Plumber Valparaiso: The Local Rules That Change What Water Costs
Valparaiso bills water on a declining block and sewer on a flat rate, which means the more water you use the more of your bill is sewer. It draws that water from well fields rather than a river, and the analysis it publishes shows why that matters indoors. And once a year it opens a three month window in which the sewer charge is discounted, with one specific warning attached that is worth real money to anyone who owns a pool.
Every number on this page is published by Valparaiso City Utilities or the City of Valparaiso. Where we have divided or multiplied those numbers, the sentence says so. Where two City pages disagree with each other, we say that as well rather than quietly picking the one we prefer.
Nothing here claims an office, a crew, a response time or a guarantee of ours in Valparaiso. It documents the local rule set, which in this city is unusual enough in three separate places that knowing it changes what you do and when you do it.
The Summer Sprinkling Rate Reduction
Three discounted months, and one sentence that catches pool owners
Every residential customer who has received at least three bills before June gets a reduced sewage rate for three months. The discount is applied to water consumed in June, July and August, which shows up on the July, August and September bills. That schedule was set on 22 April 2024.
The baseline is not a guess. The discounted sewer charge is calculated on your average water usage across the previous six billing cycles, meaning November, December, January, February, March and April. Winter water is water that went down a drain. Summer water often went onto a lawn, and the City stops charging you sewer treatment on the difference.
Anyone who has occupied the premises for less than three months, and therefore has not received three bills before June, is not eligible. There is no partial version.
What filling early actually costs, in our arithmetic
Put a number on it, because the warning is easy to skim past. A twenty thousand gallon pool is about 2,674 cubic feet, which is about 26.7 hundred cubic feet, the unit Valparaiso bills in. At the inside city sewer rate of $5.47 per hundred cubic feet, the sewer charge alone on that fill is about $146. That calculation is ours, using the City published rate.
That is $146 of treatment charge on water that is sitting in a pool in your garden and will never see the wastewater plant. The water charge is payable either way. The sewer charge is the part that turns on a phone call and a date.
The practical sequence is short. Ring the utility, confirm your route has been read for the period, confirm you are covered by the sprinkling average, then fill. If you are opening the pool in late May rather than June, that call is the difference. The same logic applies to any large one off draw such as filling a new irrigation system or a large water feature.
It is also the reason to fix a running toilet before June rather than during the summer window. A leak inside the house during the six winter billing cycles raises the very average that sets your summer discount, so it costs you twice: once on the winter bills and again on a weakened summer reduction. Winter is the expensive season to ignore a leak in this city, and leak detection before the baseline period matters more here than it does in most places.
The Rate Structure
Water gets cheaper by the block. Sewer does not.
From 1 July 2026, inside city limits, water is $3.96 per hundred cubic feet for the first 2,000 cubic feet, $3.19 for the next 8,000 and $2.49 for the next 10,000. That is a declining block, so each additional slice of water is cheaper than the one before it.
Sewer does not decline. Class One users pay a flat $5.47 per hundred cubic feet inside the city, on top of a base charge set by meter size. A five eighths inch or three quarter inch meter carries a $23.43 monthly sewer base charge inside the city.
Our division of those published figures: sewer is about 1.4 times the first water block and about 2.2 times the third. So as consumption rises, the sewer share of the marginal cost rises with it. In practical terms, a leak in Valparaiso is a sewer bill with a water bill attached, not the other way round.
Everything above is the inside city rate. Outside users pay $4.55, $3.66 and $2.86 for the same three water blocks and $6.29 for sewer, with a $26.92 sewer base on the smallest meters.
The outside city premium is a flat fifteen per cent, and it is on everything
Compare the two columns and the pattern is consistent rather than arbitrary. Our arithmetic on the published pairs: $4.55 against $3.96 on the first water block is about 14.9 per cent. $6.29 against $5.47 on sewer is about 15.0 per cent. $26.92 against $23.43 on the small meter sewer base is about 14.9 per cent. The same premium applies to every line.

Read that ladder before you upsize a meter. Going from a one inch to a one and a quarter inch meter more than doubles the monthly sewer base charge, from $54.21 to $122.11 inside the city, before a single cubic foot moves. On a light use commercial account that fixed jump can outweigh whatever pressure problem prompted the upsize.
Two other charges are worth knowing in advance. A bill unpaid fifteen days after its due date attracts a deferred payment charge of 10 per cent on the first three dollars and 3 per cent on the excess. And the miscellaneous fee schedule, in effect since 1 January 2016, lists a $30 service fee, a $75 overtime turn on and a $40 returned payment fee.
The overtime turn on is the one to plan around. If a repair means the water has to go off and the job runs past normal hours, that $75 is avoidable by scheduling rather than by negotiating.
The Boundary Problem
Not everyone inside Valparaiso is on Valparaiso utilities
This is the detail that makes generic advice wrong here. The City states that certain customers live in areas where Valparaiso City Services provides only water, or only sewer, or in some cases a flat rate, and it publishes which areas those are.
