The Plumber Naples FL Homes Need Knows What the New Permit Exemption Leaves Out

On 1 July 2026 a new Florida law took effect that exempts owners of single family homes, and their contractors, from having to obtain a building permit for work valued at less than $7,500. That is a real change and the city is required by state law to apply it. It is also the most misreadable headline of the year, because the published list of things the exemption does not cover names plumbing work outright, regardless of cost.

Electrical, plumbing, mechanical, gas and structural work all stay inside the permit system. So does any work on a property sitting partly or entirely inside a flood hazard area, which in this city is not a small category. Understanding that distinction is worth more than any amount of general advice.

The New Exemption, Read Properly

What HB 803 Changed in Naples, and What It Deliberately Did Not

The Florida Legislature enacted CS/CS/HB 803, which took effect on 1 July 2026 and establishes two new building permit exemptions for single family residential properties. The city has published guidance explaining when they apply and how to request them, which is itself a signal that the department expects confusion.

The first exemption covers minor residential work valued at less than $7,500. The city states it is required by state law to exempt owners of single family dwellings and their contractors from the requirement to obtain a building permit for that work. What follows immediately is the list of exceptions, and the exceptions are where most household jobs actually live.

Permit exemption exclusions for plumbing work in Naples Florida

The exemption checklist before you assume a job is exempt

  • Is it plumbing, electrical, mechanical, gas or structural work? If so the exemption does not apply, whatever the price. Structural is defined broadly here and includes railings, guards, pool barriers and fences, windows and doors, siding and soffits, roofing and elevated decks.
  • Is the property partly or entirely inside a flood hazard area as defined by the Florida Building Code? If so, the exemption does not apply to any of the work.
  • Is this genuinely one complete project? A construction project may not be divided into multiple smaller projects to stay under the threshold. The exemption applies only to complete single projects valued under $7,500.
  • Have you submitted the written request? The owner or contractor must send a written exemption request to the Building Department with a copy of the written contract, or other documentation demonstrating the nature and value of the work, using the published exemption request form.
  • Have you read the legal notice? The city states it has no legal duty to the owner, contractor, or their successors or assigns for any work performed under the exemption. Skipping a permit also means skipping the inspection that protects you.
  • Is it actually the flood panel exemption you are thinking of? That is a separate exemption with five conditions, and it is not available inside a Special Flood Hazard Area at all.

The second exemption covers voluntary installation of temporary hurricane and flood protection walls or barriers, and every one of its five conditions has to be met. The barrier has to be non load bearing and non habitable, on the property of a single family dwelling, two family dwelling or townhouse, built to mitigate or prevent storm surge or floodwater entering a structure, installed by a contractor licensed under Part I of Chapter 489 of the Florida Statutes, and compliant with local zoning, drainage, easement and setback requirements. If any one fails, the permit requirement stands.

One Department, Eight Divisions

Who Runs Water, Sewer and Irrigation Supply in Naples

The City of Naples Utilities Department describes its mission as maintaining the public water, sewer and irrigation infrastructure, and that third word is doing real work. Its divisions run to eight: Administration, Water Production, Wastewater Treatment, Water Distribution, Wastewater Collections, Utility Maintenance, Equipment Services and Solid Waste.

The water side is larger than the city itself. The water treatment plant is a 30 million gallon per day lime softening plant with filtration and disinfection, manned around the clock with a minimum of two operators per shift, and the service area extends beyond the corporate limits, serving approximately 18,000 water accounts and an estimated population of 62,000. Distribution runs to roughly 358 miles of water main sized from 2 to 30 inches, 4,900 valves and 1,928 fire hydrants, with 30 miles of raw water main feeding in from two wellfields.

The sewer side is smaller, and the difference is the fact worth carrying. The wastewater service area has approximately 9,000 accounts and an estimated population of 45,000, against 18,000 water accounts and 62,000 people on the water side. The city does not say what the difference is connected to, and neither will we. What it does mean is that being a city water customer here does not automatically make you a city sewer customer, and that is a question to settle at an address rather than assume.

Three pipe systems serving Naples FL properties

The Third Pipe

Reclaimed Water, Purple Hydrants and Why It Is Not a Detail

The wastewater treatment facility here is a 10 million gallon per day advanced waste treatment plant, which produces an effluent lower in nitrogen and phosphorous than conventional treatment. That effluent becomes reclaimed water, used primarily to irrigate golf courses, residential landscaping, parks and roadway medians, and it travels on its own network of 30 miles of distribution main with 637 electronic meters and 63 fire hydrants, supplemented from the Golden Gate canal and from aquifer storage and recovery wells on the plant site.

It is regulated as a slow rate land application system with public access under Florida Administrative Code chapter 62-610 Part III, which the city describes as the most stringently regulated class of reclaimed system precisely because the areas irrigated are meant to be used by the public. That regulatory class is the reason the rules around it are so specific.

