Plumber Lansing: The One City Where the Lead Question Ends at the Meter
Almost every plumbing page written about an American city has to hedge on lead. It has to say that the service line running from the main to your building might be lead, that the utility probably does not know, and that the only way to find out is to dig. In Lansing that hedge does not apply, and the reason is a twelve year civil engineering programme that finished before most of the country had started one.
In December 2016 the Lansing Board of Water and Light replaced its last active lead service line. The work began in 2004, removed 12,150 active lead service lines, and cost $44.5 million. That made Lansing the second water utility in the United States to have removed all of them, after Madison, Wisconsin. The utility owns the connection from the water main to the meter, so the half of the problem that homeowners elsewhere cannot see or price was never the homeowner’s to solve here, and it is now finished.
Which is exactly why this page is not mostly about lead. When the outdoor half of a problem closes, the whole of the remaining risk moves indoors, onto solder joints, brass fittings, faucets and any galvanised run still buried in a wall. A good plumber lansing households call for is now working almost entirely on the private side of a boundary the city has already cleared. Below is what is actually documented about that boundary, about the softened water that runs through it, and about the reimbursement programme that will pay for a backwater valve if, and only if, you do the steps in the right order.
What Finishing the Lead Programme Actually Changed for a Lansing Homeowner
The BWL states plainly that there is no detectable lead in its drinking water when that water leaves the conditioning plants. Lead in tap water is therefore not something the system delivers to you. It is something the water can pick up on the way through metal it sits against, and after 2016 the only such metal left in the chain is on your side of the meter.
That is a genuinely different starting position from the one on our Ann Arbor page, where the honest answer to what your service line is made of is that no complete list exists, or from Grand Rapids, where the build year of the house is still doing most of the predictive work. In Lansing the build year of the house tells you about the plumbing inside it and nothing at all about the pipe in the verge.
The utility did not simply declare the job done, either. Under state and federal Lead and Copper Rule requirements it verified service line materials at nearly 400 randomly selected homes and businesses by 16 October 2024, and those verifications confirmed the absence of any remaining lead service lines, galvanised lines requiring replacement, or lines of unknown status.
The verification method is worth knowing because it is the same excavation you would pay for
To carry out those checks, BWL personnel excavated a minimum of eighteen inches in both directions from the curb stop: eighteen inches from the curb stop toward the main, and eighteen inches from the curb stop toward the building. They then inspected the service line at the interior, up to the first shutoff valve or eighteen inches inside the building, whichever distance was shorter.
If you ever need to establish what a pipe is made of on a Lansing property, that is the protocol a regulator accepted, and it is a useful specification to hand a contractor. It also quietly tells you where the ambiguity always sits. A curb stop is not a material boundary. It is a valve. The pipe can change material within a few feet of it in either direction, which is why the utility dug both ways rather than assuming symmetry.
One more thing that is easy to misread. An action level is not a health limit and it is not measured at your tap. Compliance is assessed on the 90th percentile of a sampling round across the system. A single high result at a single address does not put a utility in exceedance, and a utility passing does not mean every tap in the city passed. Those two facts are not in tension, they are simply answers to two different questions. BWL sampled for lead and copper in summer 2023, monitors on a three year cycle, and had its next round scheduled for 2026.
The practical consequence for a household is short. The pipe in the ground is settled. The lead risk you can still act on is the solder at a joint, the brass in a valve body, the faucet itself and any galvanised section left in the wall. The 2014 lead free law limited how much lead new faucets and fittings may contain, but it did not go into anybody’s house and change what was already fitted. That is a job for a leak detection and pipe inspection visit, not for a utility programme.
Lansing Drinks Groundwater, and That Shapes Three Common Service Calls
Michigan is surrounded by surface water and Lansing uses almost none of it. The BWL supply comes from 112 wells at roughly 400 feet, feeding two water conditioning plants, distributed through 834 miles of water main to about 166,000 residents plus roughly 40,450 wholesale customers.
Deep groundwater in this part of Michigan arrives hard and carries dissolved iron. Both of those facts turn into telephone calls, and neither of them is a fault in your plumbing. Knowing which is which saves a call-out fee more often than any other single piece of local knowledge on this page.
The wholesale figure matters more than it looks. A system that also supplies neighbouring customers runs bigger flow swings than a system that does not, and flow swings are what dislodge material already sitting in a main.
Orange or brown water is usually the main, not you
BWL attributes the orange, yellow or brown water complaint to iron that accumulated inside cast iron water mains and then got picked up by a large change in flow. Main breaks, repairs, replacements, routine flushing and firefighting all do that. The utility says the discoloration is not a health threat, and that waiting an hour or so and then flushing the tap for ten minutes will usually clear it. If it is still a problem after twenty four hours, that is when the utility asks to hear from you.
There is an important exception and it is the one that belongs to a plumber rather than to the utility. If the discoloration shows up at only one faucet and clears once you run it, BWL points at rusting galvanised piping inside the house and tells the customer to consult a plumber. That is the diagnostic split in a sentence. Whole house and after a flow event means call the utility. One fixture and repeatable means the pipe feeding that fixture is corroding from the inside.
