipe it hands you.

Where The Water Starts

Springs in limestone, wells in sand and gravel, and a plant being built for a river

Provo’s primary water sources are springs and deep wells drawing from the aquifer. The city describes the geology directly: groundwater tapped by the City wells is stored in unconsolidated deposits of sand and gravel underlying the city, while the springs store groundwater found in Paleozoic limestone and quartzites. The Water Sources Section maintains that supply and delivers it to eleven reservoir tanks, running spring areas, transmission lines, chlorinator stations, deep wells, booster pumps and pressure reducing stations.

Limestone is the reason the tap water behaves the way it does. Water moving through carbonate rock dissolves calcium and magnesium out of it, and that is the mineral load a softener is sized against. This is not a treatment failure and the city does not describe it as one.

A third source is being built. Construction of the new Rock Canyon Water Treatment Plant is under way at 2025 North Freedom Boulevard, with capacity to treat thirty million gallons of Provo River water daily using membrane filters and ozone. The city says it will let Provo use its Provo River water rights more effectively and store more water underground. Treated water reported in the annual report also comes from the Don A. Christiansen Regional Water Treatment Plant, which appears as its own column in the results tables.

Watershed Rules

Two setbacks in the code that a groundworker needs to know

Because the springs are the supply, Provo protects them in the ordinance rather than in guidance. Code 10.02.010 forbids concentrated sources of pollution within a spring protection zone, and defines that zone asymmetrically by elevation: all land within 1,500 feet of a spring collection area at or above the collection area, and all land within 100 feet of it below. Septic tanks, drain fields, garbage dumps, pit privies and corrals are named as examples of concentrated sources.

Sewer lines get their own allowance. Specially constructed sewer lines may be permitted inside a spring protection zone at the Director’s discretion, no less than 300 feet from a spring on land at or above spring elevation, and no less than 30 feet from it on land below. The section is expressly subordinate to any state or federal regulation adopted later.

There is a second setback that catches people with fences and sheds rather than pipes. Under 10.02.020, no person may establish, construct or maintain any structure nearer than twenty five feet to a Provo City water transmission main eighteen inches in diameter or larger without written permission from the Director.

The Ground Is Dropping

The city states the problem plainly. Development, the piping of canals and drought have caused groundwater levels to decrease dramatically, and Provo puts the steady drop in its aquifers at up to sixty feet over the last few decades in some locations. Too large a decrease can also cause the ground to settle or subside, which the city notes can damage buildings, roads and utilities.

The response is an aquifer storage and recovery programme, piloted successfully in 2020 and now actively replenishing the aquifer at various city locations, with monitoring wells confirming that water emptied at chosen points seeps down and raises the level beneath. The city’s argument for putting water underground rather than behind a dam is evaporation: it gives Utah Lake’s annual evaporation loss as roughly 380,000 acre feet, about fifty two per cent of the lake’s annual inflow, against the 320,300 acre foot capacity of Jordanelle Reservoir, and notes that only about five to seven per cent of evaporation from Utah Lake and the Great Salt Lake falls again as precipitation in Utah.

For scale, the city puts its own consumption at about 30,000 acre feet a year and the cost of the recharge project at seventy million dollars. Subsidence is the part with a plumbing consequence: ground that settles unevenly is ground that puts buried pipe into bending stress it was never designed for.

Hardness And Pressure

Ten to fifteen grains, and a ceiling of seventy five PSI

Provo publishes its hardness range, which many utilities do not. Water in Provo is described as moderately hard, with typical levels ranging from ten to fifteen grains per gallon. The city is careful about what follows from that: hard water is not harmful, but it causes mineral buildup on fixtures, reduces soap efficiency and shortens the lifespan of water using appliances. Many residents choose to install softeners, though they are not required.

That published range is the setting number. A softener regenerating against a guessed hardness either wastes salt or lets hardness through, and the city says outright that the figure is given so you can set the unit correctly.

On pressure the city publishes a household ceiling rather than a supply band. It explains what a pressure reducing valve does, describes it as a brass bell shaped device near the main shut off in a basement, crawl space, garage or near the front of the house, lists leaking faucets, noisy pipes and inconsistent pressure as symptoms, and states that household pressure should stay below seventy five PSI. Clockwise on the top bolt raises it, counter clockwise lowers it, and you recheck with a gauge on a hose bib.

