Plumbing Pueblo: The City Tells You How to Work Out Whose Blockage It Is
Almost every city publishes a page explaining that a sewer backup is unpleasant and that you should call somebody. Pueblo publishes something considerably more useful. It tells you how to work out, standing in your own basement, before anyone arrives and before anyone has been paid, whether the blockage is in your pipe or in the city’s.
There are two tests and they are independent of each other. One is a tap. The other is your eyes and your nose. Between them they answer the only question that actually decides who pays, and they answer it in about a minute.
Everything below is what the City of Pueblo publishes about its own wastewater system, read in August 2026, with sources named at the foot and the figures we refused to state named beside them.
The best thing on the city website
A Tap, Then Your Eyes and Your Nose
The first test is mechanical. The City states that if the backup results from a blockage in the service line running from the house to the city sewer main, turning off all water in the building will stop wastewater entering the building, because water being used inside the building is the only source of water. If the blockage is in a sanitary sewer main, turning off the water in the house will not affect the flow at all.
The second test is forensic, and it is the one almost nobody knows. Water from a service line blockage, the City says, is likely to be nearly clear or a light grey colour with a mild odour. Wastewater from a sewer main blockage is likely to be dark or black with a strong odour similar to rotten eggs.
The City also explains why, which is what makes it trustworthy rather than folklore. The dark colour and the smell are both the result of bacteria acting on organic material in wastewater under low oxygen conditions. Your own bathwater has not had time to become that. The main’s contents have.
How to use it
Read the Exit, Then Read the Evidence
Start by discounting the thing everyone fixates on, which is where it appeared. The City explains that when flow in a sewer pipe is blocked, water builds up behind the blockage and exits at the lowest available point, and that in buildings with basements the basement fixture drains may sit close to the elevation of the sewer main. So the floor drain is where it came out. It is almost never where the problem is.
That also explains a fact worth knowing before you buy a house here. The City states that backups normally affect only buildings with basements, and that buildings without basements, built entirely above the ground surface, usually are not affected.
Then run both tests. They rely on completely different physics, so when they agree you can act on the answer with some confidence, and when they disagree you have learned that this is not a simple case.
If Your Basement Was Built After 1978, Look for a Backwater Valve
A backwater valve is a mechanical device that stops wastewater flowing into your house from the city’s main. The City describes it plainly: a flapper valve with a flat flange hinged at the top. When you use water, your own drainage pushes the flapper open and out it goes. When the main backs up, the sewage flowing toward your house pushes the flapper closed.
Then comes the sentence that makes this a genuinely local page rather than a general one. The City states that houses with basements built in Pueblo after 1978 should have had backwater valves installed. That is a date, it applies to a specific city, and it turns a vague question into a specific one you can answer about your own address.
It is careful language and we will not overstate it. Should have had is not the same as definitely has, and the City goes on to say why that matters.
The warning that belongs on every drain cleaning invoice in this city
Backwater valves need periodic inspection and maintenance like any mechanical device. Material in household waste can get caught on the valve and block its operation. And then the City says this, which we have not seen another city put in writing.
The practical consequence is a question to ask, and it is a fair question to ask any contractor including us. If a cable has gone down a line in a Pueblo house with a basement, somebody should establish whether there is a backwater valve on that line and whether it still closes afterwards. The City’s own advice is that homeowners should check theirs about once a year to make sure it is in proper operating condition.
We are not going to tell you whether your house has one. We have no way to know that, and the City’s wording is deliberately conditional. What we can tell you is that in this city the question has a published starting point that most cities do not give you.
Who pays
Your Pipe Does Not Stop at Your Fence
Pueblo puts the ownership question in its Municipal Code rather than leaving it to custom. The City states that under Section 16-3-8 the property owner owns the sewer service line, including the sewer tap itself, and that if a break or blockage occurs anywhere in the service line the property owner is responsible for the cost of repair.
The sentence that costs people money is the next one. A problem in the service line might occur outside the property line, and if the problem is in the service line then even outside the property line the responsibility for repair still rests with the property owner. Where your land ends is not where your pipe ends.

What that means for maintenance rather than for emergencies
The City is explicit that owning the line means maintaining it. Property owners are responsible for keeping their sewer service lines in operable condition, and if there are periodic blockages, or times when drains run slowly because of sags or breaks in the line or roots invading it, providing the repair is the owner’s responsibility.
It also names the material that drives most of that work here. The City observes that many property owners with vitrified clay service lines have periodic drain cleaning carried out to keep the line free from roots. Clay pipe in jointed sections is what a lot of older Pueblo housing was connected with, and roots find joints.
Which reframes routine drain cleaning in this city. On a clay line it is not a response to a failure. It is a maintenance interval, in the same sense as a gutter clearance, and the right question is how often rather than whether.
The other side of the connection
A Different Section of Main, Every Single Day
The City states that its Collection Division cleans a different section of sanitary sewer main every day. Not a campaign, not a response to complaints, a daily rotation.
The reason it needs one is geography. Wastewater flows by gravity, and household wastewater contains solids heavy enough to settle out if the flow is not swift. The City says plainly that some areas of Pueblo are flat, and that where the slope of a main is flat rather than steep the flow slows, solids fall to the bottom and accumulate, which over time leads to a blockage and then either an overflow from a manhole or a backup into a building.
