Why a Plumber Asheville Households Call Thinks in Dates and Not Just Pipe

Two published facts shape more plumbing decisions in this city than anything else, and they pull in opposite directions. The first is the water itself. The 2025 Annual Water Quality Report gives hardness as 5.52 parts per million, with a pH of 7.61 and alkalinity of 23.82 parts per million. That is the softest figure we have found on any city we have written up, and it is soft because it arrives that way rather than because anything is done to it.

The second is a compliance regime with a calendar that does not forgive. Asheville runs its cross-connection control programme on a fixed annual test date for each backflow assembly, and it states plainly that the due date does not reset based on when you last turned a test in. Miss April and test in June, and the next test is still due in April. A failed test starts a ten business day repair clock, and a late submission exposes the water account to fines and temporary service interruption.

The Softest Water on This Site

5.52 Parts Per Million, and What That Actually Means

The report lists hardness alongside pH and alkalinity under physical and mineral characteristics: pH 7.61, alkalinity 23.82 parts per million, hardness 5.52 parts per million as an annual average. Converted at the conventional rate of roughly 17 parts per million to a grain per gallon, that is about a third of one grain.

Compare that with the other cities in the same run of work. Lake Havasu City publishes 19 grains per gallon. Greensboro, at the other end of this state, publishes 2 to 3 grains and is the interesting middle case, because its utility states that it adds lime to increase hardness and adjust pH specifically to help prevent metal leaching from pipes, solder and fixtures. Setting those three figures side by side is our comparison and none of the three utilities draws it.

What soft water gives you is real. Scale is not the maintenance driver here that it is in a hard water city, soap and detergent go further, and a storage water heater is not fighting a mineral deposit at the bottom of the tank in the way one in the desert southwest is. Fixture cartridges and aerators last longer for the same reason.

What soft, low alkalinity water does not do is remove every question. Water with little dissolved mineral and modest alkalinity has less buffering capacity, which is precisely the property Greensboro is managing when it adds lime. Asheville treats and monitors its own water for this, and its published lead and copper results are compliant, but it is the reason the numbers further down this page are worth reading with the range as well as the headline. The Longest List We Have Seen

Who Actually Needs a Backflow Assembly in Asheville

The city runs this as its Cross-Connection Control Program, and it publishes the list of who is caught by it in unusual detail. It covers all commercial water account holders; any customer with an irrigation system hooked up to their water line; any customer with a water meter serving two or more households; any customer with a pool that does not have a hard piped air gap to fill it; anyone hooked up to a secondary water system such as a well; and any customer with a residential or commercial fire line.

It also names any customer with a boiler system, any customer with a yard hydrant, and any customer presenting a hazard of any type that could contaminate or pollute the water system.

The last entry on that list is the one to watch, because it is currently active. The city states that it is sending letters to customers who recently installed a well or water storage tank and who will need to install a backflow assembly, and it gives them a binary. All water accounts with a connection to a well or water storage tank must install a reduced pressure backflow assembly, or disconnect from the city water line. To disconnect, the city directs you to call customer service on (828) 251-1122, say there is a backflow hazard and request deactivation.

The city explains why in terms worth passing on. In a backsiphonage event, a loss of pressure on the main feeding your meter can pull water from a private line back into the mainline. In a backpressure event, a pump or a heat source on your side creates higher pressure than the public side, which the city notes does not require any drop in public pressure at all and is therefore harder to track. A boiler raising line pressure through thermal expansion is its own worked example.

The everyday causes it lists are ordinary: a mainline break causing immediate pressure loss, somebody using a hydrant nearby, a boiler, or a pump fitted on the private side to raise pressure for a fire line or simply because the pressure at the meter is not enough.

The Calendar Is the Rule

Testing Dates, and the Ten Business Days After a Failure

This is the part of the Asheville regime that differs most from every other city we have covered, and it is worth setting out precisely because it is the part that costs people money.

