Plumber Alcoa: The Pipe Under This City Was Laid to Feed a Smelter, Not a Subdivision
Almost every city on this site inherited a water system from an earlier version of itself. Alcoa inherited one from a factory. The City publishes the history in unusual detail, and it starts in 1914, when the Aluminum Company of America built a pumping station and a six inch main from Hannum Spring in Maryville to supply three manufacturing plants and the people who worked in them. The town came afterwards. The pipe came first.
That is not a heritage anecdote. A distribution system sized for industrial demand and then handed to a residential customer base behaves differently from one that grew outward from a courthouse square, and the City own numbers still show it. Everything below comes from what the City of Alcoa publishes about its own utility, read in August 2026, with the sources named at the foot and the figures we refused to state named beside them.
The company era, 1914 to 1960
Springs, a Six Day Reservoir, and Ten Miles of Wooden Pipe
The City records the sequence precisely. Hannum Spring, flowing at five to six hundred gallons a minute, was the first supply for both the town and the plant, feeding an elevated day supply tank on Glascock Street. In 1918 a six inch main reached Springfield Springs, also called Manning Springs, beside the Old Knoxville Pike near East Broadway, where a 350,000 gallon reservoir fed by a second source at Webb Mill Spring stood next to a brick pump station.
On Wildwood Hill, known locally as Reservoir Hill, a 4.5 million gallon reservoir and pumping station created a six day supply. By September 1919 the Aluminum Bulletin reported 10.6 miles of pipe in the ground, including 9,100 feet of 24 inch wood stave pipe and 3,250 feet of 18 inch wooden pipe alongside cast iron in six different diameters. Chlorine gas was added as the water was pumped.
In May 1927 the Little River pumping station and filter plant opened. It was the last facility the company itself operated, and Little River is still the raw water source today.
Two Men, a Bucket of Wooden Pegs, and a Method That Actually Worked
The City publishes an account from Don Bledsoe, who became its first Superintendent of Water in 1960 and later its Director of Public Works. As a child he watched two man crews walking the route of the wooden line from the Wildwood Reservoir into the city, carrying a bucket of wooden pegs and looking for wet spots. When they found one, they dug down to the leak, whittled the end of a peg to fit the hole, drove it into the pipe and covered it back over. As the peg took on water it swelled and sealed the hole.
The equipment matters, though. A wet spot only appears when the loss is large enough and the ground is permeable enough to bring it to the surface, which on a modern pressurised system can mean months of water into a foundation before anything shows. That gap is precisely what acoustic and pressure based leak detection exists to close, and it is the reason nobody walks a line with a bucket any more.
What Changed Hands, When, and Who Holds It Now
Alcoa is one of the few American utilities that can date its own transfer of ownership to a single day. The grid below tracks custody rather than materials: who owned each part of the system at each stage, and what the City says happened to it afterwards.
1914 to 1959, the company
Built and operated by the Aluminum Company of America to serve three manufacturing plants and its employees. Springs, reservoirs, wooden and cast iron mains, chlorine gas.
4 January 1960, the handover
The City assumed ownership and operation as part of the company policy of turning the company town over to its residents. The operating staff transferred with it and became City employees.
1962 to 1963, the first rebuild
The 1927 plant rebuilt around the existing laboratory building. Two new sand filter units, a valve house and modernised equipment took capacity to 8 million gallons a day.
1972 to 1978, the expansion
Every remaining 1927 company building replaced, with a new Little River intake and pumps. A third mixed media unit reached 16 million gallons a day, and 1978 works took it to 24.
2001 to 2007, the decision
Rehabilitate the ageing plant or build new. After evaluation and pilot testing the City built a membrane filtration plant across the road, completed March 2007.
Today, and the next problem
The City names replacement of the two Overlook Reservoirs as a significant near future challenge. They hold 12 million gallons between them.
A rare direction of travel
Why the New Plant Is Smaller Than the Old One
Utility capacity almost always goes one way. Alcoa is an exception, and the City says why. The 1978 works had taken filtration to 24 million gallons a day, with an ultimate ceiling of 36 if the two original 1962 units were upgraded. The award winning membrane plant completed in March 2007 was built at 16.
Three stated reasons. Water conservation measures by Alcoa Inc, the closure of Alcoa Inc West Plant, and South Blount County Utility District constructing its own filtration plant, all reduced demand on the City. On average the plant now treats between eight and ten million gallons a day, and the current plant is upgradeable to 24.
The consequence for anyone working on property here is not obvious but it is real. The transmission mains were sized for the old load. A system with generous mains running at moderate demand is a system with long residence times in places, which is a water age question rather than a capacity one, and it is one reason the City is explicit about disinfection and pH adjustment chemistry.
Two Inch to Thirty Inch, and Six Places to Store It
The City publishes a distribution inventory that is worth reading closely, because the range in it is the tell. Mains run from 2 inch to 30 inch diameter, a fifteen fold spread in a system serving a city of this size. Storage is spread across six structures rather than concentrated in one.

