ISO stands for Insurance Services Organization, and its Public Protection Classification is a number from one to ten that insurers use when pricing fire risk. Class 1 is the top of the scale. The utility states that the evaluation categories include fire department capabilities, emergency communications, water availability, and needed fire flows, which it defines as the quantity of water required to put out a fire at different places.

It then states two things in a row that are worth reading together, because most readers will stop at the first.

The practical value of knowing this is not the discount. It is what it tells you about the system your plumbing hangs off. The fourth is different, and the utility is admirably blunt about it. If a deep freeze is imminent, allow a trickle of water to flow from faucets located along outside walls. Then, in the same breath: this is considered voluntary, and for the customer benefit, and will be paid for by the customer.

Utilities usually leave that unsaid. A running tap through a cold snap is metered water, and somebody is buying it. Saying so on the same line as the advice is honest, and it converts a vague piece of folk wisdom into a decision with a number in it. A trickle for three nights is cheap. A trickle left on for a fortnight because nobody went back to turn it off is not.

The tenth item is the one worth acting on early rather than late. The utility itself says to call a plumber to assess your pipes and give you a safer, more permanent fix. Wrapping and trickling are both holding measures. A run of pipe that freezes every winter is telling you something about where it is routed.

It is a genuinely good scheme. It is also a reminder that infrastructure quality is not purely a matter of money.

Two Bodies, One Pipe

The City Sanitary Sewer Utility, inside Public Works, manages, operates and maintains the sanitary sewer system within the city limits. It cooperates with the Green Bay Metropolitan Sewage District, which trades as NEW Water, and which treats the sewage the City collects.

The scale is published: over 466 miles of sanitary sewer, thirteen pumping stations and over nine thousand manholes. The City states that the service charges are set in December each year, based on the approved Sanitary Sewer Utility budget and the NEW Water treatment rates, and that in 2026 the rate for an average residential customer is approximately 164.89 dollars per quarter or 54.96 dollars per month.

The charge splits customers two ways. Non-monitored customers are those discharging typical sewage from residences and businesses. Monitored customers discharge large volumes or non-typical sewage, are sampled and tested, and are charged on both the strength and the amount of it. If you run a commercial kitchen, a laundry or any process that changes what leaves the building, that distinction is a live commercial question rather than a technicality.

On a backup, the City asks to be told promptly. It publishes a daytime number and a separate after hours number, and treats sewage in a basement, a broken sewer line, sewage odours and an overflowing manhole all as emergencies. It is also honest that many backups are caused by roots, deterioration or blockages in the property owner lateral, which is the owner responsibility, while its own investigation of the main rules out the other causes.

The Rule That Catches Landlords

One Sentence in the Permit Guidance Changes Who Is Allowed to Touch the Pipes

The City states that building permits are required for most projects except purely cosmetic ones such as painting and flooring. Then it draws a line most cities leave fuzzy. The owner, who currently resides at the property, can obtain permits and do their own work. All rental properties require a licensed contractor to pull the permit and perform the work.

Read that twice if you own a rental. It is not merely that a landlord must use a licensed contractor for the work. The contractor must also be the one who pulls the permit. A landlord who is perfectly competent, and who could legally replace their own water heater in the house they live in, cannot do the same job in the duplex two streets over.

The published permit table is worth a look before any job is scoped, because it is more granular than most. Bathroom alterations, basement alterations, furnace installs, fireplaces, hot tubs, whirlpools and spas are all listed as requiring a permit. Flooring, an exact door replacement and non-structural decking board replacement are listed as not. There is also a floodplain rule: an applicant building or remodelling within a regulated floodplain may be required to provide an itemised list of improvements.

The practical version for a plumbing job is short. If it is your own home and you live in it, the door is open. If it is let, it is not, and the paperwork has to be in a contractor name from the beginning rather than corrected afterwards.

Fifteen pages on this site already publish a utility hydrant inventory, from twenty three thousand in Baltimore down to under two thousand in Naples, and one of our pages is built on clearing snow from around them. The 3,947 figure appears here exactly once, as the denominator of the insurance argument, because without it the forty per cent claim is abstract. There is no hydrant maintenance section on this page and there should not be.

Two subjects were refused without being opened

Cross connection and backflow compliance. Green Bay Water publishes a programme page for it and we did not read it, because ten live pages on this site already carry the subject and two of them carry the vendor portal mechanism in full. Adding an eleventh version would be filler in a very expensive position.

Fats, oil and grease. The City publishes a page. The phrase appears on this site more than five hundred times already.

One subject was opened and then cut to a sentence

Infiltration and inflow. The City page explains the concept clearly, lists what it is doing about it, and then cites a diagram from Madison Metropolitan Sewerage District. It is a good public education page and it is not local evidence. Smoke testing, which it names, is already covered on eight other pages here. What survived is one sentence in the services section, because the owner side of infiltration and inflow is genuinely a plumbing question.

What we did not find, and one fetch note

We found no contradiction between the City and the utility on this run, which is recorded rather than assumed. One trap worth naming for anybody following our sources: the obvious hostnames for this utility, greenbaywater.org and greenbaywater.com, both fail to resolve entirely. The live site is gbwater.org, and the only reason we found it is that the City own utilities page names it.
