Drain Cleaning Chicago: When the Rodding Is Evidence Rather Than a Repair

There is a programme in this city under which the Department of Water Management will repair a broken private drain at no cost to the owner. It applies only where the break is under the public way, and it is unlocked by a specific, ordinary, unglamorous act: cleaning the line.

That changes what drain cleaning Chicago work is for. On a house that qualifies, a rodding and camera visit is not simply an attempt to clear a blockage. It is the procedure that produces the finding, in front of the one witness whose presence the city requires.

Do it in the wrong order, without that witness, and the finding does not count. The pipe is no less broken and the city is no less willing, but the route to the free repair has closed for that visit.

The City Will Pay for the Repair, and Will Not Pay for the Proof

The Department of Water Management states that the City may repair sewer drain tiles coming from private residences of up to four units that are broken under the public way, which it defines as the area from the city sidewalk to the centre of the street. Tiles proven to be broken under the public way will be repaired by the City at no cost to the property owner when the conditions are met.

The conditions are one sentence long and they are the whole programme. A licensed sewer contractor must be hired to rod and make a video inspection of the drain line, and the contractor must schedule a review by a sewer inspector.

The City is unusually direct about why an owner has to hire somebody when the City is going to do the work anyway. The private sewer drain is wholly owned by the homeowner, not the City. The licensed contractor determines whether the drain needs a simple rodding or whether there is a break. And to qualify, a House Drain Inspector must be present at the time of the rodding and televising, to confirm the location of the break.

Read that as an evidence rule rather than a bureaucratic one. The City is not asking for a report afterwards. It is asking to be in the room while the finding is made, because the whole question the programme turns on is one of position: is the failure inside the property line or under the street. A recording handed over later answers that less convincingly than an inspector watching the camera go past the wall.

The consequence for an owner is that the cheapest possible first move, calling somebody to clear a slow line, is also the move that either preserves or destroys a claim worth the price of a street excavation. Nothing about a blocked drain announces that, and the flyer that explains it is left by a crew that only visits after the service request is made.

Six steps, and each one has a specific thing that goes wrong if it is taken out of turn. The programme is not difficult, it is just unforgiving about sequence.

File the service request first

The route begins with a Water in Basement service request to 311, which is passed to the Department of Water Management. Skip it and the city crew never comes, so nobody ever establishes that the main in the street was working.

Let the city eliminate the main

A crew is dispatched to verify the main sewer in the street is working properly. If it is, there may be a problem with the property private sewer drain and the crew leaves the programme flyer. That elimination is the fact everything after it rests on.

Book the inspector before the visit

The homeowner or contractor calls 312.747.4591 to schedule a House Drain Inspector. Booking after the rodding is the commonest way to be technically right and still outside the programme.

Rod and televise on the same visit

The published requirement is rodding and televising with the inspector present, so that the location of the break is confirmed while somebody from the city is watching. Two separate appointments are two chances for the witness to be absent.

Check eligibility before spending

Non-commercial residential up to and including four units may qualify. New construction, rehabbed buildings and commercial or mixed-use properties do not. Finding that out after the camera work is an avoidable expense.

Get three estimates anyway

The Department recommends receiving at least three estimates and verifying a contractor licence on 312.744.3155. That is city advice rather than ours, and it is worth following even when the city may end up paying for the excavation.

Two City Pages Disagree About Whether Cleaning Your Own Drain Needs a Permit

This one is worth stating carefully, because it is a live disagreement between two arms of the same city and it decides something a household actually does.

The Department of Buildings publishes a list of nine things a sewer permit is required for. Connecting to a public sewer or sewer structure. Constructing or altering one. Constructing, altering or repairing a private sewer or sewer structure. Discharging into one. Discharging to a waterway. Lining one. Rodding a public sewer or sewer structure. Sealing or abandoning any public or private sewer or sewer structure. Videotaping a public sewer or sewer structure.

Read that list closely. Repair is listed for private and public. Sealing is listed for private and public. But rodding and videotaping are both listed for public only.

The Department of Water Management, on its drainlayer licence page, states it differently. Prior to the start of any sewer work, permits are required for the construction, repair, adjustment, rodding or cleaning of any subsurface structure designed to collect or transport storm or sanitary waste water, either in private property or in the public way.

One page reads as though rodding a private line needs no permit. The other reads as though rodding or cleaning anything, anywhere, does. WE ARE NOT GOING TO RESOLVE THAT, BECAUSE WE CANNOT. Both statements are published by the City, they are current, and they point in different directions on the ordinary case of a homeowner paying somebody to clear a line.

