Plumber Minneapolis: the frozen line is yours, and so is the stop box
Minneapolis Public Works states the ownership boundary with unusual bluntness. If you own the property, you own the water service line from its connection to the water main to its connection to your meter. You are responsible for making sure the line and the curb valves are working. You are responsible for hiring and paying someone to repair the line if it leaks or freezes. And if the meter is damaged, you are responsible for the cost for the City to replace it.
In a city where frost reaches real depth, that last clause is not academic. A frozen service line in Minneapolis is a household expense, not a utility one, and the City is explicit that even when it sends an inspector to confirm the line is frozen, you still pay a contractor to thaw or repair it.
What follows is the City’s own guidance on how to tell whether a line has frozen, what to do in the hour after you decide it has, and the one cheap habit that prevents most of it. Everything is from what the City of Minneapolis publishes. Where the City does not publish a figure, this page says so.

The Ownership Line
Main to meter, stop box included
The City describes the arrangement precisely. A service line is the water pipe that connects the water main on your street to the piping inside your home, and it connects to the stop box on the exterior of your home, which the City uses to turn your water on or off without entering. In Minneapolis, the property owner owns the entire service line from the water main to the home, including the stop box.
That is unusual. In many cities the utility keeps the shut-off at the kerb because it is the utility’s tool. Minneapolis hands it over with the pipe, and points at City Ordinance 509.410 on ownership and responsibility for the legal version. On the water services page the same duty is phrased as a maintenance instruction: keep the pipe between the water meter and the City’s water main in good working condition.
Scale, for context. The City publishes 1,000 miles of water mains and 830 miles of sanitary sewers. Everything branching off those mains toward a front door is somebody’s private responsibility, and in Minneapolis that somebody is the owner.
Before 1930, and what that means underground
Minneapolis publishes a date and then does something better than most cities: it publishes the construction. Service lines installed before 1930 usually used lead piping. The part that extends from the water main to the stop box is lead. The part that connects the stop box to the water meter is usually galvanized steel.
So an older Minneapolis service line is often two different pipes with two different failure modes meeting at the stop box. The street half is soft metal with a health question attached. The house half is the material that narrows and corrodes with age. A diagnosis that treats the run as one pipe is going to be wrong about at least one half of it.
The City adds a hard constraint on the street half: you cannot repair lead service lines, you can only replace them. That single sentence rules out a whole category of quote. If someone proposes lining, patching or otherwise rehabilitating a known lead service line in Minneapolis, they are proposing something the City says is not on the table.
On water chemistry the City is reassuring and specific. Minneapolis water forms a thin scale inside the service lines that prevents lead seeping into the water, and the City maintains that protection deliberately: it adds ortho polyphosphate at a concentration of 0.4 parts per million to prevent water line corrosion, and it reduces the acidity of the Mississippi River water it treats, holding pH between 8.8 and 9.0 to keep the water from being corrosive.
Frozen Service Lines
The three signs, and the two causes
The City publishes a test rather than a description, and it has three parts that must all be true. The weather is very cold. There is no water anywhere in the house. And your supply line and master shut off valves are open. If water still runs somewhere, or a valve is partly shut, the answer is something else.
It also narrows the causes to two. Water lines can freeze during very cold winter weather if the depth of the frost reaches the depth of the service line, or if your basement is not heated where the water service line enters the home. Those are different problems: one is about the street, the other is about a room you control.
There is a reassuring line worth quoting because it stops a lot of unnecessary worry. Most service lines are buried deep enough not to freeze in winter, and the City says that if your water service lines have not frozen in the past, they are unlikely to freeze now. History is evidence here in a way it is not for most plumbing failures.
What the City tells you to do, in order
- Warm the room, not the pipe.
If your basement is not heated, the City says to use a space heater to warm the air where the water line enters your home. That is the first move because it is the one that costs nothing and addresses one of the two published causes directly.
- Watch the meter as things thaw.
If the meter drips as it thaws, the City says it may be damaged from freezing, and asks you to call the water emergency line so it can be replaced. Remember that the cost of that replacement sits with the property owner under the same responsibility statement.
- Call a specialist, not a generalist.
If you are not able to thaw the line, the City says to contact a qualified contractor, and it specifies the specialism: they should specialise in thawing frozen water service lines. That is a distinct skill and a distinct set of equipment.
- Use the City as a witness, not as a payer.
If you contact Public Works, it can send an inspector to confirm the line is frozen. The City states plainly that you will need to pay a contractor to thaw or repair it. The inspection settles what the problem is, and nothing about who pays for it.
- Ask for the list and the help.
This one is easy to miss and genuinely useful. The City says it can provide a list of licensed plumbing contractors if you have a water emergency, and that it can also help you with the bidding process. Very few utilities offer to stand next to a homeowner while they take bids.
Prevention
A pencil-width stream, and the note on the faucet
The City’s prevention advice is short and unusually operational. Keep temperatures above freezing in the basement spaces where the service line enters the home and where the water meter sits. If the meter is in a separate room or cabinet, leave the door open to aid air flow.
Then the part people get wrong. Keep a faucet on the lowest level of your home running a trickle of cold water until the ground thaws, and the City sizes it for you: you only need to run a pencil-width stream. Make sure that drain is free of debris first, so the tap that is protecting your pipes does not flood the room instead.
The instruction that saves the repeat call is the one about switching it off. The City asks you to place a visible note on the faucet reminding other people in your home not to turn the water off, because turning the water off for even a few minutes can cause a recently frozen line to freeze again. Do not turn the faucet off until the ground is fully thawed, which is a later moment than the end of the cold snap.
For a line that freezes often, the City names a permanent fix rather than a habit: keep the basement above freezing in winter, and consider hiring a qualified contractor to lower your service line to a depth that frost cannot reach.
The free call to make before you hire anybody
Minneapolis publishes an instruction on sewer backups that is worth more than most paid advice, because it removes a step you might otherwise pay for. You must contact the City if your sewer backs up. Contact Sewer Maintenance to find out if the problem was caused by a public sewer, and the City states there is no charge for this service.
Only after that does the private trade enter. If the problem is not in the public sewer, the City says you may need to call a professional contractor to assess the issue. The order matters financially: a backup caused by the public sewer is not your bill, and finding that out costs nothing.
The City also states that property owners must maintain parts of their sanitary sewer pipes, vents and traps, which is the sewer side of the same ownership principle that governs the water service line. A Deliberate Comparison
Who pays for the lead line, three cities apart
Minneapolis states that the City is replacing private lead water service lines and doing this work at no cost to eligible property owners. We are keeping the word eligible, because the terms sit on the project page and we did not open it, so we will not tell you whether your address qualifies.
Set that beside two cities we have written up in the same period. Philadelphia treats the private lead line as the owner’s and lends the money at zero interest over sixty months, secured by a lien on the property. Omaha states outright that the water service line is the homeowner’s responsibility, and gives that as the reason lead pipes were never replaced across the board, with a ten year utility programme now working through them.
Same federal pressure, same pipe, three different bills. It is a useful reminder that almost nothing about who pays for plumbing in America is national. Compare the Philadelphia and Omaha pages if you own property in more than one of them.
One more Minneapolis specific worth knowing: the City says most faucets purchased before 1997 were brass or chrome-plated brass containing up to 8 per cent lead, and that a faucet is lead free if NSF 61/9 is stamped on its box.
The Minneapolis briefing checklist

Minneapolis rewards preparation more than most cities because its worst plumbing days arrive on a schedule everybody can see coming. Frost is not a surprise here. The pencil-width stream, the heated basement corner and the note taped to the faucet are the whole prevention programme, and they cost almost nothing.
