Plumber Little Elm: The Town Ruled Out the Street, So the Evidence Points at Your House
Most towns cannot tell you what their water service lines are made of. Little Elm can. The Town states it has completed identifying and documenting the material of its service lines, that the result is one hundred per cent non lead materials, and that no lead service lines and no galvanized requiring replacement lines were found in the inventory at all. That sentence sounds like reassurance. Read it as a plumber reads it and it is something sharper.
If the public side is clean, and the 2025 tap round still returned copper at up to 1.15 parts per million in somebody kitchen, then the metal did not come from the street. It came from inside a house. Everything below is what the Town publishes about its own water, read in August 2026, with the sources named at the foot and the figures we refused to state named beside them.
Where it actually comes from
Four Reservoirs, One Blend, and a Set of Ranges Rather Than Numbers
The Town states that it purchases its water from North Texas Municipal Water District, located in Wylie, and that the water is drawn from surface water sources including Lake Lavon in Collin County, Bois d Arc Lake at Bonham, Lake Texoma across Grayson County and Bryan County in Oklahoma, and Jim Chapman Lake in Delta and Hopkins Counties. The susceptibility rating recorded for that supply is low.
Four sources is the fact that matters at your fixtures. When a report publishes an amount detected of 2.1 parts per million of chloramines against a range of 0.55 to 3.11, that spread is not measurement noise. It is a blend that shifts. The same page records pH ranging from 7.3 to 8.8, and describes pH in its own definitions as a measure of corrosiveness of water.
None of that makes the water unsafe, and the Town reports no violations. It does mean that a house in Little Elm is not sitting in one chemistry all year, which is worth knowing before you blame a fitting.
What a Finished Inventory Actually Proves
Little Elm publishes its lead and copper position in unusual detail. The Town says it has maintained a lead and copper monitoring programme since the original rule, that it has been compliant with that rule since monitoring began, and that the service line inventory is done. It identified service line material for every school and licensed child care centre in the distribution system. It commissioned an initial risk and resource assessment in 2023. It publishes an interactive service line material map that distinguishes the Town owned public side from the customer owned private side.
The result it reports is the strong one: no lead service lines, no galvanized requiring replacement service lines, and no lead status unknown lines in the system. Field investigation, not paperwork, is what the Town says produced it.
That is why this page does not spend itself on the inventory. The inventory is settled. What follows is the consequence.
The number to look at
Zero Sites Over the Limit, and an Eighty Fold Spread Between Houses
The 2025 lead and copper round sampled thirty sites. Copper came back with a 90th percentile of 0.341 parts per million against an action level of 1.3, with zero of thirty sites above the action level and no violation. Lead came back at 2.2 parts per billion at the 90th percentile, again zero of thirty above the action level of 15.
Now read the range column instead. Copper ran from 0.014 to 1.15 parts per million. The highest house in the sample carried roughly eighty times the copper of the lowest house, on the same distribution system, from the same blend, in the same year. The typical source the report lists for copper is corrosion of household plumbing systems.
Those houses are not drinking different water. They have different plumbing in them, and the sample is reporting the plumbing.
What Each Published Number Rules In, and What It Rules Out
A water quality report is usually read as a verdict. It is more useful as a set of eliminations. Each figure below is from the Town own 2025 sampling year, and each one closes off a suspect a plumber would otherwise have to chase.
No lead service lines
Rules out the street as a source of lead. Rules in fittings, fixtures, brass and solder inside the property, which the Town explicitly says it cannot control.
Copper 0.014 to 1.15 ppm
Rules out a system wide corrosion problem, since zero of thirty sites exceeded. Rules in house specific conditions: standing time, water temperature, and the age of the copper.
pH 7.3 to 8.8
Rules out a constantly aggressive supply. Rules in seasonal variation, in a report that defines pH as a measure of corrosiveness of water.
Chloramines 0.55 to 3.11 ppm
Rules out free chlorine as the disinfectant. Rules in a chloramine compatible question for any rubber component, filter or fish tank on the property.
