Plumber Memphis: The Utility Calls Your Water Line a Shared Responsibility and Does Not Say Where the Sharing Stops

Memphis Light, Gas and Water publishes a sentence on its water service line page that is unusual among American utilities. It says the water service line is a shared responsibility between MLGW and the homeowner. It then stops. No split point is given, no property line is named, no valve is nominated as the handover. Read on its own, that sentence tells a homeowner facing a quote almost nothing about which half of a broken pipe is theirs.

The answer exists. It is just in a different document by the same utility, and almost nobody reads that one. This page puts the two side by side, then covers the things that actually make Memphis plumbing different from plumbing anywhere else we work: an aquifer instead of a river, water soft enough to make a softener pointless, two lead cut-off dates twenty years apart, and a sewer system the city separated in the aftermath of an epidemic.

The Question Every Quote Assumes

Where MLGW stops and your pipe starts

The MLGW 2025 Service Policy is a public document and it answers the question the lead page leaves open. Section 3.20 states that MLGW will furnish the material and labour to install connections to its mains, including the meter and the meter box, and that those connections will be located at or near the property line in front of or at the side of the premises to be served.

Section 3.22 then names the boundary outright. The points of delivery will be at the outlet side of the meter in meter connections. The customer piping begins at the point of delivery, and the customer is responsible for the installation and maintenance of the piping from the delivery point into the premises.

That is a clean line, and it is further out than many homeowners assume. The tap, the connection, the meter and the box around it are the utility. Everything downstream of the meter outlet is yours, whether it is under your lawn, under your driveway or under the slab.

So why does the lead page say shared

Because the lead inventory is a different job from the pipe boundary, and it genuinely is shared. Federal rules now require water utilities to record the material of the service line on both sides, including the private side that the utility does not own and has never dug up. MLGW says so at the top of the same page: for the first time, utilities across the country are checking the material on the private side of the service line and creating an inventory of that information.

So both statements are true at once. Ownership of the pipe splits at the meter outlet. Responsibility for knowing what the whole line is made of is shared, and the utility has started paying for work on the customer side that it does not own. The word shared is describing the programme, not the property boundary. Nothing on the customer-facing page says that, which is why a homeowner can read it and come away no clearer.

This is the fourth different answer we have documented, and it is the only one that needed two documents. Philadelphia hands over at a ferrule. Minneapolis hands over at the stop box. Omaha puts the whole service line on the homeowner. Louisville publishes a menu of three national arrangements and does not say which one it uses. Memphis says shared in one place and names the meter outlet in another. If you take one habit from this page, take this one: ask which document your contractor is working from.

What to do with that before you accept a price

A quote to replace a water service in Memphis should be explicit about where it starts. If the work is downstream of the meter outlet it is yours to pay for and yours to permit. If the failure is at or before the meter, that is a call to MLGW rather than a job to buy. The distinction is worth a phone call before it is worth a signature.

It also decides who may touch what. The Service Policy is blunt on the point: only authorised employees or authorised agents of MLGW may tap any main or service pipe of the water system, or make any connection to the distributing system ahead of the point of delivery. A contractor offering to do that part for you is offering something the policy does not allow.

Two Dates, Two Authorities

The lead timeline in Memphis has a twenty year gap in it

MLGW publishes both halves on one page and most readers skim past the second. MLGW stopped using lead service lines in the 1950s. Shelby County stopped allowing developer use of lead pipes in houses in 1973. One date is the utility, the other is the county, and they are two decades apart.

That gap is the practical part. A house finished in Shelby County in, say, 1964 could sit on a utility connection that was already lead free and still have had lead put in on the private side by the developer, entirely legally. The age of the street tells you about MLGW work. The age of the house tells you about the half you own.

MLGW also states the reassuring half plainly. Its wells, water pumps and main lines are not made of lead, and the 2025 water quality report says there is no detectable lead in Memphis source water. Whatever lead exists here got in from plumbing, not from the aquifer.

What the utility has actually done, and one sentence you must date before you trust it

MLGW says it has been replacing lead service lines since 2012 and has inspected or replaced more than 11,000 since then. It says it treats drinking water with orthophosphate, which creates a barrier between pipes and water, and that even a home with lead pipes is protected by that coating. It reports completing and submitting its federal lead inventory to the Tennessee Department of Environment and Conservation in September 2024. Its 2025 sampling round put the 90th percentile lead result at 4.73 parts per billion, with zero of fifty sites exceeding the action level.

