Almost every city page on this site eventually arrives at hardness. Scale in the kettle, scale on the element, a softener sized in grains. Baton Rouge does not have that conversation, and its water company says why in a single sentence: residents in the metro area enjoy the distinction of living in one of the few cities in America to have perfectly soft water.

That is genuinely unusual and it is genuinely good. It is also not free. Water that arrives from seventy deep wells with almost nothing done to it brings two things with it that hard water does not, and both of them turn up inside the house rather than in the main. Where it comes from

Seventy Wells, Two Thousand Eight Hundred Feet, and Almost No Treatment

The company states it plainly. Water for Baton Rouge is obtained from seventy deep wells ranging in depth from 600 to 2,800 feet. The supply probably enters the ground near Vicksburg in Mississippi, moves through sand strata, and eventually reaches Baton Rouge, where it is drawn off by wells and emerges from the ground bacteriologically pure. It is chlorinated and then pumped into distribution lines amassing over 1,600 miles in length.

Compare that to the usual arrangement. Many supplies require extensive treatment before the raw water is fit to drink. The company says its water has instead been naturally purified and filtered through the earth rock and sand formations, and that chlorination in the ratio of 1.4 parts per million assures it remains safe to drink.

Why the Water Heater Makes the Smell Worse, Not Better

The company is unusually candid about this. The naturally occurring raw water in the Baton Rouge area has a sulphur smell. Before the water leaves the pumping stations it is chlorinated, which removes the smell. If you have been away on holiday, or the water has simply not been used for several days, the smell can return, because the chlorine dissipates over time.

Then it adds the part that matters to a plumber. Water heaters in the home commonly cause this to happen more rapidly, because heated water dissipates the chlorine faster than cold water does. The second cost

Manganese, and the Two Vessels in Your House That Catch It

The company states that the water in the area contains a small amount of a naturally occurring mineral called manganese, and that over a period of time it settles out in the distribution system. Events such as fires, construction and main line breaks create rapid movement of water, which stirs that sediment up, and the result is water with a darker than normal tint.

The published remedy is to run the cold water for two to three minutes. But the company adds a clause that most people miss, and it is the operationally important one. If you notice the problem in your toilets or your water heater, remember that they have tanks which need to be cleared after your incoming cold water runs clear.

That is the whole difference between a five minute job and a callback. Running the taps flushes the branch lines. It does not flush a cistern that has already filled with tinted water, and it does not flush a heater tank that filled during the same event and will keep serving discoloured hot water afterwards. Two vessels in an ordinary house hold standing water by design, and both of them have to be dealt with separately.

The company is also explicit that it wants to be told. It says please do not hesitate to notify us of these types of problems, and that it relies on customers to report when there is one. If discolouration recurs without a nearby event to explain it, that is worth reporting rather than absorbing, and it is worth ruling out before anyone sells you a repiping job on the strength of brown water.

Not a City Utility, and That Changes Who You Ring

Baton Rouge water is supplied by a company rather than by a public works department, and it has been that way from the start. The earliest record the company publishes is an ordinance of 8 November 1887, in which the Common Council contracted with E. Smedley and John H. Wood of Dubuque, Iowa, authorising them to construct, build, maintain, operate and own a system of water in the city and supply its inhabitants. The contract required capacity to furnish two million gallons in twenty four hours and a standpipe holding 100,000 gallons.

The first well followed in 1889. In April 1910 the company changed hands and became the Baton Rouge Water Works Company under C. C. Bird, with offices on Natchez Street, now Front Street. The office moved to 131 Lafayette Street in 1920, to 4615 Government Street in 1961, and to Goodwood Boulevard in 1985.

The practical point is jurisdictional. Baton Rouge Water Company supplies water. It does not supply sewer, and nothing on this page should be read as describing parish sewer arrangements, because no parish sewer document was read for it.

Lead, stated carefully

Why the Louisiana Answer Is Different, and Still Not a Guarantee

The company sets out its position in a way that is worth quoting accurately because it is easy to over read in either direction. It states that lead usually gets into water from pipes and plumbing inside or leading to a home, that it has optimised corrosion control which maintains its pipes, and that if there is any lead in the water it is most likely coming from old pipes or fixtures in the customer plumbing lines.

On materials it says homes built after 1988 are unlikely to have lead service or plumbing lines, that lead was banned in 1988, and that prior to that it was not commonly used in Louisiana, so it anticipates very few lead service lines are present in the system. It also repeats the Environmental Protection Agency position that there is no safe level of lead in drinking water.

What the company says it is doing about it

  • An inventory of service and plumbing lines has been developed, with an address search published so customers can look up their own property.
  • The inventory work is being done in collaboration with the University of Louisiana at Lafayette.
  • A model was to be submitted to the Louisiana Department of Health by autumn 2024.
  • A meter box exchange programme has replaced more than 8,500 meters to date.
  • That programme is currently targeting older systems installed before the 1988 Louisiana lead ban.
  • If lead or galvanised lines are identified, the company states a replacement plan will be created.

Two things follow for a property owner. Anticipated is not the same as verified, so use the address search rather than the general statement. And a system with very little lead in the street still has whatever is inside the walls, which is the customer side and which no utility programme reaches.

A rule that changed recently

The Test Report Route Has Closed on Paper

This one catches out testers more than it catches out property owners. The company states that it has transitioned to a new backflow management system, and that it will no longer accept backflow test reports submitted by PDF, by email, or on paper. All test results must be entered and submitted directly through the system.

The programme itself runs under Louisiana Department of Health regulations and is operated across Baton Rouge Water Company, Parish Water Company, Ascension Water Company and Ascension Consolidated Utilities District Number 2. The company defines backflow as flow reversed in a pipeline or plumbing system, typically from a change in pressure caused by backpressure or backsiphonage.

It separates the two causes usefully. Backpressure is when the pressure in the pipe connected to the main exceeds the pressure in the main itself, which it attributes to pumps, piping elevation, or thermal expansion from a heat source. Backsiphonage is water pulled back into the system through loss of pressure, from a main break, from maintenance, or from high demand activities including firefighting.