Two of those deserve emphasis. The non-resetting date means that catching up late does not buy you a fresh year, so an assembly tested late is on a shorter effective cycle until you reset the date properly through consolidation. And the ten business day repair window after a failure is genuinely short if a part has to be ordered, which is why the city makes communicating the reason an acceptable alternative to completing the work.

One more practical point. City inspectors do not perform backflow tests. They perform installation inspections only. Testing must be arranged with a certified tester holding a certification from an accredited North Carolina programme such as the North Carolina Rural Water Association, or from the University of Florida TREEO programme. The city compiles a list of local companies with at least one certified tester on staff as a courtesy, and the backflow department number is (828) 259-5914.

What to Check on an Asheville Property Before You Get a Notice

This checklist exists because most of the cost in this programme comes from finding out late. Every item below can be settled before anything is due, and one of them is a free city service most people do not know exists.

The backflow position at your address, in the order it is answerable

  • Work out whether anything on the city list applies to you: irrigation, a shared meter, a pool without a hard piped air gap, a well, a fire line, a boiler or a yard hydrant.
  • Check whether an assembly is already fitted. The city suggests looking right behind the meter, where the water enters the building, and near specific hazards such as a boiler or a commercial dishwasher.
  • If you cannot find one, book the free inspection. The city states that if it is not already tracking an assembly at your address, an inspector will come and help you look, free of charge, on (828) 259-5914.
  • Check that what you have qualifies. It must be testable, lead free, and certified by the USC Foundation for Cross-Connection Control and Hydraulic Research.
  • Do not assume the dual check valve on the back of the meter counts. The city accepts it only for single family homes on a domestic line with no other apparent hazards.
  • Do not assume an appliance check valve counts. The city states that the devices supplied with many commercial dishwashers and soda fountain machines are not accepted, because they are not testable by the accepted methods.
  • Find out your due date, and if you have several, ask about consolidating them before rather than after the next round.

The seasonal irrigation case has its own trap and it turns on how the irrigation is plumbed. If you have a separate irrigation meter you can have the account deactivated through customer service, though the city warns that this may expose the account to water availability fees and to problems if it stays off more than two years. If your irrigation line is a branch off your domestic line, you must have the assembly tested every year whether you intend to use the system or not.

The legal basis the city cites is Section 21-3-4(c) of its Code of Ordinances, which requires all connections and modifications to be designed, constructed, installed and maintained in conformance with the current city standard specifications and details manual, and states that those policies, procedures and manuals constitute Technical Ordinances of the City of Asheville within the meaning of NCGS 160A-77(a). In plain terms, the manual has the force of ordinance.

Where It Comes From

Three Sources, and Twenty Thousand Acres of Protected Forest

Asheville has three main water sources and the geography explains the chemistry. In eastern Buncombe County are two reservoirs surrounded by 20,000 acres of protected mountain forests owned by the City of Asheville itself. Those are the North Fork and Bee Tree Reservoirs, at Black Mountain and Swannanoa respectively, and they supply the North Fork and William Debruhl water treatment facilities, which between them serve the majority of the distribution system.

The third source sits in a different county. The Mills River treatment facility is in Henderson County, with 75 per cent of its watershed inside the Pisgah National Forest and the remainder a mixture of farmland and low-density development. The facility also has an intake on the French Broad River, which the city states would only be used during extreme drought conditions or if the Mills River water quality were compromised.

Owning the watershed is why the raw water is what it is. Rainfall running off protected forest over hard mountain rock picks up very little dissolved calcium and magnesium, which is exactly what a hardness figure of 5.52 parts per million and an alkalinity of 23.82 describe. Cities drawing from limestone aquifers or from the lower Colorado get the opposite.

The Headline and the Range

Lead and Copper Results, Printed in Full

The regulatory headline for lead and copper is the ninetieth percentile, and Asheville numbers are comfortably compliant. For January to June 2025 the ninetieth percentile for copper was 0.056 parts per million against an action level of 1.3, and for lead it was under 3 parts per billion against an action level of 15. For July to December 2025 the figures were 0.058 and under 3 respectively. In both halves the number of sites above the action level was zero.

