Leak Detection Los Angeles: A Hidden Leak Costs You on Two Charges, and Only One of Them Gives You a Year
An Angeleno with a hidden leak has a plumbing problem and, separately, two billing problems. The plumbing problem is the one people work on. The billing problems are the ones that quietly expire.
Your city bill carries a water charge from the Department of Water and Power and a Sewer Service Charge from LA Sanitation. They arrive together, on the same paper, and most people read them as one number. They are administered by two different departments, they are calculated in two completely different ways, and each has its own route to an adjustment with its own deadline.
One of those deadlines is twelve months. The other is thirty days. The thirty day one belongs to the charge almost nobody knows how to read.
This page is about that machinery, because knowing it changes what a leak detection visit is worth and when it needs to happen. It is not a guide to finding leaks. Our national leak detection page does that properly and this page does not repeat it.

The Sewer Half of Your Bill Is Priced Off Last Winter, Not Off This Month
This is the mechanism that makes a winter leak in Los Angeles expensive for a year after it is fixed, and it is published in plain language by the city itself.
The Sewer Service Charge is not tied to the water you use in the current billing period at all. On the first of July each year, the city calculates an average daily winter water use by selecting the billing period of the previous winter that had the lowest average daily water consumption. That figure, adjusted, becomes your Average Daily Sewage Volume and it stays fixed from July through to the following June.
The reasoning is sound. Winter use is mostly water that actually goes down a drain, because irrigation is at its lowest, so it is a better proxy for what you send to the sewer than a summer month full of garden watering. The city then reduces the figure further using a dry winter compensation factor, to allow for whatever winter irrigation still happened.
Now consider what a continuous leak does to that arithmetic. The city takes the LOWEST average daily consumption of the previous winter. A leak that runs intermittently may miss it. A leak that runs continuously through the whole rainy season cannot miss it, because it raises the floor as well as the ceiling. The city selects the quietest billing period you had, and a continuous loss is precisely the thing that makes your quietest period no longer quiet.
So the pipe that dripped all winter does not merely cost you the water. It resets the sewer side of your bill for the following twelve months, and it does so from a period that is already over by the time the new charge appears.
Phoenix does something structurally similar and arrives at it differently, taking an average of three named winter months rather than the single lowest period. The two arithmetics reward and punish different leak behaviours, and we have set the Phoenix version out separately rather than restating it here.
One more detail worth holding. If you are a new customer without a water history, the city states that your bills will be calculated using the city median winter water use until you have been in the home long enough to establish your own. A household that moves in during a leak inherits an average rather than the truth, in either direction.
The Water Side
The Utility Will Not Fix It, and It Rations the Remedy to One Every Two Years
The Department of Water and Power is direct about the division of labour. It states that it does not repair leaks on private property. It does say that if you have an active leak and need assistance turning your water off for emergency repairs, you can report it by phone or in person at a customer service centre.
Where an underground leak has been repaired on the property, you may be eligible for a billing adjustment, and qualification is determined by a Field Investigations Unit rather than at the counter. The request has to be made within twelve months of the occurrence.
Then comes the sentence that decides more cases than any other: only one underground leak request will be honoured within a twenty four month period. The remedy is rationed. If your house produces two underground failures inside two years, the second one is entirely yours.
That deserves a moment of thought, because a second underground leak within a couple of years is exactly the pattern that tells an experienced plumber the problem is the system rather than the section. The utility's rule and the diagnostic reality point in the same direction from opposite ends: at the second failure, you should be having a different conversation, and now you are having it without a subsidy.
Two procedural details are easy to get wrong. Documents must not be sent by email; they go by post to the field investigation office for the area, or in person at a customer service centre. And the utility asks you to allow a minimum of four to six weeks for the unit to make contact, which means the process outlives the repair by a comfortable margin.
Six Ways a Los Angeles Leak Turns Into Money, Sorted by Who Sends the Letter
The axis here is the sender. It is a useful sort on this subject because the consequences of one leak arrive from three different desks, on three different timetables, and none of them mentions the others.
The utility, on volume
The immediate one. Water that ran is water that is metered, and the correction route is the underground leak adjustment with its twelve month window and its one-per-twenty-four-months cap.
The sanitation department, on last winter
The delayed one. A winter leak feeds into the winter water use figure that sets your sewage volume from July to June, so it is still being charged long after the pipe is dry.
The sanitation department again, on time
The city lists water leaks during the winter rainy season among the situations that may qualify for a Sewer Service Charge adjustment, and states that some adjustments are time sensitive and should be submitted within thirty days of receiving the bill.
The utility, on the ordinance
Different desk, different logic. The water conservation restrictions include a plain requirement that all leaks must be repaired in a timely manner, which makes an unrepaired leak a compliance question and not only a cost.
Nobody, on the exclusions
Broken or leaking sprinklers, water heaters, faucets, toilets, swimming pool equipment and pool leaks are named as not qualifying for the water billing adjustment. Real water, real money, no remedy on that route.
Your buyer, on resale
A quieter one. The city requires property being sold to comply with its retrofit on resale requirement for water using devices, so fixtures that have been limping along become somebody else's condition of closing.
Cards one and three are the two that expire, and they expire at wildly different speeds. Card two is the one that explains why a bill can stay high after everything has been fixed. Card five is the honest one: a large part of what leaks in a house is not covered by any of this, which is an argument for finding it early rather than for arguing about it afterwards.
Two City Documents Give Opposite Answers About Leaking Taps and Toilets
We read both of these carefully because the contradiction looked at first like a mistake in our own note-taking. It is not. Both statements are published, both are current as far as we can tell, and they are about the same dripping tap.

