Plumbing Yulee FL Sits Under a County, and Having No Town of Your Own Costs Real Money
Nassau County publishes a page correcting what it calls misinformation about impact fees. In the course of it, rebutting the claim that towns are forced to collect county fees, it states something with an unintended edge: no city or town is required to collect County impact fees, and a city or town may voluntarily choose to.
It then names names. Callahan and Hilliard do not collect any County impact fees and are not required to in the future. Fernandina Beach collects only the mobility portion and can amend its agreement to cease collection at any time.
Yulee is unincorporated. It has no city, no town, no council and no mayor. The right to decline a county impact fee is an attribute of having a municipal government, so there is not a body in existence that could exercise it here. An identical new house in Callahan pays no county impact fee. In Yulee it pays the whole schedule. And the County office that administers those fees is physically located in Yulee.
The Lead Fact
The County Publishes Its Own Fee Schedule, and the Yulee Household Is On All Of It
The current impact fees took effect on 1 April 2026 and the County publishes them as a matrix by development type and size. They are charged on new development rather than on repairs, so this is a question for anybody building, adding or replacing a structure rather than for somebody with a blocked drain. It is worth knowing anyway, because it is the largest single number in a Yulee construction budget that has nothing to do with construction.

Mobility fees sit on a separate cost per vehicle mile travelled schedule and are not in that table. Multi family is charged on a different band structure entirely, running from 2,565 dollars in County fees for a unit of 750 square feet or less.
The County is candid about why the numbers moved. It states that impact fees increased zero per cent since 2020 while construction costs rose 37.2 per cent between 2020 and 2025, median home prices rose 60.1 per cent between 2020 and 2024, and average sales prices rose 70.3 per cent between 2020 and 2025. It argues from that that holding fees flat did not hold prices flat, and projects the county reaching a population of 192,000 by 2050.
Whatever you make of the argument, the arithmetic that matters to a Yulee household is simpler. Six years of no increases ended at once, and the community with no municipal government is the one with no route to a different answer.
The Practical Half
Two Booking Deadlines for the Same Inspection, Eight Hours Apart
Most counties publish one inspection cut-off. Nassau publishes two, in a single sentence, and the gap between them is worth real money on a job. Inspections requested for the following workday must be called in prior to four in the afternoon the day before, or scheduled online up to midnight.
That is eight extra hours for choosing the browser over the phone. It matters most in exactly the situation where a job is running late, which is when the phone line has already closed and the crew is still finishing. A rough-in that completes at half past four is not lost to the next day if somebody books it that evening.
The department clock is worth noting alongside it. Office hours are eight in the morning to five in the afternoon, Monday to Friday. Inspector hours are half past seven to four. The inspectors start before the counter opens and finish before it closes, which is why the telephone deadline sits at four rather than at five.
Two other County notices belong in the same paragraph. New digital permitting procedures took effect on 1 January 2026, so a process described in older paperwork may not be the current one. And where an owner builder applies under the contractor licence exemption in Florida Statute 489.103, subsection 7 paragraphs a and c, the County states the owner must personally appear and sign the building permit application in its office. That is a trip to Yulee in person, and it cannot be delegated.