Chlorite detected to 0.90 ppm
Rules in a disinfection by product the report attributes to the treatment process itself, at a level under the maximum contaminant level of 1.
Total dissolved solids to 455 ppm
Rules out an unusually mineral heavy supply against the 1,000 secondary standard. Rules in ordinary scale, which is a maintenance question and not a fault.

Why the Flushing Rule Is Really a Test
The Town publishes the standard household guidance: use only cold water for drinking, cooking and making baby formula, note that boiling water does not remove lead, flush your pipes for several minutes before use, and use a filter certified by an American National Standards Institute accredited certifier to reduce lead. It adds that if you have a lead service line or a galvanized requiring replacement line you may need to flush longer.
In Little Elm that last clause has nobody to apply to, which turns the rest of it into a diagnostic. If flushing changes what comes out of a tap, the thing that changed is inside your walls, because the water arriving at the property boundary did not change. Standing water picks up metal from whatever it is standing in.
The same logic runs the other way. If flushing does not help, stop looking at the pipe and start looking at the tap body, the flexible connectors and the shut off valves at the fixture, which is where a lot of older brass hides.
Six Sampling Cycles, One Exceedance, and Why It Still Matters
Little Elm publishes its historical 90th percentile results going back to 2007, which very few towns do. The Town says its 90th percentile has been above the action level of 15 micrograms per litre on only one occasion since 2007, that the result reduced in subsequent years, and that it is no indication of system wide lead contamination. It also says plainly that these results are not a guarantee of no lead presence and must be verified appropriately.

Read the trend rather than the single bad year. The 90th percentile fell from 4.2 and 4.37 in the late 2000s to 0.761 by 2022, an order of magnitude, on a system that never had lead service lines to remove. Something else improved: treatment chemistry upstream, and the slow replacement of pre 1986 brass inside houses as bathrooms and kitchens were refitted.
That is the honest read of a town this age. Little Elm grew fast and late, so the housing stock skews new, but the exceedance year is a reminder that new does not mean uniform. One house in a sample of thirty was enough to move the whole number.
The other pipe
The Water Leaving Your Property Has Two Completely Different Exits
The Town describes stormwater as rainwater that flows across streets, driveways, rooftops and other hard surfaces before entering the Town drainage system, creeks and waterways, picking up oil, chemicals, fertilizers, paint and pet waste on the way. Its stormwater management programme was created by Ordinance number 1087, adopted by the Town Council on 1 November 2011, and a drainage fee has appeared on Little Elm utility bills since January 2012.
The Town states the fee helps protect Lake Lewisville, the community, private property and the environment from stormwater problems including pollution, damage to aquatic habitat, creek erosion and flooding. That is the lake at the end of the street, and it is the one your runoff reaches, whatever is in your tap.
It also draws a distinction worth carrying onto a job site. Leaving furniture or construction debris at the roadside is illegal dumping. Oil, paint, cleaners or pool chemicals entering a storm drain is an illicit discharge, and the Town takes reports of it around the clock.
How We Work a Metal or Taste Complaint in Little Elm
Because the public side is documented and the private side is not, the sequence below runs from the outside in. It is deliberately the reverse of how most people start.
- Confirm the supply is not the variable.
Check the Town interactive service line material map for the address first. If both sides read non lead, the street is eliminated on the record rather than on assumption, and the search narrows immediately.
- Separate standing water from running water.
A first draw sample and a flushed sample behaving differently points at the property. Behaving the same points at the fixture itself or at something much further back.
- Work the fixture before the pipe.
Tap bodies, flexible connectors, angle stops and older brass are cheaper to inspect than a wall, and they sit in exactly the water that stood overnight.
- Look for closed system effects.
Check valves, pressure regulators and softeners can turn a house into a closed system, which changes how the water heater behaves and how long water sits in the branch. Read the whole install, not the symptom.
- Only then open anything.