The resolution, we think, is that they are talking about two different charges rather than contradicting each other, and that is exactly this page's point. The tap that will never earn you a water adjustment may still be relevant to the sewer adjustment, because the sewer charge is built from a winter water figure that the tap inflated.
We are stating that as a reading rather than as a fact, because neither document says it. The practical instruction that follows from it is cheap and carries no downside either way: keep the invoice. A repair receipt costs nothing to file and is the only evidence either department can act on.
There is a second inconsistency in the same pair of documents and it is procedural. The utility says do not send documents by email. The sanitation department prints an email address for residential charge adjustments alongside a postal box, and points to the city's online service request system as an accepted route. Same city, same bill, opposite instruction about the same attachment.
Reading Your Own Bill
Hundreds of Cubic Feet Is the Unit, and It Hides Small Leaks Beautifully
Everything on the sewer side of a Los Angeles bill is denominated in HCF, hundreds of cubic feet, and the city gives the conversion: one HCF is 748 gallons.
That unit is why small continuous losses are so hard to spot by eye. A leak losing a gallon an hour is a genuinely wasteful fault, and over a full year it comes to roughly 8,760 gallons, which is about 11.7 HCF. Spread across six bi-monthly bills it is a change of under two units per bill, sitting inside the ordinary noise of a household that had visitors one month and went away the next.
This is the single strongest argument for instrument-based detection in this city rather than bill-watching. The bill is a lagging, coarse, seasonally distorted signal, and on the sewer side it is deliberately frozen for a year at a time. It is not a leak detector.
The city does publish what the charge pays for, and the scale explains why it is not negotiable: maintenance, upgrades and replacement across 6,700 miles of ageing sewer infrastructure, treatment at four plants, recycled water production, and more than 350,000 tests a year. Whatever is happening under your floor is being billed into a system of that size.
There is also a route worth knowing for larger properties. The city describes a water sub-meter option under which the sewer charge is calculated on the volume of domestic water actually used, and notes it may benefit properties that cannot significantly reduce irrigation, such as large lots. It publishes an information package on request rather than treating it as automatic.
The Order That Protects Both Deadlines
The technical work of finding a leak is set out on our national page and does not change from city to city. What changes here is the paperwork that has to happen alongside it, and the order below exists so that neither clock runs out while the pipe is being fixed.
- Establish that there is a leak before you decide what kind it is
Both remedies rest on a leak that can be demonstrated. Instrument-based confirmation, done before any wall or slab is opened, is what turns a suspicion into something a Field Investigations Unit can act on.
- Ask early whether it is underground
The utility's remedy is specifically for an underground leak repaired on the property. Sprinklers, water heaters, faucets, toilets and pool equipment are excluded by name. Knowing which category you are in changes whether the billing conversation is worth having at all.
- Keep every invoice, itemised
The one thing both departments can act on is documentation of a repair. Given the two documents disagree about which fixtures count, the cost of keeping a receipt you turn out not to need is nothing.
- Deal with the thirty day item first
The sewer charge adjustment is the tighter clock and it runs from receiving a bill rather than from the repair. It is also the one people do not know exists, which is why it is the one that gets missed.
- Then file the twelve month item, on paper
The underground leak adjustment goes to the field investigation office for your area by post or in person, explicitly not by email, and asks for a description of the leak alongside the documentation. Allow four to six weeks for contact.
- If this is the second one in two years, change the question
The utility will not honour a second underground leak request inside twenty four months, and a second failure in that window is the classic signal that the run rather than the section is the problem. Price the system, not the patch.

