The Line You Cannot Move
Who Actually Supplies Water and Sewer on the Grand Strand
The City of Myrtle Beach is explicit about its footprint. Its Public Works Department states that the Water and Sewer Divisions provide water and sewer service to areas east of the Intracoastal Waterway, from the former Myrtle Beach Air Force Base on the south end to Ocean Creek on the north end, and that as the retail arm for those services the divisions install and maintain water and sewer lines, above ground water storage tanks and below ground sewer pumping stations. That is a boundary drawn with a waterway, an old air base and a creek rather than with a city limit line.
The Grand Strand Water and Sewer Authority tells the other half of the story. It states that in the early 1970s its founders saw the need for clean, potable water and sewer services in the rapidly developing non-municipal area east of the Intracoastal Waterway in Horry County. So both bodies started on the same side of the same waterway, one serving the incorporated ground and one serving everything around it.
The authority did not stay there. It states that from that limited service area it has expanded to provide services from the North Carolina line to parts of Georgetown County, and rural areas west of the Waccamaw River. It also states that it provides contractual services to five of the county municipal water and sewer utilities and two public water companies. It does not name those five, and neither does the city, so this page does not name them either. If you want to know whether your own town buys from the authority, ask your town.
The practical effect is simple and it is the first thing to establish before anyone quotes you for a repair. Look at the utility line on your monthly bill. - Is your irrigation on the same line. Irrigation piping and fixtures are named as not served under the programme, which matters in a region where almost every lawn is on a system.

- Have you ever put a petroleum product in that box. The authority warns never to use kerosene, gasoline or other petroleum based products to get rid of fire ants in a water meter box, because those chemicals can permeate the plastic service line and contaminate the water supply.
That last item deserves a moment. It is a warning about a domestic habit rather than about plumbing, and it describes a route by which a homeowner solving an ant problem contaminates a drinking water line. Fire ants are a fact of coastal South Carolina life, and the tempting fix is the one the utility explicitly tells you not to use.
The programme also carries a clause that changes what you should do in the first ten minutes of a bad day. On damage to your property caused by your own water or sewer service line, including a sewer backup in service lines beyond the perimeter of the building, the authority states that the customer will be reimbursed for reasonable costs directly resulting from actual damages, and that the amount of reimbursement shall be determined by a qualified independent adjuster, selected by the authority, prior to any repairs being made.
Prior to any repairs being made. If that programme is on your bill and water is moving through your house, the sequence that protects the money is to stop, photograph, and make the call, rather than to have someone start cutting. That is the opposite of the advice almost every plumbing page gives, and it is what the published terms say.

The authority publishes a short set of figures on its own history page. They are worth knowing because they explain why a body that began as a rural stopgap now sets the terms for so much of the coast.
The authority also states that its assets now exceed 1,134,000,000 dollars and its annual revenues exceed 206,000,000 dollars, and that Horry County has grown from a population of 70,000 in 1970 to over 397,000 today. Those are the numbers of a full sized regional utility rather than a rural cooperative, which is why its published terms carry the weight they do.
We do not publish water rates, sewer rates, tap fees or impact fees for this area. The city states that its Engineering Division calculates water and sewer tap and impact fees, and the authority publishes rate pages of its own, but no rate figure has been quoted here because no rate schedule was read in full. Ask your own utility for the current sheet before budgeting a connection.

What to Do When a Grand Strand Sewer Backs Up
The authority publishes an instruction that is unusually direct about money, and it is the single most valuable sentence on any Grand Strand utility page for a homeowner standing over a backing up floor drain.
- Call the utility before you call the plumber. The authority states it plainly. Call before you call your plumber, let them look at the problem first to determine responsibility, and do not take chances and incur costs for a plumber when the utility may be able to fix the problem for free. That is the publisher of the sewer telling you not to spend money yet.
- Expect somebody to actually come. The authority states that its personnel are available around the clock to investigate sewer backups, and that they will either advise the customer if it is a problem that occurred outside the authority responsibility, or provide corrective action if the problem is within it. The department also publishes a Master Trade Card Process and Application document and a Trade Permit Application. We have not quoted their contents. Both are PDF forms whose text did not extract cleanly, and a requirement half read is worse than one not read at all.
Codes and the Clock
Which Code Applies, and When the Inspector Can Come
South Carolina sets the code centrally and the city enforces it. The city states that in October 2021 the South Carolina Building Codes Council adopted the latest editions of the mandatory codes and appendices with modifications, to be enforced by all municipalities and counties in South Carolina, and that the implementation date for local jurisdictions was 1 January 2023. So the plumbing code your job is inspected against is a state adoption with state level modifications, not a Myrtle Beach invention.
That matters more than it sounds. The city Utility Billing Division publishes a sequence of consequences for a late utility bill, and one of them changes what a plumbing emergency looks like. If the monthly bill is not paid on or before the due date, the city states the account is subject to a five percent penalty on water and sewer charges. If it remains unpaid ten calendar days from the due date, the city states the account becomes subject to a recurring twenty five dollar service charge for each utility bill and to disconnection of service, under a numbered section of the city code.
Then comes the part worth writing on the fridge. The city states that beginning 1 February 2025, any customer account that incurs water service interruption due to non payment will receive reactivation of water service the following business day after the amount due plus any service charges are paid in full, and that there will be no same day reactivation of service regardless of payment.
Regardless of payment. A household that gets disconnected on a Friday and pays immediately is looking at the next business day, not the next hour. If you are already dealing with a failed water heater or a leak, an interruption for a separate billing reason turns a one problem week into a two problem week, and no plumber can shorten it.
The city also states that a meter reinstallation fee may be added where a meter has been removed for non payment, and that it is priced according to the size of the water meter. The authority states that its fats, oils and grease programme exists to reduce the possibility of blockages and overflows, that grease entering the sewer solidifies into masses ranging in size from marbles to cantaloupes which must be removed periodically, and that it requires commercial food preparation operations to have a grease interceptor with a minimum capacity of one thousand gallons.
For a restaurant on the Grand Strand that thousand gallon floor is a design constraint rather than a suggestion, and it sits between the kitchen and the sanitary sewer line, usually under a parking area. For a household the same physics applies at a smaller scale, which is why the standing advice is to let cooking fat cool and bin it rather than rinse it.
