Plumber Santa Rosa: the city draws its two boundaries in different places

Most cities put the water boundary and the sewer boundary in roughly the same spot. Santa Rosa does not, and it says so in two separate published documents. On the water side the City stops at your meter. On the sewer side it does not stop at all. That single asymmetry decides who pays for a large share of the work done on Santa Rosa homes, and almost nobody reads it until there is already a trench in the front garden.

The Boundary

Water stops at the meter. Sewer does not stop anywhere.

Santa Rosa Water states the water side twice, on two different pages, in almost the same words. The City operates and maintains the pipe from the main up to and including the water meter. The customer’s responsibility begins after the water meter and covers all the pipe downstream going toward the home. Its water quality page puts the same line another way: the utility provides water testing up to the water meter, and beyond the meter the plumbing system belongs to the customer.

That is a clean, conventional split, and it matches what the utility in Memphis puts in its service policy. Two utilities on opposite sides of the country, same line, same place.

The sewer side is where Santa Rosa parts company with almost everywhere else. City Code Title 15 Sewers, Chapter 15-16 Sewer Connections, quoted by Santa Rosa Water on its own water and sewer page, puts the whole run on the property owner.

The sewer sentence, quoted rather than summarised. The user shall maintain, operate and repair, at the user’s own expense and after obtaining all required permits, the entire sewer service lateral, cleanouts, backwater valves and backflow overflow devices from, upon, within and under the user’s premises and property and to the City sewer. The user is responsible for keeping that lateral clear and unobstructed and free of all breaks, leaks and obstructions, including roots, rocks, dirt and grease.

Read the list of things that sentence sweeps in, because it is longer than people expect. It is not only the pipe. It is the cleanouts, the backwater valves and the backflow overflow devices as well, and it runs from under your house all the way to the City sewer in the street. Roots and grease are named outright as your problem, not the city’s.

There is one softening clause and it is worth reading carefully rather than hopefully. The City may, in its sole discretion and at City expense, elect to perform occasional repairs on that portion of the sewer service lateral located between the City sewer and to the backside of the curb or sidewalk. The ordinance history given is Ordinance 3914 of 2009 and Ordinance 3895 of 2008.

Sole Discretion

What a discretionary repair clause is worth when you are getting quotes

Three words in that clause do all the work: may, sole and discretion. It is not an entitlement and it is not a programme you apply to. It is a power the City holds and can decline to use, and the ordinance attaches no criteria, no timescale and no appeal to it.

The practical rule for a Santa Rosa homeowner is simple. Price the job as though you are paying for the whole lateral, because on the face of the code you are. If the failure happens to sit between the main and the back of the curb, ask the City before you dig, because that is the only stretch where the clause can possibly apply. Never let a contractor quote a cheaper number on the assumption that the City will pick up the street end.

New laterals are unambiguous. A sewer lateral is installed at the property owner’s expense to current City standards, with connection fees paid to the City, and monthly sewer billing starts once the connection is approved and complete.

2017, And What It Taught

Fountaingrove: the contamination was in the service lines, not the mains

On 10 November 2017 Santa Rosa Water issued a drinking water advisory for thirteen homes in the Fountaingrove area after benzene and other contaminants were detected in the drinking water system. The advisory was lifted on 11 October 2018. Between those two dates the utility worked with the California Division of Drinking Water and the US Environmental Protection Agency on an investigation and a sampling plan.

The investigation’s central finding is the part a homeowner should keep. The data showed the highest levels of contamination were in the water services, which the utility defines on the same page as the pipes delivering water from the water main in the street to your water meter. Not the treatment plant. Not the mains. The short buried run just outside the property.

The City began replacing fire damaged water services in June 2018 as a capital improvement project, inside and outside the advisory area, and sampled every water service line after it was replaced. Confirmation ran to sixty five locations plus three sample stations, then continued for a full twelve months after the advisory lifted, every two weeks for the first two months, monthly through month six, and quarterly to month twelve.

Why It Matters Now

The lesson generalises past the fire boundary

Wildfire damage to a buried plastic service line is a Santa Rosa specific hazard, but the diagnostic point is not. When a whole system is suspected, the segment most likely to be at fault is the small one between the main and the meter, because it is the least redundant, the least monitored and the most exposed to whatever happened on the surface above it.

If you live in a rebuilt or fire affected property and you are troubleshooting taste, odour or discoloured water, that is the run to ask about first. We are not going to tell you whether a specific address had its service replaced. The City publishes project maps for that and the answer belongs to the utility, not to a plumber’s website.

