Camarillo Plumbing: The 72 Hour Clock Nobody Mentions
Most cities answer a leak with money. A steeper tier, a surcharge, a refund with conditions attached. Camarillo answers it with an ordinance and a deadline. Under the municipal code a leak has to be corrected promptly once you find it, and in no event more than 72 hours after the City tells you about it. That is not a billing policy. It is a rule with a penalty ladder behind it.
The rest of the Camarillo bill is unusual too. Your residential sewer charge is completely flat, so a leak cannot move it at all, and it is the most expensive flat sewer charge we have documented anywhere. Your water charge is tiered, so a leak moves that instead. This page sets out both, plus the ownership boundary, the backflow rules and the permit changes, all of it from City of Camarillo pages and the two adopted rate charts.
Before any of it: find out who actually sells you water
Camarillo is one city with five water providers inside it. The City of Camarillo system, California American, Crestview, Camrosa and Pleasant Valley Mutual all operate within city limits, and the City states that its own system serves roughly two thirds of City residents through about 14,000 customer connections. The other third pays somebody else, on somebody else rate sheet.
Sewer is a second question with a second answer. Sanitary service is provided by the Camarillo Sanitary District and by Camrosa Water District, decided by a different service area map from the water one. So a household can easily be a City water customer and not a Sanitary District sewer customer, or the reverse.
That matters more here than the usual boilerplate warning. Every figure on this page comes from City of Camarillo and Camarillo Sanitary District documents, and it applies to you only if both of your answers came back City. The City publishes address search maps for both, and checking them takes a minute.
It also changes what a plumber needs to know before starting. Who owns the main in your street, who to call about a meter, and who has to be notified about a backflow assembly are all provider questions, not city questions.
Seventy two hours, and then a ladder
The City conservation ordinance is where the deadline lives. Municipal Code 14.12.030 D states that leaks in distribution, irrigation or plumbing systems must be promptly corrected after discovery, and in no event more than 72 hours after receiving notice from the City, unless other arrangements are made with the City. Three parts of that sentence do the work.
Promptly after discovery is the first. The clock is not only started by the City. If you know, you are already obliged to act, and the 72 hours is the outer limit that applies once a notice arrives rather than a grace period you are entitled to.
Plumbing systems is the second. The ordinance is not restricted to irrigation or to leaks visible from the street. It names distribution, irrigation and plumbing systems together, which brings an indoor fault inside the same sentence as a broken sprinkler head.
Unless other arrangements are made is the third, and it is the practical one. A repair that genuinely cannot be finished inside three days, because a part is on order or a slab has to be opened, is something to raise with the City rather than something to leave running.
What happens if the 72 hours passes
The enforcement ladder sits in Municipal Code 14.12.050 and it escalates in four steps. A first violation is a written warning. A second within 12 months of the first draws a fine not to exceed $100. A third within the same 12 months draws a fine not to exceed $500.
The fourth is the one worth reading twice, because it does not have to fall within 12 months of the first. It draws a fine not to exceed $1,000 and, in addition, the City installs a flow restriction device limiting flow to one gallon per minute.
One gallon per minute is a property level restriction, not a fixture level one. For scale, a modern showerhead is commonly rated at close to two gallons per minute on its own. So the practical effect of the fourth step is that ordinary simultaneous use of the house stops working.
None of this is aimed at people who fix things. It is aimed at water running to waste, and the same ordinance also makes it unlawful to allow water to run off a property in the City water service area, with the property owner responsible for any damage that runoff causes. The point for a homeowner is simply that in Camarillo a known leak is a compliance question and not only a cost question.
The sewer bill that cannot hear your leak
Camarillo bills single family residential sewer as a flat monthly service charge. There is no volume component anywhere on the residential table. The adopted four year plan runs $74.30 currently, $86.19 from 1 July 2025, $99.99 from 1 July 2026, $115.99 from 1 July 2027 and $134.55 from 1 July 2028.
Multi-family, duplex, triplex and condominium or cluster housing sit on a lower flat row at $51.40 rising to $93.09 across the same four steps. Mobile home parks, qualifying low income seniors and age restricted housing sit lower again at $28.92 rising to $52.38.
Non-residential works completely differently and is worth knowing if you run a business here. Commercial customers pay a fixed monthly charge based on water meter size, from $43.35 on a three quarter inch meter up to $518.42 on the three to eight inch band today, plus a variable rate driven by water use, plus a strength classification. Low strength commercial, churches, schools, hospitals and public accounts pay $5.44 per hcf today; medium strength pays $6.69; high strength and industrial pay $7.80.
