Plumber Tucson: The City That Banks Its River in the Ground

Most cities treat river water and send it straight to your tap. Tucson does something stranger and smarter. Colorado River water arrives here after a 336 mile trip across the state, and instead of going into a pipe it goes into twenty recharge basins in Avra Valley, soaks down into the aquifer, and is pumped back out of sixty three recovery wells before anybody drinks it. The ground is the reservoir.

Who Owns Which Pipe

In Tucson the Water and the Sewer Belong to Different Governments

This is the single most useful thing a Tucson property owner can know, and almost nobody is told it until something goes wrong. The City of Tucson sells you your drinking water and issues your plumbing permit. Pima County owns the public sewer your waste leaves through. Two separate governments, two separate records systems, two separate phone numbers, one continuous pipe run under your house.

The county side is not small. The Pima County Regional Wastewater Reclamation Department designs, manages and maintains roughly 3,500 miles of sanitary sewer conveyance plus two metropolitan and six sub-regional water reclamation facilities. That network runs under city streets, under unincorporated county streets and under the separate towns in this valley without changing hands at any municipal boundary.

The city says so itself. Tucson permit guidance states plainly that the applicant is responsible for obtaining review and approval by Pima County for projects involving county sewers, on-site wastewater treatment facilities and public water systems. In other words, holding a City of Tucson permit does not mean the sewer part of your job has been approved by anyone.

Sewer records live with the county too. Since 1 July 2021 sewer records research has gone through the Pima County wastewater department, which publishes a historical sewer connection records portal and a sewer connection search so you can find out how your property was originally tied in. If you need a dye test to prove where a line actually goes, that is a county call as well.

Fees on the county side move independently of anything the city does. In March 2026 the Board of Supervisors accepted a request to increase small activity construction permit fees, phased in over two years, executed as an ordinance revising the sanitary sewer construction and connection chapter of the county code. Nothing about that appears on a city fee schedule.

Ask the jurisdiction question before the shovel question. On any Tucson job that crosses the property line, the first thing worth establishing is which government owns the pipe at the point of failure. Getting that wrong does not just cost time. It can mean opening ground under a permit that never covered the work.

Where the Water Comes From

A Blend That Changes Depending on Your Address

Tucson Water sources its potable supply from local aquifers and from annually refreshed water on the Colorado River, and it is explicit that the makeup of the water at your tap depends on that blend, which varies across the service area. Two houses in different parts of town are not necessarily drinking the same mix, and that is a published fact rather than an inference.

The Clearwater Renewable Resource Facility is what makes the blend possible. It is two projects in one, the Central Avra Valley Storage and Recovery Project completed in 2003 and the Southern Avra Valley project completed in 2008, built at a combined construction cost of 252 million dollars on farmland the city bought and retired in the 1960s and 1970s specifically so this could exist decades later.

The published numbers are worth reading slowly. Twenty recharge basins across more than 500 acres, the largest of them 43.1 acres, with river water soaking in at an average of about a foot and a half per day. Sixty three recovery wells. Two reservoirs. In 2022 the utility recharged 71,947 acre-feet and recovered and delivered 70,587 acre-feet, against a permit allowing up to 150,000 acre-feet a year.

It works. The city reports that groundwater levels within the Clearwater footprint have risen more than 150 feet since 2000. That is a water table going up in the Sonoran Desert, which is not a sentence you get to write about many places.

What this means at your fixtures is chemistry. Tucson Water states that between local groundwater and Colorado River water the supply it delivers tends to be hard. Hard water is not a health issue and the utility does not treat it as one, but it is a mechanical one, and it decides how long a water heater and a mixing valve last here.

Because Tucson splits responsibility between a city and a county, the questions that protect you are different from the questions that protect a homeowner in a single-jurisdiction city. Run this list before work is scheduled, not after a crew is standing in your driveway with a saw.

Six things to establish first

  • Is the address inside the City of Tucson at all? South Tucson is a separate incorporated city, Oro Valley, Marana and Sahuarita are separate towns, and large populated areas such as Catalina Foothills, Casas Adobes and Flowing Wells are unincorporated Pima County.
  • Which agency owns the pipe at the point of failure? Water service and interior plumbing sit with the city side; the public sewer main sits with the county, but Pima County states that the house connection sewer is private for its full length, up to and including the point where it meets that main.
  • Has the historical sewer connection record been pulled? The county publishes a records portal and a connection search, and the original card often shows exactly where the line leaves the property.
  • Does the job need a county review as well as a city permit? Tucson permit guidance says the applicant is responsible for obtaining county review and approval for work involving county sewers, on-site wastewater systems and public water systems.
  • Is the property on a septic system rather than the public sewer? Parts of the metropolitan area still are, and on-site wastewater is a county matter with its own approval route entirely.
  • Who is pulling the permit and which inspections does the job need? A permit and inspections are required for most residential projects here, water heaters included, and replacing gas piping may require a plan.

