Most cities charge you a rate for the water you use. Irvine Ranch Water District does something different, and it publishes the whole of it. Your allowance is computed from the number of people who live in your home, the square footage of soft landscape around it, the daily weather, and a coefficient. Go over the line and the water gets dearer. Stay under it and it does not.
That changes what a leak is. In a city with a flat rate, a dripping fitting is an expense. Here it is a breach of a budget drawn specifically for your household, which means the same fault costs two different amounts in two identical houses on the same street.
The Published Formula
How Irvine Ranch Water District Works Out What You Are Allowed
The district publishes the formula itself rather than a summary of it, which is unusual and genuinely useful. For a detached home the base assumption is four residents and one thousand three hundred square feet of landscape area, which the district notes is about three hundredths of an acre. The indoor budget is the number of residents multiplied by fifty gallons a day. The outdoor budget is evapotranspiration multiplied by a plant coefficient, multiplied by one point two five, multiplied by the landscape area.
Your total for the period is the indoor figure multiplied by the number of days in the billing service period, plus the outdoor figure. The district says plainly what the inputs are: the number of residents, landscape square footage, and actual daily weather and evapotranspiration data for your area.
A condominium, attached or detached, gets the same four resident assumption but only four hundred and thirty five square feet of landscape. An apartment gets two residents and no landscape at all, so its budget is purely indoor. Recycled irrigation uses a coefficient of one point three three where potable irrigation uses one point two five.

A Personal Allowance Means a Personal Price For the Same Drip
Think about two houses built in the same phase of the same village, with the same fittings and the same slab. In one there are two residents and a garden that was converted to drought planting years ago. In the other there are six residents on an approved variance, a larger verified landscape and a pool whose surface area counts toward it.
Both develop the same slow leak on the same buried supply line. The first household sees it in the bill quickly, because the allowance is small and the leak eats it. The second may not see it for months, because there is enough headroom in a larger budget to absorb a surprising amount of wasted water before anything looks wrong.
That is the trap in a generous allowance, and it is the exact inverse of the situation in Clearwater, which we wrote about in the same week. Here the signal is quiet and personal.
The practical answer is the same in both places and it costs nothing. Read your own meter with everything in the house switched off, wait an hour, and read it again. A meter does not care what your budget is. If the dial has moved, something is running, and no amount of arguing about evapotranspiration will change that.

The Variance Pack, and What the District Asks You To Prove
If the assumptions do not fit your household you can apply for a variance, and the district is specific about the evidence. This is worth reading before you need it, because a rejected application usually fails on paperwork rather than on merit.
- Your household count against the right threshold. A detached home qualifies above four permanent residents, a condominium above three, an apartment above two. Below the threshold there is nothing to apply for.
- Proof of permanent residency for every person, showing the service address. The district names what it will accept: birth certificates for children, school records, blank cheques with preprinted names and addresses, income tax returns, driving licences or lease agreements.
- A landscape drawing or sketch with the total irrigated area in square feet. The threshold is above one thousand three hundred square feet for a detached home and above four hundred and thirty five for a condominium.
- Your pool and spa surface area included, and your driveway and patio excluded. The district asks for soft landscape only and says expressly to include the pool and spa surface and to leave hardscape out.
- The answer to the association question. The form asks whether part of the landscape is owned by the association but is your responsibility to water for fire control, which is a genuinely local question and one worth checking your documents for.
- A doctor note, if a medical condition requires additional water use. The district asks for a note stating that the condition requires it, rather than a diagnosis.
- A business licence, if you run a licensed care facility in a residential dwelling. That is a separate category on the form with its own upload.
- A list of livestock by type and quantity, if that is the reason. The district notes that a site visit may be required to verify it.
- Files inside the limits, and everything attached at once. Individual uploads are capped at three megabytes and the district states plainly that incomplete applications will not be processed.
What that list tells you about the system is more interesting than any single item on it. This is a utility that has decided the fair unit of water is a household rather than a property, and has accepted the administrative cost of proving what a household is. That is a defensible choice and a rare one, and it is why the arithmetic here rewards knowing your own numbers.

A City Built In Phases, and Pipe That Dates With Them
Irvine is unusually legible for a plumber because it was built in identifiable stages rather than accreting over a century. The earliest villages are now well over fifty years old, which is squarely inside the window where original supply and drainage components start reaching the end of a normal service life.
The nineteen eighties and nineties tracts brought slab on grade construction at scale, which is the era that produces the classic Orange County call out: a warm patch on a floor, a running meter and a decision between chasing one leak under concrete or rerouting the run overhead. The district is explicit about the assumption behind the arithmetic. It says its water budget system assumes forty percent of your landscape is planted with drought tolerant varieties irrigated with a water efficient system such as drip irrigation, and that if you continue to maintain a lawn on sixty percent or more of your property you will likely be over your monthly water budget. That is the district own wording, and it is a warning rather than a penalty.
There is a published variance process. The qualifying reasons are more permanent residents than the base assumption, more irrigated landscape than the default, a medical condition requiring additional water, a licensed care facility in a residential dwelling, or horses and livestock. Each needs evidence attached, and the district says incomplete applications will not be processed.
Soft landscape only. The district asks for drawings or sketches showing the total square footage of the irrigated landscape, tells you to include the surface area of your pool and spa, and tells you not to include hardscape such as driveways or patios. It also asks whether part of the landscape is owned by your association but is your responsibility to water for fire control.
Because the allowance is personal rather than universal. In a flat rate city every gallon costs the same whoever wastes it. Under a budget system the cost of a leak depends on how far it pushes you past a line drawn for your specific household, which is why two identical houses on the same street can get very different bills from the same dripping fitting.

Then check the irrigation, because outdoor use is the larger half of most budgets here and a failed valve or a broken drip line can run for weeks unnoticed. Then dye test the toilets.
