Plumber Boston: your sewer rate nearly doubles across the schedule while water rises barely a third
Boston publishes its water and sewer rates as a six band schedule, and buried in that schedule is a fact almost nobody who lives here knows. In the cheapest band, sewer is slightly cheaper than water. By the top band it is about a third more expensive. Across the whole schedule the sewer rate rises to about 1.89 times its starting point while water rises only about 1.36 times. That division is ours, but the six numbers it is done on are the Commission’s own.
The consequence is practical rather than academic. A wasted gallon does not cost the same at the top of your bill as at the bottom, and a leak in a heavy-use building is a materially different financial event from the same leak in a light-use one. That is the spine of this page.

The 2026 Schedule
Six bands, and the bands are measured per day
The Commission implemented its current rates on 1 January 2026 and they run through 31 December 2026. Water and sewer are each charged on a six band schedule and the bands are expressed in cubic feet per day, not as a flat monthly allowance. Your allowance in each band is the daily figure multiplied by the number of days in the billing period.
That mechanic catches people comparing two bills. A billing period of twenty eight days and one of thirty three days do not have the same cheap band in absolute terms, so a straight bill to bill comparison across periods of different lengths is misleading unless you normalise it first. The Commission spells the calculation out with a worked example on its rates page.
There is a separate stormwater charge of $9.06 per equivalent residential unit for 2026. And the unit conversion the whole schedule rests on is that one cubic foot of water is 7.48 gallons, which is why the Commission publishes every band twice, once per thousand cubic feet and once per thousand gallons.
The Crossover
Sewer starts cheaper than water and ends a third dearer
In the first band, water is $9.384 per thousand gallons and sewer is $8.914. Sewer is the cheaper of the two, by about five per cent on our division. From the second band onward that reverses and the gap keeps widening. In the top band water is $12.764 and sewer is $16.849, which makes sewer about thirty two per cent more expensive.
Put the two together and the combined cost of a thousand gallons runs from about $18.298 in the first band to about $29.613 in the top one, roughly 1.62 times. All three of those figures are our addition and division of the Commission’s published rates, not figures the Commission states.
What follows is a genuine change in priorities depending on the building. In a light-use household near the bottom of the schedule, a slow leak is annoying. In a heavy-use building sitting in the upper bands, the same leak is being charged at nearly two thirds more per gallon, and the sewer half of it is the expensive half. Urgency should follow the band, not the drip.
The Commission publishes the arithmetic, so use it
BWSC gives a worked example rather than a vague description, which makes it possible to check your own bill instead of trusting it. The example runs like this: a current billed meter reading of 415585 against a previous reading of 413515 gives a current consumption of 2,070 cubic feet.
Over a thirty day billing period that consumption is then split across the bands. The first nineteen cubic feet per day times thirty days is 570 cubic feet charged at the first band rate. The next twenty per day times thirty days is 600 cubic feet at the second band rate. The remaining 900 cubic feet falls into the third band. The sewer charge is calculated the same way on the sewer column of the same schedule.
Two things are worth doing with that. First, work out which band your building actually sits in, because everything above about urgency depends on it. Second, keep an old bill. A consumption figure from a comparable period last year is the cheapest leak detector anybody owns, and it costs nothing but the filing.
Four Programmes
Boston names the private-side problems and runs programmes for them
Most utilities stop at the property line and leave the owner to work the rest out. The Commission is unusually explicit about the private side, and lists four separate programmes on one page. Knowing they exist before you have the problem is most of the benefit.
The Lead Replacement Incentive Program covers lead service lines, and the Commission notes that before 1950 lead was used for exterior plumbing connections, so it is the older stock that carries it. The Leak Up To Owner programme, which BWSC abbreviates to LUTO, addresses a water service pipe leak that occurs on private property and is therefore the owner’s responsibility to repair.
The Sewer Abatement guidelines cover water that enters a building but never enters the sewer system. And the Sewer Lateral Financial Assistance Program is designed to help property owners with the repair or replacement of their sewer laterals. We have not read the eligibility terms of the lead, LUTO or lateral programmes, so confirm those with the Commission rather than with us.
The one programme whose mechanics are fully published
Sewer abatement is the programme BWSC documents most completely, and it is the one most likely to be relevant to a building with irrigation or water cooled equipment.
The idea is simple. A separate meter, approved by BWSC, is placed on the property to register water that does not enter the sewer system. The Commission gives an in-ground irrigation system and a water cooled air conditioning system as its two examples. That abatement meter is scheduled to be read daily and the customer receives a sewer credit for the volume it registers, applied monthly.
The requirements are specific. In most cases a backflow prevention device is required to protect drinking water from contamination, which BWSC also calls cross connection control. Three items must be completed and submitted by the legal title holder before any abatement is approved: the Sewer Abatement Program Application and Drawing Sheet, the Backflow Preventer Device Design Data Sheet, and the MTU receipt number.