The Five Year Clock

The backflow rule that only exists in the rebuild areas

Backflow preventers stop water on private property being pushed or pulled back into the drinking water distribution system, and Santa Rosa requires them wherever a potential hazard on a property could affect the supply. Residents rebuilding in the Resilient City areas face the same requirement as everyone else, with exactly one exception, and that exception carries a deadline most people will not remember unaided.

Where residential fire sprinklers are installed inside a structure being rebuilt after the 2017 Tubbs and Adobe fires, the backflow requirement can be met with a non-testable In-Line Dual Check valve built to City Standard 875 F, instead of the testable Double Check device to City Standard 875 that the rest of the city would need. That sounds like a relaxation. It is a trade.

The trade, in the city’s own terms. A Double Check device must be tested annually by a certified tester but is only replaced if it fails a test and cannot be repaired. An In-Line Dual Check valve requires no annual test at all, because it cannot be tested, and for exactly that reason it must be replaced every five years. The property owner is responsible for the replacement, the work may be done by the owner or a plumber, and the replacement must meet City Standard 875 F.

Compliance is shown by paperwork, not by the fitting sitting there. The city asks for the receipt for the purchase of the replacement preventer, or for the work performed by your plumber, submitted to Santa Rosa Water Quality no later than five years after the initial installation. The Water Quality team may also inspect devices. Residents with one of these valves receive a notice from the City when replacement is due.

Doing The Arithmetic

Count five years forward from the rebuild, not from today

The clock starts at the initial installation of the valve, which for most affected properties means the date the rebuilt house was plumbed. Rebuilding after the October 2017 fires ran for years, so the five year points are spread across a long window rather than falling on one date, and a second replacement cycle is already due on the earliest rebuilds.

Two things follow. First, if you bought a rebuilt Santa Rosa house rather than rebuilding it yourself, the obligation came with the house and the original receipt probably did not. Second, this is one of the very few plumbing obligations in any city that is invisible on inspection: the valve gives no sign of age and cannot be tested, which is precisely why the city replaced testing with a calendar.

Where The Water Comes From

A river you drink through the riverbed, not out of it

Santa Rosa’s primary source is the Russian River, supplied by Sonoma Water, and the way it is taken matters. Sonoma Water pumps water that is naturally filtered through rock, sand and gravel from wells about one hundred feet below the river bed, then supplies it to retail water suppliers across Sonoma County and North Marin. Storage sits behind Lake Sonoma and Lake Mendocino, with Sonoma Water setting releases from the water supply pools and the US Army Corps of Engineers controlling releases when levels are up in the flood control pools.

The rest of the supply is local groundwater. Santa Rosa Water owns and operates two groundwater production wells, typically run from late spring through early autumn when peak demand hits, and they provide five to ten per cent of the city’s water. The city sits in the Santa Rosa Plain sub-basin, which the city describes as roughly twenty two miles long, about a fifth of a mile wide at its north end, some nine miles wide through Santa Rosa itself and about six miles wide near Cotati.

Set that beside the two other source types this site has documented and the contrast is sharp. Memphis drinks entirely from a sand aquifer. Bellevue owns no source at all and buys treated surface water through a wholesale chain. Santa Rosa sits in between, taking river water through a natural sand filter and topping up from its own wells in summer.

Corrosion Control

Lead risk here is low, and the reason is a different chemical

Santa Rosa Water states that its drinking water is very low risk for lead contamination. Customer water service pipes are typically copper or plastic, with a few older homes carrying galvanized iron. Two dates anchor it: in 1946 Santa Rosa adopted new requirements that standardised copper service lines, and in 1986 a nationwide requirement made all new household plumbing fixtures lead free. Forty years separate the local rule from the national one, and the local one came first.

The utility also lists why it considers a lead service line discovery highly unlikely. Its 2019 inventory reported no lead in the utility owned distribution system, its ninetieth percentile lead results have been below fifteen parts per billion since 1992, and it has no record of lead ever being installed in its distribution system. It is running a full service line inventory anyway, covering both the public portion and the customer portion, because the federal rule requires large water systems to do so, with an interactive map you can search by address.

Three cities, three corrosion strategies, printed without a winner. Santa Rosa adjusts the pH of the water with sodium hydroxide to reduce the risk of corrosion, and publishes no dose figure on the pages we read. Minneapolis doses ortho-polyphosphate at 0.4 ppm and runs pH 8.8 to 9.0. Memphis doses phosphate at 0.75 ppm against pH 7.3. Caustic pH adjustment and phosphate dosing are two different answers to the same problem and we are not going to declare one correct.