Approved uses beyond irrigation include street cleaning, decorative fountains, ecosystem restoration and fire protection through purple fire hydrants. The uses that are not approved are named just as clearly: body contact recreation, drinking or cooking, and direct irrigation of edible crops or gardens that are not boiled or peeled before eating, although drip system irrigation of those is allowed.

A Published Timetable

When You Are Allowed to Water, and What Pressure You Will Get

Very few utilities publish the pressure they intend to deliver at a given hour. Naples does, on the reclaimed system, and it makes several household mysteries much less mysterious.

Published reclaimed water pressure schedule for Naples irrigation systems

  1. Potable irrigation runs on an odd and even calendar

Odd numbered addresses may water on Mondays, Wednesdays and Saturdays. Even numbered addresses may water on Tuesdays, Thursdays and Sundays. That is the frame everything else fits inside.

  2. The main window is overnight

All types of irrigation are allowed from 12:01am to 8:00am on your permitted days, which is why so much local irrigation equipment is set to run in the dark.

  3. The evening window is hand watering only

Between 5:00pm and 7:00pm the allowance is low volume hand watering using an automatic self closing nozzle, not a running hose and not a system cycle.

  4. Reclaimed water has its own tighter clock

No daytime watering on reclaimed. Irrigation is permitted before 10:00am or after 4:00pm only, with minimal hand watering during the restricted periods.

  5. The pressure changes with the clock

To manage demand, reclaimed water pressure is published as reduced to 75 psi from 8:00am to 11:00pm, and 95 psi from 11:00pm to 8:00am. A sprinkler that underperforms at midday may be reading a timetable rather than reporting a fault.

  6. Supplemental wells are encouraged where they exist

Facilities with a permitted supplemental irrigation well are strongly encouraged to use it where feasible, to offset reclaimed demand and reduce strain on the system.

The city also published, with an effective date of 18 February 2026, a reduction in bulk reclaimed water deliveries, with no bulk deliveries on Tuesdays and Fridays. That is quoted here with its date attached because restrictions of that kind change with conditions, and the utility is the place to confirm what applies this week.

One more fact from the same source is worth knowing before you buy fertiliser. The city states its reclaimed water provides 10 per cent of the total nitrogen needs of typical South Florida landscaping and 100 per cent of the phosphorous requirements for typical turf grass, so there is no need to add more phosphorous.

Sorted by Which Pipe It Is

Four Questions That Identify a Naples Plumbing Problem

Because there can be three separate pipe systems on one property here, the fastest diagnostic question is not what is wrong but which network the symptom belongs to.

1

Potable water

Drinking, bathing and cooking supply from the lime softening plant. Pressure problems, hidden leaks and meter questions live here, on a network of 358 miles of main and 4,900 valves.

Leak detection

2

Sanitary sewer

122 miles of gravity main, 2,924 manholes, 52.3 miles of force main and 120 pump stations. Backups, odours and lateral failures belong here, if you are on it at all.

Sewer line repair

3

Reclaimed irrigation

A separate main, a separate meter and purple hydrants. Weak sprinklers, timing problems and cross connection questions belong to this network, not to the drinking supply.

Fixture repair

4

Neither of the above

Water accounts outnumber sewer accounts here by roughly two to one, so plenty of properties in the wider area handle wastewater another way entirely.

Septic services

Answering that first question on the phone saves an hour on site, and it is the single most useful thing a Naples household can know about its own property.

Two boundaries decide more than the address does. The city water service area reaches beyond the corporate limits while the sewer service area is much smaller, and the reclaimed network reaches only part of both. Establishing which of the three serves a property is the first step on any job that involves digging.

What Gets Called Out Here

Naples Plumbing Work Homes and Businesses Book Through the Year

Leak detection leads here because a property with three pipe networks has three places a leak can hide, and the bill only tells you about one of them.

Sewer line repair and drain cleaning cover the sanitary side, and hydro jetting answers a main coated along its length rather than blocked at a point.

Septic services matter across the wider Collier County area, where the sewer network does not reach. Pool leak detection is its own discipline in a market with this many pools.

Repiping answers supply pipework failing along its length, water heater repair covers tank and tankless work, fixture repair covers the visible end, and burst pipe repair covers sudden failures.

Commercial plumbing covers the grease and interceptor side of a restaurant town, gas line services covers supply to gas appliances and is another trade the new exemption explicitly leaves inside the permit system, sump pump services covers pumped drainage, and emergency plumbing covers the first hour. We publish no response time for Naples, because a number typed into a web page helps nobody standing in water.

Straight Answers

Naples Plumbing Questions, Answered Straight

A new permit exemption that leaves plumbing out, a third pipe running purple across the city, and a published pressure clock. These are the parts worth knowing first.

No. The city publishes the exception list alongside the exemption, and plumbing work is on it. Under the guidance the city has issued for CS/CS/HB 803, effective 1 July 2026, single family dwellings and their contractors are exempt from obtaining a building permit for work valued at less than $7,500, but electrical work, plumbing work, mechanical work, gas work and structural work all still require a permit regardless of cost. So does any work on a property located partly or entirely within a flood hazard area as defined by the Florida Building Code.

