Above that, the water has somewhere else to go, and then somewhere else again, and the village names all five stages.

That matters to a household because the last thing in the chain is not a treatment plant. It is a floodgate. Skokie has a combined sewer system, meaning one set of pipes carries both rainwater and sewage, and those pipes discharge into larger pipes owned by the Metropolitan Water Reclamation District of Greater Chicago. Extra water may go into the Deep Tunnel, a large tunnel under Skokie leading to a storage reservoir. If the Deep Tunnel also fills, water may overflow into the North Shore Channel. And if the channel gets too full and threatens to flood, floodgates at the Wilmette Pumping Station may be opened, letting untreated water flow into Lake Michigan.

The village adds a constraint most utilities leave out. Because Lake Michigan’s levels rise and fall, the options for releasing water are limited, and it says these challenges make flooding harder to manage especially when storms happen close together. Two storms in a week are not two independent events in this system. The second one arrives into a chain that has not finished emptying from the first.

On sewer there is no such marker, and the village says so bluntly. The sewer line connecting your home to the public system is called a sewer lateral, that private line belongs to you and not the village, and it is your responsibility to keep it in good working order. It then names where the failures usually are, and the list should worry anybody who assumed the boundary was at the kerb: collapsed pipe or broken tiles, loose connections at the main sewer line often in the parkway or under the street, open joints leaking into the soil, tree roots, and a lateral sloped incorrectly.

Read that carefully. The connection at the main, out in the parkway or under the street, is on the list of things that are yours. The village puts typical repair costs at anywhere from a few hundred to several thousand dollars, and it encourages homeowners to have a licensed plumber inspect the lateral regularly rather than waiting for a backup.

The Best Sentence Any Village Has Written About Tree Roots

Skokie publishes a line that changes how a root problem should be read, and it deserves to be quoted rather than summarised. A licensed plumber can remove the roots, the village says, but this may need to be done every year or two, and then it adds: tree roots cannot get into pipes that are in good condition, so root problems usually mean your sewer line is already starting to fail.

That reframes the annual rodding most households treat as maintenance. If roots are getting in, there is already a crack, an open joint or a failed connection for them to get in through. Clearing them restores flow without addressing the defect, which is why the same property needs it again in twelve or twenty four months. The village is telling residents, in its own words, that recurring root work is a symptom rather than a service.

The backup protocol is equally clear about sequence. If sewage backs up into your home, call Skokie Public Works first, and the village will check the public sewer line in the street. If no blockage is found in the village system, you contact a licensed plumber to check your private lateral. Public Works can provide a list of contractors who have done work locally, and states that it cannot recommend any specific company.

Doing it in that order costs nothing and can save an entire visit. If the blockage is in the public main, no private plumber can fix it, and paying somebody to discover that is a wasted call. Some Skokie homes face unusually high sewer repair costs because of where they sit, and the village runs a limited assistance programme for exactly that case. All five conditions above have to be met together. If they are, the homeowner may be eligible for assistance with repair costs above 7,500 dollars, which the village describes as higher than the typical cost of a sewer repair in Skokie.

The two numeric conditions are the interesting ones because they are geometric rather than financial. A street at least 42 feet wide and a main at least 12 feet deep at the point of connection describe a repair where the excavation itself, not the pipe, is the cost. Somebody on a narrow residential street with a shallow main does not qualify, and their repair is genuinely cheaper.

The village is also unusually direct about insurance and warranties. It states that most homeowners insurance policies do not cover sewer lateral repairs, because they are considered regular home maintenance in the same category as roof or driveway upkeep, and it tells residents to check with their own provider. Then it publishes a list of questions to ask before signing up to a private warranty programme, which is a rare thing for a municipality to do.