Lead And Copper

The compliant number and the uncomfortable number, printed together

Provo’s current annual water quality report gives lead results for 2025 in two different tables, and they say different things because they are measuring different things. The Lead and Copper Rule table reports a ninetieth percentile of 4.3 parts per billion against an action level of 15, with two sites over the action level and no violation. The lead and copper results table reports a lowest level of zero and a highest level of 19.9 parts per billion.

Both are true and we are not going to reconcile them. Compliance under the rule is assessed on the ninetieth percentile of tap samples, not on the worst tap, so a system can be fully compliant while individual taps read above the action level. Provo’s own report records both facts side by side. Copper for the same year reports a ninetieth percentile of 0.158 parts per million against an action level of 1.3, with zero sites over.

The city is explicit about where the lead comes from and it is not the mains. The report attributes lead in drinking water primarily to materials and components associated with service lines and home plumbing, notes that the utility cannot control the variety of materials used in plumbing components, and gives the standard advice to flush a tap for thirty seconds to two minutes after water has stood for several hours.

That is why the inventory now exists. Under the Lead and Copper Rule Revisions, in effect from 16 October 2024, public water systems including Provo must establish service line inventories identifying the material of each service line, which the city defines as the laterals from the water mains into homes and businesses, and Provo asks homeowners to help complete that inventory to the federal deadlines.

What To Do With It

An inventory request is a free identification, so answer it

The practical value of the inventory to a homeowner is not the paperwork. It is that somebody is going to establish, on the record, what your service line is made of, and that is a fact worth having before you buy a filter, replace a run of interior pipe or argue with a buyer’s surveyor.

If you are asked to collect a tap sample, the report asks that it be provided promptly, because the city cannot complete its obligations without resident participation. Samples are taken by residents at kitchen or bathroom taps, which is the whole point of the method: the rule is designed to measure what your plumbing does to the water, not what the treatment plant did.

We are not going to tell you the material of any particular Provo service line, or whether a specific address was one of the two sites over the action level. That is the utility’s record and its confidentiality to manage, not a plumbing website’s.

Backflow

The dual check the city fits for you, and the assemblies it does not

Utah state drinking water regulations require a functioning cross connection control programme for every water system, and Provo runs one. At the residential level, the city says a dual check valve is required on each residential service meter and is provided by the city. That is a piece of protection most homeowners have and do not know about.

Anything beyond that is on the property owner. Connections to equipment using chemical injection, or carrying other increased hazard, including pressurised irrigation systems, require additional backflow protection, regulated by the state programme, Provo’s own programme and the plumbing code. In ground irrigation is called out as the most common cross connection risk, because sprinkler heads can pull fertiliser, pesticide, animal waste, bacteria and parasites back into plumbing when pressure drops.

  • Reduced pressure assembly. Approved for any system, including multiple zones, uneven terrain, non-culinary irrigation, chemical injection or pumps. Installed above ground with the relief point twelve inches above ground. Annual testing required.
  • Pressure vacuum breaker. For systems with multiple zones on level ground, installed at least twelve inches above the highest sprinkler or pipe in the system. Annual testing required.
  • Atmospheric vacuum breaker. For small flat areas where you prefer an option without annual testing.

Test reports for testable assemblies go to Provo City. On hose bibs the city’s advice is specific to the climate: fit hose bib vacuum breakers and choose the frost proof option, because it gets cold here. Never submerge a hose in a bucket, pool, tub or sink, and do not use spray attachments without a backflow device in place.

Downstream

Three hundred and twenty miles of sewer, and a plant running at sixty per cent

The Wastewater Collections Section operates roughly 320 miles of sewer main pipe, collecting wastewater and directing it to the Water Reclamation Facility on forty three acres in the East Bay area of south Provo. The facility is permitted for 21 million gallons a day and currently treats an average of 12.5 million, so it is running with real headroom, and the city states that impurities are reduced to meet state and EPA standards.

The city is direct about how backups happen and which one is worse. Blockages occur either in an individual sewer lateral or in the City main line, and main line blockages are usually much more serious because the entire flow in the main can be forced up an individual lateral and into the home. Crews are on call twenty four hours a day for both.

Named causes are grease buildup and so-called flushable wipes. The city asks that wipes go in the bin rather than the toilet, that no hygiene products, medication, diapers or other trash be flushed, that oil and grease residue be poured, wiped or scraped into household solid waste, and that garbage disposals be used sparingly and never for oils or grease bearing foods. Gravies, frostings and dressings are called out by name as significant carriers of oils and fats.

