The exceptions are published and short. Propane gasfitters, where the county recognises and honours insured to work propane gasfitter certificates. Pump installers. Water conditioner. Well drillers. Nothing on that list helps with an ordinary bathroom, kitchen or heating job.
The County Says A Permit Is Required For All Plumbing And Gasfitting Work
The wording is unqualified. A permit is required for all plumbing and gasfitting work, and the Bureau of Plumbing and Gasfitting Inspections states separately that all plumbing and gasfitting work requires a permit and inspection. No dollar threshold is published, no like for like replacement carve out is published, and no fixture count below which the rule stops applying is published.
That is a stricter published position than most of the country and it changes how a quote should be read in Towson. A price that does not mention a permit is either including one silently or is being given by somebody who is not going to pull one.

One more published detail belongs here because it explains something Towson residents complain about and often misdiagnose as a plumbing fault in their own house. The county states that all water mains installed prior to 1957 are unlined cast iron pipe, that corrosion has accumulated within those pipes over the years, and that it breaks loose from time to time during heavy water usage conditions.
So discoloured water at a Towson tap is frequently a street problem rather than a house problem, and the county guidance is to run the water at the house if discoloration occurs. That is worth trying before anyone is paid to look at your pipework, because a plumber cannot fix a 1950s unlined main.

Baltimore County carries the same announcement at the top of both its plumbing inspections page and its plumbing permit application page, which is usually a sign a department expects to be arguing about it. Effective 1 January 2026, all new dwellings that will use existing water service must be upgraded to a minimum of a one inch water meter and a one and a half inch service.
The phrase that does the work is new dwellings that will use existing water service. This is not only about a house on a greenfield plot with no connection. It reaches the case where a dwelling is new but the service is not, which is a knockdown and rebuild, an infill, or a replacement house on an existing lot.
If you are budgeting one of those in Towson on the assumption that the water connection is already dealt with because there has been a house on the site for sixty years, this rule is the line item you have not costed. Confirm the current requirement with the bureau before relying on it, because dated announcements are exactly the kind that get superseded.
What Baltimore County Will Send A Plumbing Permit Application Back For
The county states plainly that if any required documents are missing from a submission, the application will be returned for completion. Two of those are sequencing requirements rather than paperwork requirements, and they are the ones that cost weeks. Groundwater Management comes before the plumbing application on a septic job, and the DPWT acknowledgement comes before the grinder pump is installed. Getting either the wrong way round means starting again.
The Half The County Does Own
A Sewer System With 107 Pumping Stations And Two Thousand Grinder Pumps
Having handed the water to Baltimore City, the county runs a substantial wastewater operation of its own. It publishes responsibility for 224 pumps located at 107 sewage pumping stations, one community sewage treatment plant, three treatment and water distribution systems, and approximately 2,000 grinder pump stations.
That grinder pump figure is the one worth holding onto, because it connects directly to the permit rules above. Two thousand properties in the county are on a pump rather than on gravity, each one is a mechanical device with a failure mode, and the county requires a specific acknowledgement form before another one is installed.
The Emergency Sewer Service unit runs seven days a week from six in the morning until half past one the following morning. It relieves sewer house connection stoppages in the public portion of the lateral pipe through a visible clean-out provided on the property, and states that it will attempt to locate clean-outs on the property where one is not obvious.
The County Will Mop Your Basement, And It Will Dye Test Your Sinkhole
Buried in the same published duty list are two things almost no utility offers and which are worth knowing exist. The Emergency Sewer Service unit states that it mops basements in the event of a sewer main overflow, and that it provides immediate response to dangerous or potentially dangerous conditions and will make the situation safe until corrective action can be taken.
Separately, the Inflow and Inspection unit on 410-887-7428 dye tests sinkholes to determine whether they are related to county utilities. If a hole opens in a Towson garden the question of whether it is the county sewer or something else is answerable by the county, at the county, before anybody excavates on a guess.
The Maintenance unit inspects sanitary sewer mains, house lateral connections and storm drains by closed circuit television, and opens mainline stoppages during the day. The county administers its own examinations for plumbing, gasfitting and disposal contractor licensing, and issues licences and certificates for plumbers, gasfitters and contractors including on site utility, disposal system and water pumps, plus liquid propane reciprocal certificates. It is a full licensing authority, not a registration desk.
The Renewal Windows Open On Different Dates For Different Trades, And Close
Two published renewal periods run on different dates. Utility contractors renew from one date, and plumbing, gas, disposal system, drain and sewer, and liquid propane contractors renew from a later one. The county adds a line that matters more than either date: renewals can only be submitted during the renewal period.
It also states that all renewals must be completed online by the licensee only, using the existing licence number, and that only the licence or certificate holder can submit an application for a licence or certificate. An office manager cannot renew on a plumber behalf.
For a homeowner that is not paperwork, it is a currency question. A licence that lapsed because a window closed cannot be quietly renewed late by somebody else in the office, which is a reason to ask when a contractor last renewed rather than only whether they hold a number.

The inner county ring
Lutherville, Timonium, Rodgers Forge, Idlewylde, Loch Raven Village, Parkville, Carney and Perry Hall. Same county rules, same bureau, same nine inspectors by district.
West and south county
Pikesville, Owings Mills, Randallstown, Catonsville, Arbutus, Dundalk, Essex and Middle River. County again, and none of them a municipality.
Baltimore City, marked as different
An independent city in no county whatever, with its own government and its own rules. It borders Towson closely and shares a name with the county, which is the boundary trap here.

And the Bureau of Utilities landing page, a different county page, assigns main breaks, repairs and maintenance to Baltimore City outright with no county involvement mentioned. We print all three statements and assert none of them. On a main break, expect to meet both governments.
REFUSED: the source of Towson drinking water. Baltimore City runs the supply, the city public works water page did not resolve for us this session, and we are not going to name a reservoir, a river, a treatment plant or a watershed from anywhere else. Several obvious candidate names sit unclaimed on this page on purpose.