Three booster pump stations serve it, at Overlook, Wildwood and Regal Drive. The treatment chemistry is published too: chlorine for disinfection, liquid aluminium chlorohydrate as the coagulant, sodium hydroxide for pH adjustment, and fluoridation before the water enters the distribution system. Peak production in the 1980s exceeded 16 million gallons a day.
The plant carries an annual operating budget of about two million dollars and the City describes it as fifth largest in the state in water treatment. Nine operators and assistants run it with a maintenance staff of four, eight of them holding Tennessee Grade III or Grade IV certification, with a combined 117 years of experience between them. The distribution side carries 19 employees with 294 combined years of service.
The number that changes a quote
Eleven Thousand on Water, Five Thousand Seven Hundred on Sewer
On one City page the Water and Wastewater Services Division states that it serves over 11,000 water and 5,700 sewer customers, households and businesses together. Those two numbers sit in the same sentence and they are roughly two to one.
It is exactly what you would expect from the history. Water was pushed outward early and aggressively because the plant needed it and the company was paying. Sewer is a different kind of capital project with a different justification, and it did not follow the same route on the same timetable. The service area the City describes runs north to the Jones Bend area of Fort Loudoun Lake, west to Middlesettlements Road, east to the Wildwood and Nails Creek communities and south to the Maryville city limits.
We are not going to tell you which side of that line your address falls on. What we will say is that the question has to be asked before anyone prices a job here, because the answer changes who you deal with, what gets permitted, and what happens when the drains back up.
Two City Pages, Two Different Numbers, and We Are Not Picking One
Reading a utility carefully means noticing when it contradicts itself, and Alcoa does, in two places. On the history page the City says over 10,000 homes and businesses are supplied through 240 plus miles of water mains. On the facts page it says over 10,000 water meters representing an estimated 24,300 people, and over 246 miles of distribution and transmission mains. On the services page it says over 11,000 water customers.
None of these is a big discrepancy and all of them are explicable: pages are written at different times, a meter is not a customer, and mains grow. But averaging them would manufacture a figure the City has never published, and picking the largest would be marketing rather than reporting.

Still an industrial utility
The Factory Is Still a Customer, and So Are the Neighbours
The relationship did not end at the handover. The City states that it continues to provide water to the Alcoa Inc North and South Plants and to the Tuckaleechee Utility District, listing those at 3 million and 1 million gallons a day respectively, and that connections exist with the City of Maryville and the Knox Chapman Utility District for supply on an as needed basis. Average water sold is 8 to 10 million gallons a day.
Recent works listed include a 1.5 million gallon tank and pump station in the Wildwood area and a 12 inch line to serve the Rockford area. The near future challenge the City names for itself is replacement of the two Overlook Reservoirs.
One operational detail is worth knowing if something goes wrong at three in the morning. The City states that Water Treatment Plant employees dispatch after hours emergency calls for all Public Works functions, and that the Water and Wastewater crews are on call twenty four hours a day, seven days a week. The plant is the switchboard.

Every answer below is drawn from a City of Alcoa published page read in August 2026. Where the City publishes no figure, or publishes two, we say so rather than choosing.
Yes, and the utility history follows from it. The City states that its water system began to evolve in 1914 with the industrial development of the Aluminum Company of America local plant, that the company built a pumping station and a six inch main from Hannum Spring in Maryville to provide potable water to its three manufacturing plants and its employees, and that the City assumed ownership and operation on 4 January 1960 as part of the company policy of turning the company town over to its residents.
We are not going to claim that, and neither does the City. What the City states is that the September 1919 Aluminum Bulletin recorded 9,100 feet of 24 inch wood stave pipe and 3,250 feet of 18 inch wooden pipe among 10.6 miles laid, and that in later years a 16 inch cast iron main replaced this and a second larger reservoir was added. What survives where is a question for the City, and no page including this one should answer it for a specific street.
Little River. The City describes a system that grew from a 1914 one day supply tank of spring water treated with chlorine gas into a multi million gallon per day facility drawing from its Little River raw water source. The Little River pumping station and filter plant began operation in May 1927 as the last facility the Aluminum Company itself operated, and the current membrane filtration plant sits on Sam Houston School Road across from the old plant site.
Because demand fell, and the City says exactly why. The 1978 works had taken filtration capacity to 24 million gallons a day, with an ultimate ceiling of 36. The reason we will not guess is that the City own figures show a large gap: the Water and Wastewater Services Division states it serves over 11,000 water and 5,700 sewer customers. Its service area extends well beyond the city limits, north to the Jones Bend area of Fort Loudoun Lake, west to Middlesettlements Road, east to the Wildwood and Nails Creek communities and south to the Maryville city limits.
Very variable, which is the point. The City states that its distribution and transmission mains run from 2 inch to 30 inch in diameter across over 246 miles. That fifteen fold spread is what an industrial legacy system looks like: transmission sized for a smelter alongside small distribution laid to reach houses. It matters because pressure and flow at a given address depend on which part of that range you are hanging off.
The City states that Water Treatment Plant employees dispatch after hours emergency calls for all Public Works functions, that operation of the water system runs 24 hours a day seven days a week, and that the Utility Supervisor and the Water and Wastewater employees are on call around the clock. Establish first whether the problem is on your side of the meter or theirs, because that decides whose call it is, and if it is yours it is an emergency plumbing job.
Not on the strength of the mains. The mains are the City problem and it has been systematically replacing them since 1960, including replacing every remaining 1927 company building in the 1972 to 1973 works. What actually drives a repipe decision is what is inside the property line, which depends on when the house was built and what was fashionable that decade rather than on the utility. That is a repiping conversation and it starts with an inspection, not with a date.

What we refused to state, and why. No water or sewer rate, connection fee or tap fee. The City links a July 2026 fees and rates schedule and we did not open it, so we quote nothing from it. No hardness figure, no lead or copper result and no disinfection by product level, because no Consumer Confidence Report was read for this page. No current daily production figure beyond the 8 to 10 million gallon average the City itself publishes.
We also refused two claims that would have been easy and wrong. We do not say what pipe material is under any particular street, because the City records what was laid in 1919 and what replaced some of it, not what is where now. And we do not say whether any address is on City sewer, because the City own customer counts show a gap of several thousand between water and sewer and only the City can resolve it for a specific property.
Where the City contradicts itself, we print both readings rather than choosing. That applies to the mileage of mains and to the customer counts, and both disagreements are set out in full above.