On the commercial side the code is stricter and more specific. Grease, oil and sand interceptors are required where needed to handle liquid wastes containing excessive grease, flammable wastes, sand or other harmful ingredients, expressly not required for private living quarters or dwelling units, and must be located to be readily accessible for cleaning and inspection but are not allowed on City property or in the public right of way.

Printed, Not Reconciled

Where Provo’s own documents do not line up

A published figure being soft is normal. It becomes a problem only when someone quotes it back at you as though it settled something, so here is what we found and did not tidy away.

Three disagreements, all inside city published material

  • The annual report is linked from the department page as the 2025 water quality report, the file itself is named as a 2024 water report, and its opening line says it covers all testing completed from December 2024 to December 2025. Three labels, one document.
  • Lead for 2025 appears as a ninetieth percentile of 4.3 parts per billion in one table and as a highest level of 19.9 parts per billion in another. Different statistics, same year, and only the first one is what compliance is judged on.
  • The report describes the Lead and Copper Rule Revisions as something that will go into effect by 16 October 2024, while the department page describes the same revisions as having gone into effect on that date. A document written before a deadline, still in circulation after it.

None of these changes what you should do about a blocked drain in Provo. They are here because a reader is entitled to know when a number is approximate, and because the honest move when two city documents disagree is to show both.

Straight Answers

Provo plumbing questions, answered from the city’s own documents

Every answer below comes from the Provo City Code, Provo City Water Resources or Provo’s annual water quality report. Where nobody publishes a number, we say so rather than filling the gap.

You do, from your private system all the way to the City main, and the code says so in terms. Provo City Code 10.03.060 puts the cost of installing the lateral, the applicable fees and inspection charges, and all costs of maintaining it on the person connecting, including maintenance of the connecting device that attaches your lateral to the City main. It adds a standard as well as an owner: the lateral must be kept in a watertight condition.

At the meter box, subject to two other tests. Under 10.02.060 the City maintains mains and service connections on public property, including all piping inside the meter box, but will not maintain a service connection at any point between the meter box and the building it serves. Connections on private property are the owner’s. The meter itself is always the City’s: it maintains all water meters including those on private property and may enter to inspect, repair or replace them.

The city describes Provo water as moderately hard with typical levels of ten to fifteen grains per gallon, and says softeners are a choice rather than a requirement. Use that range to set a unit you already own. If you fit one, follow the manufacturer’s maintenance schedule, because the city specifically warns about excess salt use and inconsistent water quality from a neglected softener.

We will not publish a Provo supply pressure range, because no city page we could reach states one, and elevation across the bench makes any single figure misleading. Put a gauge on a hose bib with everything else off and you have your own number.

The system is compliant and the risk is in the plumbing rather than the mains. The 2025 results give a ninetieth percentile of 4.3 parts per billion against a 15 part action level, with two sites over the action level and no violation, alongside a highest single result of 19.9. The city attributes lead primarily to service lines and home plumbing, and is building a service line inventory under rules effective from 16 October 2024.

Provo has a written procedure for exactly that. When the City identifies a common sewer lateral, the Director may order all affected owners to connect separately to an available public sewer, or alternatively require a document to be recorded with Provo City identifying the shared lateral and specifying each owner’s maintenance responsibilities. Because it is recorded, it passes to whoever owns the house next, so it is worth asking about before you buy.

Sources and what we refused to state

The sewer lateral installation and maintenance duty, the connecting device, the watertight condition, the notification duty, the discretionary crew assistance with a charge for repeat visits and the common sewer lateral procedure come from section 10.03.060. The spring protection zone distances come from 10.02.010, the twenty five foot transmission main setback from 10.02.020, and the grease, oil and sand interceptor rules from 10.03.130. The code was read at the version current through Ordinance 2026-17, passed 9 June 2026.

The eleven reservoir tanks, the spring areas, chlorinator stations, deep wells, booster pumps and pressure reducing stations, the 320 miles of sewer main, the property owner maintains the lateral statement, the forty three acre East Bay Water Reclamation Facility, the 21 million gallon permitted capacity and 12.5 million gallon average, and the aquifer figures for Utah Lake evaporation, Jordanelle capacity, Provo consumption and project cost come from the Provo City water and sewer department page.

Three source disagreements are printed above rather than resolved: the year label on the annual report, the two lead statistics, and the tense of the Lead and Copper Rule Revisions date. One further check is recorded and deliberately not turned into a claim: the provo.org host refuses our requests on every path we tried while answering on its front page, which is a request block and is not evidence that any provo.org address is broken.
