The difference in one sentence: in Puerto Rico a building is normally designed to hold its own water. A cisterna at ground level, a tanque on the roof, a pump between them. On the mainland that arrangement reads as preparedness. Here it is ordinary equipment, plumbed in as routinely as a water heater, and understanding why explains most of what is distinctive about plumbing on the island.
Cisterna, Tanque and Bomba as Normal Building Equipment
The mainland assumption behind almost every plumbing article ever written is that water arrives continuously at a usable pressure and that the only storage in the building is the water heater. Remove that assumption and a great deal changes. The building needs somewhere to keep water, something to lift it, and a way to keep working when the supply stops. That is the standard Puerto Rican arrangement rather than an upgrade to it.
The two common stores behave completely differently and the difference matters more than most people realise. A ground level cisterna holds a large volume but sits below the fixtures, so it needs a pump to be useful. A roof tank holds less but sits above the fixtures, so it feeds by gravity and keeps working when there is no electricity. Many buildings have both, and the sensible design fills the roof tank from the cisterna rather than relying on either alone.
That makes the pump a critical component rather than an accessory, and it changes the maintenance conversation. A household on continuous mains pressure can ignore its plumbing until something leaks. A household running on stored water has moving parts: a pump with a service life, a pressure switch, a float or level control, a check valve that will eventually fail and let the roof tank drain back down. Every one of those is a component that stops the water even though nothing has burst.
Storage also changes water quality management. Water that sits has a different problem profile from water that moves. Tanks need to be sealed against insects and light, cleaned on a schedule rather than when something is noticed, and fitted with an overflow and a proper inlet arrangement so that what goes in is what the utility delivered rather than whatever landed on the roof.
The Utility Publishes Its Interruptions, and Households Plan Around Them
Water and sewer service on the island is provided by the Autoridad de Acueductos y Alcantarillados de Puerto Rico, serving municipalities from San Juan and Bayamon through Ponce, Caguas, Arecibo, Mayaguez, Aguadilla, Humacao, Fajardo, Guayama and out to Vieques. It publishes water quality reporting, and it publishes planned service interruptions in advance with the sectors affected and an expected duration.
Reading those notices is instructive. A single treatment plant taken out of operation for maintenance can take sectors of several municipios off supply for a stretch of hours, and that is a normal, announced, well managed event rather than a failure. It is exactly the kind of thing a utility should publish. But it also explains, without any need for editorialising, why a household here treats storage as basic infrastructure: the interruption is scheduled, foreseeable and survivable if the building holds water, and disruptive if it does not.
The practical reading for a property owner is straightforward. Know your storage volume in terms of days rather than gallons, because days are what you actually plan in. Know which fixtures still work when the pump is off. Know whether your roof tank refills automatically when supply returns or whether somebody has to do something. Those three answers turn an announced interruption into a non event.
Check the notices before you plan work. The Autoridad de Acueductos y Alcantarillados publishes planned interruptions and water quality information. Scheduling plumbing work that needs the supply on for a day when your sector is scheduled off is an avoidable waste of everybody time.
Who Is Licensed to Do the Work
The Junta Examinadora de Maestros y Oficiales Plomeros
Puerto Rico licenses the plumbing trade through the Junta Examinadora de Maestros y Oficiales Plomeros, which sits within the Secretaria Auxiliar de Juntas Examinadoras at the Departamento de Estado, in Viejo San Juan. It is a board of five members and it is not a recent creation: the legal basis it publishes is Ley Num. 88 de 4 de mayo de 1939, as amended, together with Num. 15 of 8 July 1957.
That date is worth pausing on. Puerto Rico has been examining and licensing plumbers as a distinct regulated trade since 1939, which puts it ahead of a number of United States jurisdictions covered elsewhere in this directory. West Virginia, for example, only required a statewide plumber licence from 2009. Anybody who assumes territorial regulation is thinner than state regulation should look at the dates before assuming.
The structure of the examinations is where this board does something genuinely unusual, and it is the single most useful thing a property owner here can know about credentials. There are two levels, oficial plomero and maestro plomero, and each one is examined in three separate parts rather than one.
Examen Teorico. The written examination on code, standards and principles, taken separately for the oficial level and again for the maestro level.
Examen Practico. A separate practical examination. Knowing the answer and being able to execute the work are tested as two different things rather than assumed to travel together.
Examen Plano. A third, distinct examination on plans. No other licensing regime described anywhere in this directory examines drawing and plan reading as its own standalone component at both levels, and it tells you the board expects a licensed plumber to be able to work from and produce documentation, not only to install.