We are also printing the ranges, because in soft low alkalinity water the range is the interesting column. In the first half of 2025 the range of all copper samples ran from under 0.050 up to 0.365 parts per million, and the range of all lead samples from under 3 up to 14 parts per billion. In the second half the copper range ran to 0.121 and the lead range to 7.

Nothing in that is a violation and nothing in it contradicts the compliant headline. A ninetieth percentile under 3 with a single site at 14 is exactly what a percentile is for: most houses are very low and a few are not, and the difference is almost always the plumbing inside the house rather than the water arriving at it. That is the whole reason the federal rule samples at customer taps.

The practical conclusion is the same one we reach everywhere and it is stronger here. A system-wide figure tells you about the system. If you want to know about your house, test at your own tap, and pay attention to it if the property has older fittings, lead solder or brass fixtures. The city runs a service line survey under the EPA Lead and Copper Rule Improvements and asks customers to help identify the material on the privately owned side of the line, which runs from the meter to the building.

Monitoring After Helene

What the City Publishes About Its Recovery Sampling

Asheville maintains a dedicated page on its post-Helene lead and copper sampling plan and results, and it is worth summarising accurately rather than dramatically, so what follows is what that page states and nothing more.

The distribution system has 184 sampling stations, most of them taps going directly into the water lines. Under normal conditions the department tests 8 to 10 stations per day. Since Helene it has averaged 35 stations per day. Because the department in-house testing is slightly more accurate when the water is clear, samples were sent to a third-party laboratory with a turnaround of 7 to 10 days.

On chemistry, staff moved from weekly to daily testing for aluminium, iron and manganese, and the city notes that elevated levels of those three are typically extremely rare. It states that both the EPA and North Carolina DEQ allowed initial chlorination at 8 parts per million against the normal primary limit of 4, and that the city has since dropped it incrementally to 2.5. It reports zero total coliform results and no E. coli detections since Helene.

It is also candid that iron and manganese in unfiltered water slightly exceeded their maximum levels, and it is careful to state that those are secondary limits, which are recommendations for water aesthetics and are not enforced by federal or state regulators, as distinct from the enforceable primary limits. Aluminium produces cloudiness, iron produces rusty colour, a metallic taste and reddish-brown staining. Anyone with a medical condition affected by long term exposure to those constituents is told to consult a doctor.

Two Practical Things Worth Knowing Before Work Starts

Trade permits

Where no building permit is required, work is permitted through a trade permit covering mechanical, plumbing, electrical or gas, on residential or commercial property.

Multi-trade permits

Where the scope spans trades and plumbing or mechanical is the primary one, a multi-trade permit applies. The city names HVAC replacements and installations, water heater changeout or installation, and generators that are primarily electric with gas work.

All trades listed up front

The city requires that all trades are listed at the time a multi-trade permit is requested, so a trade discovered mid-job is a problem rather than an amendment.

Leak alerts

The Advanced Metering Infrastructure project that began in March 2023 is complete, and a WaterSmart portal now lets customers set alerts for leaks and monitor consumption.

Applications go through the city Citizen Access website, which requires an account, and the Development Services Department is on (828) 259-5846 with a permit assistance address of pac@ashevillenc.gov. If you are having a water heater replaced, note that the city puts it explicitly in the multi-trade category, which is not what everyone expects for what looks like a single-trade job.

The water chemistry is the same across the distribution system, and the backflow rules apply to every account that meets the criteria regardless of address. What varies is housing age and therefore what is behind the meter. Two boundary notes. First, the city water system extends beyond the city limits in places, and the backflow programme attaches to a City of Asheville water account rather than to a city address. If you are unsure, the city publishes a service for checking whether an address is within city limits, but the account is the thing that determines the obligation. Second, the two eastern reservoirs sit at Black Mountain and Swannanoa, outside Asheville itself, which is a reminder that the watershed and the city are not the same footprint.
