Plumber San Francisco: The City That Treats Its Rain Like Sewage

San Francisco is the only coastal city in California with a combined sewer system. That is the utility own description, and it means exactly what it says: rain falling on roofs and streets and everything leaving your drains travel through the same network of pipes to the same treatment plants. The watershed is mostly paved, so the rain has nowhere else to go.

Three Networks Under One City

Water In, Waste Out, and an Entire Second System for Fire

Start with what is actually buried under these streets, because it is more than most residents realise. The drinking water side alone runs to more than 1,250 miles of distribution pipeline inside the city, fed by twelve in-city reservoirs and eight water tanks holding roughly 413 million gallons between them.

Then there is the combined sewer, which does two jobs with one set of pipes. Stormwater enters through building roof drains and through the catch basins along the kerb, and it is treated at the plants exactly like the wastewater that goes down your sink. Most of it moves by gravity, and the utility openly credits the city hills for saving it the energy and maintenance cost of pumping.

And then there is a third network almost nobody outside the fire service thinks about. Since June 2011 the Water Enterprise has operated the Emergency Firefighting Water System, formerly known as the Auxiliary Water Supply System, which the utility describes as an independent, high-pressure water supply for fire suppression. A separate set of pipes, at a separate pressure, for a separate purpose.

The reason the combined sewer matters to a household is capacity. Everything that lands on a paved surface competes for room in the same pipe your bathroom uses. The utility says it treats a higher percentage of flows than many other municipalities and is building green infrastructure to slow stormwater down before it arrives, but the physics on a heavy rain day are still the physics.

Which is why grease is a bigger deal here than elsewhere. The utility asks residents never to put fats, oils or grease down the drain, and sets the rule for toilets as the three Ps, meaning nothing but human waste and toilet paper. In a system already carrying the weather, a grease restriction in a shared pipe is a backup waiting for the next storm.

The Hetch Hetchy Regional Water System serves 2.7 million residents and thousands of businesses. San Francisco is supplied directly, and the same system supplies wholesale customers through 27 cities and public water agencies across Alameda, Santa Clara and San Mateo counties, which makes this one of the largest single water operations in the western United States.

The journey is worth knowing because it is genuinely unusual. Water is impounded behind O’Shaughnessy Dam at Hetch Hetchy Reservoir inside Yosemite National Park, passes through hydroelectric powerhouses on its way down, enters the San Joaquin Pipelines, is disinfected at the Tesla Ultraviolet Treatment Facility, and then crosses beneath the mountains through the Coast Range Tunnel to reach the Bay Area.

It is not the only source. Bay Area storage includes the Calaveras, San Antonio, Crystal Springs, Pilarcitos and San Andreas reservoirs, treated at the Sunol Valley and Harry Tracy plants, and the system also draws on groundwater from a deep aquifer beneath San Francisco and San Mateo counties. The utility is explicit that keeping that mix diverse is deliberate resilience planning rather than an accident of history.

One honest note on chemistry. We are not going to publish a hardness figure for San Francisco, because none of the utility pages read for this article prints one. The annual and triennial water quality reports are where that number lives, and if you are sizing a softener or setting a dishwasher, that report rather than a plumbing company is the right place to get it.

The Sequence That Saves You Money

Your Sewer Lateral Is Two Pipes, and Only One of Them Is Fully Yours

This is the single most valuable thing a San Francisco property owner can know, and the order of operations matters as much as the facts. The utility splits the run from your building to the sewer main into an upper lateral and a lower lateral, and treats them differently.

  1. Understand the upper lateral is entirely yours. The utility describes it as an extension of your home even though you cannot see it, and says you are fully responsible for it. Maintenance, clearing, jetting, and if the pipe is in bad condition, repair and replacement to current San Francisco plumbing codes.
  2. Maintain the lower lateral too, because that duty is also yours. The utility asks owners to keep it clear and in good working order, which means clearing and jetting it and inspecting it with a camera to identify defects rather than waiting for a failure.
  3. Get a plumber to identify the problem properly. The trigger for everything that follows is a plumber identifying a potential need to repair or replace the lower lateral because of a structural issue. A guess does not start this process; a camera survey does.
  4. Report it to the utility, not to a contractor. Notify SFPUC through 311, the online service request or the mobile app. This is the step people skip, and skipping it is what turns a possible free repair into a bill.
  5. Let the utility inspect. The report alerts the Sewer Operations team, which dispatches its own crew to inspect the lower lateral and reach its own conclusion.
  6. If the inspection agrees, the utility does the work. Where the inspection determines that lower lateral repair or replacement is necessary, the utility states that under most circumstances it will complete that work at no extra cost to you.

Two cautions belong with that. The phrase used is under most circumstances, not always, and there is at least one documented exception: where a public sewer main runs across private property in an easement, the utility states the property owner is responsible for the lateral in that easement area and the city does not maintain, repair or replace it there.

The contrast with other West Coast cities is stark and worth naming. The House and the Hill

Old Buildings, Steep Streets and the Backwater Valve Question

San Francisco housing is old by American standards and it shows in the pipe. Victorian and Edwardian buildings carry cast iron and clay drainage that has been in service for a very long time, and what is actually in the ground under any given property is usually the accumulated result of a century of piecemeal replacement rather than one original system.

Postwar work brought galvanized steel supply, which fails by closing up from the inside rather than by bursting, so the symptom is falling flow at the furthest fixture and discoloured water on the first draw. The hills are the local variable. They give the sewer system its gravity for free, and they give individual buildings their most awkward problem, which is what happens when the street sewer surcharges during a storm and your fixtures sit low relative to the pipe.

The utility publishes the test for that. Most properties are built so that an obstruction between the kerb and the main should not cause a backup into the building. But some are not, and those are typically the properties where the drain of the lowest plumbing fixture, a shower, a floor drain or a toilet, sits lower than the air vent of the sewer lateral. Those properties should consider a backwater valve.

Two things matter afterwards: the valve is a mechanical device that needs checking to make sure it works at all times, and the sensible schedule for that check is before every rainy season.

The last three entries are deliberately not San Francisco. Daly City, Brisbane and South San Francisco are separate municipalities in San Mateo County with their own governments and their own utilities, and the city boundary at the county line is a genuine change of rules rather than a change of street name.

Within the city, the flat low-lying districts and the properties tucked below street grade are where backwater valve questions come up most, and the steep streets are where gravity does you favours until the day it does not.