On the newer contaminant question the city is equally plain. Santa Rosa Water tests its sources in compliance with federal and state drinking water regulations and says that to date no measurable amounts of PFAS have been detected in its drinking water sources. Private wells are not part of the public system, and the city points well owners at Sonoma County Environmental Health instead.

The System Under You

Six hundred miles of main, and a quarter of it pumped uphill

Santa Rosa Water delivers about six billion gallons of drinking water a year to more than 53,000 customer accounts, roughly ninety one per cent residential and nine per cent commercial, and maintains the sanitary sewer system for over 49,000 accounts, serving a population the city gives as 173,000. Together that is more than 1,200 miles of water and sewer pipeline, with over 600 miles of water main and over 500 miles of sewer pipe.

Elevation is the thing that shapes local pressure. Reservoir tanks sit at higher elevations holding 22 million gallons, and the city states that 25 to 30 per cent of Santa Rosa’s water is boosted up to them by pump stations to help maintain adequate pressure to customers. If your house sits high on a hill or low in a valley, that is why your experience of pressure differs from a friend’s across town.

Operations are monitored remotely through a SCADA system covering pump station and reservoir parameters, and crews walk a street at a time with listening devices to find underground leaks before they surface.

Source Disagreements

Where the city’s own pages do not agree with each other

We print these rather than pick a side, because a reader deserves to know when a number is soft. All three of these sit inside the City of Santa Rosa’s own published water pages, and in two cases inside a single page.

  • Wastewater pump stations: one sentence says 17 wastewater pump stations, another says the lift station system consists of 18 wastewater lift pump stations.
  • Fire hydrants: one sentence says 6,599 fire hydrants, another says crews maintain the 6,000 fire hydrants throughout the city.

None of these changes what you should do about a blocked drain, and that is rather the point. A published figure being approximate is normal. It becomes a problem only when somebody quotes it back at you to the last digit as though it settled something.

There is a fourth, softer one worth flagging: the sewer collection page describes the Laguna Treatment Plant as serving Santa Rosa, Rohnert Park, Cotati, Sebastopol and the South Park Sanitation District, while the system overview adds some unincorporated parts of Sonoma County and puts the regional population served at 230,000.

A Reading You Can Take For Free

The number painted on the hydrant in your street

Santa Rosa Water crews maintain the city’s fire hydrants, and part of that maintenance is marking them. They test the flow of the hydrants and paint a colour coded top indicating the flow rate for easy identification, and they paint a number on the body of the hydrant indicating its static pressure.

We have read a lot of city water pages on this project and this is the only one that puts a pressure reading out on the street where anyone can look at it. It is not a substitute for a gauge on your own hose bib, because your service line, your meter, your elevation and any pressure regulator all sit between that hydrant and your taps. It is, though, a free sanity check on whether a low pressure complaint is a street level problem or a house level one.

We are not publishing a Santa Rosa pressure band. No city page we could reach states one, and carrying another city’s figure across would be an invention. If you want your own number, put a gauge on an outside tap with everything else in the house off.

Water Heaters

The bracing detail the Building Division actually publishes

The city’s Building Division explains why water heaters get so much attention here. One of the most common causes of fires associated with earthquakes is the rupture of gas lines when a water heater overturns, and water heaters are tall, narrow and heavy with water, which is exactly the shape that tips.

The published requirements are specific enough to inspect. Brace at the top and at the base, because shaking comes from all directions and the base brace stops the tank sliding out. Wrap the plumbers tape or strap all the way around the heater. Anchor lag screws into a stud that runs continuously from sill plate to top plate. Add struts to brace against straight wall sections, because plumbers tape works only in tension and has no strength in compression. EMT conduit works well as a strut.

Then the part that decides whether the bracing achieves anything. Replace rigid gas and water connectors with flexible ones and brace the flue. A braced heater still moves, and if the connections are rigid they break anyway, flooding the space or leaking gas.

Drains

The jar test Santa Rosa ran on flushable wipes

Santa Rosa Water asks residents not to flush products labelled flushable, and rather than assert it, the city published the experiment. In one jar, ordinary toilet paper in water had already broken up into tiny pieces after fifteen minutes. In the other, flushable wipes were still fully intact after eight weeks.

Its rule of thumb for toilets is the three Ps, pee, poop and toilet paper, with other bodily fluids allowed. On the no list are flushable labelled products, menstrual products, food scraps, trash, floss, medications, cooking oil or grease and cat litter. For the kitchen the named offenders are cooking oils, sauces, salad dressings, butter and margarine, and fat from meats including bacon grease and grease from cooking ground beef or roasts.