The Rule That Turns A Small Repair Into A Full Replacement

Since 1 January 2022 Illinois no longer allows partial replacement of lead water service lines. The village states the consequence plainly: if Skokie makes an emergency repair to a lead line, the full line must be replaced within 30 days, or within 120 days if weather delays the work. The law also requires communities to review their service lines each year. Where a line is lead, is old galvanized metal that needs replacing, or is of unknown material, the village must notify the property owner within 30 days and then once a year after that. The village is careful about what a letter means, and so are we. Receiving one means the village’s records show you might have a lead service line, or that the material is unknown. It does not mean your drinking water contains lead. The village says lead can get into water if the pipe corrodes or is disturbed during work, and that the only way to know for certain is to test the water in your home.

The village publishes the sequence: crews dig a trench about five feet deep, install new pipes, valves and fire hydrants, test the new main for leaks and chlorinate it to kill bacteria, connect home service lines to the new main, then backfill and restore the ground.

  1. Watch for the advance notice

    The village says advance notice is provided before any planned water shut off. That notice is the only warning you get, and it is the moment to move anything that needs water.

  2. Fill what you need the night before

    Connecting a home to the new main takes about two hours of outage, and the main switch itself can take up to four hours across the affected stretch.

  3. Do not run the water heater dry

    A tank heater on a timer or a recirculation pump running through an outage is the classic avoidable failure during scheduled main work.

  4. Expect chlorinated water afterwards

    The new main is chlorinated before service lines are connected, so a strong chlorine taste in the days after is the disinfection working rather than a fault.

  5. Run a cold tap before you judge the water

    Disturbed pipe releases sediment. Clear the line at a low fixture before deciding anything has gone wrong.

  6. Check your own shutoff while the street is open

    A main replacement is the one moment when discovering that your internal stop valve does not close costs you nothing extra to fix.

If you are building rather than repairing

Five Utility Requirements That Sit Outside The Building Permit

Skokie requires all developments to obtain a permit letter of determination from the Metropolitan Water Reclamation District’s Engineering Department as part of preliminary plan review. That is a separate agency with its own timetable sitting inside the village’s own process, and it is the single most common reason a Skokie project timeline slips.

The village also maintains its right to enforce its own stormwater requirements under Section 118-64, and states that these may apply even where there are no district requirements. Two stormwater authorities, either of which can bind a project.

Three more requirements land directly on pipework. A water and sewer capacity analysis may be required by the village’s Water and Sewer Division depending on the change in loading from the existing use to the proposed one. All existing and proposed overhead utility services are to be moved underground unless the Village Engineer determines otherwise. And any inactive water and sewer stubs adjacent to the property, existing or proposed, must be abandoned at their respective mains.

That last one is worth reading twice. Abandoning a stub at the main is a road excavation, not a plumbing task, and it is easy to price a project without noticing it is in scope. On a redevelopment site with old service connections nobody has thought about in decades, it can be the difference between a straightforward job and a street closure.

That is the village’s own instruction for a sewage backup and it is good advice. Skokie Public Works will check the public sewer line in the street at no cost to you. If they find nothing on their side, the problem is on your lateral, and at that point the diagnosis is already half done before anybody arrives.

What we refused to state, and why. We refused to say that Skokie drinks Lake Michigan water. It is very likely true and another page on this site documents the Evanston plant drawing from the lake, but the Skokie source we read says only that the village receives its water from the City of Evanston and names no lake. We are not going to complete a sentence the village did not write.

For the same reason we refused to describe the storm cascade as a round trip, even though stage five ends at Lake Michigan. Refused too: every water rate, sewer rate, permit fee and connection charge, because none was read this session. We refused the Deep Tunnel’s storage capacity, because the village does not state one and the figure we hold for a different city’s deep tunnel belongs to a different system entirely.

We refused every hardness, lead, chlorine and contaminant result, because the water is treated by another city and the village points at a Consumer Confidence Report rather than printing a figure. We refused any count of lead service lines found or remaining, because the inventory is live and reviewed annually by law. We refused to state how much a sewer lateral repair costs beyond the village’s own range of a few hundred to several thousand dollars and its 7,500 dollar programme threshold, both of which are published with their own labels. And we refused any claim about the condition of pipe under a named street, or about which addresses qualify for the assistance programme.

No office, address, crew or response time of ours is stated for Skokie.
