Plumber Beaverton: The Backflow Rules Decide Who May Touch It
Beaverton publishes something most cities leave vague, and it is worth reading before you book anyone. It sets out, category by category, who is allowed to repair or replace a backflow assembly. Plumbers are on the list. So are landscapers with the right licence plus a state certification, employees working on their employer property, homeowners on their own, and for one narrow case, anyone at all.
Getting that wrong costs a failed test and a second visit. Everything below is drawn from what the City of Beaverton Public Works and Beaverton Water actually publish, read in August 2026, with sources named at the foot and the three places their own pages contradict themselves or have gone stale named alongside them.
The List Itself
Five Categories, and a Plumber Beaverton Job Sits in the First
The City states that plumbers can do repairs and replacements on all backflow assemblies. Nobody else on the list has that breadth. Landscapers can install, repair or replace assemblies for irrigation systems only, and only with the proper phase of professional licensing through the Landscape Contractors Board plus certification through the Oregon Health Authority as a Certified Backflow Assembly Tester.
Then three narrower cases. Employees can repair or replace assemblies on their employer property. Homeowners can repair or replace their own. And anyone at all can do repairs or replacements on assemblies protecting stand alone fire systems, where stand alone means the connection serves the fire system and nothing else.
Testing is a separate permission from repairing, and this is where people come unstuck. Backflow tests must be performed by Oregon Health Authority Certified Backflow Assembly Testers, listed on the Authority website. So a homeowner who is entitled to replace their own assembly is not thereby entitled to certify it, and the job is only finished when a certified tester has signed it off.
Five Separate Triggers, Only One of Them Annual
Most people think of backflow testing as a yearly chore. Beaverton publishes five triggers, and four of them have nothing to do with the calendar. An assembly must be tested at the time of installation, repair or relocation. At least annually. More frequently than annually for approved assemblies that repeatedly fail, or that are protecting health hazard cross connections, as determined by the water supplier. After a backflow incident. And after an approved air gap is re plumbed.
If the test fails, the City gives three routes out and only three. The assembly must be repaired and tested again to show it is working. Or replaced with a new assembly, which must itself be tested. Or removed, but only if the water supplier approves removal and a plumbing permit is approved through the City of Beaverton building department. There is no fourth option in which it stays as it is.
Cross connections are broader than most homeowners assume. The City defines one as any actual or potential connection that could introduce non potable substances into the public water system, and names the four most common for homeowners: an irrigation system, a boiler, an onsite well and a fire suppression system. It then adds the sentence that catches people out. These cross connections still exist and must be protected against even if they are not being used, with the irrigation off and the well idle.
Protection is not one device either. The City lists air gaps, double check backflow assemblies, reduced pressure backflow assemblies, atmospheric vacuum breakers, pressure vacuum breakers and spill resistant vacuum breakers, and states that each hazard level requires different protection, approved by the water supplier. Choosing the device is therefore a hazard classification question before it is a plumbing one, and it belongs on the quote rather than in the van. Where the Water Comes From
Beaverton Buys a Quarter of a Plant It Does Not Run
The primary source of filtered drinking water in the Beaverton service area is the Joint Water Commission treatment plant south of Forest Grove, which filters surface water pumped from the nearby upper Tualatin River and can produce up to seventy five million gallons a day. The City owns a twenty five per cent share, which entitles it to up to 18.75 million gallons a day of treated water.
The Commission is an intergovernmental water supply group whose owner members are the cities of Beaverton, Hillsboro and Forest Grove and the Tualatin Valley Water District, established to store, manage, treat and convey drinking water for those members, and supplying as many as four hundred thousand people. Beaverton is a shareholder in a regional system rather than the operator of its own.
Getting the water here is its own piece of engineering. Finished water is pumped about half a mile up to the Fern Hill Reservoirs, two above ground tanks of twenty million gallons each at five hundred and twenty feet of elevation, then travels roughly twenty miles by gravity through large diameter transmission lines to two terminal reservoirs in central Beaverton holding twenty million gallons between them.
The Season Changes Where Your Water Was Stored
Every winter and spring the City meets daily demand using a sixteen million gallon a day natural streamflow water right on the Tualatin. Summer is different, because demand rises exactly when river flow falls. Water is then released from Hagg Lake, also called Scoggins Reservoir, and from Barney Reservoir behind a dam on the Trask River in the Coast Range, to compensate for what Beaverton takes out of the Tualatin.
The City holds yearly water rights of up to 1.3 billion gallons, or four thousand acre feet, in Scoggins Reservoir, and 1.4 billion gallons, or four thousand three hundred acre feet, in Barney Reservoir. Water released from Barney is diverted by pipe out of the Trask River basin into the upper Tualatin, and stored raw water from the two dams is the source of most of the City summer supply.
On top of that sits aquifer storage and recovery, running since 1999. During winter and spring the City injects treated drinking water from the Commission plant into natural underground basalt formations, displacing native groundwater. In summer that water is recovered from the recovery wells to supplement surface water and help meet peak demand, up to seventeen million gallons a day.
None of that changes the plumbing rules, but it does change the diagnosis order. We do not publish a hardness figure, a chlorine residual or any seasonal quality number for Beaverton, because none was read this session, and a number carried over from one source season would be wrong in the other.
