North Carolina Has Required the Valve Since 1930

Here is the sentence that reframes the whole policy. The city states that since 1930 the state plumbing code has required backwater valves on sewer connections, but that many properties do not have them. Nearly a century of requirement, unevenly complied with, is what the reimbursement policy exists to clean up.

That has a practical consequence for anyone buying or selling in Greensboro. If your service line has no backwater valve, the absence is not a modern oversight and it is not something the city introduced in 2021. It is telling you who moved the line and why that might matter.

It is equally direct about the doorstep tactic. Asked whether the Water Resources Department leaves bottles at houses for a Community Water Test, the answer is no, that this is a private company that sells water-softening units, and that for customers on City water the department will test your tap water. The utility does not simply assert that softening is unnecessary here. It quantifies the trade, and the figures are worth having in front of you before anyone quotes for a unit.

On sodium, it states that softening units remove calcium and magnesium and replace them with sodium, and that for each grain per gallon of hardness removed, 7.5 milligrams of sodium are added to each quart of water. On corrosion, it goes further than most utilities will. And then the detail that makes the whole page cohere. Four Zones, and the Upgrade That Becomes Your Problem

Greensboro divides its distribution system into four water pressure zones. Each is influenced by the elevation of the storage tank serving it, and each is supplied by pumping stations drawing from an adjacent lower zone, with lines interconnected within a zone to keep flow continuous. The city notes that customers have different pressures depending on where they sit relative to the tank serving them, and that low pressure complaints are often about elevation rather than about the pipework.

Two figures are published. Customers may experience water pressures of approximately 40 psi. And where the city runs a pressure zone conversion, the increase can be substantial: for the Four Farms project at Horse Pen Creek Road announced for February 2026, the city advised customers to expect an increase of 27 to 37 psi or more.

Now the part that catches people. The city states that if you are unsure of your plumbing system capacity to operate under the increased pressure, or if you have older plumbing, you should contact a licensed plumber to have your system evaluated, and that this may identify needed upgrades such as installing a pressure-reducing valve. It then states, without softening it, that you are responsible for any evaluation, purchase, installation and repair costs as a result of the water pressure upgrade.

Greensboro splits backflow testing responsibility at a clear point. The City performs the initial backflow device test certification for new construction during the meter installation. Each required testing after that is the owner responsibility. That is a generous start and a clean handover, and it means a building of any age has a testing history somebody is supposed to have kept.

The protection schedule is published as a table. All non-residential service connections require a reduced pressure zone device, with fire systems treated as a case dependent exception. Within fire systems, an RPZ is required where a health hazard exists, such as a chemical presence or a fire pump, or where the building is over three storeys, while a double check assembly suffices where no health hazard exists. Greensboro water comes from Lake Townsend, Lake Higgins and Lake Brandt, is treated at two water treatment plants, and reaches customers through underground pipes. The city also purchases treated water from Reidsville, Burlington and the Piedmont Triad Regional Water Authority, so the supply is a blend of what it makes and what it buys.

The treatment side is described in enough detail to be useful. Water leaving the plants sits at a pH of about 8.0, which the city explains is slightly alkaline on purpose, to prevent corrosion of water pipes and to help maintain adequate disinfection, which is more effective at a higher pH. Chlorine residual is required by law all the way to the tap, which is why chlorine taste occasionally shows up.

The city offers a practical fix for that taste which costs nothing: fill a container with water, leave the cap slightly loose and store it in the refrigerator, and most of the chlorine smell will dissipate. If you prefer a device, it points to ANSI/NSF Standard 42 as the benchmark for aesthetic, non-health, point-of-use filters, and reminds you that cartridges must be changed on the manufacturer schedule and that filtered water stored afterwards is no longer protected from bacteriological contamination.

On discolouration, its explanation is the correct one and worth repeating. Yellow, rusty or brown water is usually flow changes stirring up iron and manganese sediments, there are no health-related limits for either in drinking water, but they stain laundry. Do not bleach stained items, because that sets the colour. Discolouration can also come from in-house plumbing, such as dissimilar metals joined together or a cracked glass liner in a hot water tank.

The ownership line matters as much as the phone numbers. The city states that it is responsible for leaks up to your property boundary, and that beyond this point any leaks in the service line running into your home or business are private and the responsibility of the property owner. The city grease guidance is standard in its outline and slightly sharper than most in one respect. Never pour grease down the drain, pour it into a disposable container and put it in the trash, and scrape grease and food scraps from plates, pots, pans, utensils and cooking surfaces into a container first. Minimise the garbage disposal, because it only shreds solids into smaller pieces and does nothing about grease. Use sink baskets or strainers.

The sharper point is about products. The city says to be wary of commercial additives, including detergents, that claim to dissolve grease, because these chemicals may pass grease down the sewer line and cause problems in other areas. That is a warning about moving a problem rather than solving it, and it applies just as much to the bottle of drain cleaner under the sink.

On flushing, the department urges you to flush only toilet paper and human waste, and states that even where packaging claims an item is flushable you should not flush it. Its list of everyday offenders is long: wipes of all kinds, towels, sanitary pads, paper towels, napkins, hair, gloves, floss, feminine hygiene products, facial tissues, fabrics of all kinds and condoms.

Two boundary notes. First, the three lakes named above are the water supply as well as recreation, so properties near them are not on a different system, they are simply close to the source.
