In most cities counting the plumbing fixtures in a building is a billing exercise. In Oceanside it is a design decision with a trench attached. The city Water Utilities department requires a fixture unit table, and it publishes the thresholds: above thirty fixture units a five eighths inch meter has to be upsized to three quarters, and above fifty you are on a one inch meter.
That is why an apparently modest project here can become an expensive one. If the buried service line from the main is smaller than the meter you now need, the city requires the existing service to be abandoned and a new connection shown on the plans. The water supply demand is then read off the corresponding ordinate of the code chart.
Then the two thresholds bite. A total fixture unit count greater than thirty requires the five eighths inch meter to be upsized to three quarters. Greater than fifty requires a one inch meter. The clause that catches people is the next one. If the existing water service connection is smaller than the proposed meter size, the owner must abandon the existing water service and show the location and size of a new service connection to the public main on both the engineering and the building plans. That is not a meter swap in a box on the verge. That is a new run from the main.
The same logic applies on the other side of the house. The city requires a drainage fixture unit count, again to the California Plumbing Code, to size the sewer lateral for the property. So both directions are dimensioned by counting, which makes this the third distinct answer we have found to the same question. Birmingham counts fixtures to price a permit and sends an inspector inside to verify the count. Virginia Beach counts them on a form but lets a family home be counted by the room. Oceanside counts them to decide a diameter.
The Rule Measured From Somewhere Else
Whether You Need a Backwater Valve Depends On a Lid Up the Street
Most plumbing rules describe your property. This one does not. The city condition reads that all lots with a finished pad elevation located below the elevation of the next upstream manhole cover of the public sewer must be protected from backflow of sewage by installing and maintaining an approved type backwater valve, to the latest adopted California Plumbing Code.
Read that carefully, because the reference point is not your house. It is the height of a metal lid on somebody else manhole further up the line. If a sewer main surcharges, the water level inside it rises toward the lowest opening it can find, and if that lid sits above your finished pad then the lowest opening available is a fixture inside your building.
The word maintaining in the city sentence is worth as much as the word installing. A backwater valve is a mechanical flap in a drain and it is a maintained item, not a fit and forget one. It needs an accessible chamber, it needs opening and checking, and a valve that is fouled open is a valve that is doing nothing at the moment you most need it.
If your property is low relative to the road, this is the single most valuable thing on this page. Ask whether you have one, ask where the access chamber is, and put it on the same maintenance rhythm as anything else with a moving part in it.

Under city ordinance a project that is not within seventy five feet of a recycled water main pays a recycled water impact fee, determined by the city on formal written request.
That last one is the strangest charge we have found on any city page in this project, and it deserves stating plainly. The fee is triggered by the absence of a pipe. The city sets it, in its own wording, based on seventy five percent of the design and construction cost of building a recycled water line fronting the property. So you are charged a proportion of the cost of infrastructure you did not receive, because you are too far from the network to connect to it.
The two seventy fives are a coincidence of drafting rather than a connection, and it is worth saying so before anybody assumes otherwise. One is a distance that decides whether the charge applies. The other is a percentage that decides how large it is. They are unrelated numbers that happen to look alike, and confusing them will produce a badly wrong estimate.
The manhole rehabilitation clause is the one most likely to surprise a contractor. Where an existing manhole is used, the city says rehabilitation may include but is not limited to re-channelling the manhole base, surface preparation and coating the interior, and replacing the manhole cone with a thirty six inch opening and a double ring frame and lid. That is a substantial piece of civil work attached to what looks on a drawing like a single connection.
We are quoting no dollar figure for any of it. The buy-in fee table sits on the last page of the city document and did not extract in a form we were willing to read numbers from, and the city website itself is unreachable to us. That is the seventeenth permit or connection fee this project has refused to publish. Who Owns It and Who May Touch It
Shared Laterals Are a Legal Question Before They Are a Plumbing One
The city conditions are explicit about ownership. The property owner maintains private water and wastewater utilities located on private property. Water services and sewer laterals constructed in existing right of way locations are to be built by an approved and licensed contractor at the developer expense. Any relocation of water or sewer utilities is the developer responsibility.
Where a lateral is shared, the city asks the question before it will approve anything. It requires plans to indicate whether each unit will have its own individual sewer lateral or whether one connection to the main will be shared, and if shared, how it will be maintained and whether that will be by one owner or by an association, since it may be shared among different independent owners on the same parcel.
It also requires a physical thing to make that arrangement workable. For shared laterals an inspection manhole must be installed on the property side, before the lateral drains to the public sewer main, and its location must be called out on the approved engineering plans. That is the difference between a shared drain you can inspect and apportion, and one that becomes an argument.
The same principle covers grease. Where a grease interceptor is required under the city food service ordinances it sits on the building sewer, is maintained by the property owner, and where the lateral is shared an association takes on ownership, maintenance and replacement under a written agreement. The city says that should be addressed in the covenants or the maintenance agreement, which is good advice and rarely followed.
