The New Permit Exemption, and Why It Never Covers a Plumber Pompano Beach Job

What the Exemption Reaches

Four Conditions, All of Which Have to Be True

The exemption is not automatic and it is not a rule you can simply rely on. A Building Permit Exemption Request has to be completed and submitted through the city ePlan portal, the same way a standard permit application would be, and the submission must be received before work begins. There is no fee for the request itself.

The work that typically qualifies is finish work: interior and exterior painting and wallcovering, drywall repair and finishing where it is not structural, trim, molding and millwork, screen replacement on existing enclosures, gutter repair, interior door replacement without structural modification, window treatments and blinds, minor exterior repairs to fascia, soffit and wood rot, and standard wood fences up to six feet or chain link up to twelve. Cabinet replacement is on the list too, but only with no plumbing or electrical connections attached to it.

What the Exemption Never Reaches

The Excluded List, Which Is Where This Trade Sits

Six categories always require a standard building permit regardless of cost, and the city publishes them as a flat list rather than as guidance. Reading it is the fastest way to understand what the exemption is actually for.

  • Structural work, meaning anything affecting load bearing walls, roof framing or foundations
  • Exterior windows and doors, because installation or replacement of these is considered structural
  • Electrical work, including wiring, panel work, new circuits, solar systems and meter replacements
  • Plumbing work, meaning pipes, fixtures, water heaters or drain systems
  • Mechanical work, meaning HVAC installation, replacement or repair
  • Gas line work

The affidavit inside the application is the part worth reading twice. It certifies both that the project includes no excluded trade work and that the project has not been split from a larger project. That second clause exists because the obvious way to abuse a $7,500 ceiling is to break a $20,000 job into three, and the city has closed it before anybody tried.

Sub-permits must be applied for at the same time as the exemption request, not afterward, and all sub-permits are submitted together under the same application. If a kitchen refresh includes cabinets and a sink move, the cabinets may sit under an exemption while the sink sits under a plumbing permit, and both go in on the same day rather than in sequence.

The Sequence in Order

How the Exemption Request Actually Runs

Written as a sequence, it is a permit application in everything but name and fee, and the order protects both the exemption and the schedule.

  1. Check the flood zone before anything else

    Zones A, AE, AH, AO, AR, A99, V and VE are ineligible outright and zones X, B, C and D qualify. In a coastal Broward city this is the condition most likely to end the exercise, so it is the cheapest one to check first.

  2. Separate the building cost from the trade costs

    The $7,500 threshold applies only to labour and materials for the building work being exempted. Electrical, mechanical, plumbing, gas, zoning compliance and engineering costs are submitted separately with their own permit applications.

  3. Prepare the affidavit honestly

    The signed affidavit certifies that the project has not been split from a larger project and includes no excluded trade work. It is the document that makes an exemption defensible later.

  4. File the exemption request and every sub-permit together

    Through the ePlan portal, before work begins, with an itemised cost estimate or a signed contractor agreement showing the building labour and materials. Sub-permits go in at the same time, not afterward.

  5. Wait for review, which the city gives as three business days

    On a complete submission. Approval produces a Permit Exemption Acknowledgment Letter that serves in place of a permit card and should be kept with the project records.

  6. Finish within 180 days, or appeal within 15

    Approved work must be completed within 180 days of the letter date. A denial comes with a specific reason and 15 calendar days to appeal to the Building Official, and a standard building permit can be applied for under the same application number.

Three things the exemption does not do, all published by the city. It does not make work code free: everything must still comply with the Florida Building Code and city ordinances even without a required inspection, and the Building Official retains authority to investigate and require corrections if unsafe conditions from exempt work are reported. It does not allow unlicensed contractor work. And it does not override your insurer: the city notes that work performed without a permit may affect homeowner insurance coverage.

Two Water Utilities Serve Addresses Inside This City

The city opens its own water page by asking residents whether they know who provides their drinking water, and then gives two different customer service numbers: City of Pompano Beach on 954.786.4637 and Broward County Water on 954.831.3250. That is not a formality. Being inside the city limits does not settle which utility serves an address.

The clearest published example is Pompano Beach Highlands. The city states that residents who live in Pompano Beach but are serviced by Broward County Water and Wastewater and want to connect to reuse water should go to Broward County instead, on 954-831-3243. Same city, different utility, different phone tree, different application.

For anybody arranging plumbing work this is the first question rather than a detail, because it determines who issues a meter, who takes a backflow test result, who to call about pressure, and which conservation rules bind the property. Getting it wrong costs a morning at minimum and can cost a permit.

The Water Side

Two Plants, Two Different Processes, and 270 Miles of Ageing Main

City drinking water is pumped from the Biscayne Aquifer at two wellfield sites and transported to treatment. The city runs two water treatment plants, and they do not work the same way: one uses traditional lime filtration and the other membrane filtration. Water is softened by one method or the other, filtered, optimised for corrosion control and disinfected before it enters distribution.

The Water Distribution Division is responsible for construction and repair across all 270 miles of the system, which the city itself describes as ageing. Crews are in the field on meter change outs and leak repairs, and periodically on flushing or free chlorine treatments, which the city names as standard maintenance practice rather than as a response to a problem. If your water runs discoloured for a day after a truck has been in the street, that is usually why.

