A Plumber Rockwall TX Homes Trust Can Tell You the Permit Fee Before Starting
We have written more than sixty city pages for this site and on fifteen of them we refused to publish a permit fee, because the city gave two different numbers or none at all. Rockwall is the exception. The city publishes one schedule, adopted as a numbered council resolution, and it prices plumbing work by name.
A slab leak, tunnelling or a sewer main replacement is a one hundred and fifty dollar permit. A water heater or other plumbing repair is one hundred. A re-inspection is seventy five. Working without a permit costs double the permit fee. Those are the city numbers, not ours, and they mean you can sanity check a quote before anybody picks up a jackhammer.
The most interesting thing on that schedule is not any single price. It is that slab leaks and tunnelling have their own line at all, which tells you exactly what kind of work this building department sees most.
What Needs a Permit Here
The City Publishes the Scope in One Plain Sentence
Rockwall does not bury the answer in an ordinance. The Building Inspections page states that plumbing, mechanical or electrical work, irrigation systems, swimming pools or hot tubs, signs and banners, accessory buildings or demolitions, and driveways, patios, patio covers and decks all require building permits. That is a broad list and it is refreshingly free of thresholds.
Notice what is absent. There is no dollar value below which plumbing work escapes a permit, no square footage exemption and no list of jobs a homeowner may do unwatched. Where Fort Lauderdale sets a dollar figure and Mohave County in Arizona lists exempt actions, Rockwall simply names the trades and leaves it there.
The scheduling detail matters as much as the rule. Inspection requests must be received by 7:30pm the prior day to be included on that day schedule, and the city says specific time slots are not guaranteed, with inspections assigned on the day based on volume and inspector availability. Contractor registrations, permit applications, certificates of occupancy and inspection bookings all run through the city online portal.
One more thing the city records about itself is worth knowing when you are choosing who to trust. Rockwall states that every member of its Building Inspection Department holds International Code Council certification, and that the department has been recognised by the ICC as one hundred percent certified. That is a claim about the inspectors rather than about the code, and it is unusual for a city to make it in public.
The Published Numbers
Rockwall Permit Fees, Straight Off the Resolution
Those figures come from the City of Rockwall Schedule of Building Permits and Miscellaneous Fees, adopted as Resolution No. 26-09. The same schedule prices residential plan review at one hundred dollars and commercial at two hundred, with plan changes and revisions at the same rates, an in ground pool at three hundred, an above ground pool at one hundred and twenty five, and a hot tub or spa at one hundred.
New build and remodel work is priced differently, by measurement rather than by name. A new single family home runs at sixty cents a square foot up to five thousand square feet, plus forty cents a square foot where the home exceeds five thousand. A single family remodel or addition is sixty cents a square foot on the scope of work with a one hundred and twenty five dollar minimum. Commercial permits run on a valuation table beginning at a one hundred dollar minimum for work valued between one dollar and five hundred.
Read the plumbing lines as a description of the local job mix and they become genuinely informative. Slab leaks, tunnelling and sewer main replacement share a category and sit fifty percent above the general repair fee. Tunnelling is the technique used to reach a leak under a concrete slab without opening the floor of the house, and a city does not create a permit category for a technique it rarely sees.
That is an observation about the document rather than a claim about the ground, and it is worth being precise. We are not publishing a soil figure, a foundation statistic or a percentage of affected houses, because nobody publishes one. We are pointing out that the city fee schedule treats slab leak work as a normal, named, recurring category of plumbing permit, and that is a fact about Rockwall you can act on.
Who Holds the Register
Rockwall Handed Its Backflow Records To a Private Company
On 16 January 2025 the city Water and Wastewater Manager wrote to backflow prevention assembly testers, plumbers, fireline contractors, irrigators and customer service inspectors to tell them the rules had changed. The city had partnered with a web based software firm to track, catalogue and confirm the validity of testers, inspectors and inspections.
From 20 February 2025 all existing and new backflow prevention assembly test reports were required to be reported through that tool, and from 25 February the first notices went to commercial properties whose tests were due or past due. A tester registers by creating a login and uploading company documentation, professional licences, the Texas Commission on Environmental Quality backflow tester licence, liability insurance, gauge calibration reports, confined space and fire permits where applicable, and a driving licence.
Then twenty four hours pass while the platform cross checks that information against state databases and issues a password. Only then can test reports be uploaded at all. Every commercial property owner receiving a notice of compliance is issued a customer catalogue number, and reports that remain missing are forwarded to the city Service Center Program Representative for enforcement action.
The published fees on completion of an inspection are thirty dollars per report plus tax, and one hundred dollars per year per tester for annual registration, paid on the platform rather than to the city. The notice records that insurance and confined space certification are not currently required, and carries an update noting a new reporting fee from 1 May 2026.
Two Cities, Two Ways To Verify

