Drain Cleaning Los Angeles: There Are 11,000 Miles of Private Sewer Pipe in This City and Nobody Is Looking After Them
The City of Los Angeles publishes an inventory of its sanitary sewer system, and buried in it is a comparison that reframes what a drain problem actually is here.
The public system it describes runs to more than 6,700 miles of sewers, 140,000 maintenance holes and 46 pump stations, serving a population of over four million across a 600 square mile service area. That is a serious piece of infrastructure with a serious maintenance regime behind it.
Then the same document states that there are about 700,000 privately owned sewer laterals in the city, with an estimated total length of 11,000 miles, and that laterals are maintained by private property owners.
Read those two numbers together. By length, most of the sewer network in Los Angeles is private. The larger half has no cleaning schedule, no inspection cycle, no condition data and no owner who thinks of themselves as an infrastructure operator. The Larger Half of the Network Is Managed One Household at a Time
It is worth sitting with the eleven thousand mile figure, because it changes the shape of the problem rather than merely decorating it.
Divide 11,000 miles across roughly 700,000 laterals and the average private run comes out at something in the region of eighty feet. That is a short pipe. It is also a pipe that, on average, nobody has ever looked inside, that connects to a system whose operator inspects all of its own maintenance holes and keeps condition data in a geographic information system, and that fails without any of that warning.
The asymmetry is not a criticism of the city. Public agencies almost universally stop at the property line and Los Angeles is unusually explicit that it does. The point is what it implies about diagnosis. When a drain backs up in this city, the odds are heavily weighted towards the unmanaged side of the connection, simply because the unmanaged side is longer, older on average, smaller in diameter, and has never been surveyed.
It also explains a pattern every plumber in this city will recognise. A household calls, the blockage clears, and the same call arrives eight months later. On a managed asset that would trigger a condition assessment. On an unmanaged one it triggers another cable.
The city's own approach to its half is instructive here and worth borrowing rather than copying. It accumulates data on maintenance hot spots and displays them on maps to show locations requiring additional attention, and states that this information forms the basis for prioritising cleaning, inspection and rehabilitation. Priority goes to the sewer sheds that return the most benefit.
A household version of that is not complicated. It is knowing where your cleanout is, knowing roughly how long your run is and what it is made of, and having a record of when it was last cleared and why. Three facts, written down once, turn a repeated emergency into a managed asset.

The Sewer Carries a Good Deal That Nobody Put Down a Drain
The mental model most people carry is that a sewer contains what households flush. The city's own management plan describes a pipe with a much more varied traffic, and each item in it changes something about how a private lateral behaves.
The strangest is deliberate. In the Hyperion sanitary sewer system, the plan states, dry weather urban runoff is diverted from storm drains into the city sewers and conveyed to the Hyperion Treatment Plant for treatment. The reason is environmental: to protect groundwater, inland surface water, bays, estuaries and the ocean from pollutants present in urban runoff. So street water is intentionally routed into the sanitary system in dry weather.
The plan is equally specific about where this does not happen, noting no dry weather runoff diversion to the Donald C. Tillman, Los Angeles-Glendale or Terminal Island water reclamation plants, and no wet weather flow diversion to any plant at all. The arrangement is targeted rather than general.
Then there is what should not be there. Among the illicit discharges the city is required to prevent, the plan lists infiltration and inflow, stormwater, chemical dumping and, pointedly, unauthorised debris and cut roots. Somebody cleared a line and left what they cut in the system.
And there is water arriving through the pipe walls rather than through any opening. The plan records that an average extraneous flow of eight million gallons per day was eliminated from the system by one sealing and rehabilitation programme, which is a measure of how much groundwater a large old network can take on before anybody intervenes.
Six Things the City Does to Keep Its Half Flowing, Sorted by What They Act On
Sorted by target rather than by technique, because the interesting thing about this list is how little of it is about removing blockages. Most of it acts on the pipe, the atmosphere inside it, or the information about it.
On the blockage: cleaning
Sewer cleaning and maintenance run as scheduled work, with tasks and their frequency determined from operation and maintenance experience and from conditions specific to the location, tracked by work orders.
On the biology: chemical treatment
The plan describes chemical treatment applied for roots, corrosion and odour control. Three different problems addressed by a category of intervention that has nothing to do with mechanical clearing.
On the air: scrubbers and filters
Odour control includes scrubbers and bio-trickling filters, sealing of sewer maintenance holes, and trap maintenance hole inspection, cleaning, repair and replacement. The gas is treated as an asset problem in its own right.
On the complaint: a dedicated hotline
The city investigates and responds to odour complaints received through a sewer odour hotline and through its website. A separate reporting channel exists for a symptom rather than for a failure.
On the record: hot spot mapping
Data are accumulated on maintenance hot spots and displayed on maps showing locations requiring additional attention, forming the basis for prioritising cleaning, inspection and rehabilitation.
On the pipe itself: renewal programmes
The plan names a series of them, including work following the 1994 Northridge Earthquake, a concrete sewer repair programme, and a sixty mile a year programme under which a minimum of 420 miles were replaced, rehabilitated or repaired across a seven year period.

