The Plumber Broken Arrow Rules Are Written in Feet and Inches, Not in Dates

Most cities set their plumbing obligations by calendar or by category. You need a permit if the work is of this type. You need an inspection if the building changes hands. Broken Arrow does something different, and once you notice it the whole city becomes easier to read. Its two most consequential residential plumbing rules are both expressed as a measured distance, and neither of them is measured from anywhere inside your house.

The first is vertical. City code requires a backwater device on every new building connected to the sanitary sewer, and separately requires one on any building whose lowest floor sits less than one foot in elevation above the upstream manhole rim. The reference point is out in the street. The second is horizontal. The city keeps ownership of a short length of pipe on the house side of your water meter, between eighteen and twenty four inches of it, and calls it the pigtail.

Then there is the address itself, which also needs converting. Broken Arrow runs its own street naming and numbering system rather than adopting the Tulsa County grid, so the same road is Kenosha Street and 71st Street at the same time. The Rule Nobody Reads Until It Is Too Late

One Foot Above the Manhole Rim, and Why That Sentence Matters

Here is the requirement in the terms the city itself uses. City of Broken Arrow Municipal Code requires all new buildings that are connected to the City sanitary sewer system to install a backwater device. In addition to that requirement, property owners must install a backwater device for all buildings in which the lowest floor of the building is less than one foot in elevation above the upstream manhole rim.

Read the second half again, because it is not a new construction rule. It attaches to the building, not to the permit. If your lowest floor is inside a foot of that manhole rim, the obligation is yours whether the house went up last year or in 1962. The city puts the age hint plainly on the same page: if your home was built before 1977, you might need one, and it tells you to call your plumber to make the determination.

The practical consequence is that the answer for your address is a survey question, not a plumbing question, and it has to be answered before anyone quotes. Work It Out Before You Ring Anyone

How to Tell Whether Your Broken Arrow House Is Under the Line

This is a checklist for a determination, not for a repair, and that is deliberate. Nothing else on this page can be priced until it is settled. The city is explicit that a licensed plumber makes the call, so the point of the list is to arrive at that conversation with the right information already in hand rather than paying somebody to gather it.

The elevation question, in the order it is answerable

  • Find the lowest floor with a plumbing fixture or a floor drain on it. That is the elevation the rule tests, not the ground floor.
  • Identify the upstream manhole, meaning the one uphill of your connection along the sewer run, not simply the nearest lid.
  • Note the rim elevation of that manhole, which is a survey figure rather than a guess from the kerb.
  • Compare the two. Under twelve inches of difference and the second limb of the code requirement is engaged.
  • Check the build date as a prompt. The city flags pre 1977 houses as candidates, and says to have a plumber determine it.
  • Check whether a device is already fitted. The city states these need annual attention, so an existing valve may be present and neglected rather than absent.

If a device does turn out to be required, the city is equally clear about who pays and who fits it. A backflow preventer must be installed by a licensed plumber at the property owner expense. There is no municipal programme quoted on that page, no subsidy and no cost share, and we are not going to imply one exists.

The maintenance instructions are worth carrying over to whoever installs it. The city says you should check the preventer at least once a year to remove debris that could clog the valve and to make sure all moving parts move freely, that most valves have a cover which is easily removed for quick cleaning, that you should wear rubber gloves and follow the manufacturer recommendations, and that the parts to watch are the o-ring around the lid and the floats at each side of the flap. Replace parts as necessary.

Eighteen to Twenty Four Inches

The Water Ownership Line Is Past the Meter, Not At It

Almost every utility on this site draws the water service boundary at the meter. Broken Arrow does not. Its published position splits ownership three ways: the city owns the public service line, meaning the portion that extends from the water main to the water meter, owns the water meter itself, and owns a small portion of the service line past the meter of less than two feet, which it calls the pigtail.

The pigtail is the part worth knowing about, because it sits exactly where a homeowner would assume their own responsibility begins. The city says it is generally copper, plastic or galvanised steel, that its length can vary, and that it typically runs eighteen to twenty four inches beyond the water meter until it connects to the private service line. That short piece is the city responsibility to maintain.

Everything from the end of the pigtail inward is the private service line, and the city states that this, along with all indoor plumbing, belongs to the property owner. It also draws a hard operational line on top of the ownership one: private water service lines are installed by the builder, city crews work only on public lines, and a licensed plumber can help with private water lines.

The reason to establish this before digging is simple. A leak that shows up in wet ground a foot or two past a Broken Arrow meter is genuinely ambiguous on ownership, and the answer changes who pays. A Tool That Actually Helps

Near Real Time Usage Data, Down to the Hour

Two pieces of city infrastructure make a slow leak much easier to catch here than it used to be, and both are free to a customer who already pays a water bill. The first is the meter estate. The city installed Automated Meter Readers across the system starting in 2016 and completed the rollout in 2023, and it lists among the benefits that the system can detect leaks and backflows occurring in the plumbing system.

