Plumber Gainesville FL: the sewer cap, the meter test and the rental permit trap
Gainesville is unusual on this site for a boring reason that turns out to matter a lot. One utility, Gainesville Regional Utilities, supplies the water and takes the wastewater, and one plant, Murphree, treats the drinking water for the whole city. There is no patchwork of providers to look up before you know whose rules apply.
What is not boring is the shape of the bill. Sewer here is charged on your water use at a rate nearly three times the cheapest water tier, which is the harshest ratio we have calculated for any city on this site. And then it stops dead at 12,000 gallons a month, every month, no matter what happened or when.
That single cap changes what a plumbing failure costs and, more usefully, changes what you should chase first. This page works through it with GRU published figures, alongside the leak test GRU publishes, the water chemistry it publishes, and one City permit rule that lands harder in Gainesville than almost anywhere else in Florida.

The Rate Structure
Sewer is nearly three times the first water tier, and then it stops
On the GRU residential rate sheet effective 1 October 2025, domestic water runs in three bands: $2.51 per thousand gallons for the first 1,000 to 4,000 gallons, $3.94 from 5,000 to 12,000, and $6.15 at 13,000 or more. The customer charge varies with meter size, at $9.60 on a five eighths or three quarter inch meter.
Wastewater is a $10.65 customer charge plus $7.42 per thousand gallons. GRU states that this is based on actual water usage rounded to the nearest thousand gallons, with a cap the sheet writes as 12kg, meaning 12,000 gallons.
Our division on those two figures: sewer at $7.42 is about 2.96 times the first water tier and about 1.2 times the top one. Below the cap, this is the most sewer-heavy bill on this site. Above it, the sewer side simply stops moving.

Take a household at 6,000 gallons a month. Our arithmetic on the table above: water is four units at $2.51 and two at $3.94, so $17.92 plus the $9.60 customer charge, about $27.52. Sewer is six units at $7.42, so $44.52 plus $10.65, about $55.17. The sewer bill is roughly double the water bill in a completely normal month.
Now break something and run 30,000 gallons. Water becomes four at $2.51 plus eight at $3.94 plus eighteen at $6.15, which is $152.26 plus $9.60, about $161.86. Sewer hits the cap at twelve units, so $89.04 plus $10.65, about $99.69.
There is a genuinely useful comparison to draw here with another page on this site. Our Arlington, Virginia page covers a county that also limits sewer, but limits it to your winter water consumption. That kind of cap has a hole in it: a leak running during the winter measurement period is capped by nothing, because the inflated reading becomes the winter reading. A hard cap at 12,000 gallons has no such hole. It cannot be defeated by the month the pipe chose to fail in.
Two smaller published details are worth having. The irrigation only meter has no cheap first band at all: it starts at $3.94 where the domestic meter starts at $2.51. And GRU states that customers with meters installed for irrigation or reclaimed water are still billed wastewater on 100 per cent of actual consumption through the domestic meter, up to the same cap. A second meter does not move your sewer charge off the first one.
If your property is on a private well but discharges to the GRU wastewater system, the sheet sets a flat rate of $47.75 a month for a single family. That is a different arrangement entirely, and worth checking against the metered route if you are close to the boundary.
The Test GRU Publishes
One tenth of a gallon every five minutes is 868 gallons a month
GRU publishes the leak test and, unusually, publishes the arithmetic that goes with it. Its meters can be read to tenths of a gallon. Turn every fixture off, watch the triangle or the large sweeping hand on the meter face, and any movement means something is running.
The number it attaches is the part worth remembering. A movement of one tenth of a gallon every five minutes means you are losing 868 gallons a month. That is a rate slow enough that nobody would notice it by eye, and it is a real recurring cost.
Our arithmetic on the published rates: 868 gallons rounds to one thousand, which is about $3.94 of water in the middle band and $7.42 of sewer, so roughly $11.36 a month, or about $136 a year, for a leak too small to hear.
