Then it publishes the other half, and it publishes it just as plainly. It is your responsibility to locate and repair leaks or other causes of high water use on your property. Rancho Water cannot locate or repair leaks that are located on a customer’s property. Its customer service representatives cannot assist customers with finding leaks. That combination is unusual and it is worth understanding before an alert lands, because the alert is a starting gun rather than a diagnosis. The mechanism is straightforward and the district describes it without jargon. Its automated metering infrastructure provides access to timely and accurate information about customers’ water consumption. Using that information, the district is able to detect non-stop, round the clock water use and to notify customers that they may have a plumbing or irrigation leak.
The notification itself goes out by email, text message, phone call and/or letter, depending on what contact information the district holds in its billing system. That last clause is the part worth acting on today rather than after an alert: a programme that reaches you by whichever channel is on file is only as fast as the channel it has. An out of date mobile number turns a same-week warning into a letter.
The district is also careful about the word it uses. Leak alerts are described as being provided as a courtesy to help inform you that constant usage is occurring. A courtesy is not a guarantee, and the framing is doing real work: the district is not promising to catch every leak, and it is not accepting responsibility for the ones it does not catch.

The District Publishes Two Different Answers to What Sets an Alert Off
This matters more than a pedantic reading of two web pages, because the threshold is what decides whether a slow leak reaches you as a message or only as a bill.
Version one. The Leak Resources page states that if you received a leak alert, your property’s water meter has recorded non-stop water usage of at least 7.5 gallons per hour, every hour, over a monitored one-day period.
Version two. The Locate a Leak page states that residential customers receive leak notifications if the meter has recorded continuous water usage of at least 7.5 gallons per hour, every hour, over a monitored three-day period, or at least 37 gallons per hour, every hour, over a monitored one-day period.
Both pages belong to the same district and describe the same programme. One day against three days is not a rounding difference, and the second page adds an entirely separate high-rate trigger the first does not mention. We have not found a third page that reconciles them and we are not going to average them or quietly use the friendlier figure.
What a household should take from it is not a number, it is a posture. Do not treat the absence of an alert as evidence that there is no leak. On either published reading, a loss below the trigger runs indefinitely without generating a message, and the smallest continuous losses are exactly the ones that hide longest.
A Utility Publishing What It Will Not Do Is More Useful Than One That Stays Vague
Most utility leak pages trail off into general encouragement. Rancho Water does the opposite, and it repeats the boundary rather than mentioning it once.

It kills a common assumption

What the District Tells You to Watch For
Three Signs, and the Order They Are Listed In Is the Interesting Part
The district publishes three signs that a property may have a water leak, and it puts them in a sequence that would have been impossible to write ten years ago.
First, that you received an alert. A machine noticing before a human does is now the leading indicator, and listing it first is an accurate description of how these losses actually surface today rather than a piece of self-promotion.
Second, a higher than usual water bill. The district adds a caution most sources leave out: to be certain a spike is not caused by a seasonal change, you need to keep track of your bills, and it points customers at its own consumption tracking tool to compare past and current use. In a valley where summer irrigation dominates a household’s water profile, that caution is not academic.
Third, property damage. The published list is specific: mould or mildew, a musty odour, damp drywall, dark wall or ceiling stains, and puddles or runoff in the yard. Note that this is the LAST of the three. By the time a leak is announcing itself through the fabric of the building, it has generally been running for a long time.