The second is the customer portal that sits on top of it. The city moved to a portal called Water Smart, switching over on Wednesday 7 May 2025, and describes what it gives you: the ability to log in and see water usage in near real time, down to the hour, with the option to set notifications that alert you when usage is above your typical seasonal use.

Hourly resolution changes what you can prove. A running toilet flapper, a weeping supply stop or a failed irrigation valve produces a flat overnight baseline that never returns to zero, and that pattern is visible in an hourly chart in a way it never is on a monthly bill. If you suspect a loss, pull two weeks of overnight readings before booking anyone. It costs nothing and it frequently identifies the fixture before a technician arrives.

The city also runs a My Broken Arrow Action Center app with a Report an Issue section carrying a Water or Sewer Service option, publishes an Action Center number of 918-258-3587 during regular hours, a non emergency line of 918-259-8400 after hours and weekends, and an email address of water_resources@brokenarrowok.gov for water quality concerns.

Two Licences, Two Inspections

Who Is Allowed to Put a New Water Tap In

New water service in Broken Arrow has a published route, and it names two separate qualifications rather than one. The city instructions cover establishing new water service for taps serving three quarter inch and one inch meters on water mains twelve inches in diameter or smaller, which is the ordinary residential case and a good deal of the light commercial one.

The work must be completed either by a plumber licensed by the City of Broken Arrow, or by a Water Tap Contractor licensed by the Oklahoma Department of Environmental Quality and in good standing with the City of Broken Arrow. Notice that the first route is a city licence, not merely a state one. Contractor licences are registered and renewed through the city Citizen Self Service portal, alongside building permits and zoning cases.

Two departments then have to sign the work off. The city states the work must be inspected by City of Broken Arrow Neighborhood Engagement and the Utilities Department before water service is turned on. Materials and installation must meet the City of Broken Arrow Standard Construction Specifications, and the city is careful to note that its published instructions are for information only and do not substitute for those specifications.

Which Book Applies

The Adopted Codes, Including One That Is Deliberately Absent

Broken Arrow publishes its adopted codes as a list, and states that they are adopted as amended by the State of Oklahoma with some city amendments on top. That is a two layer amendment structure, so a contractor working from an unamended national code book is working from the wrong document twice over.

That final row is the unusual one and it is worth stating plainly rather than glossing. The city does not adopt an energy conservation code at all. Where the adopted codes reference one, the state amendments direct that the 2006 IECC be used. For plumbing work the practical reach of that is narrower than it sounds, but it touches pipe insulation and hot water distribution expectations, and it is the sort of thing that produces an argument on site if one party assumes a current edition applies.

Bought In for Thirty Years, Then Built

Where Broken Arrow Water Comes From, and What Changed in 2014

The supply history explains a lot about the current system. On 20 August 1979 the Broken Arrow City Council executed a thirty one year agreement with the Oklahoma Ordnance Works Authority, a public trust, to purchase treated water disinfected with chlorine. The effective date was 1 January 1982 and the original expiry was 31 December 2012, later extended by amendment. The water travelled to Broken Arrow through a twenty seven mile pipeline from Pryor, and at the time the city had a population of 35,000.

On 16 February 2004 the Council formally established a Long Range Water Supply Committee, made up of local business and industry leaders, residents and key city staff, and tasked it with evaluating the then current system, investigating alternatives and making recommendations. The committee retained HUB Engineers to build and calibrate a system wide water model against recorded usage.

What came out of that is the Verdigris River Water Treatment Plant, designed in 2006, completed in 2014 at a cost of approximately $70 million, and described by the city as the first in Oklahoma to have a large membrane filtration facility. Water enters through intake screens at the Verdigris River, three pumps move it onward, two pre-sedimentation basins hold over 260 million gallons of raw water, and four parallel pre-treatment basins take coagulant.

Filtration is low pressure microfiltration, and the city gives the specification: 132 modules per rack at a 0.1 micron pore size, which it says removes tiny particles including Giardia cysts. Chlorine provides primary disinfection, chloramines secondary, and fluoride is added. Treated water rests in a six million gallon clearwell before the high service pumps push it out.

Numbers the City Prints Twice

Two Pairs of Figures That Do Not Agree, Reported As Found

We would rather flag a discrepancy than quietly pick the flattering number, so here are two. On the city Drinking Water page, one bullet states that over 600 miles of waterlines ensure treated water reaches homes and businesses reliably. A bullet further down the same page states that 24 employees maintain over 670 miles of water mains, ensuring water reaches 39,000 meters across the city. Both appear on one page and neither is reconciled.

