The city sets out three connection rules and they get progressively less negotiable. Water only connections, it states, may be allowed. Sewer only connections are prohibited, except in the case of public health concerns where a failing septic system cannot be repaired, and even then county approval is required. And then the sentence that decides most jobs: if water and sewer are both available, the requestor must connect to both utilities.

Read that as a plumbing budget rather than as a policy. A property on a well, sitting on a street where both mains now run, cannot solve a failed septic system by taking sewer alone and keeping the well. The published rule brings the water connection with it, which means a second tap, a second meter and a second set of internal work that nobody had planned for.

There is a second gate underneath that one and it is bigger. The city states that the property must be within the extra territorial jurisdiction of the merger community, and that where a property lies outside the jurisdiction, connection to utilities cannot be made without annexation of the property into the appropriate jurisdiction. Getting mains water can mean becoming part of a town.

None of this appears in a plumbing quotation, because it is not plumbing. It is the ground the plumbing sits on, and it is published in one place by one utility for all seven communities. If your address is anywhere other than inside Raleigh itself, establish which of these applies before a design is drawn.

Before You Are Even Allowed to Apply

  • Is the property inside the jurisdiction at all? If it is outside, the published position is that connection cannot be made without annexation, which is a much larger decision than a plumbing one.

The city also states that availability can be established in advance by email, and asks for the address, which utilities you plan to connect to, and the size and type of service required. That is a cheap first move and it happens before any of the four preconditions matter.

Applications themselves go through the city permit and development portal, and the city gives a specific instruction for finding the right one: select permits, type the name of the town you are seeking permits for, and choose the request for water and sewer connections in that town. The application is filed with Raleigh but indexed by the town you are actually in.

An overflow that runs unreported does environmental damage, and the utility is buying the minutes between somebody noticing and somebody official knowing. The incentive is aimed at the person walking past a manhole, not at the person whose house is affected.

The practical reading for a household is simpler. If you see sewage surfacing anywhere in these seven communities, the correct first action is a phone call rather than a plumber, and the call may be worth fifty dollars. If it is your own line, you have lost nothing but a few minutes.

Raleigh draws the boundary in the conventional place, which after several of the more exotic arrangements on this site is genuinely reassuring. The division states that it performs emergency repair and replacement of public hydrants, water valves and drinking water mains, and that it teams with water quality staff to perform annual flushing of the distribution system. Leaks or damage to fire hydrants, water mains and water valves are reported to its published number.

The service life figure is the interesting one, because utilities rarely publish design lives at all. The city attributes it to the recommendations of the American Water Works Association and the Insurance Service Office, and conditions it on regular maintenance. A hydrant is not a permanent object, it is a fifty to seventy five year object that is being actively kept alive.

On the wastewater side, the utility describes the sanitary sewer system as the network of underground pipes carrying wastewater from sinks, toilets, showers, bathtubs and interior floor drains to the wastewater treatment plant, where it is cleaned and treated before discharging into the Neuse River. Everything that goes down a drain in these seven communities ends up in one river, which is the honest reason the grease rules exist.
