The city has adopted the 2021 International Codes and the 2020 edition of the National Electric Code, and Building Inspection operates from the Temporary City Hall Annex on Campbell Creek Boulevard. What makes the Richardson arrangement distinctive is not the codes, which many cities share, but who is allowed through the online door.
The city online permits page states that the permits available over the internet are miscellaneous permits involving electrical, plumbing, gas or mechanical repairs or replacements, that most of these permits require a licensed contractor to obtain the permit and perform the work, and that applications requiring plans cannot be obtained online at all. It also states that contractor registration must be current with Richardson before an online account can even be created.
The threshold that catches homeowners. Two practical consequences follow for a household. First, ask whoever you hire whether they are currently registered with Richardson, because an unregistered contractor cannot pull your permit even if they are licensed by the state. Second, if a quote is priced as though no permit is needed for work that clearly alters the plumbing, that is a question worth asking before the work starts rather than after.