Read this next bit with a calendar in your hand. The MLGW water service lines page, as we read it in August 2026, still says that in 2024 and 2025 it will pilot a programme for full line replacement covering both customer and MLGW side service lines, and will develop a way for customers to apply for replacement assistance in future. That is written in the future tense about years that have already finished. We are not going to restate it as though it were current. Treat it as evidence the programme was planned, then ring MLGW and ask what actually exists today before you assume help is available.

The free test that costs a phone call

MLGW offers a free lead testing kit to water customers in Memphis and Shelby County. The request route published in the 2025 report is an email to the water lab or a call to 901-320-3962. A public lead inventory map sits on the same water service lines page. Getting your own line identified before anybody quotes you on it is the cheapest step in the whole process, and it is one of the few in plumbing that is genuinely free.

Sand, Not River

Memphis drinks from an aquifer, and your pipes can tell

MLGW states that Memphis stands among the select few cities with a water supply sourced entirely from groundwater, drawn from the Memphis Sand Aquifer through more than 142 wells across Shelby County, delivered to ten pumping stations, then aerated, filtered, treated and distributed. The layers above it act as a natural filter, and the report notes that some experts believe the water arriving at your tap today fell as rain more than 2,000 years ago.

The romance is fine, but the numbers are what change a plumbing decision. Average hardness in the 2025 report is 48 parts per million, which is 2.8 grains per gallon. That is soft water by any ordinary reading, with the measured range running from 0.8 to 8.8 grains per gallon across the system.

Why that matters more than it sounds like it should

Limescale is a hard water problem. It furs up heating elements, chokes aerators, shortens water heater life and drives most of the softener industry. At 2.8 grains per gallon Memphis is simply not in that fight. If somebody is selling you a softener here, the reasonable question is which number in the published water quality table they are proposing to change, and by how much.

The opposite risk is the one worth attention. MLGW reports average pH at 7.3, with a range from 6.2 to 7.9, and alkalinity averaging 57 parts per million. It also reports phosphate at 0.75 parts per million and describes it, in its own table, as a water additive for corrosion control. A utility does not dose phosphate into water that is chemically kind to metal. In Memphis the long term enemy of old plumbing is corrosion rather than scale, which fits the local housing stock of galvanized supply and cast iron waste.

A source comparison, printed rather than reconciled. Memphis publishes phosphate at 0.75 ppm against a pH of about 7.3. The utility on our Minneapolis page publishes ortho-polyphosphate at 0.4 ppm against a pH of 8.8 to 9.0. Two utilities, two corrosion control strategies, and a difference in delivered water chemistry big enough to change how the same copper pipe ages. Neither is wrong about its own source. Nobody should be quoting you national averages.

One more number nobody mentions

Average water temperature in the system is 66 degrees Fahrenheit, ranging from 63 to 71. Cold water arriving at that temperature into a humid Memphis summer is why exposed supply lines sweat here, and condensation on a cold line is regularly mistaken for a leak. Before anyone opens a ceiling, it is worth ruling out the possibility that the pipe is simply wet on the outside.

It also flatters your water heater. Water entering at 66 degrees needs far less energy to reach setpoint than water entering at 40, which is why heater recovery complaints in this city more often trace to a failing element, a broken dip tube or sediment than to genuine undersizing. A Decision Made in 1878

Memphis separated storm from sewage before most of the country

The City of Memphis records the reason without softening it. During the late 1800s the city went through a yellow fever plague, and engineers recognised the need to separate the sanitary system from the storm water system. The city says that decision made Memphis one of the first in the country to introduce a separate piping system for sewer and storm water.

It still holds. Memphis maintains a storm sewer system completely separate from the sanitary sewage system. Public Works crews maintain over 3,000 miles of sanitary sewer built from concrete, vitrified clay, PVC and ductile iron, along with roughly 100 sanitary lift stations, while the flood control side runs seven major pumping stations, twenty miles of earth levees, two miles of concrete floodwalls, thirty floodgates and 643 acres of reservoirs.

What separated sewers change about your own diagnosis

This is not civic trivia. In a combined sewer city, a drain that backs up during heavy rain can be the public system surcharging into the house, and the homeowner may have done nothing wrong. Memphis does not have that split to argue about. The two systems do not mix, so a backup that follows the rain is far more likely to be about your own lateral: a crack letting groundwater in, a root mass that only overwhelms the line when flow rises, or a low spot holding water. That narrows the investigation usefully rather than widening it.