Examinations are scheduled through the board designated testing provider and licence applications are handled through a credentialing service, both linked from the board page. For a property owner the practical instruction is the same as everywhere else in this directory, only with a Spanish vocabulary: ask whether the person is an oficial or a maestro, and verify it with the Junta Examinadora rather than taking a card at face value.
What this page deliberately does not state. Experience hours, apprenticeship duration and the requirements attaching to each level are not given here, because the official board page fetched for this article does not state them. It publishes the board, its legal basis, its members and its examinations. Anything beyond that belongs to the board, not to us.
How the Buildings Are Made
Reinforced Concrete Changes Every Access Decision
The dominant construction method on the island is reinforced concrete, for extremely good reasons that have to do with wind and with termites. It also has a consequence for plumbing that mainland practice never has to think about: a great deal of pipe is not run through a hollow wall. It is cast into or chased into the structure itself.
That single fact reorganises the economics of a repair. Where a mainland technician opens a stud bay, cuts a section out and closes it up, the equivalent here means breaking into structural concrete, working in a confined chase and making good afterwards with materials that match. Access is the expensive part, not the pipe. It follows that anything which reduces the number of openings is worth real money, which is why accurate location work before anybody picks up a breaker is not a luxury here but the core of the job.
It also changes what a sensible repair strategy looks like over a building lifetime. When opening the wall is the dominant cost, opening it once to renew a whole run is frequently better value than opening it three times over five years to fix three separate faults on the same tired line. That is the same logic behind repiping decisions everywhere, but the arithmetic is far more lopsided when the wall is structural.
Concrete construction plus a warm humid climate produces one more pattern worth naming. A slow leak inside a concrete element does not announce itself the way a leak in a timber wall does. There is no soft spot and no sagging. Instead you get efflorescence, a persistent damp patch that never dries, staining that returns after painting, or unexplained movement on the meter. What Keeps a Building Working When Services Stop
Hurricane Maria in 2017 is the event that turned a regional habit into a universal one. This page is not going to retell that, and it is not going to quote restoration statistics it cannot source. What is useful, and what is entirely within the scope of a plumbing page, is the building physics: which parts of a water system keep working when electricity stops, when supply stops, or when both stop together.
The answer is unusually clear cut. Gravity works during a power cut and pumps do not. A roof tank with water in it will feed fixtures below it whatever the grid is doing. A ground cisterna, however large, is inert without power to the pump, unless there is a manual draw off point or an alternative supply to the pump. That distinction is the single most consequential design decision in a Puerto Rican house, and a great many buildings have plenty of stored water and no way to move it.
Three practical questions follow from it, and they are worth answering before anything happens rather than during. Does the building have any gravity fed store at all, or is every drop behind a pump. If the pump is the only route, is there a generator or battery arrangement that actually includes the pump circuit rather than just the fridge and the lights. And is there a safe, sanitary way to draw from the cisterna by hand if everything else fails.
After any flooding event the sequence is the same everywhere and it matters here: treat submerged gas appliances as replacements rather than as drying projects, disinfect and test any store that took surface water, and do not restore service to a system that has been under water until somebody has looked at it. Municipios, and Why There Is No Chip Grid on This Page
Every other page in this directory ends with a list of communities drawn from search demand data. This one cannot, and saying so is more useful than faking it. The dataset behind those lists contains no genuine Puerto Rico plumbing searches at all. What it does contain are traps: rows for Arroyo that resolve to Arroyo Grande in California, rows for Dorado that are brand names, and a set of San Juan rows that turn out to be San Juan County in New Mexico, Utah, Colorado and Washington. Puerto Rico does not have counties. It has 78 municipios.
So the geography here is named from the utility service listing rather than from keyword data, and it is offered as orientation rather than as a coverage claim. The San Juan metropolitan area, including Rio Piedras and Bayamon, holds the densest concentration of buildings and therefore of plumbing work. Ponce anchors the south, Mayaguez and Aguadilla the west, Arecibo the north coast, Caguas the central valley, and Humacao, Fajardo and Guayama the east and southeast. Vieques and Culebra are island municipios with their own logistics entirely, in the way that any small island within an island system has.

Several pages in this directory decline to claim same day coverage across large or remote states, and this one goes further because the honest position is further.
What is genuinely on offer is the reference material. Water that sits will always need more attention than water that moves.
Because the wall is usually structure. Most construction on the island is reinforced concrete, so pipe is chased into or cast within the building rather than run through a hollow stud bay. Access, not pipe, is the dominant cost. That is why accurate detection before anybody breaks concrete pays for itself, and why renewing a whole run in one opening often beats three separate repairs.
Work out whether any of your stored water can reach a tap without electricity. Gravity works in a power cut and pumps do not, so a building with a full cisterna and a pump on the only route has water it cannot use.