The method follows from the problem. High pressure water trucks scour material off the walls and move the heavier solids, using cleaning heads whose nozzles can direct water forward to break a blockage, sideways to scour the walls, or toward the bottom to shift settled debris. It is the same principle as jetting a house line, at a different scale.
Find Your Cleanout Before You Need It
The City describes a cleanout as usually a four inch vertical pipe with a threaded cap, giving an access point to put a tool into the service line to clean it, clear obstructions or inspect it. Somewhere near the foundation of your home, it says, there is one.
Two details are worth carrying. First, there may be more than one. Because there is usually a Y shaped sweep where the cleanout meets the service line, two cleanouts are sometimes installed together so that a plumber can work the pipe in either direction, and a long service line may have several in different places. Second, the cap matters. With the cap off, wastewater from the building can overflow into the yard, off the property, into an alley or street or onto a neighbour’s land, which the City describes as creating a nuisance condition by exposing the public to wastewater.
- Where the cleanout is, and whether there is more than one.
- Whether the cap is present and secure, since the City puts keeping the caps on in the property owner’s column.
- Whether the service line is vitrified clay, because that changes the maintenance interval rather than just the repair.
- Whether there is a backwater valve, and when it was last checked.
- Which fixture in the building sits lowest, because that is where any backup will announce itself first.
The Grease Programme, and Who It Actually Binds
Pueblo runs a Grease and Oil Management Program under city code, and the reason it is on this page is that it is routinely misunderstood in both directions. The City says in terms that the requirement does not apply to individual homes and apartments.
It does apply to a long and specific list: restaurants, bakeries, coffee shops, school cafeterias, nursing homes, day care centres, churches and other food service establishments. It also applies to engine service facilities that repair, service or clean vehicles, machinery or motorised equipment needing petroleum based lubricants, and to facilities that may introduce sand and oil into the system such as car washes, automotive workshops, service stations, machine shops and boat repair shops.
Two obligations follow for those premises. Best management practices must be followed, and a Facility Compliance Report must be submitted twice a year, at the end of every June and December. The City states it may inspect any such facility with or without notice.
Households are outside the programme, but not outside the physics. The City’s own explanation is that grease is one of the leading causes of sanitary sewer backups and overflows, sticking to the inside of pipes until it blocks them, and that the cost lands back on businesses and homeowners through rates.
When the answer is no
Somebody Above the Inspector, and It Is Not the City Council
Most of our pages can tell you who issues a permit. Very few can tell you what happens when a decision goes against you. Pueblo can, because the trade has its own standing body.
Under the Southern Colorado Building Department there are four separate boards of appeal, for building, electrical, mechanical and plumbing. The Plumbing Board of Appeals, in the City’s own description, issues, suspends or revokes licences or registrations, makes reasonable interpretations, determines the suitability of alternate materials and methods of installation, grants minor variances, hears appeals, and reviews the performance of work under the adopted codes.
Read the third of those again. A named body can decide that a material or a method the code does not list is nonetheless suitable. That is a real route for an unusual property, an awkward retrofit or a product newer than the code edition, and it is the kind of thing a homeowner never hears about because the conversation usually ends at a refusal.
One Plant, and It Takes More Than the City’s Own Waste
Everything the collection system carries goes to the James R. DiIorio Water Reclamation Facility, which the City says treats more than 10 million gallons of wastewater a day.
What it treats is the interesting part. As well as wastewater from homes, businesses and industries throughout the City of Pueblo, the facility takes sanitary wastes from the Blende, Salt Creek and St. Charles Mesa sanitation districts, and from septic tanks throughout Pueblo County. So a property well outside the city, on a septic system, with no sewer connection at all, still ends up in the city’s plant when the tank is pumped.
That is also why the City runs a pretreatment programme, which federal law requires. Its stated purpose is to stop toxic chemicals entering the collection system, and the City names the two failure modes precisely. An upset is when chemicals poison the bacteria that carry out the reclamation process, so treatment cannot complete and improperly treated wastewater reaches the Arkansas River. A pass through is when a chemical is harmless to the bacteria, is therefore not removed, and travels through the plant into the river anyway.
It is a useful pair of words for a household too. Not everything that goes down a drain is stopped by treatment, and the things that are not stopped are not always the things that smell the worst.
How This Changes a Plumbing Pueblo Call Out
Three consequences follow directly from what the City publishes, and they change the order of operations rather than just the vocabulary.
Run the two tests before you book anything, because on one answer the right first call is the Wastewater Department and not a contractor. Treat clay service lines as a maintenance interval rather than a series of emergencies. And on any basement property, establish whether there is a backwater valve before a cable goes down the line, not after.

Its published warning is that if a sewer snake has been used to clear a clogged drain line, the snake could break the flapper valve or knock it off its hinge so that it cannot operate. That is why the valve question belongs before the work rather than after it, and why the City advises homeowners to check the valve about once a year to confirm it is in proper operating condition.
Not according to the Municipal Code. The City states that under Section 16-3-8 the property owner owns the sewer service line including the sewer tap itself, and that a problem in the service line might occur outside the property line, in which case the repair responsibility still rests with the property owner. What we refused to state, and why. No water, sewer or stormwater rate, no tap fee, no permit fee and no fine, because no schedule was read. No repair price of any kind.