The material list tells you what to expect underground

  • Vitrified clay. Named by the city as one of the four materials still in service. Clay joints are the classic root entry point, which is why camera work rather than guesswork is the honest first step on a repeat blockage.
  • Concrete. Durable but vulnerable to corrosion from sewer gases over long service lives, particularly above the flow line.
  • Ductile iron and PVC. The newer end of the stock. Where you find these, age is less likely to be the explanation for a failure.
  • Grease. The city runs a Fats, Oils and Grease programme covering more than 3,000 food establishments, and states plainly that grease blockages are a primary cause of sanitary sewer overflows. The same chemistry works on a residential line, slower.

The consent decree, dated because it has to be

The city negotiated a consent decree with the Environmental Protection Agency, the Tennessee Department of Environment and Conservation, the Department of Justice and the Tennessee Clean Waters Network, effective 20 September 2012, to reduce sanitary sewer overflows. The delivery vehicle is the Sewer Assessment and Rehabilitation Program, described as a ten year programme moving neighbourhood by neighbourhood until the entire sanitary system inside the city has been assessed.

Date that one carefully too. The city page we read in August 2026 still describes phase four as currently in progress and scheduled for completion in February 2017, which means the narrative has not been refreshed in years even though the programme is real and the decree is live. The Rulebook Nobody Shows Homeowners

Section 27 is written about your plumber, not about you

The MLGW Service Policy devotes a whole section to what plumbers may and may not do on the water system, and it is worth knowing because a contractor breaking these rules is not being efficient, they are creating a problem you will inherit.

Plumbers may not tamper with or move any water meter or water meter box. They must not leave a cut-off key in the box at any time, or leave the meter box open during or after repairs. When making customer repairs they must leave the water curb cock exactly as they found it unless MLGW has specifically authorised otherwise. Only MLGW may operate main line water valves.

The parts that change what a job costs

Several of these rules have money attached, and they are the reason a Memphis plumber who works this system regularly quotes differently from one who does not.

Five published requirements worth asking about by name

  • Five feet of separation. MLGW requires the water trench from the property line to the water meter to be separated by at least five feet from any sewer trench, gas pipe or other trench. On a narrow lot that is a real constraint on where a new line can run, and it is not negotiable on site.
  • Enough pipe to reach the curb. On a new address the plumbing contractor must install sufficient pipe to allow the meter to sit at the curb line, or another designated location, roughly in front of the premises served.
  • One line per meter. A plumber may not run more than one service line from a meter without written permission from the supervisor of MLGW water engineering. Splitting a feed to a garage, a pool or a second structure is a question to ask before the trench is dug.
  • Corner lots and multi-unit buildings. The plumber has to obtain instructions from MLGW on the proper meter location before installing anything.
  • Forty-eight hours notice for concrete. When sidewalks or driveways are to be laid in front of a premises with water facilities in place, MLGW must be given at least forty-eight hours notice, and concrete forms must be set so the meter box grade is right. Skipping that produces a meter box at the wrong height under new concrete.

The pressure reducing valve, and a genuine difference between cities

The Service Policy tells contractors that information on the approximate working pressure at specific locations can be obtained from the MLGW water engineering department. That is a free call worth making before a repipe is sized, and very few homeowners know it exists.

On the valve itself, the policy requires a pressure reducing valve where local plumbing codes call for one, and then says something worth quoting: MLGW does not install or maintain these devices for the customer. That is the opposite of the arrangement on our Louisville page, where the utility installs a pressure reducing valve itself on a new service in a high pressure area. Same device, same purpose, and two utilities that draw the responsibility line in different places. If you moved here from a city that did it the other way, this is a thing to check rather than assume.

Because the rain is getting into your line rather than into the public one. The City of Memphis maintains a storm sewer system completely separate from the sanitary sewage system, a decision it traces to the yellow fever era of the late 1800s. That removes the combined sewer surcharge explanation that applies in some other cities. What is left is groundwater entering through a cracked or open joint in your own lateral, roots that only choke the line when flow rises, or a settled low spot. A camera survey is the way that gets confirmed rather than guessed.

Not under the MLGW Service Policy.