If the evidence points into a wall or a slab, that is when leak detection earns its keep. Locating before cutting is the difference between one repair and three.
Same corner, different rules
Why the Answer Changes at the Town Line
Little Elm sits against Frisco, The Colony, Lewisville and Denton, and it is easy to assume a Denton County address means a Denton County answer. It does not. The water is purchased from a district headquartered in Wylie, in Collin County, and the sources sit as far away as Bonham and the Oklahoma border.
The same is true of the paperwork. If you own property across more than one of them, treat each address as its own job. That is also true northwards towards McKinney, where the supply arrangement is different again.
Six Things Worth Checking First
Every item below can be done in under ten minutes and each one narrows the problem before a van is involved.
- Look your address up on the Town interactive service line material map and note both the public and the private side result.
- Run the meter test the Town publishes: turn off every tap and appliance, then read the meter again fifteen minutes later. Movement means a leak.
- Do the food colouring test on every toilet tank. The Town notes an invisible toilet leak can lose up to one hundred gallons a day.
- Check every faucet for a drip. The Town puts a slow drip at fifteen to twenty gallons a day, or nearly six thousand gallons a year.
- Note whether the complaint is worse first thing in the morning. That is the standing water signature and it points inside the house.
- Photograph the shut off valves and flexible connectors under each affected fixture before anyone touches them.
If the meter moved, that is a leak detection conversation rather than a water quality one. If the drains are slow at the same time, it is a drain cleaning conversation and the two are unrelated. If water is actually escaping now, it is an emergency plumbing call and the diagnostics wait.
Plumber Little Elm: Questions the Town Documents Actually Answer
Every answer below is drawn from a Town of Little Elm published page or from its 2026 water quality report covering the 2025 sampling year, both read in August 2026. Where the Town publishes no figure, we do not supply one.
Not according to the Town own inventory. Little Elm states it has completed identifying and documenting the material of service lines, that the Town has one hundred per cent non lead service line materials, and that no lead service lines and no galvanized requiring replacement service lines were identified. Its water quality report adds that field investigations also found no lead status unknown lines. The Town publishes an interactive service line material map so you can check a specific address rather than take a general answer.
Because tap samples measure the whole path, and the last part of that path is yours. The Town states it is responsible for providing high quality drinking water and removing lead pipes but cannot control the variety of materials used in the plumbing in your home. The 2025 round returned a copper 90th percentile of 0.341 parts per million with a range from 0.014 to 1.15, and lead at 2.2 parts per billion at the 90th percentile. Zero of thirty sites exceeded either action level and no violation was recorded.
The Town purchases it. Its water quality report names North Texas Municipal Water District, located in Wylie, as the supplier, and lists the surface water sources as Lake Lavon in Collin County, Bois d Arc Lake at Bonham, Lake Texoma across Grayson County in Texas and Bryan County in Oklahoma, and Jim Chapman Lake in Delta and Hopkins Counties. The susceptibility rating recorded is low. Lewisville Lake, which the Town sits on, is named in the stormwater programme rather than as a drinking water source.
We are not going to give you a hardness figure, and you should be suspicious of any local page that does. The Town report publishes calcium at 61.3 parts per million with a range from 31.2, and it does not publish a hardness value as calcium carbonate or in grains. Converting one into the other would be our arithmetic presented as the Town measurement. Ask the supplier for a hardness figure before you size anything, and note that a softener is one of the devices that can close a domestic water system.
Chloramines. The 2025 report shows an amount detected of 2.1 parts per million against a maximum residual disinfectant level of 4, with a range from 0.55 to 3.11. It matters for two reasons. Chloramine is harder on some older rubber and elastomer components than free chlorine, so a washer or a flexible connector specified decades ago is not necessarily the right part today. It also has to be removed deliberately for aquariums and for some filtration setups.