The leak adjustment, and the ninety day clock on it
GRU says that under limited situations it may adjust the rate charged for water and sewer for a billing period where you experienced a leak at your service address. The wording is deliberately conditional and we are not going to dress it up as an entitlement.
What is firm is the deadline and the evidence list. A request for adjustment consideration must be made within 90 days of the billing period in question, and must include the type of leak, the date the leak started, the repair date, and proof of repair in the form of a plumber statement or a receipt for repair supplies.
- Outdoors, look for extra green or soggy patches of grass.
- Inspect faucet and hose connections.
- Have in-ground irrigation systems inspected annually.
- Indoors, look for stained carpet, flooring or walls.
- Inspect water closets daily, including flush valves, floats and ballcocks.
- Pay close attention to water pressure levels for any fluctuations.
We refuse to state what proportion of a bill GRU will actually credit, how many adjustments a customer may have, or what counts as a qualifying leak under the limited situations wording. None of that was published on the pages read. Customer Service is on 352-334-3434.
Where The Water Comes From
One plant, one aquifer, and a 7,100 acre insurance policy
The Murphree Water Treatment Plant treats and supplies water to all of Gainesville, drawing on the Floridan Aquifer. GRU states that minimal treatment of that water is required, that personnel test the drinking water hourly with more testing across the distribution system, and that over 63,900 samples are analysed each year.
The scale figures are published too: roughly 200,000 residents served, average consumption of about 23 million gallons a day, 15 supply wells allowing delivery of up to 54 million gallons a day, a consumptive use permit of up to 30 million gallons a day, and about 8 billion gallons a year delivered.
The detail we find most telling is defensive rather than operational. Although GRU says a virtually impermeable clay layer protects the aquifer in this area, it purchased and maintains a conservation easement over 7,100 acres surrounding the water plant, specifically to protect the aquifer against possible contamination.
The water chemistry, and the one number that decides what your fixtures do
GRU publishes its chemistry plainly, which is more than most utilities on this site manage. Hardness is approximately 140 milligrams per litre as calcium carbonate, which is 8.2 grains per gallon. The pH is 8.6. Sulfate is 97.4 milligrams per litre, chloride 26.3 and ammonia 0.24.
GRU explains the hardness the same way we would: the groundwater is harder because of dissolved minerals, and it comes from the Floridan Aquifer. At 8.2 grains, Gainesville sits in a moderate band, meaningfully harder than a surface water city and far softer than a well fed system running in the twenties.
We are not going to tell you whether to buy a softener on the strength of one number, and we are not going to attribute effects to the pH of 8.6 that GRU does not state. What the figures do give you is a real basis for a conversation about water heater service intervals and fixture scaling rather than a guess.
Not A Water Problem
GRU points the rotten egg smell at your own plumbing, and it is right to
This is the best diagnostic on the GRU site and it saves people money. If your water smells of rotten eggs, GRU says the cause may be household plumbing rather than the water supply, and gives the test: check another faucet in the house.
If the other faucet is odourless, GRU suggests the smell is probably coming from the garbage disposal or a partially clogged drain. If it follows the hot water around the house, GRU points at the water heater and suggests flushing it annually, with the power off at the breaker, the tank drained and the power restored only when the tank is full.
Then it names a component, which almost no utility does: replacing the magnesium anode with an aluminium one. That is a specific, correct piece of trade advice sitting on a utility website, and it means a Gainesville household complaining about smell has a published sequence to work through before anybody is called.
Two reclamation facilities, one of which does something rare
GRU operates two wastewater treatment facilities. The Main Street Water Reclamation Facility, and the Kanapaha Water Reclamation Facility, which GRU describes as one of only two facilities in Florida permitted to discharge drinking water quality reclaimed water directly into the aquifer.
The treatment itself is biological. GRU describes using microorganisms that feed on the wastewater, with the utility providing the environment for them to thrive, then harvesting the organisms and converting them into a biosolids fertiliser for local agricultural use.
That matters to a household for one practical reason. A biological process is a process you can poison, which is why what goes down a drain in a city with reclaimed water going back into an aquifer is a slightly more serious question than it is elsewhere.