Softened, but Not Soft, and Harder in August
Both conditioning plants use a lime soda process. BWL states that it removes approximately 85 per cent of the hardness and that the remaining hardness is approximately 98 milligrams per litre, or 5.7 grains per gallon. The utility also publishes a small internal inconsistency worth noting rather than smoothing: elsewhere it describes the finished water as averaging about 97 parts per million of hardness. One or two units either way changes nothing you would do about it, and we print both rather than quoting whichever is tidier.
The seasonal note is the useful part, and very few utilities publish anything like it. BWL says the hardness target is consistent through the year but may be higher during summer months, because high demand brings harder water wells into service.
What 5.7 grains means when you are choosing equipment
Around 5.7 grains per gallon is a moderate figure. It is high enough to scale a water heater element and to fur up an aerator over a few years, and low enough that a softener is a comfort decision rather than a rescue. What the seasonal note adds is a warning against setting a softener once, in March, and never touching it. If the incoming hardness rises in July because the utility is running different wells, a unit calibrated to the winter figure will regenerate less often than the water now requires.
The same applies to the appliance most exposed to it. Scale forms fastest on the hottest surface in the building, which is the element or the burner plate in the water heater. If a Lansing tank has never been flushed, that is where the years went. - Milky or cloudy water that clears from the bottom upward is air, usually after a main break, a main isolation, or the use of certain wells in the BWL system.
- Cloudiness that clears from the top downward is calcium carbonate, the product of the softening process, picked up by a large change in flow.
- Neither is hazardous and both should disappear within hours.
- If it persists at one tap, the utility suggests removing and cleaning the aerator screen on that faucet before assuming anything worse.
That single observation resolves a category of call that otherwise ends in an unnecessary filter purchase. It also explains why the same house can produce cloudy water in one month and not the next without anything having changed indoors.
Staining follows the same logic. BWL says its water contains low levels of dissolved iron, which oxidises and settles out over time, and that a yellow, orange or black stain below the water line in a toilet bowl is that iron. It suggests checking the cistern, where iron also accumulates. Pink or orange slime around a shower or a sink is not a water quality problem at all. It is an airborne bacterium that grows on moist surfaces carrying soap residue, and the utility recommends ventilation, wiping surfaces down and regular cleaning rather than any treatment of the supply.
The Basement Backup Protection Programme Pays Well and Punishes Bad Sequencing
The City of Lansing runs a Basement Backup Protection Programme, known as B2P2, to help eligible property owners reduce the chance of sewage backing up into a basement. It launched as a pilot in 2013 benefiting fifteen homes and has since been reworked to make the process easier for owners.
The money is genuinely substantial. The City reimburses 100 per cent of the first $1,000 of eligible cost and 75 per cent of the eligible cost above $1,000, to a total reimbursement of $4,750. The City prints its own worked example: on an actual cost of $2,500 the reimbursement is $2,125, being all of the first $1,000 and three quarters of the remaining $1,500.
Eligibility is ownership of property within Lansing city limits, and it explicitly includes rental property owners, not just owner occupiers.
Read the cap twice, because it does not work the way these caps usually work
Reimbursement is limited to one total payment of $4,750 per property owner and per property. If two or more individuals or businesses jointly own a property, the total maximum for that property is $4,750 between them. And if an individual or a business owns more than one property, that individual or business is entitled to a total maximum of $4,750 regardless of how many properties they own.
That second clause is the unusual one and it changes the arithmetic for anybody with a small portfolio in Lansing. A landlord with four houses does not have four ceilings. They have one. The sensible consequence is to spend the entitlement on the property with the worst history rather than to split it thinly, and to do that before the entitlement is used up on a minor job somewhere else.
The programme also tells you what a competent scope looks like. The City describes the typical approach as installing a backwater valve, meaning a check valve, to stop sewage coming back up, together with a sump pump to handle the house’s own foundation and groundwater drainage. Those two go together for a reason. A backwater valve that closes during a surcharge also stops your own water leaving by that route, so the building needs somewhere else to send it while the valve is shut.
The order is a condition, not advice
Before applying, the owner has to hire a licensed plumber or contractor to do the work, and that plumber or contractor has to obtain a plumbing permit from the City of Lansing’s Building Safety Office. Once the installation is complete it also has to be inspected by the Building Safety Office, and that inspection has to be approved, before the application is submitted at all.
The application then has to carry four attachments: an itemised project invoice from the licensed contractor or plumber, proof of payment by the property owner, a copy of the plumbing permit issued by the Building Safety Office, and proof of an approved final inspection.
Every one of those four can be lost after the fact. An unpermitted installation cannot be retro-permitted into eligibility, a cash job produces no proof of payment, and a lump sum invoice that says “backwater valve installed, $2,400” is not itemised. This is the single most common way good work fails to attract the money attached to it.
Why Lansing Has a Programme Like This at All
Lansing has a long running combined sewer overflow separation effort, now carried under the Lansing Wet Weather banner, which reconstructs and reconfigures infrastructure so that sanitary flow goes to treatment and storm water goes to outlets and streams. The scope of that work includes abandoning deteriorated combined sewers, lining others so they can serve as storm sewers, installing new sewer and water lines, and installing lateral lines to existing buildings so that roof drains can be separated from sewer lines within those buildings.