The report is careful and so are we. It defines pH as a measure of corrosiveness of water and records a range from 7.3 to 8.8 with a secondary standard of greater than 7.0, and it records no violation. A range of one and a half pH units across a year is normal for a blended supply and is not on its own evidence of aggressive water. What it does mean is that a house sitting at one end of that range for months is not in identical conditions to one sitting at the other.
It funds the stormwater management programme. The Town states that its Council adopted Ordinance number 1087 on 1 November 2011 implementing the programme, and that beginning in January 2012 Little Elm utility bills include a drainage fee associated with it. The Town says the fee provides more effective stormwater management and helps protect Lake Lewisville, the community, private property and the environment from pollution, habitat damage, creek erosion and flooding. We state no amount, because no current rate schedule was read.
The Town, and it treats this separately from dumping. It defines an illicit discharge as pollutants or harmful materials entering the stormwater system including storm drains, drainage ditches, creeks or lakes, and gives examples: oil, gasoline or vehicle fluids, paint, chemicals or cleaners poured outside, fertilizers or pesticides washing into drainage areas, and improper disposal of pool chemicals. It asks for reports around the clock and says to report it when in doubt and let the Town decide.
It is consistent with what the report shows. Little Elm water is a blend of four reservoirs, and every range column in the report is wide: chloramines from 0.55 to 3.11, chloride from 29 to 92.5, total dissolved solids from 182 to 455, and chlorite from not detected to 0.90. A blend that shifts through the year tastes different through the year. If the change is sudden rather than seasonal, that is worth investigating in the house rather than assuming it is the supply.
Newer stock is genuinely lower risk and the Town record shows it, with the 90th percentile for lead falling from 4.37 micrograms per litre in 2010 to 0.761 in 2022. But new construction brings its own list: flux residue and debris in a first year system, hose bibbs and irrigation connections that were never winterised, and pressure regulators fitted at handover that quietly close the system. New means fewer legacy materials. It does not mean nothing to check, and repiping questions are rare here for exactly that reason.
Work Booked Against Documents, Not Against Guesses
A tap that runs differently first thing in the morning, a meter that moves with everything off, a relief valve that started weeping after somebody fitted a device, or a yard that ponds where it never used to. We will tell you which system you are actually in, and which part of it is yours, before we quote.
Where every figure came from, and what we would not state
The completed inventory and its one hundred per cent non lead result, the absence of lead and galvanized requiring replacement lines, the monitoring programme history, the 2023 risk and resource assessment, the schools and child care identification, the interactive service line material map, and the historical 90th percentile table for 2007 through 2022 including the single action level exceedance in 2010 are all from the Town of Little Elm Lead and Copper Revised Rule page.
The supplier and the four named source lakes, the low susceptibility rating, the 2025 detected amounts and ranges for copper, lead, chloramines, chlorite, chloride, calcium, total dissolved solids, pH, barium, fluoride, nitrate and atrazine, the thirty site sample counts, the zero exceedances, the definition of pH as a measure of corrosiveness, the flushing, cold water and certified filter guidance, the statement that the Town cannot control materials inside your home, and the leak, toilet and meter conservation figures are from the Town 2026 water quality report covering the 2025 sampling year.

What we refused to state, and why. No hardness figure in grains or as calcium carbonate: the report publishes calcium and not hardness, and converting between them would be our arithmetic dressed up as the Town measurement. No water, sewer or drainage rate or fee amount, because no current rate schedule was read. No permit fee and no inspection turnaround.
We also refused a claim we could easily have made. Little Elm sits on a peninsula in Lewisville Lake and a regional district draws raw water from that lake, but that district does not name Little Elm among the communities it serves, and the Town own report names a different supplier. A district whose territory contains a town is not automatically that town supplier. For the same reason we state nothing about where Little Elm wastewater is treated.
And no property level claims. No statement that any individual address does or does not have a particular service line or internal pipe material, because the Town publishes a map for exactly that question and it should be read for the address rather than summarised here.
No office, address, crew or response time of ours is stated for Little Elm. Sampling results, inventory status, ordinances, fee structures and programme rules change.