On the drinking water side, GRU runs a backflow prevention programme required by the Florida Department of Environmental Protection, aimed at preventing water from unknown sources entering the distribution system. Irrigation backflow preventers are the common case, and state and local law requires property owners to test them.
We refuse to state the backflow testing frequency, the device types GRU accepts for a given application, or any fee attached to the programme, because those sit behind a set of questions on the GRU page that were not opened for this build.
The Permit Rule That Bites Here
You cannot pull your own permit on a property you rent out
Florida gives homeowners an owner-builder exemption, and the City of Gainesville states the condition attached to it: under Florida Statutes chapter 489.103 the residence must be for the use and occupancy of the homeowner only.
The property cannot be for sale, rent or lease during construction, and cannot be for sale, rent or lease for a year after the issued completion date. Both halves of that have to hold.
In most cities that is a footnote. In a city of roughly 200,000 people built around a large university, with a housing stock heavily weighted toward rental, it reaches an enormous share of the properties that need plumbing work. A landlord doing their own repipe between tenancies is exactly the case the rule excludes.
What else the City publishes about permits
The permit trigger is the Florida Building Code, chapter 1, section 105, and the City quotes it directly. In substance, anyone intending to install, alter, repair, remove, convert or replace a plumbing, gas, mechanical or electrical system regulated by the code must apply to the building official and obtain a permit first.
Two published consequences are worth budgeting for. If work is done without a permit, Code Enforcement may issue a Stop Work Order, and the City states this could result in the applicant or owner paying double the permit fees. If permits are still not obtained after that, a Notice of Violation may follow with additional fees or fines.
- Permits are issued through the PermitGNV online portal, and the applicant downloads the permit card and approved plans from their account.
- The permit card lists the inspections that must be scheduled, and it is the applicant’s responsibility to ensure required inspections happen before work proceeds.
- If work has not started, or no inspection has been requested, within 180 days of the issuance date, the permit expires and must be reinstated. A reinstatement fee may apply.
- That 180 day clock runs from issuance, not from the last time anybody thought about the job.
One local programme is worth naming precisely because it is easy to misread. The Building Division sponsors journeyman and master licences, with testing coordinated by an external provider, a $58 application fee, a minimum of three years experience, a sponsorship valid for one year from approval and a licence renewed every two years. Those are ELECTRICAL licences. We are not extending the arrangement to plumbing, because the City page describes it as electrical.
We refuse every building permit fee, plan review fee and inspection fee for Gainesville, and we refuse to state which plumbing jobs are exempt from permit, because neither was among the material read. The Building Division answers at building@gainesvillefl.gov.
What to do when something goes wrong in Gainesville
- Run the meter test before you run anything else.
GRU meters read to tenths of a gallon. Shut every fixture, watch the sweep hand, and remember that a tenth of a gallon every five minutes is 868 gallons a month by GRU own figure. This costs nothing and rules out or confirms a hidden leak in five minutes.
- Work out whether you are above or below 12,000 gallons.
Below the cap, sewer is the expensive half of every wasted gallon at $7.42 against $2.51 of water. Above it, sewer is fixed and everything extra is water at $6.15. The right urgency is different in the two cases.
- Record the dates and keep the receipt.
A leak adjustment request must be made within 90 days of the billing period and must include the leak type, start date, repair date and proof of repair. Collect those while the work is happening, not when the bill arrives.
- For a smell, check a second faucet before you buy anything.
GRU own guidance is that a rotten egg smell is often household plumbing rather than supply. One odourless faucet elsewhere in the house points at the disposal or a drain; a smell on every hot tap points at the water heater and its anode.
- If the property is a rental, do not plan on an owner-builder permit.
The exemption requires the residence to be for the homeowner’s own use and occupancy, with no sale, rent or lease during the work or for a year after the completion date. In this city that rules out a great many properties.
- Do not let a permit go stale.
If no work has started and no inspection has been requested within 180 days of issuance, the permit expires and needs reinstating, possibly with a fee. Book the first inspection early even on a slow job.
