El Paso Water puts it in one sentence on its own backflow page. It rarely freezes in El Paso, but when it does, homes and businesses can be caught off guard. That is not a throwaway line. It is the whole reason a single cold night here costs more than a month of them somewhere colder, and it is why the most damaged fitting in this city is usually the one sitting above ground behind a shrub that nobody has looked at since spring.
The second thing worth knowing about El Paso plumbing is that the water leaving your property has two completely separate exits with two completely different destinations, and one of them is billed to you as its own utility. A city that freezes every January builds a routine into its year, and its utility publishes a protection regime with money attached to getting it wrong. We documented exactly that this week in Allentown, where the utility owns the meter, tells the customer to protect it, and bills the owner when the frost plate splits.
El Paso is the mirror image, and El Paso Water says so itself. It rarely freezes here, but when it does, homes and businesses can be caught off guard. The exposed component in this city is not usually the meter. It is the above ground backflow prevention assembly on the irrigation system, which the utility notes may be hidden among plants or behind shrubs, attached to a controller that nobody has switched off because there was no reason to think about it.
The financial edge is sharper than people expect. El Paso Water states plainly that if the backflow device freezes or breaks, repairs are the responsibility of the customer and a licensed plumber may be needed. There is no utility crew coming for that one. There is a valve to shut, a broken assembly to replace, and an emergency call on a morning when every other irrigation system in the neighbourhood failed at the same hour.
El Paso Water Winterisation, in Its Own Order
This is the utility list, not ours. It takes about ten minutes on a property that has one assembly, and it is the cheapest ten minutes available in an El Paso autumn.
- Turn the sprinkler controller to OFF. First, before anything physical, because a timer that fires during a freeze undoes every other step on this list.
- Find the assembly. The utility warns that an above ground backflow device may be hidden among plants or behind shrubs. On a property nobody has winterised before, locating it is genuinely the hard part.
- Insulate or cover the pipes. Wrap with insulation tape or newspaper and cover with a heavy duty bag. The utility publishes a how to video for this rather than assuming it is obvious.
- Turn off the isolation valve and open the bleeders. With a small flat head screwdriver. This is the step that actually removes the water, and it is the one most often skipped in favour of wrapping alone.
- If it has already frozen or broken, shut the water off at the meter. Then treat it as a repair, because the utility states the repair belongs to the customer and a licensed plumber may be needed.
One caution that belongs with the list. Insulating an assembly that is still full of water buys time, not immunity. Draining it through the bleeders is what changes the outcome, and on a system that has been dry all winter it is also the step that tells you whether the isolation valve still works at all. Discovering a seized valve in October is a scheduling problem. Discovering it in a freeze is a flood.
The Distinction the Utility Makes Itself
A Storm Drain Is Not a Slow Sewer
El Paso Water answers this question directly, and the answer decides where a homeowner may legally send water. Sewer pipes capture used water and liquid waste from homes and businesses and carry it to wastewater plants for treatment. Treated wastewater can then be reused for landscape irrigation, industrial and construction purposes, and the utility adds that it helps sustain the aquatic habitat of the Rio Bosque wetlands and provides water for farming in the Mission Valley.
Storm drains are separate from the sewer system, and the sentence that follows is the one to remember. Unlike wastewater, stormwater is not treated and reused. Storm drains carry runoff to the Rio Grande and to retention basins. Some are under streets, but much of the system consists of open canals, street gutters and other features that collect, channel and divert runoff.
For anyone doing work on a property, that is the whole rule in two lines. Anything that enters a storm drain in El Paso reaches the river without a treatment step. Pool water, condensate, wash water from a job, sediment from a trench and the contents of a cleanout are all in the same category, and the fact that much of the system is open rather than piped means the evidence stays visible. A drain cleaning job that ends with a hose pointed at the gutter is a different act here than it looks.
A Third Utility With Its Own Bill
Stormwater Here Is Infrastructure, Not an Afterthought
El Paso Water publishes the components of its stormwater system as a list, and the size of it is the point. Twenty two pump stations. Four hundred and eighty two ponds covering 2,102 acres. Thirty seven dams and basins covering 1,822 acres. Seventy five miles of channels, thirteen miles of agricultural drains, three hundred and sixty three miles of storm drain conduit and 8,039 storm drain drop inlets.
It is funded separately. Stormwater fees are assessed on commercial, industrial and residential property and on property owned by organisations, El Paso County, city government and El Paso Water itself. Federal and state agencies, public institutions of higher education, the Housing Authority of the City of El Paso and independent school districts are exempt, as are undeveloped lots and agricultural land. Churches and nonprofit social service agencies are billed at a reduced rate.
Ten per cent of annual stormwater fee revenue is directed at projects that preserve open space and greenways while channelling or retaining runoff, which is also what funds park pond projects. We state no fee amount anywhere on this page, because no current rate schedule was read.
Sorting an El Paso Property by Where the Water Ends Up
Not by fixture and not by service. By destination, because in a city with a separate untreated storm system the destination is what decides whether a discharge is routine or a problem. Every entry is drawn from a published El Paso Water page.
Down a fixture, into the sewer
Used water and liquid waste to wastewater plants for treatment, then reuse for landscape irrigation, industry and construction, the Rio Bosque wetlands and Mission Valley farming.
