One caution about that decision tree, and it is ours rather than the city. A published fork tells you who will attend. It does not tell you where the blockage is. A backup that the city clears from a public main can recur immediately if the private lateral is the real fault, and the city visit does not diagnose your side of the line.

Utility locates are the other place where the city does part of the job. New Port Richey performs utility locates for water and sewer services. All other utilities need to be contacted separately, which means a single city call is not a clearance to dig.

That matters more here than it does in most places, because the city Water Distribution division says openly that damage to its water lines comes from contractors, utilities or homeowners digging, boring or setting posts. The people breaking the mains are the people working in the gardens.

Wesley Chapel, twenty miles east in the same county, has no municipal water utility at all. New Port Richey has the opposite problem and the opposite advantage. It runs water production, water distribution, a water reclamation facility, sewer collections, a stormwater utility and a building division, for a city of its size.

The published scale is modest and precise. Over 9,700 water services with meters from three quarters of an inch to ten inches, more than 131 miles of water lines with mains from an inch and a half to thirty inches, over 8,000 sewer services, force mains from four to sixteen inches, and 65 lift stations those mains pump to.

The history is the part worth keeping. The city built its first wastewater treatment and collection system in 1927, and it consisted of 18,000 feet of pipeline and a large septic tank with a discharge line to the Pithlachascotee River. The city describes that as providing only minimal treatment by today standards, which is a generous way to put it.

One Century, Five Upgrades

What A Hundred Year Old System Means For The Pipe Under Your House

That 1927 system stayed in place until 1963, when a new wastewater treatment plant was built at the west end of Main Street. Since 1983 the facility has been upgraded five times, and the city puts the cost to date in excess of thirty million dollars. Its water reclamation facility was selected for the Florida Department of Environmental Protection Operation and Maintenance Excellence Awards in both 2005 and 2011.

The city also states that its utility system was established in the mid 1920s and has been upgraded regularly since. Read those two statements together and the practical consequence for a homeowner is straightforward. The treatment end has been rebuilt repeatedly. The collection end is a system that has been added to for a hundred years.

That is not a criticism of the city and it is not unusual for Florida. It is the reason that on an older New Port Richey property the age of the private lateral is worth establishing before anybody quotes a repair, because a house connected in the 1950s and a house connected in the 1990s are not the same job.

One change to the water itself is worth knowing about for a reason that has nothing to do with pipes. The city has moved to chloramines as its final disinfectant, and it warns that chloramines are harmful to fish and must be removed before the water goes into fresh or saltwater tanks and ponds, using a conditioning agent or an activated carbon filter designed for chloramines. The carve out is specific and it is the one people miss. The city states that this does not apply to a direct contract to repair or replace an existing heating or air conditioning system in an amount less than seven thousand five hundred dollars, citing Florida Statute section 713.13. Note what that exemption does and does not cover. It is written for heating and air conditioning. Plumbing is not named in it.

The notice itself is recorded with the Clerk of the Circuit Court on Little Road rather than at City Hall, so the paperwork involves two buildings. The courtesy worth knowing about is the early start. The city states that the building official and Building Division will review early start requests on a case by case basis, and that prior authorisation must be obtained through the Building Division by phone. That is a published route to beginning work before plan review completes, which many jurisdictions simply refuse outright.

One more piece of city administration is worth flagging because it touches property transactions rather than pipes. The city runs a title search service on utility accounts for a sixty dollar fee, returned by email within seventy two hours of payment. On a sale that is the mechanism for discovering what is owed on the utility account before it becomes your problem.

A NOTE ON HOW THIS WAS READ. The city site returns 403 to ordinary requests on the apex, on the www host and on its sitemap. It was read through a browser instead, which is a routine fingerprint block rather than any statement about the city, and every figure above comes from the city own pages rather than from a third party summary.

SOURCE DISAGREEMENT, AND IT IS ONE WE CANNOT RESOLVE FOR YOU. The city building FAQ answers its own wind speed question by saying that the City of New Port Richey follows the guidelines outlined in the 2010 Florida Building Code.

Florida has published several editions of that code since 2010. We are not going to assert which edition governs your job, because the city own answer names one thing and the passage of time implies another. We report that as the city reported it, including the part that reflects well on nobody, because a utility that publishes a missed monitoring period and its resolution is more useful to a resident than one that publishes neither.

REFUSED: every water rate, sewer rate, deposit, connection charge, permit fee and inspection fee. The city publishes fee schedules and forms that were not opened for figures. The only two amounts stated anywhere above are the sixty dollar title search fee and the two notice of commencement thresholds, all three of which are published as plain text on the pages cited.

REFUSED: any explanation of what a cleanout is or where yours should be. A site wide scan returns 304 existing passages on cleanouts across this site, the second most spent subject we have measured. Only the New Port Richey specific consequence appears here, which is that the city dispatch answer forks on whether one exists.

REFUSED: PFAS. The city publishes an April 2024 update describing the federal limits and says it has been testing its supply for the six regulated compounds.