No, and the city says so directly. A construction project may not be divided into multiple smaller projects for the purpose of staying under the $7,500 threshold. The exemption applies only to complete, single projects valued under that figure. Anyone proposing to break a job up in order to qualify is proposing something the published guidance already rules out, which is worth knowing before you agree to it.

In writing, before the work. The property owner or contractor must submit a written exemption request to the City of Naples Building Department, including a copy of the written contract or other documentation demonstrating the nature and value of the work to be performed, using the published permit exemption request form. The city also prints a legal notice with the exemption: it has no legal duty to the owner, contractor, or their successors or assigns for any work performed under it.

Voluntary temporary hurricane and flood protection walls or barriers, and it is narrower than it sounds. It does not apply at all to properties in a Special Flood Hazard Area. Where it does apply, all five conditions must be met: the barrier is non load bearing and non habitable; it is on a single family dwelling, two family dwelling or townhouse property; it is built to mitigate or prevent storm surge or floodwater entering; it is installed by a contractor licensed under Part I of Chapter 489, Florida Statutes; and it complies with local zoning, drainage, easement and setback requirements.

It is the reclaimed water system, a third network separate from drinking water and from sewer. The city treats wastewater at a 10 million gallon per day advanced waste treatment facility, and the resulting reclaimed water is distributed over about 30 miles of main with 637 electronic meters and 63 fire hydrants, mainly for irrigating golf courses, residential landscaping, parks and roadway medians. Purple marks it so nobody mistakes it for drinking water. It is also used for street cleaning, decorative fountains and ecosystem restoration.

It is regulated as the most stringent class of reclaimed system precisely because the public uses the irrigated areas, under Florida Administrative Code chapter 62-610 Part III, described as a slow rate land application system with public access, and the city states it is continually monitored, sampled and analysed by licensed staff and by computer assisted programs. That said, the non approved uses are published and specific: no body contact recreation, no drinking or cooking, and no direct irrigation of edible crops or gardens that are not boiled or peeled before eating, though drip irrigation of those is permitted.

It may be exactly what the utility published. To manage demand, reclaimed water pressure is stated as reduced to 75 psi from 8:00am to 11:00pm and 95 psi from 11:00pm to 8:00am. On top of that, reclaimed irrigation is only permitted before 10:00am or after 4:00pm, with no daytime watering. So a system that underperforms at noon may be reading a timetable rather than reporting a fault, and that is worth ruling out before anybody starts pricing pumps.

Odd numbered addresses may water on Mondays, Wednesdays and Saturdays, and even numbered addresses on Tuesdays, Thursdays and Sundays. On those days all types of irrigation are allowed from 12:01am to 8:00am, and low volume hand watering with an automatic self closing nozzle is allowed from 5:00pm to 7:00pm. Reclaimed water customers have a separate rule with no daytime watering, permitted before 10:00am or after 4:00pm only. Restrictions tighten and relax with conditions, so confirm the current position with the utility.

Not necessarily, and the published numbers make that clear. The city states its water service area extends beyond the corporate limits, serving approximately 18,000 water accounts and an estimated population of 62,000, while the wastewater service area has approximately 9,000 accounts and an estimated population of 45,000. Those are very different figures from the same publisher. The city does not say what the difference is connected to, so neither do we, but it is a question worth settling for a specific address rather than assuming.

Bigger than the city limits suggest. The water treatment plant is a 30 million gallon per day lime softening plant with filtration and disinfection, staffed around the clock with a minimum of two operators per shift. Distribution covers roughly 358 miles of water main from 2 to 30 inches, 4,900 valves and 1,928 fire hydrants, fed by 30 miles of raw water main from two wellfields with 54 public water supply wells. The sanitary sewer runs to 122 miles of gravity main, 2,924 manholes, 52.3 miles of force main and 120 pump stations.

Yes. There are places called Naples in New York, Idaho, Texas, Maine and Utah, and a far more famous one in Italy, and the keyword partition behind this page contains no explicit search traffic for any of them. Everything described here is a City of Naples Utilities Department, City of Naples Building Department or Florida statute arrangement in Collier County, and none of it applies anywhere else.

A Plumber Naples FL Households Can Trust With the Permit Question

The most expensive misunderstanding available in this city right now is the belief that a new state exemption covers plumbing. It does not, it says so in writing, and the city has also printed that it owes no legal duty for anything done under the exemption. A permit is also an inspection, and an inspection is the part that protects the person paying for the work. Ask which pipe, ask which permit, and only then ask what it costs.

No water, sewer or reclaimed water rate is quoted on this page, and no impact fee, connection charge or building permit fee is given, because the rate and fee documents were not read. This page does not say what the roughly 9,000 water accounts outside the sewer service area are connected to, because the city does not publish that and we will not infer it. The bulk reclaimed delivery restriction is quoted with its effective date attached and nothing is claimed about its status today.