The second pair concerns throughput. The plant is described as able to produce approximately 30 million gallons per day of treated drinking water. The same description says the intake and raw water pump station uses three pumps to move up to 20 million gallons of water per day, and the drinking water page says the membrane system filters 20 million gallons of water daily. Our reading, and we label it as ours rather than the city, is that thirty is most likely a rated capacity and twenty a stated operating figure, but the city does not say so and we are not going to put words in its mouth.

The remaining infrastructure figures are given once each and are quoted here as published: six storage tanks providing 11 million gallons of capacity, fifteen employees maintaining the $70 million plant, and more than 6,000 water quality tests carried out each year. The original treatment plant was built in 1967, and the city says its water history begins with natural springs.

Lead, Galvanised Steel and the Inventory

What the Service Line Inventory Has Actually Found Here

The federal inventory work has produced a clearer picture in Broken Arrow than in most places, and the city states the result rather than hedging it. As of October 2024, the city did not identify any lead service lines on the city or customer services. It did identify a small number of residents with galvanised iron or steel, and has notified those residents.

The city separately states that the water treated and delivered from the Verdigris River plant does not contain lead, and that no water mains within its distribution system contain lead. Its explanation of how lead reaches drinking water at all is the standard and correct one: lead is typically detected only in water that has travelled through lead service lines, galvanised lines downstream from lead lines, or copper lines with lead solder, lead joints or lead fittings.

The deadlines are worth having. Notification letters go to customers whose public or private line is verified as lead or as galvanised requiring replacement, and to customers whose line remains unverified, with a mailing deadline of 15 November. Verification of all such lines is required before the end of 2037. A replacement plan is to be published by the EPA deadline of late 2027, and the city says the timeline for public replacements has yet to be determined.

One piece of that is directly actionable for a homeowner. Under Oklahoma law and the city Municipal Code, the property owner is responsible for the private side of the service line, and the city asks to be told before you replace it so the inventory can be updated. It also asks that replacement fixtures be NSF certified and bear the NSF mark, which certifies the product meets lead free requirements.

What Blocks the Sewer Here

The FROG Programme, and the Rain Factor

The city runs its sewer education under the initialism FROG, for Fats, Rags, Oil and Grease, and its list of what actually causes backups is short and specific: food scraps, solidified cooking grease, feminine hygiene products, wipes marketed as flushable, and paper towels. Its rags category names flushable wipes, baby wipes, paper towels, cleaning wipes, and shop towels and rags.

One additional cause is named that a homeowner cannot cook their way out of. The city states that heavy rainfall can also contribute to sewer backups when sewer lines become overwhelmed with flow. That is precisely the scenario the backwater device rule exists for, and it is why the trigger is an elevation against a manhole rim rather than anything about the fixtures in the house.

Its disposal advice is practical: recycle used cooking oil by cooling vegetable based oil and taking it in a sealed container to the recycle centre at 302 North Elm Place, use as little oil as possible and reuse it until spent, scrape and wipe pots and pans with a paper towel before washing, and put meat drippings, bacon grease and fat in the trash rather than the recycle bin because they are a different waste type from vegetable based oil.

What Broken Arrow adds is the pump station dimension: the city notes that obstructions also clog the pump stations carrying wastewater to the treatment plant, and that overflows from a pump station or a manhole reach rivers, streams and ponds.

Get the Address Right First

Kenosha Street and 71st Street Are the Same Road

This is not trivia, it is dispatch. The City of Broken Arrow uses its own street names and numbering system. Most major arterial roads match those in the City of Tulsa, but the names and addresses change to the Broken Arrow system inside the city limits, and the city gives its own examples: 71st Street becomes Kenosha Street, and 145th East Avenue becomes Aspen Avenue. Signs on major section line roads carry both, which the city says is for the convenience of drivers.

The logic is learnable in a sentence. North to south roads carry horticultural names west of Main Street and are numbered east of Main. East to west roads carry the names of cities, northern cities north of Broadway and southern cities south of Broadway. Once you know that, Omaha and Kenosha north of Broadway against Houston and New Orleans south of it stops looking arbitrary.

The history is genuinely old. The naming system was formally adopted in 1973 but its use dates back to at least 1948, when the Kenwood Addition on the north side of Kenosha was platted with the current names west of Main while streets east of Main kept their numbers. The original townsite ran from what is now Greeley to Houston and from Elm Place to 2nd Street, with east to west streets lettered A through J, except that E Avenue was Broadway and 2nd Street was Main Street, both of which they remain.

Why it matters at three in the morning: a utility record, a mapping app and a neighbour may each give you a different correct name for the same corner. If you are directing anyone to a Broken Arrow property under pressure, give both forms.

