Plumber Phoenix: Two Rivers, Five Plants, One Very Hard Glass of Water
Phoenix does not have a water source. It has two of them, running in parallel, and which one arrives at your kitchen tap depends on which of the five city treatment plants serves your address. Three of those plants treat Salt and Verde river water delivered by the Salt River Project. The other two treat Colorado River water carried across the state by the Central Arizona Project.

Snowmelt, Canals and the Long Trip Into Phoenix
Roughly 97 to 99 percent of the drinking water the City of Phoenix delivers is surface water. Only about two percent comes out of the ground. That is the reverse of most inland American cities and it is the single most important fact about plumbing in this valley, because surface water carries a seasonal chemistry that groundwater does not.
The Salt River Project side begins as snow high in the forests of northern and eastern Arizona, across a watershed the utility puts at 8.3 million acres of protected forestland. Snowmelt runs into the Salt and Verde rivers, is captured behind a system of seven reservoirs, and is released down canals into the valley. SRP states that over half of the metro area water supply comes through that system.
The Colorado River side is a different animal entirely. Central Arizona Project infrastructure carries Colorado River water across the state and stores it at Lake Pleasant before it reaches the two city plants that treat it. One supply is local snow, the other is an interstate river under long term shortage management. Phoenix runs both at once, deliberately.
City wells supply only about three to five percent of the total, and the Water Services Department uses them mainly for areas furthest from the treatment plants and as a way of banking water underground. Why Phoenix Water Eats Fixtures
The city 2025 water quality report puts total hardness in a sampled range of 172 to 302 parts per million, which it also states as 10 to 17.6 grains per gallon. Anything above about seven grains is conventionally called hard. Phoenix runs at the top of that scale and sometimes well past it, and every plumbing decision in this city should be made with that number in mind.
Hardness is dissolved calcium and magnesium. It is not a health problem and the city does not treat it as one. It is a mechanical problem. Scale plates out on any surface where water is heated or where it evaporates, which means the inside of a water heater tank, the element or burner face, the seat of a fill valve, the screen of an aerator and the cartridge of a mixing valve. None of those fail because they were badly made. They fail because they have been coated.
The practical result is that Phoenix water heaters do not usually die of old age, they die of sediment. A tank that is never flushed builds a hard layer on the bottom, the burner works through it, the steel above it overheats and the tank fails at the weld. Annual flushing is worth more here than in almost any other American city, and it is the cheapest maintenance you can do.
The seasonal taste complaint is a separate thing and the city is direct about it. Algae growing in the canals during late summer and autumn are a major source of a musty odour and taste. The algae themselves are removed during treatment, but the report states plainly that the odour may linger anyway. When your water tastes like a pond in September, that is the canal, not your pipes.
Before you buy a softener, find out which plant serves you. Hardness is reported as a range across the whole system, not a single number, and the two supplies are not chemically identical. Sizing softening or scale control off the citywide midpoint is how people end up with equipment that regenerates far too often or not nearly enough.