Beauty Creek and Windsor Park customers are on City water while Aqua provides their sewer. Aberdeen, Eagle Ridge and Autumn Oaks are on City water while the Nature Works Conservancy District provides sewer. Valparaiso Lake Area Conservancy District direct customers are affected by water adjustments only. Damon Run Conservancy District sewer customers sit outside the City rate adjustments entirely.
And the City gives you a way to check without a map. It states that account numbers with exceptions will usually start with an 05 or an 06. If your utility account begins with either of those, do not assume the standard rate sheet, the standard contact number or the standard rules apply to both halves of your service.
That two digit tell is worth more than it looks. It decides who you ring at two in the morning when a lateral backs up, and it decides whose rate table your bill was actually built from.
The Water Itself
Twenty three grains per gallon, and the plant is not going to fix it
Valparaiso is a groundwater city. The utility runs two water treatment plants and four well fields, with three elevated storage tanks and four ground storage tanks, serving roughly 36,000 customers in the city and outlying communities.
Its published water analysis puts average hardness at 400 parts per million, which it also states as 23 grains per gallon, with a pH of 7.3. For scale, that is close to three times the hardness of the Arlington, Virginia supply documented elsewhere on this site. Twenty three grains is very hard water by any conventional scale.
The same table shows what treatment does and does not do, and the contrast is the useful part. Average iron falls from 1.7 parts per million in the raw water to 0.03 at the tap. Average manganese falls from 0.2 to 0.02. Hardness is 400 in the raw water and 400 at the tap.
So the plants are removing the two things that stain fixtures and laundry, and they are not softening. Hardness is not a treatment failure here. It is a design boundary, and everything past that boundary is on the property owner.
What twenty three grains does to hardware, and what to do about it
Hard water is not a health problem and we are not going to present it as one. It is an equipment problem, and at 23 grains per gallon it is a fast one. Scale accumulates on heating elements and in tank bottoms, shortens water heater life, blocks aerators and shower heads, and slowly narrows the bore of horizontal runs of pipe carrying hot water.
- Water heaters deserve annual flushing here rather than occasional flushing. Sediment at the bottom of a tank is an insulator between the burner and the water.
- Tankless units in this city need descaling on a schedule, not on symptoms. The manufacturer interval assumes softer water than Valparaiso has.
- Aerators and shower heads are consumables, not fittings. Cleaning them is a routine task, and a sudden pressure complaint at one fixture is usually scale, not the main.
- If you install a softener, size it against 23 grains per gallon and your own household use, and ask the installer to show you that arithmetic.
One further observation from the published analysis, and it is ours rather than the City own statement. Average phosphate reads 1.9 parts per million at the tap and is not listed in the raw water at all, so phosphate is added during treatment. Adding orthophosphate is a standard corrosion control and sequestration practice in water systems, but the City does not state its purpose on that page and we are not going to attribute one to it.
The utility publishes an annual Water Quality Report, currently back to 2021 on its site, plus separate material on the Lead and Copper Rule. Those are the documents for any question about health or about lead service lines, and this page defers to them rather than summarising them second hand.
The Collection System
230 miles of sewer, and rain is part of the design problem
The wastewater collection system runs to roughly 230 miles of sewer lines ranging from six inches to seventy two inches in diameter, with almost 5,000 manholes and 32 lift stations. The Collections and Distribution department is at 1855 Joliet Road and is on call 24 hours a day.
The City is explicit that maintenance exists to maximise the wastewater flow the system can carry, especially during rain events. Its published maintenance schedule includes cleaning catch basins and inlet covers, cleaning combined and sanitary sewer lines, maintaining areas with potential damage or obstructions, preventing further obstructions, and televising combined sewer lines.
Note that combined sewer lines appear twice in that list, in cleaning and in televising. Where a sewer carries both wastewater and stormwater in one pipe, heavy rain can push the hydraulic grade line up, and a basement fixture can back up during a storm with nothing whatsoever wrong indoors. If your backups correlate with weather rather than with use, that is the pattern to describe when you report it.
The distribution side, and an honest note about two City figures that disagree
On the water side the same department maintains the delivery network, with approximately 1,800 fire hydrants, 4,000 valves and storage tanks, and it oversees construction of new subdivisions and services, locates underground infrastructure, repairs existing infrastructure and inspects new and repaired service lines. That last duty is worth knowing before you dig: a repaired service line is inspected, so it is not a job to bury quickly.
The reason to flag that rather than smooth it over is simple. On a page whose whole value is that its numbers are the City own numbers, quietly choosing between two official figures would be the one thing that undermines everything else on it.
For a blocked line, a backing up floor drain or a lateral that has finally given up, the choice between drain cleaning and sewer line repair is normally settled by a camera. In a city that televises its own combined mains as routine practice, asking for the same evidence on your own lateral is a reasonable request rather than an upsell.
The annual test that has a thirty day paperwork deadline attached
Valparaiso requires backflow prevention on all water accounts that are not single family residential. The City names apartment complexes, commercial and professional buildings and irrigation systems as examples.