We built Arvada in the same week as this page and the pair make an unusually clean comparison. Both cities want to be sure the person touching your plumbing is entitled to. They have chosen opposite methods.
Arvada does it in house and in person. Its inspectors are authorised to verify the licence of any person on a job site performing plumbing work, to check apprentice cards and supervision ratios, and to fail the inspection on the spot if they cannot. Rockwall buys the function. A private platform holds the register, checks the credentials against state databases, issues the password and stores the results, and the city steps in only for enforcement.
Neither is obviously better and the trade offs are real. A platform scales, keeps an audit trail, and never forgets to chase a due date. A human on the driveway sees who is actually holding the wrench, which no database can. What matters for a household is knowing which model your city runs, because it tells you what will be asked of your contractor and when.
There is also a plain practical consequence in Rockwall. If you own a commercial property with a backflow device, or an irrigation system with one, your tester needs a current registration on that platform before a report can be filed at all. It is a fair question to ask before booking, and a tester who cannot answer it is not a tester who can file your report.
How Your City Counts a House
Rockwall Refuses To Count, and That Is a Choice
Three of the pages we built this week answer one question in three incompatible ways: what unit does an authority count when it puts a permit on plumbing work? Birmingham counts individual fixtures and sends an inspector inside to verify the count against the paperwork.
Rockwall does the opposite. On repair work it counts nothing at all. A slab leak permit is one hundred and fifty dollars whether the tunnel is four feet or forty. A water heater permit is one hundred dollars whether the appliance is thirty gallons or eighty. The fee is attached to the name of the job, and measurement is reserved for new construction and remodel work where square footage does the pricing.
The advantage to a household is predictability. You can read the schedule before you call anybody and know what the permit portion of a quote should look like, which removes one of the standard opportunities for a bill to grow. The disadvantage is that a small job and a large one pay the same, which is a subsidy running from simple repairs towards complicated ones.
Rowlett next door answers a different question again, and it is worth reading alongside this one. Rowlett requires contractors to register with the city before any permit issues and requires a finished sewer to be filmed to a prescribed format. The list below is where enquiries reach us most often, and it is not a claim about coverage.
Rowlett, Heath, Fate, Royse City, McLendon-Chisholm, Wylie, Garland, Sachse, Lavon and Nevada are separate cities with their own building departments, and the fee schedule quoted on this page is a Rockwall schedule and nobody else. Cross one of those lines and the numbers change, the portal changes and the inspection cut off may change with them.
One name deserves care because it means two things. Rockwall is a city and it is also a county, and the county contains several of the cities listed above. Rowlett, for instance, sits mostly in Dallas County and reaches into Rockwall County while being a different city entirely. If somebody tells you a rule applies in Rockwall, it is worth asking whether they mean the city or the county.
On the utility side the city sets its own account terms and publishes them: a one hundred dollar deposit for domestic residential water service and two hundred for commercial and all irrigation meters, meters read and billed monthly, eighteen days to pay, and a ten percent penalty on the current bill if payment misses the due date. Those are billing rules rather than plumbing rules, but they are the ones that decide whether the water is on when your plumber arrives.

Rockwall Plumbing Questions, Answered Straight
Rockwall publishes more of its numbers than most cities. These are the ones that change what a job costs.
The city schedule adopted as Resolution No. 26-09 gives one hundred and fifty dollars for slab leaks, tunneling or sewer main replacement, and one hundred dollars for a water heater or other plumbing repair. Residential irrigation is one hundred and twenty five and commercial irrigation two hundred and fifty. Re-inspections are seventy five dollars, and after hours inspections are seventy five per hour with a two hour minimum. Confirm current figures with the city before relying on them.
The schedule answers it in three words: double the permit fee. That is written into the same resolution as the fees themselves, so it is not discretionary in the way a negotiated penalty might be. Given that a plumbing repair permit is a hundred dollars, the penalty is modest in absolute terms, but the inspection that follows is not optional.
Rockwall lists plumbing work among the categories requiring a building permit, with no dollar threshold and no exempt actions list, and its fee schedule has a specific line for water heater and other plumbing repair. That is a stricter position than several cities we have written about, one of which exempts residential tank water heater replacement outright. Ask the building department about your specific job.
Since 20 February 2025 all backflow prevention assembly test reports for Rockwall are required to be filed through a private web based platform the city has partnered with, rather than direct to the city. Testers register on that platform, upload their TCEQ backflow licence, insurance and gauge calibration records, and wait twenty four hours while the platform cross checks against state databases before a password is issued.
The city notice gives thirty dollars per report plus tax for an install, maintenance or annual backflow report, and one hundred dollars per year per tester for annual registration paid on the tracking platform. It also records that insurance and confined space certification are not currently required, and carries an update about a new reporting fee from 1 May 2026. Those are the reporting costs, not the cost of the test itself.

Both, and the distinction matters when somebody quotes you a rule. The City of Rockwall has its own building department, fee schedule and portal. Rockwall County is a separate thing containing several other cities, and neighbouring Rowlett sits mostly in Dallas County while reaching into Rockwall County. Ask which one is meant before assuming a rule applies to your address.