Into a gutter or drop inlet
Straight to the Rio Grande or a retention basin, untreated. There are 8,039 drop inlets, and much of the conveyance is open rather than piped.
Into an arroyo
A natural channel the utility treats as infrastructure, with built in energy dissipation and debris removal. Some arroyos are protected from development and left as natural channels.
Into a detention or park pond
Ponds retain water, dissipate energy, remove debris and percolate stormwater into aquifers. Newer ones are wide and shallow so they can double as parks.
Backwards, into the supply
The destination nobody wants. Back siphonage and back pressure are the two mechanisms, and a tested assembly is what stands between them and the main.
Nowhere, because it is trapped
Non return devices can create a closed system with no route for expansion. It is the quietest failure on this list and the one that ends at a water heater.
The Mechanism, Not the Weather
Flooding Is a Capacity Event and Debris Is the Part You Control
El Paso Water explains desert flooding in terms that are unusually useful to a property owner. Most precipitation runs over land and arroyos or through streets, channels and drains. The flow accelerates as it drops in elevation, and increasing amounts of debris are carried along with it. A large amount of precipitation on a small watershed produces a destructive stream, and the combination of speed plus debris increases the destructive force.
Then the definition that matters: flooding occurs when stormwater runoff exceeds the capacity of an arroyo or channel. Not when a certain amount of rain falls. When a channel runs out of room. The utility lists erosion controls that limit the amount of rocks and debris washed away with runoff among the ways damage can be curtailed, alongside land use controls, structural flood control and the stormwater system itself.
The practical translation for a household is short. Anything loose on a slope becomes debris, debris consumes capacity, and consumed capacity is what turns a storm into a flood. It also explains why the utility runs preventive maintenance year round and describes maintenance as reducing flood risk by reducing blockages and overflows. We make no claim about the flood risk of any particular property, arroyo or basin, because that is a question for the utility and for a flood map rather than for a plumber.
Five Approved Devices, One Approving Foundation, and a Test Before the Water Is On
El Paso Water runs a cross connection control programme and allows the installation of one of five device types depending on the assessed hazard and the type of installation: an air gap, a reduced pressure principle assembly, a reduced pressure principle detector assembly, a double check assembly, or a pressure vacuum breaker. Which one applies is a hazard decision, not a preference.
- Installation must be performed by a licensed plumber. The utility states that without qualification.
- EPWater inspects all assemblies when they are installed. The inspection is the utility. The installation is not.
- Annual testing by a TCEQ licensed tester, with an original copy of the report provided to EPWater. A test nobody files is not a test that counts.
- Containment assemblies are tested at installation, repair or relocation and at least annually. A repair restarts the clock rather than continuing it.
- On new services the assembly must be tested immediately upon installation and before water service is turned on at the premises. That is a sequencing rule with real scheduling consequences on a new build.
- Every containment assembly must be approved by the University of Southern California Foundation for Cross-Connection Control and Hydraulic Research, and the manual supplied with the device should say so.
There is one more definition on that page that is worth more to a homeowner than anything else on it, and it is easy to read past. El Paso Water describes non return devices as installed devices in which the water service connection and the premises domestic water heater may create a closed domestic water system, and it names them: backflow prevention assemblies, check valves, dual check valves, pressure reducing or regulating valves, and in some instances water softeners.
Read that as a plumber reads it. Adding any of those devices can convert an open supply into a closed one, and a closed system with a water heater in it has nowhere to put the expansion when the burner fires. Dripping relief valves, banging pipes and a toilet fill valve that weeps at night are the ordinary symptoms. The device that caused it was installed correctly and for a good reason, which is exactly why nobody suspects it.
The two mechanisms the whole regime exists to stop are also defined plainly. Back siphonage is reverse flow caused by supply pressure falling below the pressure in a private plumbing system. Back pressure is created when heating systems, elevated tanks or pressure producing systems push a customer system above supply pressure. One is the main losing pressure. The other is your building gaining it.
The Symptom List for a System That Has Been Closed Without Anyone Noticing
El Paso is a city where a large number of properties have an irrigation system, therefore a backflow assembly, therefore a non return device between the main and the house. Add a pressure reducing valve or a softener and the count goes up again. None of that is a fault. All of it is good practice, and the utility requires some of it.
What it changes is the physics of the hot water. In an open system, water that expands as it heats pushes gently back toward the main. In a closed one it cannot, so the pressure rises until something gives it somewhere to go. The relief valve on the heater is designed to be that somewhere, which is why a valve that weeps after a device was fitted is a symptom rather than a defective valve.
None of this is a reason to avoid the device. It is a reason to expect the second half of the job. Where a closed system is created deliberately, the accompanying work belongs in the same visit rather than in a callback three months later, and the diagnosis starts with establishing which non return devices are actually on the property. On an El Paso house that has changed hands twice, that is a genuine survey question and not a guess.

What we refused to state, and why. No water, wastewater or stormwater rate or fee amount, and no ponding credit value, because no current rate schedule was read. No hardness figure and no lead or copper result. No production, treatment or desalination capacity figure, because that plant is not the subject of this page and no figure was verified for it.