The parent page for Los Angeles spends some time on the fact that a Los Angeles postal address does not tell you which building department signs off your work. The sewer has its own version of that patchwork and it is less well known.
The city maintains separate management plans for two sanitary sewer systems. The large one is the Hyperion system, which is what almost everybody means when they say the Los Angeles sewer. The other is the Regional System, and it serves the Harbor Gateway, an area of approximately five square miles of the city with a population of more than sixty thousand.
Wastewater generated in that service area is processed by Carson under contractual agreement. A piece of the City of Los Angeles sends its sewage to a different city for treatment, as a matter of contract rather than geography.
The traffic runs the other way too, and at a much larger scale. The city states that it provides wastewater conveyance and treatment services to 29 satellite agencies under contractual agreements, while noting that it is not responsible for the management of those agencies' own collection systems.
For a householder, the practical consequence is modest but real: the identity of the agency that will eventually treat what leaves your house is not determined by your address in the way you would assume, and neither is the identity of the agency responsible for the pipe your lateral joins. Establishing both before an emergency is a five minute job. Establishing them during one costs a morning.
Every Page Tells You What Not to Pour Down a Drain. Fewer Tell You Where It Goes Instead
The city publishes a short list of things that should not go into the sewer, and we are not going to expand it into another thousand words, because that list exists on a great many pages including several of our own and repeating it helps nobody.
What is worth carrying is the disposal route, because it is the part that actually determines whether the advice gets followed. Alongside its instructions not to pour fats, oil or grease down the drain, not to flush or pour medicine, and not to flush needles or syringes, the city directs hazardous materials such as paint, solvents and used oil to a S.A.F.E. Centre rather than to a drain.
Those centres are a real network with real constraints. The published locations we read, including the Randall Street centre in Sun Valley and the Nicole Bernson centre on North Balboa Boulevard in Northridge, operate Saturday and Sunday from nine in the morning until three in the afternoon.
Weekend-only, six-hour days is the detail that decides behaviour. An instruction to take something to a facility that is shut for five days a week is competing against a drain that is open all the time, and the honest advice to anybody doing a renovation is to plan the disposal trip into the schedule before the tins are open rather than afterwards.
There are legal limits on how much hazardous waste may be transported at once. We are deliberately not printing a figure here, because the figure we encountered came from a summary rather than from a document we read directly, and the quantity somebody loads into a car boot on the strength of a web page is exactly the sort of number that should not be second hand. One more instruction from the same list is squarely a drainage matter, and it is aimed at the eleven thousand miles rather than at the six thousand seven hundred: do not plant trees near your sewer lateral, because the roots can block it. Before the Second Visit, Find Out Where the Pipe Goes
One of the more useful things in the city's management plan is not a policy at all. It is a description of a mapping system, and the description makes clear that it is meant to be used in the field.
The plan says the system combines over 250 layers of data with linked databases and reports, that it can be used in the field for locating pipelines, maintenance holes, service connections and other systems, and that the maps are routinely updated to include new and rehabilitated sewers as well as new developments and tracts.
Service connections is the phrase that matters to a householder. It means the point where your lateral meets the public main is recorded, along with the main it joins and the maintenance holes either side of it.
That information changes a repeat blockage from a guessing exercise into a bounded one. If you know the connection point, you know how long your run is. If you know how long your run is, you know whether the camera reached the end of it. And if you know whether the camera reached the end of it, you know whether the last person who cleared the line actually saw the problem.

A source limitation that applies to almost everything above. The management plan we read is a dated document. The city states that it conducts a biennial self-audit of its plans and updates them as appropriate, so figures for miles, maintenance holes, pump stations, lateral counts and programme totals should be treated as a snapshot rather than as current. The relationships between the numbers are what this page rests on, and those are far more stable than the numbers themselves.
