Drain Cleaning San Francisco: The City Cleans Its Own Miles, and Pays Residents to Guard the Grates
San Francisco is one of the few cities on this site that publishes how it cleans its own sewers. Crews and contractors flush the pipes and catch basins with high pressure hoses and vacuum trucks, remove the debris, and send a remote controlled TV camera down through the manholes to map what the pipe looks like afterwards. The biggest lines are cleaned by specially trained crews who put on protective gear and physically walk the sewer, because some of these pipes are eight feet across and older than the state.

How Old Is This Sewer? The Utility’s Own Pages Give Three Different Answers
Read enough of the SFPUC’s website and a strange thing happens: the system’s vital statistics change from page to page. We print all three versions with their page names, because merging them would manufacture a number no city page actually carries.

The mileage gap has a plausible reading, one figure counting mains and the other adding laterals, but the utility does not say so, and 70 percent against 30 percent on two live pages of the same section is a straight disagreement. What no page disputes: this is very old infrastructure, parts of it predate the 1906 earthquake, and the utility’s stated response is routine cleaning, inspection and a repair programme that works block by block. Fifty Feet Under the Embarcadero, a 200 Million Gallon Answer to the Rainy Day
The parent page tells the combined system story, one set of pipes doing two jobs, so here we hold that to a sentence and read the machinery under it. Around the edge of the city, under the Embarcadero and the Great Highway, sit the storage and transport boxes: rectangular tanks and tunnels about fifty feet deep and as wide as the streets above them, able to hold roughly 200 million gallons of combined stormwater and sewage until the treatment plants can catch up.
They also do a first pass of treatment on their own, settling solids and screening floatables, which the utility rates as equivalent to primary treatment. Only the most prolonged storms fill them completely, and when that happens the excess goes out through one of 36 shoreline discharge points rather than backing up through sewers into homes and streets. Studies the utility cites put those discharges at 94 percent stormwater, and the count has fallen from more than 80 a year before the boxes existed to about 10, with settling and screening first instead of nothing.
The successor programme is on the same pages: the sewer investment plan builds new facilities to modern seismic standards with a stated goal of operating within 72 hours of a major earthquake, and a green infrastructure target of sustainably managing over a billion gallons of stormwater a year by 2050. When a private line fails structurally rather than hydraulically, that is sewer line repair work, and the city’s own robot-camera habit is the right model for diagnosing it.

The City Recruited 7,736 Volunteer Drain Keepers, and the Map Tells Each One Where Their Water Goes
San Francisco runs the largest volunteer drain programme on this site. Through Adopt a Drain SF, residents claim one of the city’s roughly 25,000 storm drains on a live map, give it a name, and pledge to keep the grate clear of leaves and debris. At our reading in August 2026 the counter stood at 7,736 drains adopted, run from the utility’s own Rain Ready team on 415-554-3289, with a sibling programme, Rain Guardians, for the rain gardens the city has been building into sidewalks.
The map’s legend quietly teaches the most useful fact in the whole subject: pins are split between drains that flow to the sewer and drains that flow to the ocean or bay. The collection pages explain why. A few areas of the city run a separate sanitary system, and their street drains discharge with minimal treatment, which is why the utility asks that nothing but rain ever enter them. Everywhere else the grate is the front door of the same combined system your bathroom uses, and a grate packed with leaves during a storm is capacity lost exactly when the pipe needs it.
A clear grate is the city’s ask; a clear lateral is yours. The Flood File
A Flood Map With the Force of a Disclosure Law, and a Grant of Up to $100,000 Behind It
The parent page names the floodwater management grant in one clause; here is the machinery. The SFPUC models a 100 year storm across the city, and its Flood Risk Map, updated in December 2024, shows the parcels highly likely to see deep and contiguous flooding, defined as at least six inches of water across roughly half a city block. The update added flood elevation zones, heights above the San Francisco City Datum that the modelled water is likely to reach, which is more useful to a contractor sizing a barrier than a simple in-or-out shading.
Two instruments hang off that map. First, a law: San Francisco requires sellers and landlords to disclose to buyers and tenants when a property sits in the mapped flood risk zone. A map most cities would publish as advice is here part of every relevant sale and lease.
Second, money: the Floodwater Grant offers eligible owners who have flooded from the sewer system or the public right-of-way in heavy rain up to $100,000 for approved protection projects, from flood barriers and trench drains to permeable paving. The process starts with an interest form the utility treats as the written record of your flood event, then a site visit and a Site Opportunity Assessment, with the grant team on 415-523-4412.

Green Signs, a 72 Hour Notice and a Noon Rule: What a City Repair Looks Like From Your Window
When a public sewer section fails in San Francisco, the street tells you before anyone calls. The utility posts No Parking signs at least 72 hours ahead of scheduled work, hand delivers or mails notices for night jobs, and marks its own work with a green Sewer Repair sign carrying a QR code and contact details, so you can tell an SFPUC dig from every other trench in the city. Emergency repairs move faster than the signs, by the page’s own exception.
The page even publishes a parking rule of unusual candour: if construction crews have not arrived by noon you may park within the signed area, provided the sign really is the green one and your car is gone by the start of work the next morning, because schedules shift as bigger emergencies jump the queue. Questions about a specific block go to the Sewer Repair team on 628-333-0059, a dedicated number very few utilities publish.
The repair scope statement matters to a household too: city work covers the broken main and the lower section of the lateral, and the owner repairs the upper section, a boundary the parent page treats in full. Since July 2023, Your Sewer Bill Charges for the Rain That Lands on Your Roof
San Francisco restructured the sewer side of its bills in a way that belongs on a drain page. Approved on May 23, 2023 and effective July 1, 2023, the sewer charge now splits into a wastewater component, based on discharge, and a stormwater component, based on your parcel and how much of it is paved or roofed. Small residential parcels pay a simplified three-tier flat rate by parcel size; commercial, mixed-use and large residential parcels are billed on measured permeable and impermeable area. The utility is phasing the change through 2030, and describes it as reallocating an existing charge rather than adding a new one.
The lever it hands you is the credit. Divert stormwater from the combined system with rain gardens, permeable paving or rainwater harvesting and you can apply for a stormwater credit against the component; a separate rebate programme pays toward rain barrels and cisterns. It is the same logic as the volunteer grates, priced into the bill: every gallon that soaks into a garden is capacity the pipe keeps for the storm.