The Five Phoenix Treatment Plants
The city publishes each plant with a rated capacity in million gallons per day and the river system it treats. Rated capacity is a ceiling, not a description of what is running today, and the plants are operated together to meet demand and hold pressure across the whole system. Reading this list tells you something no generic advice can: your water has a specific origin.
24th Street
140 MGD rated capacity. Treats Salt River Project water off the Salt and Verde system.
Deer Valley
100 MGD rated capacity. Also treats Salt River Project water, serving the northern reach of the city.
Val Vista
130 MGD rated capacity, Salt River Project water. Notable because the plant is shared with the City of Mesa.
Union Hills
160 MGD, the largest of the five, and the first of the two that treat Colorado River water.
Lake Pleasant
80 MGD, treating Colorado River water where Central Arizona Project deliveries are stored.
Two things follow from that list. The first is that a taste or odour complaint on one side of Phoenix is not automatically a complaint on the other, because the raw water is different and the seasonal canal issue does not hit both systems identically. The second is that Val Vista is a shared plant, which is a reminder that valley water infrastructure does not stop at municipal boundaries even though permits and inspections firmly do.
Wells fill the gaps. They serve the parts of the city furthest from these five plants and they double as underground storage, which is why a well sourced neighbourhood can show a different hardness or taste profile from one two suburbs away. If your house sits at the far edge of the system, that is worth knowing before you blame your own plumbing.
The House and the Ground Under It
Slabs, Caliche and What Your Build Year Predicts
Phoenix housing is slab on grade almost without exception. There is no basement to inspect and no crawlspace to crawl, so the supply lines beneath your floor are cast into concrete and invisible. Every diagnostic decision in this city starts from that constraint, and it is why meter isolation and acoustic location matter more here than a torch and a hunch.
Under that slab sits caliche, the cemented calcium carbonate hardpan that forms in desert soils. It behaves like weak concrete. A trench that would be a morning of work in loam becomes a mechanical job when a caliche layer runs through it, which shifts the economics hard toward locating a line precisely before breaking ground and toward trenchless repair wherever the line allows it.
Build era predicts the pipe. The oldest central Phoenix stock carries a mixed history of galvanized steel supply, replaced piecemeal over decades, with cast iron or clay on the drain side. Galvanized does not burst, it silts up from the inside, so the symptom is falling flow at the furthest fixture rather than a flood. The great postwar and late century tract expansion put copper under slab as the default, and hard water plus decades of service is a combination that produces repeat failures rather than single ones. The second slab leak in the same house inside a couple of years is the meaningful signal. At that point an overhead repipe stops being the expensive option and becomes the cheaper one.
Who Signs Off on the Work
Phoenix Permits Work Differently From California
If you have plumbed in California and moved here, unlearn the rule you brought with you. The City of Phoenix residential permit guidance states that a water heater replacement completed by a licensed contractor does not require a permit. A do it yourself electric water heater replacement does. The permit follows who is doing the work, not what the work is.
The rest of the line is drawn between replacing and changing. Replacing existing fixtures in their existing locations is not permitted work. Moving or adding a sink, a toilet or a tub is. Existing landscape irrigation is exempt. Anything that touches the gas piping system requires a permit regardless of who is doing it, and that is the exemption people most often assume wrongly.
The reason to care is not the fine. Permitted work gets inspected, inspected work gets recorded, and a record is the only evidence a future buyer or insurer will ever have about what happened under a slab they cannot see. In a city where the entire supply system is buried in concrete, that paperwork is worth real money at resale.
One more jurisdictional trap. Phoenix is surrounded by separate incorporated cities and towns, each with its own building department. An address with a Phoenix mailing address is not necessarily in the City of Phoenix. Confirm the jurisdiction before anybody pulls anything, because a permit from the wrong city is worth nothing at all.
Ask two questions before work starts. Who is pulling the permit, and which inspections does this job need. A contractor planning to do the job properly answers both without pausing. A contractor who treats the question as an inconvenience has told you something useful for free.
Where Requests Come From
Phoenix Villages, Neighbourhoods and Coverage
Phoenix is enormous and it is organised into urban villages rather than a single downtown with suburbs hanging off it. The areas below behave differently from one another in ways that matter to plumbing: build era, distance from the treatment plants, elevation against the mountain preserves, and whether the ground under the street is river sediment or hardpan.
Two notes on that list. Ahwatukee Foothills sits south of South Mountain and is functionally its own city in travel terms even though it is Phoenix. And Paradise Valley Village, which is part of Phoenix, is a completely different jurisdiction from the Town of Paradise Valley, which is not. Getting those two confused is the single most common permitting mistake in this part of the valley.
Scottsdale, Tempe, Glendale, Mesa, Peoria, Guadalupe and Tolleson are separate municipalities with their own building departments and their own inspection processes, even where the street grid runs straight through. If your address is on a boundary road, the side you are on decides who signs off on your work.

Water heater work dominates the Phoenix request list, and the reason is chemistry rather than bad luck. At 10 to 17.6 grains per gallon, scale accumulates on the bottom of a tank fast enough that a heater which is never flushed will usually fail years before the one in a soft water city. Drain cleaning splits the way it does everywhere, into blockages that clear and stay clear and blockages that return because something structural is wrong underneath. In older central Phoenix with clay and cast iron on the drain side, the second kind is common enough that a camera survey usually costs less over two years than repeated cabling. Where a line is scaled rather than blocked, hydro jetting restores the full bore instead of punching a hole through the middle of the problem.
Leak detection and slab leak detection are the requests that most reward doing properly here, because the floor is concrete, the ground is hardpan and a leak can run a long time before it surfaces. Emergency calls in Phoenix cluster around two things: slab leaks that announce themselves as a warm patch on the floor or an unexplained meter spin, and heater failures in the middle of summer when the tank has been working hardest. Knowing where your main shut off is, and being able to actually turn it, is worth more in the first five minutes than any phone number. It turns routine trenching into a mechanical job, which raises the value of locating a line precisely before opening ground and of trenchless repair methods where the line allows them.
Because effectively all housing here is slab on grade, so the supply lines under the floor are cast into concrete with no basement or crawlspace to inspect. Add hard water working on copper from the inside and the failures tend to repeat. A second slab leak in the same house within a couple of years usually means the system rather than the section is finished.
Worth checking. Scottsdale, Tempe, Glendale, Mesa, Peoria, Guadalupe, Tolleson and the Town of Paradise Valley are separate municipalities with their own building departments, and a Phoenix mailing address does not settle the question. Paradise Valley Village is part of Phoenix; the Town of Paradise Valley is not. Permits are jurisdiction specific and a permit from the wrong city is worthless.