The requirement is not local invention. It cites State Rule 327 IAC 8-10, under which the customer shall install and maintain in working order at all times any cross connection control device. The device must be inspected at the time of installation and then at intervals not exceeding one year.
The part that gets missed is the reporting deadline rather than the test itself. Reports must be submitted to the public water system within thirty days of the inspection date. A device that was tested on time and reported late is still a compliance problem, and the fix is to make the tester responsible for filing rather than for handing you a certificate.
The utility publishes a Cross Connection and Backflow Prevention Program and takes questions on 219-462-6174. The Meter Department, four representatives strong, also handles high consumption concerns, faulty meter and equipment questions, meter upgrades, and plumbing and meter installation questions from customers and builders. That last line is a genuinely useful free resource before a new build or a meter change.
Illegal connections are an ordinance matter, and the City actively looks for them
Chapter 54 of the Valparaiso Code of Ordinances addresses illicit and illegal discharges and connections to the storm drainage system. The City runs an Illicit Discharge Detection and Elimination plan under its MS4 programme, and when illicit discharges are detected they are eliminated and recorded.
Detection is not passive. At least annually, each outfall is inspected during dry weather, with additional monitoring on outfalls in areas containing significant industrial facilities and in areas that rely on on site wastewater treatment. Conditions, observations, findings and actions are documented, and anything unexplained is investigated to find the source.
Dry weather screening is precisely the method that finds a private cross connection, because in dry weather a storm outfall should not be flowing. That makes this a plumbing question rather than an environmental one for any property owner with a sump pump, a footing drain, a floor drain in an outbuilding or a condensate line whose destination nobody has ever actually traced.
The City Engineering Department has been GPS mapping storm sewers, septic systems, MS4 outfalls, food services, industrial facilities, gas stations, car washes and automotive and truck services. Since 2004 the City and Valparaiso University have jointly conducted annual biological and chemical monitoring of waterways in the Salt Creek Watershed, extended from 2011 to parts of the West Branch of Crooked Creek and Flint Lake watershed.
There is a Report a Polluter programme for illegal dumping, illicit discharges and poor erosion control, reachable on 219-462-1161. If you inherit a mystery pipe with a property, that is a better first call than a guess.
A third of the buried infrastructure is over fifty years old
The rate case is unusually well documented and it explains the phased increases rather than leaving them to be resented. The City states that a number of its water and wastewater treatment process units and conveyance systems are between 35 and 60 years of age, and that this does not include ground infrastructure, of which one third is more than 50 years old and nearing the end of operational effectiveness.
The Utilities Board of Directors began engineering design work in 2022 with consultants Arcadis US, DLZ and Stantec to finalise construction plans for major improvements at both the water and the wastewater utilities. The Common Council approved the resulting rate adjustments 7 to 0 on 22 April 2024, under Water Ordinance 8-2024 and Sewer Ordinance 9-2024, with rates in effect from 1 July 2024. The storm water rates were separately amended effective 13 March 2017 under Ordinance 7-2017.
The rates quoted on this page are the Phase III figures effective 1 July 2026, which is the phase currently published. Because the structure is phased, a figure quoted from an older article or an older bill will be wrong rather than merely out of date, and the ordinance number is the way to tell which schedule you are looking at.
For a household, the useful implication is about aged pipe rather than about money. In a system where a third of the buried infrastructure has passed fifty years, the private lateral that connects to it was very often installed in the same decade by the same methods. Age on the public side is a reasonable prompt to look at your own side.
How Valparaiso compares with the other cities documented here
Valparaiso and Arlington, Virginia both protect customers from paying sewer treatment on irrigation water, and they do it in opposite ways. Arlington caps sewer at your winter use all year round. Valparaiso opens a three month discount window instead, calculated on a six month winter average, and closes it again. Arlington protection is automatic and continuous. Valparaiso protection has a start date you can miss.
The rate shapes are opposite as well. Arlington tiers water upward, so heavy use is punished. Valparaiso tiers water downward, so heavy use is discounted, while sewer stays flat. Against St Louis, where most homes are unmetered and both bills are computed by counting fixtures, Valparaiso is a fully measured city where the meter is the whole argument.

Most likely because one of you is outside the city limits. That pattern points at the system rather than at your fixtures. Valparaiso’s published sewer maintenance schedule names combined sewer lines twice, for cleaning and for televising, and the City states that maintenance exists to maximise flow especially during rain events. The City. Refused and left blank rather than estimated: the monthly minimum charge allowances, because the published column is headed hundreds of cubic feet allowed and shows 300 against a five eighths inch meter, which cannot be reconciled with a minimum charge of $27.78 at $3.96 per hundred cubic feet, so the table is not interpreted here.
Also refused: every plumbing permit and inspection fee, because the City building department fee schedule was not among the pages read; the lead service line inventory and any replacement timeline, which sit in the separate Lead and Copper Rule material; every constituent value in the annual Water Quality Report, which was not opened; and the boundaries of the conservancy district service areas, which are published only as a map that was not read.
Also deliberately not covered: the utility site hosts a collection of external advocacy material about water fluoridation.