None of that is bureaucratic trivia. A sewer repair that stops at the property line because nobody checked who owned the next twenty feet is a second mobilisation, a second excavation and a second bill. A dye test ordered through the county at the start of the job frequently costs less than the guesswork it replaces.

There is a permitting contrast here worth naming, because it catches people who move within Arizona. Phoenix exempts a water heater replacement completed by a licensed contractor from permitting entirely. Tucson does not. Build Era, Caliche and Why Pressure Is Not the Same Everywhere

Tucson has an older core than most Sunbelt cities and it shows in the pipe. The barrio and historic districts near downtown carry building traditions that predate modern plumbing entirely, and what is in the ground there is the accumulated result of a century of piecemeal replacement rather than one original system. Nothing about those properties can be assumed from the street.

Postwar and mid century tract housing brought galvanized steel supply and cast iron or clay drainage. Galvanized does not announce itself with a flood. It closes up from the inside, so the symptom is falling flow at the furthest fixture and rust coloured water on the first draw, and it gets slowly worse for years. From the 1970s onward copper under slab became the default, which matters because Tucson housing is slab on grade. There is no basement to inspect and no crawlspace to crawl, so a supply line failure is under concrete and invisible until it shows as a warm floor, an unexplained meter spin or a bill that jumps. That is why meter isolation and acoustic location come before any concrete gets cut.

The ground itself resists you. Caliche, the cemented calcium carbonate hardpan common in desert soils, behaves like weak concrete when a trench runs through it. It pushes the economics hard toward locating a line precisely first and toward trenchless repair where the run allows it, because the difference between a clean bore and a caliche excavation is not marginal.

Pressure deserves its own paragraph in this city. Tucson Water states that pressure varies across the service area and even between nearby customers, and names a malfunctioning pressure regulating valve among the causes. With the foothills sitting well above the valley floor, pressure zones here are a real engineering feature rather than a footnote, and a failed PRV is a genuinely common Tucson diagnosis.

Tucson sprawls across a wide basin ringed by mountains, and the areas below differ from one another in build era, elevation, pressure zone and which government they answer to. The last of those is the one that surprises people, so it is worth marking clearly.

South Tucson is the trap. It is a separate incorporated city of roughly one square mile sitting entirely surrounded by Tucson, with its own government. Oro Valley, Marana and Sahuarita are separate incorporated towns. Catalina Foothills, Casas Adobes, Flowing Wells, Tanque Verde, Drexel Heights and Tucson Estates are unincorporated Pima County, which means the county is your building authority as well as your sewer authority there.

None of that changes who owns the public sewer, because the county owns it across the whole metropolitan area. It changes who issues your building permit, who inspects the work and whose code amendments apply. A Tucson mailing address settles none of these questions on its own, and the answer is worth confirming before anybody applies for anything.

Water heater work sits near the top of the Tucson request list, and hard water is the reason. Scale plates out wherever water is heated, so a tank that is never flushed builds an insulating layer on the bottom, the burner or element works through it, and the steel above it runs hotter than it was designed to. Annual flushing is cheap. A tank failure over a finished floor is not.

Drain and sewer work here carries the jurisdiction question in a way it does not elsewhere. A blockage inside the property line is yours. A defect at the connection is yours as well: Pima County states that it owns no portion of that pipe, and that the property owner owns it up to and including the point of connection to the public sewer, although the county says it may repair a damaged length lying inside the public right of way in certain situations. The historical connection record usually tells you which one you are dealing with before a camera goes in.

Where a line is scaled rather than blocked, hydro jetting restores the full bore instead of punching a channel through the middle of the problem, and structural failures route to sewer line repair.

Leak detection earns its keep in a slab city with hardpan under it. Meter isolation, pressure testing and acoustic or thermal location come before concrete is opened, which is the whole point of doing it properly. Where copper under a slab has failed twice in the same house within a couple of years, that is the system talking rather than the section, and an overhead repipe stops being the expensive option.

Pressure problems are a genuine Tucson category rather than a complaint to be dismissed. Because the utility itself points at pressure regulating valves and at variation across the service area, a low or wildly fluctuating pressure call here deserves an actual gauge reading and a look at the PRV rather than a shrug.