What can be said without picking a side is practical. Sewer permits are only issued to licensed drainlayers, and since 1 January 2022 licensed plumbing contractors may obtain a courtesy drainlayer licence for the purpose of obtaining them. A drainlayer applicant must be bonded and insured and the licence fee is $125. Sewer work is inspected by the Department of Water Management even though the permit is issued by the Department of Buildings. And additional permits may be required from the Chicago Department of Transportation or from the regional wastewater agency depending on the scope and location.

So the safe reading, and the one a competent contractor already works to, is that whoever touches a Chicago drain should be able to hold a permit in their own name whether or not this particular job turns out to need one.

The Exception

The One Job You May Start Before the Permit, and the Thirty Day Clock on It

Chicago builds a narrow escape into its own sewer permit rule, and it is worth knowing because it is the only part of the regime that anticipates urgency.

A permit must be obtained prior to the start of work, with two exceptions. Work involving in-kind replacement of up to twenty feet of an existing sewer, and any amount of rodding of a public sewer, may be performed if the licensed drainlayer performing the work calls the Department of Buildings to notify them before beginning, and pays the applicable permit fee within thirty days.

Three details make that useful rather than trivia. It is a notification, not a request, so nobody is waiting for a decision. It is limited by length, at twenty feet of in-kind replacement, which is a real constraint on a long lateral under a wide parkway. And the fee follows within thirty days, which means the obligation survives the emergency rather than evaporating with it.

It quite often lets you take it afterwards, on a published clock, and then holds you to that clock. The building code version runs to the next business day. The sewer version runs to thirty days.

A note on scale. Anything counted as a regulated development under the city stormwater ordinance requires stormwater review and approval before a building permit or a sewer permit can be issued at all. The thresholds are large, fifteen thousand square feet of disturbed land or seven and a half thousand square feet of new at-grade impervious surface, so this is a commercial and development trigger rather than a domestic one, and it does not touch a household drain.

The Private Drain Program is generous inside its boundary and completely silent outside it. These are the lines the City draws, in its own terms.

How long a programme repair takes once approved NOT PUBLISHED IN WHAT WE READ. The City states it will schedule and pay. It does not state a timescale, and we are not going to estimate one somebody would plan around.

That exclusion list is doing real work in a city of two flats, three flats and mixed-use corner buildings. A four flat is in. A five flat is out. A shopfront with a flat above it is out. The building next door with an identical drain in identical ground may be on the other side of the line, which is why our Chicago city page keeps returning to the point that the building matters more than the neighbourhood.

Why Position Beats Diagnosis

Most camera surveys answer a question about condition. Is the pipe cracked, is it offset, has it lost its fall, is that a root mass or a grease shelf. Those answers decide what work is needed.

Under this programme the camera is answering a different question, and it is geometric. The city defines the public way as the area from the city sidewalk to the centre of the street. The finding that matters is whether the break sits inside that band or short of it.

That has a consequence worth planning for. A survey run purely to diagnose a blockage may stop as soon as the obstruction is found and cleared, because the immediate problem is solved. A survey run to establish position needs footage that ties the defect to a distance and, under this programme, needs the city inspector watching while it does so.

It also means the two most common Chicago drain narratives can be true at once. The line is old, cast iron scaled down to a fraction of its bore or clay with roots at every joint, and it needs work regardless. And separately, one specific failure happens to sit under the street, and that one is the city bill rather than yours.

Where a line is scaled rather than blocked, hydro jetting restores the full diameter instead of punching a channel through the deposit. Where the pipe has failed structurally, sewer line repair is the job. Neither of those changes what this page is about, which is making sure the visit that finds the problem is the visit that also proves where it is.

  • How many units does the building have?Up to and including four, non-commercial, may qualify. Five is outside the programme and so is anything with commercial space in it.

Under the Private Drain Program the City may repair sewer drain tiles from private residences of up to four units that are broken under the public way, at no cost to the owner, when the programme conditions are met. Because the private sewer drain is owned by the homeowner, not the City. The City publishes two answers and we are not resolving them. The Department of Buildings lists rodding a public sewer as a permit trigger, and does not list rodding a private one. The Department of Water Management states permits are required for rodding or cleaning any subsurface structure, in private property or in the public way. Both are current City statements.

It is the licence Chicago attaches sewer permits to. Sewer permits are only issued to licensed drainlayers, applicants must be bonded and insured, and the fee is $125. We do not know and we are not going to guess. The City states it will schedule and pay for the repair where the conditions are met, and publishes no timescale for doing so in the material we read. Ask the Department directly if the timing matters to a sale or a tenancy.

Then this programme is closed to you, by name. Commercial and mixed-use properties do not qualify, which means the whole drain, including the length under the street, is a private repair at private cost. That is the point at which a Chicago drain stops being a domestic problem and becomes a commercial one.
