Most cities have one plant, or two, and one answer to the question of what the water is like. Pensacola has twenty eight, and the utility that runs them says so in a sentence most people will read straight past.

The Emerald Coast Utilities Authority states that it has twenty eight active water wells distributed across its service area, drawing from the Sand-and-Gravel Aquifer, that customers generally receive water from the wells nearest their home, and that the water delivered to a customer at any given time changes slightly based on the characteristics of the source water. Then it adds the line that matters. Each well is considered a separate treatment plant, where water quality parameters are adjusted individually.

Follow that through and a whole category of advice stops working. Scale complaints, corrosion patterns, whether a softener is worth fitting, what a filter should be sized for. All of those are answers about a treatment plant, and in this city the plant changes with the address.

The arrangement is unusual enough to be worth stating carefully rather than dramatically. The utility is not saying the water is inconsistent or unreliable. It is saying that supply is distributed rather than centralised, that each well is operated and adjusted as its own plant, and that a customer receives water from the wells closest to them.

For drinking water that is a design choice with real advantages, including short travel time from source to tap. For plumbing it means something more specific, and nothing on the utility site draws it out.

Why the wells are local in the first place

The utility explains the risk in a single unusually blunt sentence. Because the aquifer does not have a confining layer above it, virtually everything that falls on the ground has the potential to affect the quality of the water supply. It describes that aquifer as the sole source of drinking water for the service area.

An unconfined aquifer means surface activity reaches groundwater, and it reaches it locally. That is the same reason the treatment is local: a well is adjusted for what its own catchment sends it. The utility says it works with both Escambia County and the City of Pensacola on strengthening their wellhead protection ordinances, which is two separate ordinances from two separate governments sitting over one aquifer with no lid on it.

The City runs a Remote Video Inspection Program. The customer books the slot, a city inspector calls on Skype or FaceTime, the customer sends video of the work, and the inspector decides whether the video is acceptable. The programme rests on two declaratory statements from the state Building Code Administrators and Inspectors Board.

The eligible list is where it gets interesting for anyone booking plumbing work. Plumbing and gas permits carry six eligible items, more than any other trade: water heater, water softener, plumbing re-pipe, main line water repair, sewer repair or replacement, and a gas line extension for a barbecue or fire pit. Electrical has four and mechanical has two.

A sewer repair or replacement signed off over a video call is not what most people picture when they think of an inspection, and the City is careful about the limits. It calls the programme a privilege, states that each inspector has the discretion and authority to decide whether a situation is not conducive to it, and says an inspector may override remote access and require a site visit if they are not comfortable.

The utility has committed to a sixteen year plan to reduce inflow and infiltration, which is a useful measure of how long a problem of this shape takes to solve. It is also a reminder that a sewer that backs up in heavy rain is often not reporting a fault in your own line.

Nine Named Requests, and Two of Them Are Leaks

Most utilities offer a phone number and a form. This one publishes a menu of nine water service request types, and the granularity is the useful part, because choosing the wrong one is the commonest way a genuine emergency ends up in an ordinary queue.

A major water leak, described as a main break, is a separate request from a minor water leak. Low water pressure and a dirty water complaint are separate again, which matters in a city where discoloured water at one address and discoloured water three streets away may be coming from different wells.

Three of the nine are worth knowing before any excavation. Inspect meter box, check water meter and mark location of water meter are all requestable in their own right. On a property where nobody is certain where the meter sits, that last one is a free way to establish the boundary between the utility’s pipe and yours before a shovel goes anywhere near it.

The ninth is cleanup after repair, listed as a request rather than assumed. Worth noting when a repair leaves a lawn open, because it means the tidying up is a thing you ask for rather than something you wait for.

Reading the Source Carefully

Two Things in the Published Text We Are Not Going to Smooth Over

We look for figures that contradict each other whenever we build one of these pages, because a number that has been copied without being checked is a number worth not repeating. This unit produced one, and it sits inside a single sentence.

The utility states that it pumps nearly thirteen billion gallons of water annually to more than ninety nine thousand customers, an average of more than thirty two million gallons daily. Thirteen billion a year works out at about thirty five and a half million gallons a day. Thirty two million a day works out at about eleven and a half billion a year. Read the qualifiers as generously as they will bear and the two still do not meet.

Neither figure is implausible and we are not suggesting anyone is being misled. What we are not going to do is divide either of them by the customer count and publish a gallons per household number, because that derived figure would carry the discrepancy forward and look more precise than the input.

The second item is smaller and we simply cannot resolve it. The sentence describing where your water comes from reads that customers receive water from the wells, in brackets two of five, located closest to their residence. What that parenthesis modifies is not explained anywhere on the page. The substantive claim, that supply comes from the nearest wells and varies, does not depend on it, so we have quoted it as published and left it alone.

Routing

The Utility and the City Are Different Organisations

Water and wastewater here come from the Emerald Coast Utilities Authority, which serves Escambia County and Pensacola and is governed by its own board. Permits, code questions and inspections come from the City of Pensacola’s building inspections division, on the fifth floor of City Hall.

The split is clean and calling the wrong one costs a day. A leak in the street, a meter question, a pressure complaint or a sewer problem is a utility matter. Whether the work you are about to have done needs a permit, and what it will be inspected against, is a city matter.

On the city side the codes are named and the requirement is absolute. The prevailing codes are the Florida Building Code, Plumbing and the Florida Building Code, Fuel and Gas, and the City states that all permitted work shall be inspected. It also names an individual building inspector for plumbing, which is not something every city does, and invites homeowners to call with code compliance questions with a warning worth taking seriously: improper installations may have to be removed or replaced.

One further route worth knowing about is the lawn sprinkler permit, which the city publishes alongside its landscape and irrigation requirements. Irrigation work is easy to treat as landscaping and it is plumbing, with a permit attached.

What we could not find and will not invent