A licensed plumber

The city names one for the backwater device determination and installation, for private water service lines, and for the water tap itself. Neighbouring Tulsa has its own separate rules.

The division that catches people is between the second and the fourth. Registering a contractor licence with the city is an administrative act done in a portal. Holding a plumbing licence is a qualification. Broken Arrow asks for both in different places, and a contractor who is licensed but not registered here will hit a wall at the permit counter rather than on site.

Streets, Districts and Section Lines

Where This Applies Across Broken Arrow

The rules above apply city wide, but the practical exposure is not uniform. Properties on the older platted grid near the Rose District and the original townsite are the ones most likely to sit low relative to a nearby manhole rim and most likely to predate 1977. Newer additions further east and south tend to have better freeboard and newer service materials.

Those pairings come from the city own published concordance of section line arterials, which is the fastest way to work out where an address sits. If you are given a number in the two hundreds East Avenue and cannot place it, the city list converts it: 209th East Avenue is 37th Street, 225th is Evans Road, 241st is Oneta Road, 257th is Midway Road and 273rd is Oak Grove Road.

One boundary note worth carrying. Broken Arrow sits across two counties, Tulsa and Wagoner, and its city limits do not follow the county line, so a Broken Arrow postal address and a Broken Arrow city limits address are not automatically the same thing. Confirm which side of the limit a property is on before assuming city code and city utilities apply to it.

Straight Answers

It depends on one measurement. City Municipal Code requires a backwater device on all new buildings connected to the City sanitary sewer system, and in addition requires property owners to install one for all buildings in which the lowest floor is less than one foot in elevation above the upstream manhole rim. That second limb applies to existing buildings, not only new ones. The city adds that if your home was built before 1977 you might need one, and says to call your plumber to make the determination.

You do. The city states plainly that a backflow preventer must be installed by a licensed plumber at the property owner expense. There is no rebate, subsidy or cost share quoted on the city page we read, and we are not going to suggest one exists. What the city does give you free is the rule itself and the maintenance guidance, both of which are published.

At least once a year, on the city own advice. It says to check the preventer annually to remove any debris that could clog the valve and to make sure all moving parts have free movement, notes that most valves have a cover that is easily removed for quick cleaning, and tells you to wear rubber gloves and follow the manufacturer recommendations. The city says no, and it has inventory results to point at. As of October 2024 it had not identified any lead service lines on either the city or the customer side. It did identify a small number of residents with galvanised iron or steel and has notified them. It also states that water from the Verdigris River plant does not contain lead and that no water mains in its distribution system contain lead. Verification of unverified lines is required before the end of 2037.

Only on one of two specific footings. The city requires that the work be completed by a plumber licensed by the City of Broken Arrow, or by a Water Tap Contractor licensed by the Oklahoma Department of Environmental Quality and in good standing with the City of Broken Arrow. Those instructions cover three quarter inch and one inch meters on water mains twelve inches in diameter or smaller. The work must then be inspected by Neighborhood Engagement and the Utilities Department before service is turned on.

The 2018 International Residential, Building, Fire, Mechanical and Fuel Gas Codes and the 2020 National Electric Code, all adopted as amended by the State of Oklahoma with some city amendments on top. Accessibility runs on both the 2010 ADA Standards and 2009 ANSI A117.1, whichever is more restrictive. The Energy Conservation Code is not adopted at all, and per state amendments the 2006 IECC is used where the adopted codes reference one.

Use the portal the city already gives you. Broken Arrow completed an Automated Meter Reader rollout between 2016 and 2023, and lists leak and backflow detection among the benefits. Its Water Smart customer portal, live from 7 May 2025, shows usage in near real time down to the hour and can alert you when consumption runs above your typical seasonal use. An overnight baseline that never returns to zero is the classic signature of a running fixture.

Because the city runs its own street naming and numbering system rather than adopting the Tulsa County one, and signs on major section line roads carry both. The city gives the examples itself: 71st Street becomes Kenosha Street and 145th East Avenue becomes Aspen Avenue. North to south roads carry horticultural names west of Main Street and numbers east of it, while east to west roads carry city names, northern cities north of Broadway and southern south of it. The system was formally adopted in 1973 and has been in use since at least 1948.

We are not going to state a figure, and the reason is specific. The city publishes annual Consumer Confidence Reports going back to 2013, and we retrieved the current one, a 1.5 megabyte PDF. When its compressed streams are expanded the file contains no text layer at all, no text drawing operators and no readable values, because it is a raster scan of a printed document. Rather than guess, we would ask the Utilities Department directly, or test at your own tap before sizing any treatment.

Everything on this page reduces to one discipline. In Broken Arrow the answer to who is responsible, and to whether a device is required at all, is a distance rather than a category.