Five Yulee Answers, Sorted by How High Up the Decision Was Made
In a city you sort a question by department. In an unincorporated community you sort it by altitude, because the useful question is not which office but which level of government, and whether there is a local one at all.
State statute
Who may inspect, and who may build without a contractor. Private providers operate under Florida Statute 553.791. The owner builder exemption sits in Florida Statute 489.103. Neither is a Nassau County decision and neither can be changed locally.
A state session law with a date on it
What a permit and an inspection require. The County flags Chapter 2026-63, House Bill 803, as introducing updates to Florida building permit and inspection requirements effective 1 July 2026. A rule that changed under everybody halfway through the year.
County ordinance
What needs a permit at all. Ordinance 2025-023 amended the Administrative Chapter of the Florida Building Code as adopted here, adding further exemptions from permits. That is the one to check before assuming a small job needs paperwork.
County resolution
What things cost and what happens when a permit is abandoned. Resolution 2025-187 set a Uniform Private Provider Fee Reduction, adopted unanimously on 27 October 2025. Resolution 2026-029 set a new permit cancellation and refund policy.
A municipality you do not have
Whether the county impact fee applies to you. Callahan and Hilliard declined. Fernandina Beach took part of it and can stop. Yulee has no council to take a position, so the schedule applies in full and there is no local route to a different answer.
Four of those five are decisions somebody took. The fifth is the absence of a decision maker, and it is the one that costs the most. That is the honest shape of living in an unincorporated community that is growing quickly: excellent county services, a building department on your doorstep, and no local body between you and the county schedule.
The Moving Target
Five Rule Changes in Nine Months, and Only One of Them Was Made Locally
Read the County building department front page as a timeline rather than a noticeboard and it tells a different story. In under a year, the permit refund policy changed, the inspection route went digital, the fee for using a private inspector changed, the list of work exempt from a permit changed, and the underlying state statute changed.
Individually each is minor. Together they mean the answer to a very ordinary question, do I need a permit for this and what will it cost, has a date attached to it. A quote written in December 2025 may be describing a process that no longer exists, and older guidance found through a search engine is more likely to be wrong here than in a slower county.
One of the five is worth pulling out for a specific reason. The County continues to issue registered contractor licences via a Certificate of Competency, with the licence category types, definitions, scope of work and required experience mirroring the available state certified categories through the Florida Department of Business and Professional Regulation, the Construction Industry Licensing Board and the Electrical Contractors Licensing Board.
So there are two ways to be licensed to work here: a state certification, or a County certificate of competency that deliberately mirrors it. Asking which one a firm holds is a reasonable question, and the County contractor licensing programme exists precisely so that the answer means something.

You Can Hire Your Own Inspector Here, and the Registration Behind It Never Stops Running
Florida lets a building owner, or the owner contractor with written authorisation, hire a private provider to carry out building code inspection services instead of using the local authority. Our Sarasota page covers how that system works in depth and there is no point repeating it. What Nassau publishes that is genuinely different is the maintenance obligation behind the registration.
The County states that the private provider or firm must register with the local enforcement agency in the jurisdiction in which it is working before contracting to provide services in that jurisdiction, and that it must update its registration within five business days after any change to the provider or firm contact information, licensure, or insurance coverage.
That last clause is the one to notice. A registration is not a thing you filed once. It is a continuing state that can fall out of date in the middle of a job, and the three triggers are exactly the three things most likely to move: a phone number, a licence renewal, and an insurance policy anniversary. The registration form itself asks for the workers compensation policy or exemption number and its expiry date, and the general liability issuer, which tells you how seriously the expiry dates are taken.
The County also adopted a Uniform Private Provider Fee Reduction by Resolution 2025-187, unanimously, on 27 October 2025, published alongside Bulletin 04-2025. If the private inspection route is being considered on cost grounds, that resolution is the document to read.

Yulee Has a County Building Department On Its Doorstep and No City Hall At All
This is the shape of the place, and getting it right saves several wasted phone calls.

Drains, Leaks and the Flood Rule That Decides Where Equipment Goes
Drain cleaning is the largest single cluster of local search demand in Yulee after the head term, which in a fast growing low lying area usually reflects a mix of newer laterals with settlement and older ones with root intrusion. A camera survey separates the two before anybody quotes a dig.
Septic work matters in unincorporated territory in a way it does not inside a city. Where sewer has not reached, the tank is the system, and the County flood and improvement rules interact with any decision to replace or relocate one.
Leak detection and sewer line repair both earn their place from the elevation rule. The County flood guidance is blunt that utility systems such as HVAC, electrical panels and gas connections should not be installed below the established flood risk level, and it defines substantial improvement as work costing at or above fifty per cent of the pre-work market value. A large repair can push a project across that line, which changes what the whole job has to comply with.