- The application must come from the legal title holder, not a tenant or a managing agent acting informally.
- A backflow prevention device is required in most cases, so an irrigation abatement is a backflow job as well as a metering job.
- The credit is calculated from an actual meter read, not an estimate or an allowance, which means the meter has to keep working.
- Credits are applied monthly, so the benefit shows up on the bill rather than as a refund.
- We cannot tell you the approval time or the abatement guideline detail, because BWSC publishes those in documents we did not read.
Lead
Boston is clear about where the lead is and is not
The Commission states that the water it and the Massachusetts Water Resources Authority provide is lead free when it leaves the reservoirs, and that the distribution pipes carrying it are made mostly of iron and steel and do not add lead to water. Lead gets into tap water through home service piping, lead solder and some brass fixtures.
That framing puts the problem squarely on the private side, which is why it belongs on a plumbing page rather than only a utility one. The Commission adds the timing detail that matters: when water stands in lead pipes or plumbing containing lead for several hours or more, the lead may dissolve into it, so the first water drawn in the morning or after a day out can carry noticeably more.
On materials, Congress banned lead solder containing more than 0.2 per cent lead in 1986 and restricted the lead content of faucets, pipes and other plumbing materials to 8.0 per cent. The Commission also cites the EPA estimate that drinking water can make up twenty per cent or more of a person’s total exposure to lead.
Read the footnote on the water service map before you rely on it
BWSC publishes a water service map showing lead services, and it publishes an honest caveat alongside it that is easy to scroll past. The lead services indicated on that map were reported from visual inspections performed at the water meter during installation of new water meters under the Commission’s Automatic Meter Reading programme. The Commission then says plainly that owners should contact it to confirm the composition of the water service pipe.
In other words the map records what an installer could see at one point, at the meter, on the day a new meter went in. It is a good starting point and a poor conclusion. A building that shows nothing on the map has not been cleared, and a pipe can change material along its run.
On testing, the Commission notes that MWRA tests over 1,600 water quality samples per month, from the reservoirs all the way to household taps, and posts annual and monthly results on its own website. BWSC publishes an annual Drinking Water Quality Report. Those cover the supply side. Neither tells you what is under your own front garden.
Boston runs two round-the-clock lines and seven that are not
The Commission has twenty four hour, seven day, three hundred and sixty five day service for emergencies, but most of its departments keep office hours. Calling the wrong one at the wrong time is a common way to lose an hour you did not have.
- A genuine emergency, any hour. Report an Emergency is 617-989-7000. Operations is open twenty four hours a day, seven days a week, on 617-989-7900.
- Water is coming from inside the building past your shutoff. That is private plumbing. Close the stop valve, then call a plumber. The Commission is not the route in.
- A service pipe leak on your own land. BWSC calls this a leak up to owner and says it is the owner’s responsibility to repair, so treat it as your job from the first minute.
- Billing, account or general questions. Customer Service on 617-989-7800, 8:00 to 5:00 Monday to Friday. Collections is 617-989-7070 on the same hours.
- Meters, abatements and cross connection. Metering is 617-989-7132 and Meter Services is 617-989-7139. Meter installation and the meter shops run 7:30 to 4:00, Monday to Saturday, which is the one desk with a Saturday.
- Anything with drawings attached. Engineering Customer Service is 617-989-7600, 8:00 to 5:00 Monday to Friday.
The Commission also publishes its holiday closing dates a year at a time, including Patriots Day, which is a Massachusetts holiday that catches out anybody planning a schedule from outside the state.
The Directory
Seven desks, three sets of hours, one address
Everything the Commission does runs out of 980 Harrison Avenue, Boston MA 02119, but the desks behind that address keep three different schedules. Administration, Collections, Customer Service and Engineering Customer Service all run 8:00 to 5:00 Monday to Friday. Meter installation and the meter shops run 7:30 to 4:00 Monday to Saturday. Operations is open twenty four hours a day, seven days a week.
The practical read is that the only two routes available outside office hours are the emergency number and Operations. Everything else waits for the morning, including anything that feels urgent because it is expensive rather than because it is flooding.
If you manage property in Boston, the single most useful thing on this page may be the Saturday meter shop hours. Meter work is one of the few things that can be progressed on a weekend here, and most owners assume the opposite and lose a week.
Six steps for a Boston property, in order
- Work out which band you are in.
Take a recent bill, divide the consumption in cubic feet by the days in the period, and compare against 19, 39, 89 and up. Everything else on this page reads differently depending on the answer.
- Compare against the same period last year.
A consumption figure with no behavioural explanation is the cheapest leak indicator there is, and the Commission publishes rate schedules back to 2016 so you can separate a rate rise from a volume rise.
- Check the water service map, then do not trust it.
The lead data behind it came from visual inspections at the meter during automatic meter reading installation. The Commission itself says to contact it to confirm the pipe composition.
- Flush the first draw if lead is possible.
The Commission is explicit that water standing several hours or more in lead-containing plumbing can carry noticeably more lead, and names the morning and the after-work draw as the risky ones.
- If you irrigate or run water cooled plant, price the abatement.

- Find the shutoff before you need it.
Boston housing stock is old and stop valves seize. A valve tested on a dry day is a small planned job. The same valve discovered during a burst is a very large unplanned one.
Where the Boston rate structure stops applying
The six band per-day schedule, the four assistance programmes and the abatement mechanics are Boston Water and Sewer Commission arrangements. Cross the city line and none of them travel, even inside the MWRA supply area.

That is what the sewer abatement programme is for. If the leak is on private property, the owner does. The Commission names the situation explicitly, calls it a leak up to owner or LUTO, states that it is the owner’s responsibility to repair, and runs a programme around it. It also says that when a service pipe leaks it is essential that it be fixed promptly and correctly, because the results can be destructive as well as posing health risks. We have not read the LUTO programme terms, so confirm those with BWSC.

That is the whole of what is published on the programmes overview page, and we did not read the detailed programme page, so we cannot tell you the eligibility rules, the amount of assistance or the application route. The Commission is the place to ask.
Not the supply. BWSC states that the water it and MWRA provide is lead free when it leaves the reservoirs and that the distribution mains, mostly iron and steel, do not add lead. Lead enters through home service piping, lead solder and some brass fixtures, by corrosion. Standing water is the multiplier, so the first draw of the morning can carry more. Congress banned lead solder over 0.2 per cent in 1986 and capped lead in faucets, pipes and other plumbing materials at 8.0 per cent.
