The timeline is published too. The sinking began in the 1940s with the pumping of underground water at the Terminal Island Naval Shipyard, and the area sank more than four feet by 1945, far more than groundwater withdrawal alone could explain. By 1951 the rate exceeded two feet per year. By 1958 the affected area was twenty square miles and extended beyond the Harbor District.
Then the damage list, in the city own words. The ocean inundated wharves, rail lines and pipelines were warped or sheared, and buildings and streets were cracked and displaced. Ninety five oil wells were severely damaged or sheared off by underground slippage. When ground moves that far, buried services do not bend gracefully.
The fix was to put water back. The city records that water injection repressured the oil formations and stopped the underground compaction and the surface subsidence, that the state passed the California Subsidence Act in 1958, and that four Fault Block Units were created so the injection could be coordinated. By 1966 subsidence had stabilised and in some areas the ground later rebounded by up to two feet. Damage and remediation costs reached an estimated one hundred million dollars.
It is history rather than a live hazard, and the city says so, noting that although subsidence has been arrested, constant monitoring and control is ongoing and will continue. But it explains something about the housing stock here that no plumber should have to discover on site.