That last item is the one that reaches into private property, and it is the reason a city level programme exists to subsidise private valves. A separation project changes what the pipe under your street is for. Until the private side catches up, a building can still be plumbed as though the old arrangement were in force.
What to establish about your own building before you spend anything
A backwater valve is the correct answer to a surcharging public sewer. It is the wrong answer to a blocked private lateral, because a blockage between your building and the main will fill the lateral and back up regardless of which way a valve is facing. Those two failures feel identical from inside a basement and they have opposite fixes, so the order of investigation matters as much as the order of paperwork.
A camera survey of the lateral answers it. If the line is clear and the backup coincided with heavy rain across the neighbourhood, the public system surcharged and a valve is worth having. If the line is obstructed by roots, a sag or a collapse, then sewer line repair is the actual job and a valve fitted first would simply have moved the standing water. If it is grease or scale rather than structure, a drain cleaning visit clears it and the camera goes back in afterwards to confirm nothing structural was hiding behind the blockage.
The sequencing point is worth stating in money terms. Because B2P2 pays out once per owner up to $4,750, spending part of that entitlement on a valve that was never going to fix your particular failure mode is not a neutral mistake. It is a permanent reduction in what the City will contribute to the fix that would have worked.
Two Utilities, Two Boundaries, and They Are Not the Same Line
Lansing is unusual in that water and sewer are not run by the same organisation. Drinking water comes from the Lansing Board of Water and Light, a municipally owned utility, while sanitary sewer and storm water sit with the City of Lansing’s Public Service department. That means a property has two service boundaries with two different owners on the far side, and the answer to “whose pipe is this” depends on which pipe you are pointing at.
On the water side the BWL’s own description of the lead replacement work states the position directly: it replaced the connection from the water main to the meter, which the BWL owns. So the utility side of the water service runs to the meter, and what happens past the meter is the property owner’s, including the internal shutoff and everything beyond it.
On the sewer side the private lateral is the property owner’s to keep flowing, which is the ordinary arrangement across Michigan and the reason a backup nearly always begins as a private diagnostic rather than a public one. We are deliberately not quoting a Lansing ordinance section number for that, because the City’s sewer pages did not render a citable text to any method we used this session and we will not invent one. What is documented, and what the programme paperwork proves, is that the City expects a licensed plumber to pull a permit for work on the private side, and that it inspects that work before it will pay toward it.

Reading the table across rather than down is the point. A single event in a basement can touch three of those five rows at once, and the first useful question is never “what is broken” but “which of these five things did the water come from”.
Where the Lansing Arrangements Stop Applying
Everything above is specific to property inside Lansing city limits served by the Board of Water and Light. The boundary matters more here than in most metros, because Greater Lansing contains several separately governed places whose arrangements are their own.
East Lansing is a separately incorporated city with its own water system and its own combined sewer history, and none of the BWL figures on this page describe it. During the keyword work behind this page East Lansing had to be stripped out by hand for exactly that reason. Delta Township, Delhi Township, Meridian Township, Grand Ledge, Okemos, Holt, Haslett, Dewitt, Mason and Charlotte each sit under their own arrangements too, and several are on township or private wells rather than on a city system at all.
A property on a private well has no meter boundary to argue about and no utility owned service line, which sounds simpler and is not. It means the pressure tank, the pump, the pressure switch and the water quality are all yours, and that a hardness figure published by BWL tells you nothing whatever about your own supply.
- Confirm who bills you for water. A BWL bill means the lead replacement history and the softening figures above are about your supply. Any other biller means they are not.
- Confirm the property is inside Lansing city limits, not merely in a Lansing postal address. B2P2 eligibility is drawn on city limits, and postal boundaries are not municipal boundaries.

It depends on whether it is the whole house or one fixture. BWL attributes whole house discoloration to iron that accumulated in cast iron mains and was picked up by a large change in flow, from a main break, a repair, flushing or firefighting. If it happens at only one faucet and clears when you run it, that is different. The utility itself points at rusting galvanised piping inside the home and says to consult a plumber. That is a private pipe corroding, and it will get worse.

Read the cap carefully. It is one total payment of $4,750 per property owner and per property. Joint owners of one property share a single ceiling, and an owner of several properties is still entitled to $4,750 in total regardless of how many properties they own.
The order is a condition of the money, not a suggestion. Two quick tests settle it. Look at who bills you for water, because a BWL bill is what makes the lead history and hardness figures on this page yours. And confirm the property sits inside Lansing city limits rather than merely carrying a Lansing postal address, because B2P2 eligibility is drawn on the municipal boundary.

The distinctive thing about plumbing work in Lansing is that the city has already removed one large uncertainty and replaced it with a set of documented procedures. The service line question is answered. The hardness figure is published, including its seasonal caveat. The reimbursement is generous and its conditions are written down. What is left is doing the work in the order the paperwork requires and diagnosing the right failure before spending a one-time entitlement on it.
