Plumber Pittsburgh Homeowners Hire, and Who Actually Licenses Them

Ask three simple questions about the plumbing at a Pittsburgh address and you get three different governments. The pipe in your street belongs to a city authority. The waste goes to a regional authority that serves eighty three municipalities. And the permit, and the licence of the person holding it, come from the county health department.

That last one is the unusual part. In most American cities a plumbing licence is a building trade credential. In Allegheny County it is a public health credential, issued by the Health Department, renewed on the plumber own birthday, and enforced through a county plumbing code that sits in the human health regulations rather than in a construction code.

Everything below comes from what the county health department and the regional sewer authority publish. Where a source could not be read, and one large one could not be, we say so and leave the number out rather than filling the gap with something borrowed.

The Regulator

The Health Department Licenses the Plumber and Inspects the Work

The Allegheny County Health Department Plumbing Program inspects and permits new or modified residential and commercial plumbing installations for compliance with its own Plumbing Code, Article XV. It issues licences for Apprentice, Journeyman and Master Plumbers on passing an examination, and it renews those licences annually on the plumber birthdate rather than on a common calendar date.

The examination itself is not a formality. The department administers plumber exams twice a year, in spring and fall, to qualified applicants, and states that exams are administered over two days and that applications must be submitted on time in order to sit. A county that runs a two day trade examination twice a year is not treating the licence as a registration fee.

The scale of the inspection programme tells the same story. The department reports that approximately 40,000 plumbing inspections are conducted throughout the county each year, carried out in phases beginning with the roughed-in plumbing and ending with a final inspection at which a Certificate of Final Inspection is issued.

The rule that changes how your job runs. The Plumbing Program states that it requires a representative from the plumbing contractor to be present during the inspection, to answer any questions or concerns and to sign the inspection report. That is not the norm elsewhere. It means a contractor who books the inspection and does not attend has not finished the job, and it is worth confirming in advance that whoever you hire intends to be there.

There is one more rule and it is a genuinely unusual kind of rule. The Plumbing Division states that it will no longer be permitting partial lead line replacements or repairs to lead water service lines, and that all lead water service lines must be replaced with approved materials and inspected by the division. Most regulators tell you when you need permission. This one has taken a technique off the table entirely, which settles an argument households in older cities have been having for years.

Where It All Goes

One Pipe for Sewage and Rain, and a Tunnel Being Bored Underneath

Much of older Pittsburgh runs on combined sewers, meaning one pipe carries both sanitary waste and stormwater. In dry weather that is efficient. In heavy rain the same pipe has to carry everything falling on every roof and road as well, and there is a limit to what any pipe can do.

The regional response is run by ALCOSAN, the Allegheny County Sanitary Authority. It publishes that it has 83 customers, the municipalities that rely on it to treat their wastewater, that nearly 900,000 people live within them, that it maintains approximately 90 miles of interceptor sewers feeding a 59 acre treatment plant on the North Side, and that the service area covers more than 310 square miles.

Its Clean Water Plan is described as a $2 billion programme intended to reduce combined sewage overflow by 7 billion gallons per year and to eliminate sanitary sewage overflows, through regionalization, plant expansion, source control and a regional tunnel system. The tunnel work is specific: over 16 miles of new wet weather tunnel, 40 regulators, 31 shafts and about 4 miles of consolidation sewer, sitting at roughly 120 to 150 feet below ground and connecting to an existing network of about 31 miles of deep tunnel interceptors and over 200 combined sewer regulators.

None of that changes the physics in your basement. A tunnel system reduces what reaches the rivers. It does not stop a surcharged public main from pushing back up a lateral into the lowest fixture in your house, and the defences against that are yours: a backwater valve, roof and yard drainage kept out of the sanitary line, and a lateral in good enough condition that it is not the weak point.

Because the licence, the permit and the inspection all sit with the county rather than the city, the questions worth asking here are different from the ones that work elsewhere. Nine of them, in the order they actually come up.