Which leaks earn an adjustment, the two clocks that expire, why the sewer charge lags a year behind the repair, and what the city will not help with.
No. The utility states plainly that it does not repair leaks on private property. It does say that if you have an active water leak and need assistance turning your water off for emergency repairs, you can report the leak by phone or in person at any of its customer service centres. The repair itself is yours to arrange.
There are two separate routes and they are not the same. On the water side, where an underground leak has been repaired on the property you may be eligible for a billing adjustment, determined by the utility’s Field Investigations Unit, and you must request it within twelve months of the occurrence. On the sewer side, LA Sanitation lists water leaks during the winter rainy season among the situations that may qualify for a Sewer Service Charge adjustment, and asks for time sensitive requests within thirty days of receiving the bill.

That is a wide exclusion, and it means the adjustment is essentially aimed at the buried service line failure rather than at fixture leaks, however wasteful those are.

It is worth reading that as a prompt rather than only as a restriction, because a second underground failure within two years is one of the clearest signals that the supply run as a whole has reached the end of its life, and repairing the next section is unlikely to be the last conversation.
Because it is priced off last winter. A number the city applies to reduce your winter water use figure, to account for the irrigation that still happens in winter. Our sources disagree slightly on its size. A summary of the programme describes it as a number equal to 1.0 or less, usually about 0.9, selected after a study of the rainfall pattern and total consumption in the previous rainy season, while the city’s own brochure worked an example at 0.83 for its year. We are printing both rather than picking one, and it changes annually in any case.
Financially the picture is mixed and that is worth being honest about. It is named on the water adjustment’s exclusion list, so it will not earn you a credit there. But it is exactly the kind of continuous loss that inflates the winter figure the sewer charge is built from, and the sanitation department’s own advice is to fix leaky faucets and toilets and keep the receipts. Add that the conservation restrictions require leaks to be repaired in a timely manner and the answer is yes, for several reasons that are not the obvious one.
We are not going to put a dollar figure on that, because the rates are set by schedule and change, and a wrong number here would be a number somebody budgets against. What we can give you is the unit and the arithmetic. The sewer side is billed in HCF, and the city states that one HCF is 748 gallons. Pool leaks are a real and common problem here and they are deliberately not the subject of this page. Those are different trades and we are not going to pretend otherwise. A significant slice of the search demand that reaches a page like this one is actually looking for roofing work, thermal roof surveys or refrigerant leak location on air conditioning, and none of that is plumbing. A source limitation stated rather than hidden. The sewer charge brochure carries a per-unit rate and a rate schedule, and the document itself is dated to a year well before this page was written. Its METHOD is durable and is what we have used. Its RATE is not, and no current dollar figure per HCF appears anywhere above. Anyone doing arithmetic on their own bill should take the rate from the current bill rather than from us.
Two disagreements are printed above rather than resolved: the water and sewer documents give opposite answers on whether leaking faucets and toilets qualify, and opposite instructions on whether documents may be emailed. Our reading of the first is offered as a reading and labelled as one.