So the residential plumbing consequence is precise. A running toilet or a slab leak in a Camarillo house does not touch the sewer bill by a single cent, because the sewer bill never looks at the meter. Everything a leak costs you shows up on the water side.
What a flat charge really means for a household
A flat charge cuts both ways and it is worth being honest about both. The good half is that a bad month cannot be made worse by the sewer side. A burst supply line under a slab will run your water meter hard and leave your sewer charge exactly where it was.
The other half is that conservation cannot lower it either. Fixing every dripping tap, replacing every fixture and halving your consumption moves the water bill and leaves the sewer bill untouched. That is the trade the City has made, and it is the same mechanism Folsom uses, though Folsom charges a flat $25.43 per dwelling against Camarillo current $74.30.
Here is our arithmetic, and it is ours rather than the City. Across the adopted four year plan the flat residential sewer charge rises by about 81 per cent, while the three quarter inch water meter charge rises by about 70 per cent and each residential water tier rises by about 71 per cent. The City publishes both tables and does not characterise the pattern.
The observation worth drawing from that is not which line rises faster. It is that the faster rising line is the one no household behaviour can influence. The controllable part of the bill is growing more slowly than the uncontrollable part, which quietly raises the value of every gallon you stop losing.
A plumber Camarillo homeowners call early is arguing with the tiers
Residential water is a monthly meter service charge plus a tiered commodity rate. On a standard three quarter inch meter the service charge is $26.19 today, then $32.48, $38.33, $42.93 and $44.65 across the four annual steps. A one inch meter starts at $34.94, a two inch at $83.12, and an eight inch at $1,064.16.
The commodity rate is charged per hcf, and one hcf is one hundred cubic feet, which the City states as approximately 748 gallons. Residential tier one is $2.66 today, tier two $3.94 and tier three $5.34. By 1 July 2028 those become $4.55, $6.74 and $9.13.
We will not tell you where tier one stops, because neither adopted rate chart publishes the tier boundaries and neither does the rates page. Three prices are published and two thresholds are not. Anyone quoting you a Camarillo tier break point is quoting something the City has not put in front of us, and you should ask them where it came from.
What you can take from the published half is the shape. Tier three is roughly double tier one today and rises to a little over double by 2028, so an unnoticed fault does not cost you the cheap rate, it costs you the expensive one, and it costs you it for every hour it runs.
Where the City stops and you start, on both sides
Camarillo publishes the ownership boundary on both utilities in its own words, which is less common than it sounds. On the water side the Water Division maintains the distribution system including fire hydrants, water mains and water service lines from the water main in the street, up to and including the water meter.
Read the last four words carefully. The meter itself is the City. Everything downstream of it, the service line running from the meter box to the house and every pipe inside, is yours. That is the line a leak on your property falls on the wrong side of.
On the sewer side the Sanitary District is equally direct in its overflow guidance, telling residents to maintain private sewer laterals and stating that property owners are responsible up to the connection with the public main. So the lateral is yours for its entire run, right to the point where it meets the City pipe.
Practically that means two different failures with two different phone calls. Water leaking at or before the meter, or a main break in the street, is a City matter on the numbers the Water Division publishes. A leak past the meter or a blocked lateral is a plumbing job you own. Sewage escaping from a manhole, a cleanout or the street is reported to the 24 hour Public Works emergency line either way, because that is a public health response rather than a billing question.

Backflow, and why an ordinary Camarillo house is in the programme
Most cities run cross connection control as a commercial concern. Camarillo does not. Its published list of connections requiring a backflow prevention assembly begins with all residential irrigation systems, then fire sprinkler systems, then commercial and industrial facilities where chemicals are used, then boilers and other systems where water may become contaminated.
If you have sprinklers, that is you. The assembly has to be inspected and tested at least once a year, with the sole exception of atmospheric vacuum breakers, and additionally on installation, after repair or replacement, after permanent relocation and following depressurization.
The certification rules are tightening on a published timetable. From 1 July 2025 testers must be certified through a California recognised certifying organisation, and from 1 July 2027 only certification programmes accredited by ANSI under ISO/IEC 17024 will be accepted. The City points customers at the Ventura County certified tester list and states plainly that it does not endorse specific companies.
The responsibility sits with the property owner throughout: arranging the test on time, submitting results in the required format, maintaining and repairing the assembly, and not bypassing, removing or modifying it without City approval. The City states that failure to comply may result in enforcement actions including fines or water service suspension. All of it runs under the Cross Connection Control Plan, Municipal Code 14.04 and Ordinance 2031.