  • Is the licence a county licence, and is it current?The Health Department issues Apprentice, Journeyman and Master Plumber licences and renews them annually on the plumber birthdate. A licence from somewhere else is not the licence this work needs.
  • Which grade is on it?Apprentice, journeyman and master are three different things. Ask which one is attached to the person who will actually be standing in your house.
  • Is the permit being filed with the Health Department?All types of plumbing permits and plans can be filed online through the county Citizen Access Portal. If somebody tells you the permit comes from the city building office, ask again.
  • For commercial work, has the plan been pre-approved?The county states that commercial plumbing plans can be filed online after undergoing pre-approval through the Commercial Plan Review process, and that approval from a commercial plans reviewer is required before filing.
  • Will the contractor attend the inspection?The Plumbing Program requires a representative from the plumbing contractor to be present during the inspection and to sign the inspection report. Confirm that before the appointment is booked, not after.
  • Is the inspection sequence phased?Inspections run in phases from roughed-in plumbing to the final. Work that gets covered before its phase is inspected is work that may have to be uncovered again.
  • If a lead service line is involved, is all of it going?The division states it no longer permits partial lead line replacements or repairs to lead water service lines. A quote that proposes to replace only part of one is a quote for work the county will not permit.
  • Has 811 been called before anything is rodded?The county specifically raises cross boring in connection with clearing a building sewer or building drain, and directs people to call 811 first. A gas line bored through a sewer decades ago is invisible until a cutter finds it.
  • Where is the Certificate of Final Inspection?It is issued at the final inspection. It is the document that proves the work was done under permit, and it is the one you will want when the house is sold.

That list is short because the county has made the rules unusually clear. The value in it is that almost every one of those checks is answerable before any money changes hands, and each of them is a question a legitimate contractor here will answer without hesitating.

It is worth seeing how unusual this arrangement is. In Charlotte, the same three questions about pipe ownership, wastewater and permits all return the same answer, a single county government. In Pittsburgh they return three different bodies operating at three different scales, and knowing which one to call is genuinely half the job.

Pittsburgh is a city of slopes, and elevation is a plumbing variable rather than a view. A water system serving hilltops and river flats within the same few miles has to be delivered in pressure zones, and the practical result is that houses at the low end of a zone can see static pressure high enough to shorten the life of everything downstream of it.

The symptoms of that are easy to misread. Toilet fill valves that fail every couple of years, supply hoses that weep at the connection, a water heater relief valve that discharges without the heater ever overheating, and taps that hammer when they close are all pressure symptoms rather than component quality symptoms. A gauge on an outside tap costs almost nothing and answers the question in five minutes, and where the reading is high the answer is a pressure reducing valve rather than another round of replacements.

The housing is old by American standards across large parts of the city, which means the materials are the old ones. Galvanized supply that has closed up from the inside, so the complaint is lost pressure rather than a leak. Cast iron drainage that scales and then cracks. Clay laterals with joints that roots find and open. Terracotta and brick in the oldest ground of all. None of that is a reason to panic, and all of it is a reason to survey a line on camera before agreeing to any excavation.

Winter adds the last layer. Basements here are real basements, which is good news for freeze protection and bad news when a lateral surcharges, because the lowest fixture in the house is the one the water finds. Unheated crawl spaces, garage walls and porch hose bibs are where freeze failures actually happen, and the cheapest winter job in this city is still an insulated cover on an outside tap and a shut-off found before December rather than during a thaw.

The last six entries are deliberately not the City of Pittsburgh. Wilkinsburg, Mount Lebanon, Bethel Park, Ross Township, Millvale and McKees Rocks are separate municipalities with their own governments, and Mount Oliver is a borough entirely surrounded by the city. In many parts of the country that would change your permit office. Here it usually does not, because the plumbing permit comes from the county health department either way, and the regional sewer authority serves the great majority of these places too.

That is a rare piece of good news for anyone living on a boundary. The thing it does change is the municipal side: street opening permits, road restoration requirements and stormwater rules stay local, so a job that involves digging in a public street still has to satisfy whichever municipality owns that street.

The first job is always to find out what you actually have, because a blockage, a scaled barrel, a bellied section and a collapsed joint all present the same way at the fixture and cost wildly different amounts to put right.