Yulee Plumbing Questions, Answered From What Nassau County Publishes
Every answer below is taken from Nassau County, Florida published pages and its own fee schedule. Ordinances, resolutions, fee schedules and state statutes here have all changed within the last year, so confirm anything that decides a spend.
No. Yulee is an unincorporated community in Nassau County, which means there is no city council, no mayor and no municipal building department. Permits, plan review, inspections, contractor licensing and impact fees all come from Nassau County, whose Building Department states it processes and issues permits and performs plan review and inspections throughout the unincorporated areas of the county. That department is itself located in Yulee, at 96161 Nassau Place.
Because Callahan is a town and Yulee is not. The County states that no city or town is required to collect County impact fees and that a city or town may voluntarily choose to, and it names Callahan and Hilliard as collecting none and not being required to in future. Fernandina Beach collects only the mobility portion and can amend its agreement to cease at any time. Those are all municipal decisions. Yulee has no municipality to take one, so the county schedule applies in full.
The schedule effective 1 April 2026 charges a single family household of 3,000 square feet or more $1,481 Parks, $881 Recreational Facilities, $711 Fire Rescue, $571 Law Enforcement and $1,280 Administrative Facilities, a county subtotal of $4,924. The smallest band, 1,250 square feet or less, totals $3,783. An educational impact fee on a schedule dated 16 July 2020 adds $5,430.60. Mobility fees are on a separate cost per vehicle mile travelled schedule. These are development fees and do not apply to ordinary repairs.
The County publishes its reasoning on a fact and fiction page. It states that impact fees increased zero per cent since 2020 while construction costs rose 37.2 per cent from 2020 to 2025, median home prices rose 60.1 per cent from 2020 to 2024 and average sales prices rose 70.3 per cent from 2020 to 2025, and it projects the county reaching a population of 192,000 by 2050. It also states that impact fees can by law only be used for capacity adding capital improvements needed because of new growth.
There are two deadlines and they are eight hours apart. Office hours are 8 a.m. to 5 p.m. Monday to Friday and inspector hours are 7:30 a.m. to 4 p.m. If a job finishes late, book it online that evening rather than losing the next day.

The County states that when owner builders apply for building permits under the contractor licence exemption in Florida Statute 489.103, subsection 7 paragraphs a and c, the owner must personally appear and sign the building permit application in its office. That is an in person trip to the Yulee office and it cannot be delegated to a contractor or a family member.

And it defines substantial improvement as any repair, reconstruction, rehabilitation, addition or other improvement costing at or above fifty per cent of the market value of the structure before the work starts, which brings additional requirements with it. Work required to correct existing health, sanitary or safety code violations identified by the building official, and which is the minimum necessary to assure safe living conditions, is excluded from that definition.
Yes, and there is no other. Yulee is unique in the United States, named for David Levy Yulee, and when we measured plumbing search demand under this name across the whole country every single row sat in Florida with not one naming another state. It is also the cleanest measurement in this batch: nineteen queries, every one of them a service query, with no supplier searches and no company names to strip out.

The water utility argument belongs to the city to the south

The flood rules are cut back to the plumbing clause
Substantial improvement and substantial damage are national floodplain definitions rather than Nassau inventions, and they are well covered elsewhere. What survives here is the instruction that is genuinely a trade instruction, about not putting utility systems below the established flood risk level, plus the fifty per cent threshold because a large repair can cross it.

What we did not find, and one measurement note
We found no contradiction between the County own pages on this run, which is recorded rather than assumed. One point about the tone of the source is worth stating plainly: the impact fee page is written as a rebuttal to what the County calls misinformation, so it is advocacy as well as information. We have quoted its factual statements about which municipalities collect what, and its own published figures, and we have not adopted its argument about whether the fees are correctly set. That is a matter for the people who live there.