No paper, and two new percentages on top
Two changes landed on the same date and both affect what a permitted plumbing job costs and how it is filed. From 1 July 2025 the City no longer accepts paper plans for permit applications at all. Every submission goes through the online permitting and licensing system.
From the same date the City added two surcharges. A General Plan Maintenance Surcharge of 17.89 per cent recovers a share of the cost of updating and maintaining the General Plan. A Technology Surcharge of 11.34 per cent covers maintenance and investment in the land management software.
The detail that matters to a homeowner is which one applies. The City states that the General Plan surcharge applies to residential and commercial building permit and plan check fees except for nonresidential alterations and improvements and residential alterations that are nonstructural. The Technology Surcharge applies more broadly, except where preempted by State law. So an ordinary nonstructural residential plumbing alteration may carry the technology percentage without the General Plan one, and a job that touches structure may carry both.
We are not printing a permit fee figure, because the City fee exhibits were not opened and only the percentages are published in plain text. Building and Safety itself is provided contractually by Charles Abbott Associates, Inc. of Mission Viejo, whose staff work in City Hall handling permitting, plan check and inspection. Inspections run 9 to 12 in the morning and 1 to 4 in the afternoon, and the governing chapter is 16.04 of the Municipal Code.
Stage 1, four days a week, and the sprinkler faults it exposes
On 28 June 2023 the City Council adopted an ordinance declaring a Stage 1 water shortage condition, and those restrictions remain in place. Landscape watering is allowed up to four days a week, on Mondays, Wednesdays, Fridays and Sundays, between 6:00 pm and 8:00 am, for no more than 15 minutes per station per day.
Hand watering with a bucket or a hose fitted with a positive self closing shut off nozzle is exempt from the four day restriction, as is drip irrigation with emitters producing less than two gallons per hour. Watering between 8:00 am and 6:00 pm on non designated days is not permitted.
Compressing irrigation into a short overnight window has a plumbing side effect worth naming. A system that used to run long and gentle now runs short and hard, which exposes weak laterals, marginal valves and worn heads that a longer cycle used to hide. The 15 minute limit also means a stuck valve wastes far more relative to the permitted cycle than it used to.
The City runs a water waste reporting route by phone, email and an online form, and a Water Conservation Team that it describes as focused on education. It also offers rebates on water efficient appliances, irrigation controllers and sprinkler nozzles, and a Landscape Efficiency Audit Retrofit programme offering smart controllers and high efficiency nozzles at a discounted rate.
Where Camarillo water comes from, and why the rates are climbing
Since January 2023 a large part of the City supply has come from the North Pleasant Valley Desalter, near Las Posas Road and Lewis Road. It treats brackish groundwater into potable water and can produce up to 3,800 acre-feet a year, drawing on two City wells with a third backup well planned. Two further wells on the west side serve areas the desalter does not reach.
Of roughly 4,500 acre-feet pumped annually, the City states about 85 per cent becomes drinking water and the remaining 15 per cent leaves as brine through a regional brine line built by Calleguas Municipal Water District, which runs along Somis Road to the ocean. The project cost $66.3 million, of which $31 million came from outside sources, $15 million in state grants and $16 million from the US Bureau of Reclamation, with the remaining $35.3 million from water enterprise funds and revenue bonds.
The rest of the supply is imported State Water Project water, and the City fluoridates through its imported provider, Metropolitan Water District of Southern California, which adjusts levels to an optimal 0.7 to 0.8 parts per million. The City conducts annual system flushing each spring and tests customer taps for lead and copper every three years.
We are not printing a hardness figure or any other constituent value for Camarillo. The water quality page describes the testing programme in full and publishes no numbers, directing readers to the annual Consumer Confidence Report, which we did not open. If you need a hardness value for sizing a softener or diagnosing scale, get it from the current report rather than from any page that states one without saying where it came from.
What the District says causes them, and which causes are yours
The Camarillo Sanitary District lists five common causes of sewer overflows: fats, oils and grease poured down drains, which harden and clog; tree roots growing into sewer lines; debris and wipes including flushable ones; damaged pipes, meaning cracks, breaks or sagging lines; and heavy rainfall causing infiltration and inflow.
Four of those five are things that happen on private property as readily as public. Roots enter a lateral far more often than a main because a lateral is shallower, smaller and older. Sagging lines are a classic lateral fault. Grease and wipes start at a fixture inside a building.
The prevention list the District gives residents is short and it names the lateral explicitly: never pour grease or oil down the drain, put wipes, diapers and feminine products in the trash, maintain private sewer laterals, and report unusual odours, slow drains or suspected overflows immediately. Slow drains appear on a City overflow prevention list, which is a fair indication of how the District reads them.