The city also spells out where a main line blockage ends up, and it is worth quoting to anyone who thinks grease is a private matter. If a sewer main is clogged by accumulated fats, oils and grease, wastewater has nowhere to go but out of a manhole or clean-out in the street or pavement, and from there into storm drains and creeks connecting to the Russian River.

On its own side, the city cleans the collection system with combination trucks using high pressure water and vacuum recovery, uses a rodder for roots and heavy grease, and runs smoke testing to find inflow and infiltration, leaks, illegal connections and abandoned sewer lines that were never surveyed.

Leaks

Four free tests, and where to collect the parts

Santa Rosa Water publishes a set of leak checks that cost nothing and need no tools, and it gives away the parts to fix the commonest one. These are worth working through before booking anybody, ours included.

  1. The dye test

    Put a few drops of food colouring in the toilet tank and wait fifteen minutes. If the bowl water changes colour you have a leak, and it is usually the flapper. The city gives out free dye tabs.

  2. The fill valve check

    The porcelain lid masks the sound of a slowly running fill valve. Lift it, look and listen, and check the adjustment screw so the water level sits three quarters of an inch below the top of the overflow tube.

  3. The flour test

    Sprinkle a quarter teaspoon of flour on the water in the tank. If it starts moving toward the overflow tube, you have an overflow leak.

  4. The handle test

    If you are jiggling the handle, the chain, flush lever or handle is sticking and keeping the toilet running.

Free dye tabs and toilet flappers, plus faucet aerators, showerheads and hose nozzles, are collected Monday to Friday from 8am to 5pm at 69 Stony Circle or 90 Santa Rosa Avenue. The city’s own tip is the good one: take the old flapper to the shop to match it, or look up the part number for your toilet model.

Where the city draws its own line is instructive. For a shower valve that drips when it is not in use, its published advice is to contact an experienced handy person or a licensed plumber. It does not pretend every leak is a washer.

Where It All Ends Up

Santa Rosa runs a Regional Water Reuse System through the Laguna Treatment Plant, and the largest single destination is not a field or a creek. Since 2003 the City has pumped eleven million gallons a day of recycled water from the Laguna plant to the Geysers steamfields through a forty one mile pipeline with four pump stations and a terminal tank high in the Mayacmas Mountains. The steamfields generate enough clean renewable electricity for 100,000 households in Sonoma and other North Bay counties.

The city describes the project as a weather independent component of its reuse system, which is the operational point. Agricultural and urban irrigation demand disappears in winter and river discharge is only available when levels are high, but a steamfield takes water in any season.

This is not trivia for a plumbing page. It is the reason the city is unusually strict about what goes down a Santa Rosa drain. Wastewater that is going to be recycled to state standards, irrigated onto crops and pumped into a geothermal field is wastewater the utility has a strong reason to keep clean at source.

Straight Answers

Every answer below comes from what the City of Santa Rosa, Santa Rosa Water or the Santa Rosa city code publish. Where nobody publishes a number, we say so rather than filling the gap.

You do, on the face of the city code. Title 15, Chapter 15-16 puts maintenance, operation and repair of the entire sewer service lateral, plus cleanouts, backwater valves and backflow overflow devices, on the user at the user’s own expense, from under the premises all the way to the City sewer. The City may elect, in its sole discretion and at its own expense, to perform occasional repairs between the City sewer and the back of the curb or pavement, but that is a power it holds rather than a right you have.

At the meter, inclusive. Santa Rosa Water states that the City operates and maintains the pipe from the main up to and including the water meter, and that the customer’s responsibility begins after the meter and runs downstream to the home. Its water quality page says the same thing about testing: up to the meter is the utility, beyond it is you.

Possibly, and it is a five year clock. In the fire rebuild and Resilient City areas, where residential fire sprinklers were installed, the backflow requirement could be met with a non-testable In-Line Dual Check valve to City Standard 875 F. Because it cannot be tested it must be replaced every five years, the property owner is responsible, and the receipt goes to Santa Rosa Water Quality on 707-543-3965. Elsewhere in the city, testable Double Check devices are tested annually instead.

We will not publish a band, because no city page we could reach states one. What the city does publish is more useful than an average anyway: crews paint a number on each hydrant body showing its static pressure and colour code the top for flow. Elevation drives the variation, and the city says 25 to 30 per cent of its water is boosted uphill to reservoirs to maintain adequate pressure.