The monitoring is unusually well documented. Over 80 compounds are monitored in source and drinking water. Water quality testing is performed monthly at 90 sites on a rotating basis, automatic instrumentation collects data every 15 minutes, and six automatic analysers and thirty two pressure transducers across the distribution system continually monitor chlorine residuals and pressure. The city states that lead and copper testing at customer homes has been conducted with all sites passing, and that the state has designated its plant as having demonstrated the ability to reduce pathogens in water by 99.99 per cent. The Waste Side, and a Pump That Might Be Yours

Eighty One Public Lift Stations and About Eighty Five Private Ones

Wastewater is collected by gravity and then pumped. The city maintains 81 lift stations, two of which are owned by Lauderdale-by-the-Sea under a maintenance contract, and everything is pumped onward to the Broward County North Regional Wastewater Treatment Facility on Copans Road, where the city holds 17.0 MGD of reserved capacity. Transmission runs through approximately 59 miles of force main ranging from 2 inch to 42 inch.

Alongside that public system sit approximately 85 private lift stations, about half of them on A1A and South Ocean Boulevard and the rest west of the Intracoastal Waterway. The rules for those are entirely different and the city states them plainly. The property owner is required to maintain a private lift station through a private contractor. The property owner is responsible for the private piping. The city will not provide a generator for a private lift station. And in a spill, privately owned lift stations are the responsibility of their owners.

There is a licensing dimension too. The city states that owners of private systems are required to have a repair and maintenance plan in place as part of their operating licence through Broward County. For a condominium board or a beachfront commercial property, that is a standing obligation rather than a reaction to a failure, and it is one of the few plumbing responsibilities in this city that comes with its own licence attached.

What Actually Blocks the Pumps

FROG, and the Word Flushable in Quotation Marks

Broward County runs an awareness programme called FROG, standing for Fats, Rags, Oils and Greases, and the city is direct about which of the four is getting worse. It states that rag related problems have increased dramatically, with negative effects on lift station operations, and identifies rags as non biodegradable items such as flushable wipes and feminine products.

The mechanism is worth knowing because it explains why a private lift station failure is expensive. These items clog the inside of the pump and decrease its efficiency, and the city states that unchecked they could completely stop a 100 horsepower pump. It also says it spends a significant amount of time removing so called flushable items from pumps. Nothing about that is unique to Pompano Beach, but very few utilities put a horsepower figure on it.

The city cleans its wastewater pipes regularly with Jet Vac trucks, naming tree roots, sludge, minerals, dirt, trash, grease and sand as the materials that clog a sewer, and it lines its 197 miles of wastewater pipe and 4,380 manholes to prevent groundwater and stormwater infiltrating the system. It also conducts occasional smoke testing, blowing harmless smoke into the system to find bad sewer connections that homeowners are not aware of, and states that customers in an affected area are notified before any smoke testing happens.

Reuse, Which Is a Plumbing Connection

OASIS Water, What It Is Tested Against, and Where It Falls Short

The city produces reclaimed water at its own Reuse Plant, drawing Broward County wastewater effluent that was otherwise slated for ocean outfall and filtering, disinfecting and testing it again before sending it to irrigation customers. For a household the practical draw is scheduling: reuse can be used to irrigate any day of the week, between 4 p.m. and 10 a.m., which is a different regime from the drinking water watering restrictions.

The city publishes reuse quality against drinking water standards, including where it does not meet them, which is unusually candid. In 2021 OASIS passed 88 of 90 annual drinking water tests. The two exceptions are printed rather than buried.

One number the city gives twice and differently, so we print both rather than choosing. The quality section of the reuse page states that reuse water is tested for 90 parameters. The frequently asked questions further down the same page state that it is tested for 96 parameters. Both sentences are on one city page and we do not know which is current.

Two further published facts are worth carrying. The higher nitrogen and phosphorus content is presented as a feature, because it makes a reduction in fertiliser use possible. And the Florida Department of Environmental Protection granted Pompano Beach the first ever variance allowing reuse water to be sprayed on salad crops that will not be peeled, skinned, cooked or thermally processed before consumption, which is a meaningful regulatory statement about the quality of the product.

Two Things That Are Definitely Yours

The Service Line Boundary, and the Annual Backflow Test

The city sets out the ownership boundary in the course of describing an optional warranty programme it runs with Service Line Warranties of America, and the boundary is the useful part regardless of what anyone thinks of the product. The exterior water service line, from your property boundary or the external wall of your well casing to the water meter or main shut off valve inside your home, is the homeowner responsibility. The exterior sewer line runs from the external wall of the home up to the property boundary, or on a septic property up to the point of connection to the tank.

We are naming that arrangement because the boundary matters on every service line job. We take no position on the warranty product itself, and we quote no price, benefit amount or term for it, because those sit in vendor material rather than in a city publication.

Backflow is the other standing obligation and it is not optional. The city states that annual backflow testing is required, that its programme database is operated by an external administrator reachable on 800-414-4990, and that only a certified backflow tester can test or repair a backflow preventer. Testers create an account, submit the fees related to the test and enter the test data online. Worth noting for anyone working across state lines: this is the second city we have documented running its backflow programme through the same national administrator, which means the process a certified tester already knows transfers.

Reuse connection is explicitly a plumbing job for anything larger than a house. What This Means on a Job

How the Local Rules Change a Plumber Pompano Beach Call Out

Three consequences follow. The new $7,500 exemption changes nothing about plumbing permitting, so anyone told that a pipe or water heater job is now permit free has been told something the city contradicts in writing. The utility serving an address has to be established before a meter, a backflow submission or a reuse connection can be arranged. And on beachfront and Intracoastal properties the pump station itself may be private, which changes who pays for a failure entirely.

Water heater repair is worth naming first, because the water heater is listed by name among the things the exemption never covers.