On the commercial side the District runs a Fats, Oils and Grease Source Control Program requiring all food service establishments including restaurants, cafeterias, commercial kitchens and food courts to follow FOG regulations, with permits administered through an online application and an interceptor sizing worksheet. We have not opened the worksheet, so no sizing rule appears on this page.
Why an unfixed leak is a bill problem before it is a repair problem
Under Senate Bill 998 the City publishes its annual count of residential water service disconnections for inability to pay. The figures it reports are 153 in 2022, 285 in 2023, 236 in 2024, 353 in 2025 and 185 so far in 2026, with disconnections paused from March 2020 and resumed in April 2022. The City adopted its written disconnection policy on 29 January 2020 and publishes it in six languages.
We are drawing one narrow point from that and no more. A leak on a tiered water rate does not produce a slightly larger bill, it produces a bill of a different order, and it arrives on a schedule that is rising every July for four years. The cheapest moment to deal with it is the moment you suspect it.
If you are already struggling with a bill, the City customer service division in Finance handles utility billing and the disconnection policy sets out the process. That is a conversation to have with them early rather than late, and it is separate from the repair.
Confirm both providers first
Water and sewer are separate maps in Camarillo. Check which of the five water providers and which of the two sewer agencies serve your address before quoting any rate.
Treat a known leak as a deadline
Municipal Code 14.12.030 D gives you 72 hours from a City notice, and prompt correction from discovery. Raise genuine delays with the City rather than letting the clock run.
Expect the cost on the water side only
Residential sewer is flat, so the whole cost of a household leak lands on tiered water. That is where the urgency comes from.
Know where the meter sits
The City owns up to and including the meter. Everything past it is yours, and so is the sewer lateral all the way to the public main.
Diarise the backflow test
If you have irrigation you have an assembly, and it needs an annual test by a certified tester, plus a test after any repair, replacement or relocation.
File permits digitally
No paper plans since 1 July 2025. Budget for the technology surcharge, and for the General Plan surcharge too if the work is structural.
Three California cities, three different answers to one leak
Putting the mechanisms side by side is the fastest way to see what is unusual here. Folsom charges a flat sewer rate per dwelling with no volume element, so a leak cannot reach the sewer bill, and it prices water live. El Cajon prices residential sewer from a five month winter water average and sends the result to the county tax roll, so a winter leak follows you into next year.
Camarillo uses the same flat sewer mechanism as Folsom, at roughly three times the price today and heading toward roughly five times by 2028 on the adopted plan. But the real difference is not the number. It is that Camarillo is the only one of the three that puts a legal deadline on the repair itself rather than leaving the incentive to the bill.

The general lesson from building these pages one city at a time is that almost nothing about water and sewer billing is standard. Averaging windows, tier counts, flat charges, tax roll collection and now statutory repair deadlines are all local choices, and the correct plumbing advice genuinely changes with them.
Camarillo plumbing: the questions an ordinance creates
Answers built only from what the City of Camarillo, the Camarillo Sanitary District and the two adopted rate charts publish. Where we have done arithmetic, the sentence says so.

If a repair genuinely cannot be completed in that window, the ordinance itself contemplates making other arrangements with the City.

The City publishes three residential commodity rates, currently $2.66, $3.94 and $5.34 per hcf, on its adopted rate chart, but neither that chart nor the utility rates page states the consumption thresholds that separate them. If you need the boundaries, ask City customer service in Finance or check the full rate study. Treat any source that states a Camarillo tier break without a citation with caution.

The largest single driver named on the sewer side is the water reclamation plant, initially constructed in the 1950s, which the City describes as having nearly reached the end of its useful life after 70 years and whose upgrade it calls the largest capital improvement project in Camarillo history. On the water side it names wholesale supply costs, aging infrastructure and reduced revenue from conservation.
No. Under the Stage 1 water shortage condition adopted on 28 June 2023, residential landscape watering is limited to four days a week, on Mondays, Wednesdays, Fridays and Sundays, between 6:00 pm and 8:00 am, and to no more than 15 minutes per station per day. The City states explicitly that you may not trade fewer minutes for more days. Hand watering with a self closing nozzle and low volume drip irrigation are exempt from the four day restriction.
It may not be. The City states that water can appear discoloured after main breaks, firefighting or pressure changes that stir up natural minerals in the pipes, and that it flushes the system annually each spring. Its advice is that the water remains safe but you should avoid doing laundry during discolouration, and it offers a free cleaning solution if staining occurs. Ruling out a system cause with the Water Division before condemning a water heater is worth the phone call.
