Three Plants, Three Trains

How Des Moines Water Works Actually Makes Drinking Water

The utility runs three treatment plants and they do not treat water the same way, which is unusual and turns out to be the whole reason it can cope with a difficult river. Fleur Drive is the largest at 75 million gallons a day. The L.D. McMullen plant at Maffitt Reservoir handles 25 million. Saylorville handles 10 million with room to expand to 20.

Fleur Drive is the flexible one. It can draw from the Raccoon River or the Des Moines River, and also from an infiltration gallery, a series of underground pipes running through Water Works Park beside the Raccoon that collects shallow groundwater. In an emergency it can pull up to six billion gallons from Saylorville Reservoir. Plant operators and laboratory staff choose whichever source is running cleanest that day.

McMullen does not take river water at all. It draws from six radial collector wells and one horizontal well set in the coarse sand and gravel formation beneath the Raccoon, so the ground filters the water before it reaches the plant. Saylorville takes two radial collector wells along the Des Moines River and puts that water through ultrafiltration and then reverse osmosis.

The detail that changes a household decision. Two of the three plants run lime softening as a core treatment step, which the utility says removes hardness along with germs and bacteria, and the third strips hardness ions out through reverse osmosis. Des Moines water has already been softened before it reaches you. That does not mean a household softener is never justified, but it does mean the question deserves an answer rather than a reflex.

The rest of the train is straightforward. Fleur Drive adds a powdered carbon pretreatment to reduce dissolved organic matter from decaying vegetation and from agricultural and municipal wastewater discharges upstream. Sand and gravel filtration follows the softening at both of the older plants. Fluoride and chlorine go in last, with sodium hydroxide for pH adjustment at Saylorville.

On the ground that becomes more than 1,400 miles of pipe, 10,000 fire hydrants, 9,700 valves, ten storage tanks and ten booster pumping stations. The state-certified laboratory runs 50 to 150 tests a day on treated water and a further 50 to 60 on the untreated sources, and monitors for cyanotoxins, PFAS, neonicotinoids and pharmaceutical and personal care products.

The federal maximum contaminant level for nitrate in drinking water is 10 milligrams per litre. In the season the utility documented most closely, the Raccoon River was measuring almost 17.0 milligrams per litre and the Des Moines River 14.0. Both source rivers, in other words, were running above the standard that finished water has to meet.

Finished water still met every drinking water standard, because the treatment described above exists precisely to make that true. But it is worth being clear about what that means: the compliance margin here is manufactured daily by plant operations rather than inherited from a clean source.

Demand is the variable that squeezes it. The utility publishes average demand across its treatment facilities at 55 million gallons a day, rising to between 80 and 85 million in warmer months, and attributes much of that increase to lawn watering and other outdoor use. When demand climbs, the plants have to lean harder on river water, which is exactly the source carrying the nitrate.

Those figures come from a particular season and rivers change week to week. The utility publishes live river readings, and current data is the only data worth acting on, so treat the numbers here as an illustration of the mechanism rather than as a description of today.

One honest note on scale. The utility says on one page that the two rivers supply more than 500,000 central Iowans, and in its own news release describes itself as serving approximately 600,000. Two publications of the same organisation give different figures, so we will say more than half a million and leave the precise number to them.

What makes this genuinely worth reading is that the utility published the measures it took, in order, as nitrate rose through a spring. It is an escalation ladder, and knowing where the system currently sits on it tells a household whether their own water use matters that week.

  1. Blend the sources. The first move is to lean on whichever water is cleanest, mixing river water with lower nitrate supplies so the combined flow entering treatment starts from a better place. This costs nothing extra and buys the most room, which is why it comes first.
  2. Run the reverse osmosis capacity harder. Next the utility maximises production at the plants that use reverse osmosis filtration, because those membranes remove nitrate ions directly. That capacity is finite and expensive to run, so it is a lever rather than a solution.
  3. Draw on stored low nitrate water. Third comes water held in reservoirs, lakes and underground storage wells, which has not been carrying the current runoff. This is banked resilience being spent, and once it is spent it takes a season to rebuild.
  4. Start the nitrate removal facility. The dedicated facility uses an ion exchange process on a portion of the flow, which is then blended back with the rest of the filtered water to keep the finished product safely below the standard. The utility dated the start of that operation to 6 May in the season it documented, which tells you it is a deliberate escalation rather than a permanent state.
  5. Ask households to stop watering. The final rung is the one a resident can actually pull. The utility forewarned central Iowans that they might need to reduce or hold off on lawn watering altogether, and its chief executive said plainly that if lawn watering picked up, the utility might be unable to meet the nitrate standard.

Read the ladder once and the plumbing implications fall out of it. An irrigation system that runs a leaking zone at three in the morning is not just wasting your money in this city; it is consuming treatment capacity that is being rationed. The same is true of a running toilet, a dripping outside tap or a pool that loses more than it should.

It also explains why the region reorganised itself around the problem. Central Iowa Water Works is a cooperative regional authority formed by twelve communities, rural water agencies and utilities to handle water system planning, drinking water treatment and wholesale delivery for central Iowa. Its members named in the utility own release are Ankeny, Clive, Des Moines Water Works, Grimes, Johnston, Norwalk, Polk City, Urbandale Water Utility, Warren Water District, Waukee, West Des Moines Water Works and Xenia Rural Water District.

The practical consequence for a household in the metro is that your water may be produced by one organisation, delivered by another and billed by a third, and the drinking water standard is met at a regional level rather than at a city one. If your address is outside the city limits, ask who your retail provider actually is before assuming any of it.

City permit sites publish a handout for every problem they deal with repeatedly, which makes the forms index an honest map of the local housing stock. Venting is spelled out to a level most cities leave to the inspector: six inches clearance to combustibles for single wall metal, one inch for double wall B-vent, minimum 26 gauge for single wall galvanized and 22 for aluminium connectors, three screws per joint with no tape of any kind, joints in the direction of flow, and connectors sloped upward at least a quarter inch per foot. Combustion air is set at fifty cubic feet per 1,000 Btu of input.

On permits the city is direct. A permit is required for the installation, homeowners can obtain permits for work on their own residence, and otherwise a state licensed plumbing or mechanical contractor is required.
