A single heavy downpour is a drainage event. Eight months of steady rain is a drainage condition, and it is a much harder thing for a house to survive. Soil around a western Oregon foundation stays near saturation for most of the year, which means hydrostatic pressure against walls and slabs is a constant rather than an occasional load, and any weakness in how water is directed away from the building becomes a chronic problem instead of an annual one.
The failure points are boringly consistent. Downspouts that discharge at the foundation instead of away from it. Buried drain lines from those downspouts that silted up a decade ago and now back water directly against the wall. Grade that slopes toward the house because a patio or a landscaping project changed it. Crawl spaces with no vapour barrier or a torn one, holding damp air against joists and pipe for most of the year. Sump systems in older homes that were sized for a different roof and a different yard.
The good news is that most of it is fixable with drainage work rather than plumbing work, and diagnosing it correctly saves money in both directions. Two Agencies, One State Code
Oregon Plumbing License Rules and the Oregon Plumbing Specialty Code
Oregon splits the job between two bodies, and knowing that is genuinely useful when you are checking a company. The Building Codes Division issues the trade licences, stating plainly that it licenses electrical, plumbing, boiler, elevator and manufactured dwelling work for both individuals and businesses. Separately, the Construction Contractors Board registers construction contractors. A plumbing company operating properly in this state generally has to satisfy both, and a gap on either side is worth asking about.
The code side is equally distinctive. Oregon does not simply adopt a national model book. It publishes the oregon plumbing specialty code, a state code built on the Uniform Plumbing Code family with Oregon amendments layered on, and the current edition took effect in October 2023. Verification takes a couple of minutes and costs nothing. Get the licence and registration numbers in writing before money changes hands, confirm they are current, and keep the record. In a permit driven state that paperwork is also what protects you at resale.

The row that matters most in Oregon is the middle one. Central Oregon Plumbing Is a Completely Different Job
Bend, Redmond, Sisters, Prineville and La Pine sit on the dry side at elevations that surprise people who only know the state from Portland. Central oregon plumbing problems are freeze problems, not drainage problems. Nights drop hard even in shoulder seasons, the daily swing between afternoon and dawn is enormous, and higher communities can see freezing temperatures in months that the Willamette Valley considers summer.
That changes the priorities completely. Exposed hose bibs, irrigation backflow assemblies and any run through an unheated garage or crawl space need real protection rather than a token wrap. Second homes, cabins and seasonal rentals need a genuine draindown rather than a thermostat left low, because a power interruption at four thousand feet in January is not survivable for a charged system. The dry side also runs harder on irrigation, and outdoor water use hides indoor leaks inside a summer bill. Reading the meter with everything closed is the fastest way to separate a genuine leak from a hot dry month, and it costs nothing.
Old and Rigid, Not Dramatic

Oregon homeowners hear plenty about regional earthquake risk, and the useful plumbing response is smaller and duller than the headlines suggest. What actually determines whether your plumbing survives ground movement is not a hazard map, it is what the pipe is made of and whether the heavy things are attached to the building. Old cast iron and vitrified clay are rigid and brittle. They do not flex. Modern flexible connections and ductile materials do.
So the practical list is short and worth doing regardless of geology. Strap the water heater properly at both the upper and lower third rather than with one token band. Use a flexible connector on gas appliances instead of rigid pipe. Know where the main water shutoff and the gas shutoff are, confirm both actually turn, and keep the right tool with the gas valve. Make sure a second adult in the house knows all of that too.
Then treat any new unexplained slow leak after a felt event as worth checking rather than as coincidence, especially in an older house on brittle material. Wells, Septic and Root Intrusion in Rural Oregon
Away from the metro corridors, a great many Oregon properties run a private well and an onsite septic system, and the owner becomes the utility. The pump, the pressure tank, the pressure switch and the drainage system are all private property. The symptoms worth learning are specific: rapid pump cycling usually points at a waterlogged pressure tank rather than a failing pump, and pressure that fades over minutes rather than instantly suggests drawdown or a foot valve problem.
Septic in a high rainfall region has its own constraint. A drainfield needs unsaturated soil to work, and in a western Oregon winter the soil around it is anything but. That is why a system can perform adequately in August and back up in February on identical usage, and why keeping surface water and downspout discharge away from the dispersal area matters more here than in a dry climate.
Then there are the trees. Oregon grows them enormous and grows them close to houses, and roots go looking for the moisture leaking from an old lateral joint. Predictable annual clogs are a root signature rather than a household habits problem.