Check Before You Book
One in Ten Beaverton Homes Is Not On Beaverton Water
The City states that it provides water to approximately ninety per cent of the population living within the city limits. The remainder are served by one of three separate districts: Raleigh Water District at 5010 SW Scholls Ferry Road, Tualatin Valley Water District at 1850 SW 170th Avenue, and West Slope Water District at 3105 SW 89th Avenue. The City publishes a water service providers map alongside that list.
This matters more here than it would elsewhere, because so much of what is written above is a water supplier decision rather than a city ordinance. Hazard level determinations, approval of a backflow device type, approval of a removal, and shortened test intervals for repeatedly failing assemblies are all described as the water supplier decision.
So the first question on a Beaverton backflow or service line job is not what the address is. It is who bills you for water. Get that wrong and you can do correct work to the wrong authority requirements, which is the most expensive kind of correct. City water billing is on 503-526-2257, and there are two separate emergency lines: 503-526-2220 in hours and 503-526-2260 after hours.
Beaverton Found No Lead Service Lines At All
The City completed the initial service line inventory required by the federal Lead and Copper Rule Revisions ahead of the 16 October 2024 deadline, and reports the result plainly: through a historical records review and field investigations it determined it has no lead and no galvanised requiring replacement service lines in its distribution system, including privately owned and customer owned lines.
It is not resting on paperwork either. The City is replacing one hundred per cent of its meters, which gives crews the chance to physically inspect and verify the material of every service line, and it aims to finish that meter replacement and inspection within five years of the statement. The Oregon Health Authority surveyed the system in August 2024, rated it an outstanding performer and concluded that no deficiencies were identified.
What is left is inside the house. The City names household plumbing as the main source, usually lead solder used in homes built or plumbed with copper pipe before 1986, and lead in brass fixtures and components, which is exactly why lead and copper testing is done at customer taps rather than on the distribution system. Its 2024 ninetieth percentile results were 2.7 parts per billion for lead against an action level of fifteen, and 0.094 parts per million for copper against an action level of 1.3.

The short version for a Beaverton house: flush if water has stood in the plumbing for six hours or more, run the tap until it is cold and fresh, and use only the cold tap for drinking, cooking and formula, because hot water is more likely to carry lead and other metals. A pre 1986 copper system is a repiping conversation, and old brass is a fixture one.
A Stale Page, Handled Honestly
The Sewer Programme, With Its Age Stated
Beaverton maintains the sanitary sewer lines within the city limits, and its Wastewater Section uses video scanning equipment to spot root growth, grease buildup and failing pipe, with flushing equipment to remove grease and roots. The programme splits into increased capacity projects, funded from system development charges, and replacement projects, funded from monthly sewer service charges.
Beyond that we go carefully, because the source has not been maintained. The published page still describes the 1985 sanitary sewer master plan as nearly fifteen years old, refers to a 1995 master plan effort by Clean Water Services, and gives its most recent progress figures for fiscal year 1998 to 1999. We therefore state no linear foot of pipe replaced, no proportion of the network renewed and no current condition assessment.
There is a straight contradiction on that page too, and we would rather show it than pick a side. The body gives the system as approximately 217 miles of pipe ranging from six inch to twenty one inch. The frequently asked questions on the same page give the range as four to twenty one inches. Both cannot be right, and for a sewer repair quote the difference between a four inch and a six inch minimum matters.
The Cheapest Test in the House
Ten Minutes and Some Food Colouring
The City publishes the silent toilet leak test in three sentences, and it costs nothing. Drop a little food colouring into the cistern, wait ten minutes without flushing, and look in the bowl. If the colour has appeared there, you have a leak. It is the single highest yield check a Beaverton homeowner can run before calling anybody.
The reason to bother is the scale. The City states that a silent leak in a toilet can waste up to seven thousand gallons a month and that a running toilet wastes two to five gallons a minute. For a dripping tap it gives ninety drops a minute as three thousand one hundred and twenty three gallons a year, which is a washer rather than an emergency but is still a bill.
We quote only that one drip figure deliberately. The City table gives the sixty and one hundred and twenty drop rows with decimal points where the ninety drop row uses a comma, so two of the three rows are typeset inconsistently and cannot both mean what they appear to mean. The rest of the City advice is sound and free: check for moist spots around indoor fixtures, under the house and around outdoor plumbing, and replace worn washers. If none of that finds it, that is when leak detection earns its money.

Three source problems we are printing rather than hiding. First, the sewer programme page is stale: it cites the 1985 master plan as nearly fifteen years old and its most recent figures are fiscal year 1998 to 1999, so no progress or condition number is stated from it. Second, that same page gives the pipe range as six to twenty one inches in one place and four to twenty one in another. Third, the leak table types two of its three drip rows with decimal points and one with a comma, so only the unambiguous row is quoted.
What else we refused. No water rate, sewer rate, stormwater charge, system development charge, permit fee or backflow test fee. No hardness figure, chlorine residual or seasonal water quality number, which matters more than usual here because the source itself changes between seasons. No claim about which Beaverton addresses fall inside the three water districts rather than the City system.
