The policy exists to give effect to two sections of Colorado statute: C.R.S. 12-155-108, headed plumber must have license, registration, control and supervision, and C.R.S. 12-155-124 on apprentices. Together they sit in Title 12 Article 155, which the city itself calls by its informal name, the Plumbers Practice Act. The policy applies to plumbing permits, to building permits that include plumbing work, and to any combination of the two.

At application the city intends to ensure that a State of Colorado licensed plumbing contractor is listed on the permit as the plumbing contractor of record, that the contractor holds a current state plumbing contractor licence, and that the contractor has registered with the City of Arvada. The application must name that contractor, who must supply a copy of the state contractor licence and a copy of the master plumber licence as a condition of applying or of registering with the city.

Then comes the sentence that decides project timelines. If the plumbing contractor of record is unknown at the time of application, the permit shall not be issued until the contractor has demonstrated compliance. Before either permit type issues, the Building Division verifies with the State Plumbing Board that both the contractor licence and the master plumber licence are current and up to date.

At inspection the scope widens from the company to the individual. Inspectors are authorised to verify that any person on site performing plumbing work holds the appropriate state licence for the work being performed, that anybody who is not a licensed master, journeyman or residential plumber holds a state apprentice card, that residential plumbers are performing only work a residential licence authorises, and that apprentices are supervised by a licensed master or journeyman in the ratios the statute requires.

The city and its own website disagree about which plumbing code applies, so we are quoting neither version at you. The licence policy names the 2015 International Plumbing Code and the plumbing provisions of the 2015 International Residential Code. The city adopted building codes page lists the 2024 International Plumbing Code adopted on 24 March 2026, with the 2018 edition in effect from October 2020 until then, and does not mention a 2015 edition as current or previous. Being Inside Arvada Does Not Mean Being an Arvada Water Customer

The city says most residents and businesses in Arvada receive water and sewer service from the City of Arvada, and then names the exceptions with their addresses and phone numbers. There are six of them: Ralston Valley Water and Sanitation District, Valley Water, Clear Creek Sanitation District, North Table Mountain Water, Consolidated Mutual Water Company and Denver Water.

That list is worth keeping, because it answers a question that comes up on almost every job involving a meter, a service line or a backflow device. Whose rules apply, whose inspector attends and whose emergency number do you call at two in the morning. A city boundary and a utility boundary are two different lines on two different maps here, and they do not agree.

Where the city is the provider, the water arrives from two surface sources. Ralston Reservoir is filled by Denver Water North System including Gross Reservoir, and Arvada Reservoir is filled by Ralston Creek and Clear Creek. The city publishes separate numbers for the parts of the system a plumber deals with: 720-898-7070 for a main break or other water emergency, 720-898-7800 for Water Quality, and 720-898-7793 for backflow and cross connection questions.

Six Things Worth Confirming Before Anybody Starts Cutting Pipe

Arvada has effectively published a checklist for households without meaning to, because everything its inspector is authorised to ask, you are entitled to ask first. None of this is confrontational. It is the same information the city will want later, gathered before it can cost you a failed inspection.

Run through this at the quote stage, not on inspection day

  • Who is the plumbing contractor of record? The permit has to name one, and the permit will not be issued until it does. If your quote does not tell you which licensed contractor will appear on the paperwork, ask before you sign anything.
  • Is the company registered with the City of Arvada as well as licensed by the state? These are two separate things and the policy requires both. A state licence with no city registration is not enough to get your permit out of the door.
  • Has the master plumber licence been supplied, not just the contractor licence? The policy asks for a copy of each as a condition of application or registration, and the city verifies both are current with the State Plumbing Board.
  • Who is actually coming to your house? The on site verification is aimed at any person performing plumbing work, not at the company name on the van. Master, journeyman, residential plumber or apprentice card holder are the four answers the inspector accepts.
  • If an apprentice is doing the work, who is supervising and are the ratios right? The statute sets required ratios and the inspector may check them. An apprentice working unsupervised is a failed inspection waiting to happen, and the delay lands on your project rather than on anybody else.
  • Is the work within a residential licence? Inspectors may verify that a residential plumber is performing only work authorised under that class of licence. On a mixed use property or a small commercial job this is not a formality.

The reason to do this early is that the sanction falls in an awkward place. If the inspector cannot verify any of the above he may fail the inspection at his discretion until verification can be provided. A failed inspection is not a fine you can argue about later. It is a stopped job, an open trench or an open wall, and a second visit to schedule.

It is also worth knowing the escalation route exists, because it explains why Arvada contractors take this seriously. City inspectors may file a complaint with the State Plumbing Board for any violation of Title 12 Article 155. The city cannot take away a state licence, but it can start the process that might.

The most useful number Arvada publishes for plumbing has nothing to do with plumbing on its face. The design criteria give a frost depth of 36 inches, and that governs how deep a water service has to be buried, how exposed an irrigation line is, and why a hose bib or a shallow run near a foundation is the thing that fails first in a hard January.

Around it sits the rest of the design picture: roof and ground snow loads of 30 pounds per square foot, a default exposure category of C unless a licensed engineer supports otherwise, latitude 40 north, and a winter heating design temperature of one degree at the 99 percent dry bulb. Ice and water shield is now required, which the city flags as a change under the new codes.

Then there is the split. The city publishes different criteria either side of Highway 93. Wind is 136 Vult from the eastern city limit west to Highway 93 and 150 Vult west of it, and the altitude correction factor is .832 east of Highway 93 and varies west, with elevation given as 5,453 feet east and varying west. In other words the western end of Arvada is treated as a different design environment from the eastern end, and it is.

That matters for plumbing in the least obvious way. Altitude correction is a combustion question, and it is the reason a gas water heater or a boiler specified for sea level is not automatically the right appliance here. Ask whether an appliance has been derated for the elevation of your address, and if the answer is vague, ask again.

Wheat Ridge, Westminster, Golden, Broomfield, Denver and Lakewood are separate cities with their own building departments, and Arvada shares long borders with several of them.
